We are pleased at the measures taken by the United Nations to prevent the spread of the Ebola virus in the field, in particular the quarantine of United Nations staff before any deployment from affected countries, awareness-raising and education on the means of transmission and prevention measures for non-affected countries. Further prevention measures must be taken, for example, the building of treatment centres and the enabling of traceability to find the source in order to ensure that proper care is given. We commend the tangible, but still scant, results in the attempts to contain the spread of Ebola. We call on the international community to redouble its efforts to strengthen the response to the epidemic.

Chad commends the resilience of the affected countries, which have not fallen prey to panic, and we pay tribute to the victims, including the medical personnel who have given their all in caring for the sick and paid for their dedication with their lives. Given the international dimension of Ebola, we call for greater mobilization by the international community in order to eliminate that scourge. The media must play a positive role in raising awareness and not conveying through their coverage images that sow panic and desolation.

  4. The consequences of the disease are numerous. There are more than 5,000 dead out of the more than 9,000 people affected. Public institutions, such as schools, are shut. It would appear that the official figures are below the real ones. Ebola weakens everything that was built in the post-conflict period in Liberia and Sierra Leone, and makes it difficult to implement Security Council sanctions for those countries. International assistance is crucial in the fight against that disease. Resolution 2177 (2014), sponsored by 134 countries and adopted by consensus by the Security Council members, shows the degree of the international community's mobilization in response to that extraordinary threat. The historic momentum of solidarity against the pandemic called for promises of assistance, which materialized on the ground.

  5. Mr. Gombo (Chad) (spoke in French): I would like to thank Mr. David Nabarro, Mr. Anthony Banbury and Mr. Thomas Mauget for their relevant briefings on the development of the Ebola epidemic. The emergency meeting of the Security Council on the Ebola epidemic, held on 18 September (see S/PV.7268), made it possible to assess the scale of the epidemic's threat to international peace and security. It is true that there have been encouraging signs on the ground in recent weeks, but the Ebola epidemic is unpredictable and it continues spreading to other African countries, such as Mali, at present, which is unfortunate. The fact that non-African countries have been affected and their citizens counted among the victims justifies the fear of the threat of the Ebola virus epidemic to international peace and security.

  6. In conclusion, Chad notes with satisfaction that, despite the complex humanitarian, political and constitutional context, the security situation in the country remains calm and stable. In that regard, we welcome the good cooperation between the Office of the High Representative, the European Union military mission in Bosnia and Herzegovina, NATO and the Organization for Security and Cooperation in Europe towards the implementation of the Peace Agreement. However, efforts must continue to fulfil the five objectives and two conditions for the Office of the High Representative to be closed. We trust that the desire for peace motivating the parties involved will allow for stability in Bosnia and Herzegovina to be strengthened.

Moreover, we believe that the disputes over State property in the municipalities of Kalinovik and Foca, the legislative gridlock resulting from the use of vetos, the administrative non-cooperation and the refusal of transport, information and documents must be resolved in the framework of the General Framework Agreement for Peace in Bosnia and Herzegovina, the Dayton Agreement and the principles of the Constitutional Court of Bosnia and Herzegovina. In the same vein, Chad calls on all parties involved to exhibit calm and restraint and urges them to preserve the sovereignty and territorial integrity of Bosnia and Herzegovina, with full respect for the rights of minorities.

Chad encourages the national authorities to redouble their efforts to define a comprehensive strategy to coordinate the various initiatives to reintegrate the vulnerable population as winter approaches. Contingency planning should also be developed to deal with such catastrophes in the future. The seventh general elections for the Parliament of Bosnia and Herzegovina were hold on 2 October. The polls were conducted in an orderly manner, with an overall participation rate of 55 per cent. According to the final results, the nationalist parties largely dominated the elections, and the Croat, Serb and Muslim nationalists will form a tripartite presidency of Bosnia and Herzegovina, pursuant to the Dayton Agreement of 1995. Chad expresses its concern with regard to the calls for the secession of the Republika Srpska.

First of all, in May 2014, we received the shocking reports and images of the floods and landslides that occurred in Bosnia and Herzegovina - a natural disaster that provoked the displacement of hundreds of thousands of persons and destroyed thousands of homes. More tragic still, the floods also resulted in the displacement of landmines and other unexploded munitions from the 1992-1994 war, exposing 70 per cent of the flooded area to risk. The economic impact of the disaster is estimated at €2.04 billion, which is almost 15 per cent of Bosnia Herzegovina's gross domestic product. Despite the rapid response of the international community, several months on the country has yet to recover from the disaster.

  10. Mr. Gombo (Chad) (spoke in French): I, too, would like to thank Mr. Valentin Inzko, High Representative for Bosnia and Herzegovina, for his briefing. The developments and circumstances characterizing the period from 21 April to 21 October 2014 in Bosnia and Herzegovina show that the process of building peace is a complex one that faces constant challenges. Three factors illustrate this complexity in particular: the floods, which have made the humanitarian situation in the country even more fragile; the general elections, which polarize the political scene; and, lastly, the country's sovereignty and territorial integrity, which are being contested by a segment of the population.

  11. The issue of detainees has not been addressed, and we therefore urge the Government of Libya to do all it can to either release them or to prosecute them. We welcome the ongoing dialogue between the Libyan Government, through the Office of the Prosecutor, with the ICC, and urge them to strengthen it. We also support the proposal of the ICC Prosecutor regarding the creation of a contact group of key countries in judicial matters in order to support the efforts of the Libyan Government to bring justice to the victims. That would surely help to strengthen justice in that country, which needs it so very much.

  12. Everyone recognizes the seriousness of the security situation in Libya today and the limited means of the Government to address it. We therefore encourage the Libyan Government to persevere in its desire to promote justice and to cooperate with the ICC. We also encourage it to make the effort necessary to organize the visit of the defence counsel of Abdallah Al-Senussi, and to provide the information requested by the ICC regarding the case's prosecution in Libya. Moreover, it is regrettable that the budgetary constraints are limiting the work of the ICC in opening new prosecutions and in collecting evidence on other suspects outside of Libya. We therefore reiterate our call on the Security Council to seek a solution to the problem of financing in the cases it refers to the Court.

  13. The eighth report of the Prosecutor refers to the displacement of the Tawergha without hope for an improvement in their situation. On the judicial front, despite the decision of the Pretrial Chamber of May 2013, confirmed a year later by the Appeals Chamber, recognizing the admissibility of the case of Saif Al-Islam Al-Qadhafi, no judgment concerning him has been rendered up to now. That absence of accountability continues to bolster the impunity that reigns throughout the country. That encourages the commission ofnumerous crimes against civilians that neither the Libyan Government nor the international community are able to end. The Libyan Government has expressed its willingness to cooperate with the ICC in the case of Saif Al-Islam Al-Qadhafi, but it continues to use the prevailing insecurity as an excuse for why it has not done so.

  14. Mr. Gombo (Chad) (spoke in French): I thank the Prosecutor of the International Criminal Court (ICC), Ms. Fatou Bensouda, for her briefing. Since the briefing before the Council on the seventh report of the ICC on 13 May (see S/PV.7173), the political and security situation in Libya has undergone numerous changes. We note that since then the militias have continued to clash with increased violence, making the security and political situation ever more confused and volatile. On the human and humanitarian rights front, civilians are living in totally precarious conditions. They continue to be the targets of many attacks and tribulations, both at the hands of the militias and the State authorities, who engaged in torture, inhumane treatment and discrimination despite the publication of Law 10/2013.

We welcome the fact that all speakers recognized the central role that women can play in peace and security processes throughout the world and the need to protect women and to ensure their full and equal participation in all efforts in the prevention and resolution of conflicts and in post-conflict peacebuilding. In conclusion, I wish to congratulate you, Madam President, and the entire Argentine team for the significant work accomplished, the relevance of the topics chosen and the tireless efforts made throughout your term.

  17. The military success of Operation Indian Ocean and the political efforts under way in Somalia should lead to the holding of credible elections in 2016. My delegation believes that the Security Council should consider the effective implementation of resolution 2182 (2014), which, inter alia, prohibits the export of charcoal. On 23 October, the Security Council debated its methods of work (see S/PV.7285) so as to improve the effectiveness of its activities. This shed new light on the need to enhance the transparency and regularity of the sanctions regime. The participation in that meeting by many Member States demonstrates the interest attached to the matter by the broader United Nations membership.

  18. Mandates must therefore be adjusted to take that new element into account. Regarding the Middle East, including the Palestinian question, we welcome the meetings convened by the Argentine presidency, which allowed Council members to clarify their stances on various matters. Nevertheless, a lack of consensus within the Council has meant that the Syrian and Palestinian questions have yet to find medium- or long-term solutions. Somalia has also been the subject of particular attention this month. The Special Representative of the Secretary-General, the Special Representative of the African Union for Somalia and the Head of the African Union Mission in Somalia each described a hopeful outlook for that devastated country.

We would wish to see the momentum of solidarity launched at that collective awareness- raising event to be maintained and strengthened so as to eradicate the epidemic at its source and to ensure that it does not spread to the rest of the world. In other words, the three most impacted countries should receive multifaceted assistance that will allow them to build upon their achievements in peacebuilding and economic development. The meeting with the Force Commanders of United Nations peacekeeping missions (see S/PV.7275) highlighted the tenuous nature of the conditions in which Blue Helmets carry out their missions. They increasingly face complex, hostile and unpredictable situations, and they are regularly targeted by non-State actors in the Golan, Syria, northern Mali, the Democratic Republic of the Congo and the Central African Republic.

  20. It was under your presidency, Madam President, that the Security Council extended the mandate of the United Nations Interim Security Force for Abyei to 28 February 2015. The related resolution 2179 (2014), presented by the United States, was adopted by the Security Council and welcomed by the Permanent Representatives of the Sudan and South Sudan. Regarding the Ebola crisis, we also acknowledge that your leadership has led to the issue's having been considered twice by the Council and to important measures have been taken. The open debate on Ebola held on 14 October (see S/PV.7279), followed by consultations, allowed the Council and the entire international community to acknowledge that Ebola constitutes a genuine threat to peace and security, not only in the three most impacted countries but also for all humankind.

We welcome the initiative of the United States for having introduced a new way of conducting Security Council consultations, which you also decided to use, while providing several improvements. The method makes our meetings more flexible. We note with satisfaction that the debates organized on the situation in the Sudan and South Sudan (see S/PV.7276) allowed Council members to better understand the status of Abyei, with all the parametres and challenges represented by the elections to be organized by Khartoum in 2015.

  22. The humanitarian situation requires responsibility on the part of the authorities and political actors. Lasting solutions must be provided to the affected population, making a priority of the structural issues affecting human rights, in conformity with international norms, the recommendations contained in the report of the Office of the United Nations High Commissioner for Human Rights on the human rights situation in Ukraine, and in the framework of respect for General Assembly resolution 68/262, on Ukraine's sovereignty and territorial integrity.

In View of the situation, Chad urges the parties to the conflict to exercise restraint and calm, and calls on the countries with influence over the actors on the ground to exert all efforts to find a political solution to the crisis, which has lasted too long. Chad congratulates the Government of Ukraine on its peacemaking and peacebuilding efforts in Ukraine. First was the signing of the Minsk accord and memorandum under the auspices of the Trilateral Contact Group on 19 September. Then, on 16 September, the Ukrainian Parliament ratified the law on special autonomy for certain regions of Donetsk and Luhansk, the law on amnesty and the immediate release of all hostages and detained persons. Those efforts must continue. The elections scheduled for Sunday will be another key step of the will for peace in Ukraine.

Moreover, war-related practices - torture, abduction, illegal detention, intimidation, confiscation of goods, summary and arbitrary execution and acts of sexual violence - are being committed against the civilian population by Government forces as well as by separatists, and are unacceptable. Chad condemns all acts of violence and violations of human rights and international humanitarian law. Given the scope of the conflict and despite the repeated calls of the international community and the Security Council, Chad believes that the situation is not simply fragile, as stated in the report; rather, we are on the verge of an acute humanitarian crisis.

  25. The majority of the population in the conflict zones are facing substantial difficulties, with no access to education, sanitary facilities, shelter or work. Furthermore, with the advent of winter and the stalemate in the negotiations between the Russian Federation and Ukraine on the provision of natural gas, we fear that millions of people will be subjected to an untenable situation. In the regions of Donetsk and Luhansk, thousands of people have been deprived of income because nearly 40,000 small and medium-sized businesses have closed shop due to the fighting.

  26. Sometimes, when a bomb does not explode immediately, it becomes the equivalent of a mine. Chad emphatically condemns the use of those weapons of mass destruction in violation of international treaties and calls for an immediate cessation of hostilities. On the humanitarian level, the figures demonstrate that civilian victims have increased sharply in this situation of intensified combat. According to the report of the Office of the High Commissioner of Human Rights, over 3,000 people have been killed to date and 9,000 have been injured in eastern Ukraine. Despite the truce of7 September, another 350 people have been killed. As for the internally displaced persons, Ukraine has over 400,000. It is a dire moment.

Mr. Gombo (Chad) (spoke in French): I would like to join others in thanking Mr. Oscar Fernandez-Taranco, Assistant Secretary-General for Political Affairs, and Mr. Ivan Simonovic', Assistant Secretary-General for Human Rights, for their briefings. Chad continues to be gravely concerned by the deteriorating security and humanitarian situation in Ukraine, especially in the eastern part of the country. On the humanitarian level, Chad notes that despite the Minsk agreement of 5 September, which includes the ceasefire agreement, the use of heavy weapons and bombings in inhabited areas continue on a daily basis. We are all the more concerned because, according to certain sources, the Ukrainian army and separatist forces are using cluster bombs in their confrontations in eastern Ukraine. As the Council is aware, such weapons cause severe harm.

Chad congratulates the International Security Assistance Force (ISAF) on its tireless efforts during and after the elections to ensure security in Afghanistan and on its remarkable results in combatting drug trafficking. Given that the Force's mandate is coming to an end, we note the importance of rapidly de-escalating the political situation in Afghanistan so that a lasting solution to the security issue can be found after ISAF's departure. Chad condemns all violence and terrorist acts perpetrated by the Taliban, linked with Al-Qaida and other armed groups. Those inhuman and cruel acts are serious crimes against humanity, and their perpetrators should be prosecuted and brought to justice. We believe that terrorism in all its forms and manifestations is criminal and unjustifiable, regardless of the motives.

We reiterate our encouragement to all sectors of Afghan society - in particular the political parties, traditional and religious authorities and civil society for their willingness to engage in direct and inclusive dialogue to solve the problem, which is the only guarantee for the maintenance of peace in Afghanistan. The current post-electoral situation should not overshadow the major challenges Afghanistan is facing, which require the international community's constant support, specifically in the areas of security, humanitarian issues and combatting drug trafficking, terrorism and extremism. We welcome the political and diplomatic efforts that are being carried out at the regional and international levels for peacebuilding and increasing security in Afghanistan, and we hope that actions will continue in that area.

In that regard, we welcome the role played by the United Nations Assistance Mission in Afghanistan (UNAMA) to help diffuse the situation by facilitating the signing of an agreement on an audit of the votes for the two presidential candidates - Mr. Abdullah Abdullah and Mr. Ashraf Ghani Ahmadzai. We thank UNAMA for and encourage it in its impartial logistical and technical support, which enabled the electoral audit. We also welcome the efforts of Secretary of State of the United States, Mr. John Kerry, to help the parties to reach an agreement on national unity following the announcement of the results. In the same spirit, Chad supports the call recently addressed by the Afghan Ulema Council to both candidates, to rapidly resolve the crisis and form a national unity Government in order to fulfil the aspirations of the Afghan people.

  36. However, critical needs still have to be met in the areas ofbasic sanitation and malnutrition. Overall, 70,000 displaced persons are still living in very precarious conditions. Chad urges the Government to seek solutions for these people based on sustainable development. We commend the 82 per cent drop in cholera cases compared to the same period last year, and we encourage initiatives aimed at fighting the disease, including the total sanitation programme launched by the Secretary-General in July. We urge donors to step up their efforts to find the financing needed to completely eradicate cholera in Haiti. After 10 years of MINUSTAH's activity and 13 Security Council resolutions, we believe that Haiti is at a turning point in its consolidation of stability and democracy.

In spite of overall improvement in the area of security, public order is still at risk, particularly by problems with crime, gang violence and civil unrest related to the continuing political and economic crisis. Chad welcomes the forthcoming increase in the numbers of Haitian National Police officers to 15,000 by 2016 and the reform of the prison system. As we know, every security problem is ultimately rooted in social inequality and poverty. Fighting those scourges will help improve the underlying causes of insecurity. In that regard, Chad encourages the country's Government and the United Nations to continue to aid and support Haiti in the processes of stabilization and peacebuilding. With regard to the humanitarian situation, Chad welcomes the fact that the number of displaced persons has fallen by 90 per cent since 2010.

  38. On the political front, the problem of the composition of the Electoral Council still divides the executive, the political parties, the parliamentarians and the opposition. Chad supports the efforts to maintain an inter-Haitian dialogue process and commends the signing of the El Rancho Accord, which is an encouraging development and a sign of the political stakeholders' willingness to put an end to their differences. In order to strengthen the rule of law, promote socioeconomic development and restore lasting stability, Chad urges all the parties concerned to redouble their efforts to hold local and parliamentary elections in Haiti as speedily and as soon as possible.

Mr. Gombo (Chad) (spoke in French): I would like to add my voice to those of speakers before me in thanking the Special Representative of the Secretary- General and Head of the United Nations Stabilization Mission in Haiti (MINUSTAH), Ms. Sandra Honore, for her briefing and for her and her team's flawless work to help Haiti. The report of the Secretary-General covering the period under consideration (S/2014/617) shows that the situation has improved. The main State institutions have been strengthened and the return and resettlement of internally displaced persons has been 90 per cent accomplished, while significant progress has been made in combating the cholera epidemic. However, there are a number of issues that make this improved situation a fragile one.

We take this opportunity to encourage the work of UNMIK to create a reconciliation programme in 18 municipalities, notably in northern Kosovo, and to commend the adoption of amendments to the law on the status and the rights of martyrs, invalids, veterans and members of the Kosovo Liberation Army, civilian victims of war and their families, and survivors of sexual violence in order to guarantee their access to compensation. In conclusion, Chad notes with satisfaction the two-year extension of the EULEX mandate. Chad commends the sound management and dedication of the entire UNMIK team for its work on the ground and its fruitful collaboration with EULEX, KFOR, the Organization for Security and Cooperation in Europe, all United Nations agencies on the ground, and the institutions of Kosovo.

Chad commends the effective intervention and actions of the Kosovo police, EULEX and the Kosovo Force (KFOR) in resolving problems involving public disorder, such as the demonstration of 8 July in Pristina at the Embassy of the former Yugoslav Republic of Macedonia. With regard to human rights, Chad notes with satisfaction the significant progress of the Working Group on Enforced or Involuntary Disappearances, notably the resumption of the exhumation and identification of bodies. Chad also commends efforts to promote the voluntary return of 48 displaced persons to Kosovo. We urge the Kosovar authorities to ensure the implementation of the law so as to find a lasting solution to the problem of displaced persons and refugees and the restitution of their property.

  43. Nevertheless, the prosecution of these allegations can be addressed only once the special criminal tribunal has been established to that end. Chad urges the Kosovar authorities to establish the special tribunal by early 2015 so as to ensure that justice is served and to close this painful chapter in the history of the country. We commend and encourage the efforts of the Kosovar judicial authorities in their fight against impunity. With regard to security, Chad strongly condemns the violent acts in the Mitrovica area, where violence has claimed victims among law enforcement officers and civilians, and damaged property belonging to the Kosovo police, EULEX and UNMIK.

We welcome the progress of the dialogue with Pristina, facilitated by the European Union, and the full implementation of the First Agreement of Principles Governing the Normalization of Relations of 19 April 2013, in accordance with the implementation plan of 22 May 2013. At the local level, we commend the adoption of new municipal statutes in the north and in Pristina with a view to normalizing the administrative and budgetary situation. In the judicial sector, Chad notes that the Special Investigative Task Force, with the support European Union Rule of Law Mission in Kosovo (EULEX), has collected sufficient proof of ethnic cleansing of the Serb and Roma populations during the armed conflict. Similar results have also been achieved with regard to cases involving violence and intimidation against the Kosovar Albanian oppposition.

With regard to the political situation, Chad commends the holding on 16 March of transparent legislative elections in Kosovo, which demonstrated the political maturity of that country and signaled the growing engagement of Kosovo's political class and population in a genuine process of national reconciliation. Those significant achievements should be built upon and strengthened through the establishment of a legitimate and credible constitutional order. Concerning Belgrade and Pristina's commitment to the normalization of their relations, we note with satisfaction the efforts deployed by Kosovo and the European Commission to finalize a Stabilization and Association Agreement. In addition, the onset of post-electoral talks has allowed Pristina to take a new direction, the main challenge which will be reform of the electoral system.

Mr. Gombo (Chad) (spoke in French): At the outset, I should like to thank Mr. Farid Zarif, Special Representative of the Secretary-General and head of the United Nations Interim Administration Mission in Kosovo (UNMIK) for his briefing on the situation in Kosovo. I should also like to welcome His Excellency Mr. Ivica Dacie, First Deputy Prime Minister and Minister for Foreign Affairs of the Republic of Serbia, and Mr. Enver Hoxhaj, Minister for Foreign Affairs of the Republic of Kosovo. Chad fully supports their efforts to build peace in the region. Chad welcomes the progressive improvement in the political, institutional, security and human rights situation in Kosovo.

With regard to the Central African Republic, we would like to see the Council accelerate the process of deploying the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic, which is planned for 15 September. We hope that the United States, which will take over the presidency of the Council from the United Kingdom next month, will focus attention on the issue ofrefugees. Finally, Chad welcomes the adoption of the presidential statement, during your presidency, on the United Nations Integrated Strategy for the Sahel (S/PRST/2014/17). In conclusion, we would like to thank the President of the Council for his insight and leadership in the Council's work. We would like to also congratulate the entire United Kingdom team that accompanied him throughout his work.

We also commend the initiative of neighbouring countries, which have met several times to discuss the situation in Libya in order to contribute to finding a solution to the crisis in that country. By the same token, we welcome the Council's adoption of resolution 2173 (2014), which extends the mandate of the African Union-United Nations Hybrid Operation in Darfur so that it can continue to pursue its mission of protecting civilians and providing humanitarian assistance in that region. We think that a military solution is not viable for that country and that dialogue should be fostered in the framework of the Doha agreement and regional initiatives.

  50. We noted that all delegations underscored the Council's lack of rigour and efficiency in implementing prevention mechanisms. We also welcome the debate that you, Sir, organized on the protection of civilians (see S/PV.7244), as well as the draft resolution that is currently being drawn up on that topic. With regard to the situation in Libya, Chad expresses its concern at the complex situation that our neighbouring country finds itself in. We call on the international community to help Libya restore peace and security. In that connection, we welcome the Security Council's vote, during your presidency and through your initiative, on resolution 2174 (2014), on the situation in Libya.
