“The current extension of municipal powers outside the city of Jerusalem is an excessive step that offends the norms and the decisions adopted by these organs of the United Nations of which all States present are members. We believe that such steps will be difficult to rescind in the future if this deliberate policy continues as it has. “In accordance with international developments in this matter, we have repeated on many occasions that there should be international guarantees pertaining to the special status of the city of Jerusalem. Two proposals submitted to the Security Council were vetoed on 7 March 1997 and on 21 March 1997, despite the will of the majority of the membership of this Council. Because of this, at a special session of the General Assembly at which a resolution was adopted by a vast majority, it was clearly established that the status of Jerusalem was not only a question of, and did not depend solely on, the bilateral agreements between the countries. As was stated in the General Assembly and was expressed in the resolution adopted by a considerable majority, that status should include internationally guaranteed provisions.”

“Mr. Guillen (Peru)(interpretation from Spanish): I would like to express my thanks to you, Mr. President, and to extend my greetings to your predecessor, who presided over this Council with distinction. There are times when it is necessary to engage in repetition when positions are immovable and when circumstances deteriorate. The Peruvian delegation comes to this meeting to say that there is a situation of considerable deterioration and constant challenge to decisions of the Security Council, of the General Assembly, of other principal organs and of the Organization as a whole. In the decision adopted in 1947, it was made very clear that the situation of the city of Jerusalem should be that of corpus separatum.”

“The Memorandum of Understanding of 23 February 1998, which the Security Council has now endorsed, highlights not only the initiative, skill and authority of the Secretary-General, Mr. Kofi Annan, but also the importance of his functions. The Government of Peru vigorously supports the Secretary- General's action. This success in reaching an agreement also shows that the norms of international law should be the pillars of international peace and security, as the Security Council itself decided in adopting resolution 687 (1991) of 3 April 1991, which punished the breach of international norms protecting the integrity of State boundaries, when an attempt was made, through the invasion of Kuwait, to make force prevail over law.”

I would also like to thank you for this opportunity to speak under rule 37 of the provisional rules of procedure of the Security Council, whereby Member States have an opportunity to speak on matters before the Council. Peru has taken the floor on this occasion, first of all, to welcome the fact that the Security Council authorized the Secretary-General to carry out his mission to see to it that the most basic tenets of law prevail, in fulfilment of the decisions adopted by the United Nations. Fortunately, the Secretary-General's mission took place under circumstances and with a mandate quite different from those of January 1991.”

“In this connection, we welcome the initiative of the Secretary-General to convert the United Nations Angola Verification Mission (UNAVEM. III) at the end of its mandate into a United Nations observer mission. We believe that what has been attained with such great effort could be lost without this. Angola urgently requires a process of rehabilitation and reconstruction. Basic needs must be met. The development and training of human resources are particularly essential. We believe that this is a typical case of the reconstruction of a country. This can only be achieved through the organic, carefully planned efforts and well-integrated efforts of the international community - as various Members of the United Nations and the Secretariat have proposed - in order to consolidate peace and internal security.”

“States Members of the United Nations have been looking forward to this moment because there have been setbacks which have jeopardized the entire process ever since the "Acordos de Paz" were signed in 1991 and the Lusaka Protocol in 1994. The transitional phase about to begin will be difficult, complex and sensitive. It will be vital during this phase to have the firm support and commitment of the parties in carrying out their responsibilities in keeping with the agreements they have entered into. There is therefore a special responsibility on the parties with regard to the United Nations. The peace, security and development of the Angolan people, who have suffered so much, are rights that we cannot ignore.”

“The inauguration of the Government of Unity and National Reconciliation is a fundamental step towards the promise of consolidating peace and democracy to replace the mistrust and violence that have so sorely affected the people of Angola. We welcome the step taken last March in Lusaka by the Secretary-General, Mr. Kofi Annan. This gave critical impetus to achieving the final agreement between the Angolan parties. The efforts made by the Special Representative of the Secretary-General, Maitre Alioune Blondin Beye, and by all mediating countries have also been notable. All of this has been invaluable to reaching this event.”

Allow me also to convey my congratulations to your predecessor, the Permanent Representative of Poland, Ambassador Wlosowicz. I am pleased to speak on behalf of the delegation of Peru. I am also expressing the feelings of Latin American and Caribbean countries, which are taking an interest in those meetings on the situation in Angola. It is our wish in particular to welcome the recent inauguration of the Government of Unity and National Reconciliation of Angola. Over these years we have seen the difficult path that the people of Angola have had to travel in order to reach this important moment.”
