Progress has been made, notably through the peace offer presented by President Ghani at the second Kabul Conference, on 28 February, and then with the ceasefire for the Eid Al-Fitr holiday and the unilateral Eid Al-Adha ceasefire proposal. France urges the Taliban to respond to those gestures of openness. A lasting solution in Afghanistan can be only political in nature, negotiated through an inclusive Afghan-led process for Afghans. In that respect, it is essential to consult the Afghan population, including young Afghans, in order to take into account their expectations. Beyond Afghanistan, it is important that all States in the region unambiguously support the objective of peace. The violence and power struggles have lasted far too long.

  4. We are concerned about the many questions that remain about the preparations for the elections, which may compromise their integrity. We also remain concerned about the low number of candidates in some provinces for district council elections, since a plurality of candidates is an essential criterion for holding credible elections. In that regard, we support the work of the United Nations Assistance Mission in Afghanistan (UNAMA) alongside the various Afghan stakeholders and the series of measures to combat fraud, promote trust and ensure the inclusivity and security of the elections. Thirdly, concerning peace efforts, the seriousness of the security situation and the human cost of the conflict should serve to encourage renewed efforts to achieve lasting peace.

We look to the Afghan Government to continue the important efforts needed to curb drug production, with the support of the United Nations Office on Drugs and Crime, regional partners and the international community, within the framework of the principle of shared responsibility, including the Paris Pact Initiative. Secondly, the parliamentary and local elections scheduled for 20 October constitute a major challenge, given the context that I have just mentioned. France attaches great importance to the democratic process and the holding of free, transparent and credible elections. It is essential that the Afghan population be able to express itself and be represented in the Government. All stakeholders must continue to work to ensure the broadest possible participation of the population in the elections, especially women.

Nonetheless, such clashes confirm that terrorist groups are determined to continue their harassment in order to destabilize the country at a critical time, by creating a climate of perpetual insecurity and by seeking to undermine the Afghan forces and the authority of the Government just ahead of the elections. We are also concerned about the continued increase in drug trafficking, which fuels Taliban insurgency and threatens the lives of thousands of Afghans. The presentation of a draft regional strategy by Afghanistan in July in Vienna marks the renewed commitment of the Afghan authorities to combating opiate production and trafficking, which deserves to be highlighted. We call on the countries of the region to resolutely commit to fighting such trafficking at all levels.

France is very concerned about the increasing number of foreign terrorist fighters in Afghanistan, as well as by the one-upmanship of the Taliban and the Islamic State in the Khorasan Province, marked by a recent increase in the number of terrorist attacks, in Kabul in particular. We again condemn such attacks, in the strongest terms, and reiterate our solidarity with the victims of terrorism and their families. France also commends the courage and the determination of the Afghan forces, who were instrumental in retaking the town of Ghazni on 10 August.

I would also like to warmly thank Mr. Ramiz Bakhtiar for his briefing, which clearly illustrated the essential role played by Afghan youth in building a peaceful, democratic, just and united society. In Afghanistan and elsewhere, young people must be fully recognized as agents of sociopolitical change and as key partners in efforts to bring about peace and development. I will make three points today. First, with regard to the security situation, the conflict in Afghanistan remains one of the deadliest and most violent on the Security Council's agenda.

I conclude by welcoming recent regional developments, such as last week's signing of a cooperation agreement between Somalia, Ethiopia and Eritrea, and the holding of the Intergovernmental Authority on Development summit yesterday, marked by the return of Eritrea and the consultations held upstream between the Djiboutian and Eritrean authorities. These developments open real prospects for the stabilization of the entire Horn of Africa and, we hope, for Somalia too.

  10. Mlambo-Ngcuka said earlier, I should like to stress the importance that France attaches to greater women's participation. As we know, the full and effective participation of women in political processes is a prerequisite for ensuring lasting peace and reconciliation. I thank Michael Keating for having pointed out that Somalia is an example of a situation of vulnerability to climate events. The Security Council must keep that reality in mind. With respect to that issue and to the participation of women, I agree with the suggestion made by the Permanent Representative of Sweden that it could be useful for the Council to have access to analytical datat on these conflict-related factors.

In that regard, we welcomed the outcome of the meeting of the National Security Council held in Baidoa in June, which marked the resumption of discussions between the Somali Federal Government and the federal member states. We are, however, concerned about the communique issued on 8 September by the Presidents of the five federal member states announcing the suspension of talks with Mogadishu. We therefore call on all Somali actors to resume their dialogue around crucial issues as soon as possible, including devising the electoral model and sharing revenue generated by natural resources. More generally, in keeping with remarks made earlier, all partners in Somalia must improve coordination, as was underlined at the Somalia Partnership Forum held in Brussels in July. The third, and most basic, key to success involves the country's political and economic integration and unification. Somalia must face up to major challenges, such as deepening federalism, the constitutional review, the holding of the 2020-2021 elections, based on the one-person-one model, and pursuing an economic reform agenda.

In that context, France attaches particular importance to the gradual transition of the country's security responsibility to the Somali security forces, which must be part of a clear and precise timetable and adhere to the national security architecture . At the high-level security meeting on Somalia in May, we welcomed the finalization of the transition plan of the Somali Federal Government. It is now essential that progress be made in the implementation of the plan in the pilot areas. We welcome the recent transfer of security responsibility for the Mogadishu stadium, which must enjoy the necessary security guarantees. France also calls on Haiti to reduce the number of detainees held in pretrial detention for more than two years, improve detention conditions and launch fully independent investigations into human rights violations committed by law enforcement. It is also essential that transitional justice mechanisms be put in place to shed light on massive human rights violations committed in the past. With regard to that and other issues, France expects the Haitian authorities to redouble their efforts ahead of the transition period and the drawdown of MINUJUSTH.   19. Furthermore, there can be no economic development without resolute action to fight corruption. France therefore encourages the Haitian authorities to continue their efforts in that direction and to do their utmost to bring those responsible to justice and eradicate the problem. Lastly, in connection with the issue of justice I just addressed, it is essential to pursue efforts in the area of respect for human rights in order to assure Haitians of respect for their fundamental rights. That is a prerequisite for the stability of Haiti and the well-being of the Haitian people. Secondly, concerning justice, without which there can be no political legitimacy, it is now up to Haiti to pursue, in line with its national plan, all avenues for improving the judicial system established by MINUJUSTH, including issues related to the efficiency of the criminal justice system and detention conditions in prisons. It is therefore crucial to build the trust of the Haitians in the capacity and willingness of the judicial system to fight crime. At times it is said that this goal can wait, on the grounds that priority should be given to economic development. Nothing could be further from the truth. Equitable and sustainable development depends essentially on building the rule of law under which all economic actors can enjoy the legal certainty that encourages them to invest - that is, to build the future of their nation.

France welcomes the support provided by MINUJUSTH in that area, in situations that are at times dangerous, and calls on the Haitian authorities to take full responsibility for managing public disturbances ahead of the Mission's departure. In order to ensure the long-term effectiveness and resilience of law enforcement, France urges the Haitian authorities to avoid politicizing the National Police. As seen in the past, politicization would be incompatible with the lasting stability for which we and the Haitians are striving. It is essential to put in place recruitment procedures based on professional merit, neutrality and impartiality that meet rule-of- law criteria.

That awareness and, in particular, its translation into action are even more important as we move towards transition through an exit strategy that will begin on the ground with the withdrawal of two police units by 15 April next year. In that context, I would like to underscore three points that are critical to consolidating the rule of law, without which there will be no lasting stability. First, with regard to the Haitian National Police - one of the pillars of stability - we welcome the strengthening of the national police force, which now has more than 15,000 officers. The United Nations Mission for Justice Support in Haiti (MINUJUSTH) is doing excellent work by providing support to the Haitian authorities in a country where the security, economic, social and environmental contexts remain fragile. The protests that took place in July, which prompted the Security Council to request the parties to restore calm, have sorely tested the Haitian National Police and proved the importance of pursuing and stepping up efforts to achieve lasting stability in Haiti, in particular by building the capacity of the Haitian National Police, together with MINUJUSTH.

  24. In that context, and in order to face up to these serious challenges, it is obviously necessary that a Government be rapidly formed in Lebanon. That is also reflected in this resolution. It was essential to reaffirm the unanimous support of the Council for UNIFIL, which we have done today. Protecting the UNIFIL mandate and its neutrality is to contribute to the stability of Lebanon, at a time when its political balances are fragile, and to safeguard peace along the Blue Line.

UNIFIL's work also supports the strengthening of the Lebanese Armed Forces and their deployment throughout the territory, in order to enable the Lebanese State to fully exercise its authority and sovereignty. Only the presence of the Lebanese State and its armed and security forces, in accordance with resolution 1701 (2006), will create the conditions for lasting stability in southern Lebanon and in Lebanese territorial waters. It is with that purpose in mind that we approached this renewal, in particular with regard to the maritime component of Force, whose missions are intended, when the time comes and gradually, to be provided by the Lebanese Navy. That is also the goal pursued with the standing up of the model regiment, which UNIFIL will continue to support.

  26. But the mandate of the Force, its tasks and capabilities are preserved, and the balance between all the concerns formulated is maintained. As we often repeat, UNIFIL is a regional public good. It is an essential element of stability in an area marred by crises. It fulfils its tasks in a demanding environment, monitoring the cessation of hostilities around the Blue Line and preventing any risk of escalation, including through the Tripartite Mechanism. The mission's essential deterrent action is at the heart of its mandate. Moreover, the requirement to guarantee the freedom of movement of UNIFIL is strongly recalled in this new text. For us, that is an essential part of the Force's mandate to which we must remain vigilant, as we saw in the 4 August incident.

Mrs. Gueguen (France) (spoke in French): France welcomes the unanimous adoption of resolution 2433 (2018), which is a strong signal of our collective support for the United Nations Interim Force in Lebanon (UNIFIL), whose role is crucial to safeguarding peace in an extremely troubled regional context. As penholder and as is the case every year, France worked to preserve this Security Council unity. I wish to recall in the first place the significant efforts undertaken by UNIFIL and the Department of Peacekeeping Operations to implement resolution 2373 (2017), adopted last year. We wanted to continue those efforts by improving and clarifying UNIFIL's tasks. This new resolution also recalls the measures to be taken by Member States to prevent the sale or supply of weapons or materials not authorized by the Government of Lebanon or UNIFIL.

We View this as a useful opportunity to reflect on how to strengthen the scope of the good-offices role of the Special Representative of the Secretary-General, improve coordination among the various international community actors on the ground and provide the most effective possible technical support, which Guinea- Bissau needs more than ever. It is still too early to say whether Guinea-Bissau is safely on the path to long-term stability. The next few months, and the legislative elections of November in particular, will supply more answers to our questions in that regard.

Those areas also include the fight against organized crime, particularly drug- trafficking - which will not only require resolute commitment from the Guinea-Bissau authorities but also sustained support from the international community, especially the various United Nations actors on the ground - as well as security sector reform, without which there can be no long-term stability in the country, as recent history has shown.   31. The proper holding of the forthcoming elections is also a prerequisite for any potential lifting of sanctions. In that regard I want to welcome the position of non-interference in political affairs taken by the military authorities in Guinea-Bissau. Fourthly, in the medium term, lasting peace and stability in Guinea-Bissau will be re-established through progress in other areas, such as the review of the Constitution, which should enable the Bissau- Guinean institutional system to avoid the impasses we have seen in recent months.

  32. In our View that will be a significant test of the genuine will of the various stakeholders to make progress towards the full implementation of the Conakry Agreement. We expect the Guinea-Bissau authorities to fully engage in the technical preparations for the elections, including voter registration, for which the necessary resources must be made available as soon as possible and the funds allocated for it in the national budget disbursed without delay. Thirdly, the international community must play its full part in supporting the upcoming electoral process, whether through the provision offinancial aid by leading donors or technical assistance by the United Nations Development Programme and the European Union. We have equally high expectations of the Guinea-Bissau authorities.

I would also like to welcome the central role played by the Economic Community of West African States (ECOWAS) and more generally by the group of five international partners - ECOWAS, the African Union, the Community of Portuguese-speaking Countries, the European Union and the United Nations - in achieving those results. I also welcome the presence in the Chamber today of Prime Minister Aristides Gomes of Guinea-Bissau, and thank him for making the journey to New York to participate in our work, which is a very positive signal. I have five brief comments. First, France welcomes the positive developments in recent months in Guinea- Bissau, including the appointment of Mr. Aristides Gomes as a consensus Prime Minister in a first important step towards the implementation of the Conakry Agreement, which we continue to believe is the only way to bring the country out of its long political and institutional crisis.

It is also important to underscore that the resolution we have just adopted reiterates the Security Council's intention to adopt complementary measures in the framework of the sanctions regime if the provisions of the road map adopted in March by the Malian parties are not implemented by the deadline. The failure to honour commitments freely entered into by each of the Malian parties in the framework of the road map cannot go unanswered. Everyone at all levels must be aware of that. Finally, like the other members of the Council, France is fully convinced that sanctions are not an end in themselves and cannot resolve the situation alone. They are one of the tools at the disposal of the international community in its ongoing effort to ensure the implementation of the peace agreement.

  37. The Council will closely follow the implementation of the priority measures laid out in resolution 2423 (2018), which are to be taken within six months. The time for warnings is therefore at an end. The report recently submitted by the Panel of Experts established pursuant to resolution 2374 (2017) on Mali shed incontestible light on the actions of certain lead intermediaries of armed groups on the ground to willfully undermine the implementation of the agreement through their open links to criminal or terrorism activities. France intends to assume its responsibilities in that regard by proposing forthwith their inclusion on the sanctions list.

It sends a strong political message of deterrence that has changed the behaviour of certain actors on the ground and undeniably played a role in launching the positive trend of recent months in the implementation of the agreement. Nonetheless, all of us around this table have observed that the progress that has been made is insufficient in the light of expectations and the commitments undertaken. The Council recently welcomed the positive trends of recent months, but at the same time it reiterated its frustration and impatience with respect to this issue. It called for urgent mobilization by the Government and the signatories immediately following the presidential election, which we have just collectively commended for its smooth conduct.

  39. Mrs. Gueguen (France) (spoke in French): France welcomes the unanimous adoption of resolution 2432 (2018), renewning the targeted sanctions regime for Mali for a further year. The idea of imposing sanctions on those who obstruct the implementation of the peace process in Mali is embedded in the very content of the Agreement on Peace and Reconciliation in Mali and was thus endorsed by the Malian parties at the time of the agreement's signing. The Malian authorities then sent a formal request to the Security Council in the light of the many delays in the implementation of the agreement. For the past year, the sanctions regime established by the Security Council has proved to be a useful addition to the range of tools available to the international community to promote a solution to the crisis in Mali.

I will conclude my statement by emphasizing that, while mediation is an essential element of crisis prevention and resolution, it must of course be supported by the promotion of respect for international law, in particular human rights law and international humanitarian law, and recourse to international justice and arbitration. International law remains an enduring linchpin of the multilateral order and an essential instrument for preventing or resolving crises and for restoring peace.

  41. The effectiveness of mediation efforts can also be enhanced by strengthening the links and coordination between the United Nations and regional and subregional organizations. The latter bring the United Nations close to the field and an in-depth knowledge of the local environment. Finally, today it seems to be necessary to further increase our ability to anticipate crises by strengthening early-warning mechanisms, but also by using preventive diplomacy. Preventing a conflict rather than having to resolve it must be a priority, and the case of the Gambia is an example to follow. The joint efforts of the United Nations, the African Union and the Economic Community of West African States made it possible to prevent the post-electoral crisis from turning into a conflict, whose main victim would have been the people.

In particular, it concerns their inclusiveness, especially the effective participation of women in all stages of the political process, which is an essential prerequisite for ensuring the emergence of lasting peace. It is also a matter of working with civil society and all those that support non-violence in society in order to fully benefit from the tremendous momentum in serving peace that they represent, be they young people, professional organizations or religious leaders.

However, those political processes can succeed only if the Security Council is united in supporting the United Nations mediators and if its members remove certain political or ideological obstacles that undermine such processes. In that context, France reiterates its full support to the United Nations mediators. In Syria, after years of bloody conflict, today hope lies in the political process launched by Special Envoy Staffan de Mistura in Geneva, the only forum in a position to achieve a negotiated political solution in line with resolution 2254 (2015). In Yemen, France also fully supports the efforts of Special Envoy Martin Griffiths and the holding on 6 September of the Geneva conference with all the parties.

  44. Elsewhere, mediation efforts are too often hampered by political or ideological positions that limit mediators' room for manoeuvre. The lack of political will and ownership by stakeholders is also a major challenge for mediation processes. Finally, global challenges are now a potential source of increased conflict that cannot be ignored. I would mention climate change, which is exacerbating traditional sources of conflict, as evidenced, for example, by the tensions between breeders and farmers in West and Central Africa. Against that backdrop, the Security Council must, more than ever, redouble its efforts to support ongoing mediation efforts. As I mentioned earlier, the Security Council itself has entrusted the United Nations with the responsibility for managing the political processes in Syria, Yemen and Libya.

I would also mention Mali, the Central African Republic, Iraq, Colombia and West Africa, where the special representatives of the Secretary-General and regional offices are playing a crucial role through their good offices. Despite that progress and the indispensable role played by the United Nations, the increased number of conflicts in the world and the increasing complexity and global nature of conflicts make mediation efforts much more complex. In Mali, for example, the implementation of the Agreement on Peace and Reconciliation in Mali, with the support of international mediation, is facing both obstruction by criminal and terrorist groups and difficulties encountered by the various parties in joining their efforts to develop solutions to the crisis.

France therefore welcomes the efforts the Secretary-General has made to strengthen the mediation capacities of the United Nations, namely, through the establishment of the High- level Advisory Board on Mediation in September 2017. France also welcomes the other measures that have been taken in recent years, such as the establishment of the Mediation Support Unit and the Standby Team of Senior Mediation Advisers and the development of United Nations Guidance for Effective Mediation. The United Nations plays a key mediation role in many crisis situations today. I have in mind in particular the cases of Syria, Yemen and Libya, where United Nations representatives are directly responsible for conflict resolution processes.

He knew how to achieve the key to successful mediation: establishing unity where there are divisions and a common framework that expands stakeholders' outlook in order to overcome conflicts and free them from the prison of binary win-lose logic and zero- sum games. Mediation is one of the essential tools provided by Chapter VI of the Charter of the United Nations for the peaceful settlement of disputes. The Gambia and Colombia are recent success stories that underscore the usefulness of that tool in conflict prevention, management and resolution. In that context, France fully endorses the Secretary- General's vision, according to which we must be collectively more effective in preventing the emergence and deterioration of crisis situations.

That is a cornerstone our Organization and a key part of the Security Council's duty to maintain international peace and security. The United Nations is the forum for great mediators. Therefore, I would like to pay tribute to Kofi Annan for his work as Secretary-General and as mediator in several crises - notably, in Kenya, Syria and Burma. He was the embodiment ofa good listener, impartiality and personal authority, which are indispensable for a mediator.

My final point is that the Security Council and the international community must remain fully committed to ensuring close monitoring of the full implementation ofNovember's presidential statement (S/PRST/20l7/22) and of the tripartite agreement concluded among Burma's civilian Government, the Office of the United Nations High Commissioner for Refugees and the United Nations Development Programme regarding the return of refugees. The response to the tragedy of the Rohingya requires addressing the root causes of the crisis. It also requires justice to be done.
