“Before we begin our work, I should like to make the following statement. Today marks the fifth anniversary of the attack in Baghdad against the United Nations Assistance Mission for Iraq. The Mission was then headed by the late Sergio Vieira de Mello, who had previously played a vital role in the transition of Timor-Leste, which is among the agenda items to be considered by the Council this morning. A minute of silence and a commemorative ceremony in the presence of the Secretary-General have preceded our work. In that emotion-filled context, I should like to open our deliberations by once again paying tribute to all United Nations staff members who have died or have been wounded in the service of the Organization throughout the world. “Belgium would like firmly to stress three elements. First, Belgium wishes to express its unconditional support for the sovereignty and territorial integrity of Georgia within its internationally recognized borders. Secondly, Belgium calls for an immediate ceasefire without any preconditions and a return to the situation that existed on the ground prior to 6 August. Thirdly, Belgium emphatically recalls how important it is for all parties concerned to emerge from a military approach and adopt a peaceful approach. Only a political process can be the basis for lasting peace in the region. We therefore support the various diplomatic initiatives that are currently under way and that are aimed at helping the parties to find a solution.”

Belgium expresses its very serious concern at the disturbing evolution of events on the ground, which have been marked by an escalation of military operations and a territorial extension of the conflict to areas beyond South Ossetia, in particular towards Abkhazia. Furthermore, the events of recent days have created a very serious humanitarian situation and have led to considerable damage. Above all, they have taken the lives of a large number of victims.”

“Belgium encourages the Government of Iraq to increase its efforts to assist them, in cooperation with the Office of the United Nations High Commissioner for Refugees. More generally speaking, we welcome the willingness of the Iraqi authorities to make better use of the country's potential, by progressively taking ownership of reconstruction projects, while relying on an increased presence by United Nations agencies and on their expertise. Here, we noted last month's announcement by the Iraqi Government of its intention not to seek the renewal of the mandate of the Multinational Force, as well as the start of negotiations on a bilateral security agreement. I conclude by recalling that the Security Council is duty-bound to ensure that the United Nations mandate is carried out in adequate security conditions.”

“Last month's debate provided an opportunity to welcome the willingness shown by the Iraqi Government, along with its neighbours and the entire international community, to deepen the dialogue with the common goal of ensuring the long-term stabilization of Iraq. Although this was reiterated in Kuwait and in Stockholm, it is nonetheless important to recall that this mutually beneficial dialogue must take place in the context of respect by all for the sovereignty of Iraq. We have noted the positive developments in the areas of security, national reconciliation and regional dialogue, and more generally we note the increased assumption of responsibility by the Iraqi authorities. The Council is meeting in accordance with the understanding reached in its prior consultations. Members of the Council have before them document 8/2008/512, which contains the text of a draft resolution prepared in the course of the Council's prior consultations. Members also have before them document S/2008/281, which contains the sixth report 2 of the Secretary-General on the United Nations Integrated Office in Sierra Leone. It is my understanding that the Council is ready to proceed to the vote on the draft resolution before it. Unless I hear any objection, I shall now put the draft resolution to the vote. There being no objection, it is so decided. A vote was taken by show of hands.”

“The situation in Sierra Leone Sixth report of the Secretary-General on the United Nations Integrated Office in Sierra Leone (S/2008/281) The President (spoke in French): I should like to inform the Council that I have received a letter from the representative of Sierra Leone, in which he requests to be invited to participate in the consideration of the item on the Council's agenda. In conformity with the usual practice, I propose, with the consent of the Council, to invite that representative to participate in the consideration of the item, without the right to vote, in accordance with the relevant provisions of the Charter and rule 37 of the Council's provisional rules of procedure. There being no objection, it is so decided. At the invitation of the President, Mr. Pemagbi (Sierra Leone) took a seat at the Council table.”
