  1. Thirdly, peacebuilding is a cross-cutting activity that connects the development, peace and security and human rights pillars of the United Nations. This interlinkage is of particular importance to the PBC, which was established as an intergovernmental advisory body to the Security Council and the General Assembly with a specific mandate to focus attention on the reconstruction and institution-building efforts necessary for recovery from conflict and to support the development of integrated strategies in order to lay the foundation for sustainable development. The Republic of Korea, as a donor to the various United Nations conflict-prevention activities, including the Peacebuilding Fund, recognizes the important nexus between development and peace and security and intends to increase its contribution in this area in the years ahead.

  2. After the decade-long peacebuilding experiment, one concrete lesson learned from our experience is that genuine and sustainable peacebuilding efforts cannot be limited to post-conflict activity, but rather as efforts to prevent the lapse and relapse into conflict. Such an aspiration to prioritize the vision of long-term and sustainable peace is embodied in the concept of "sustaining peace" introduced in the report of the Advisory Group of Experts on the Review of the Peacekeeping Architecture (see S/2015/490) and later explained by its authors to the Member States. It is therefore our intention to highlight the long-term nature of peacebuilding engagement in our capacity as the Chair of the PBC's Working Group on Lessons Learned.

In this regard, the Republic of Korea applauds the recent trend seen in the Security Council to include the PBC in its deliberations, including the series of open debates convened last year during the Chile and United Kingdom presidencies, in January and November, respectively (see S/PV.7359 and S/PV.7561), as well as the Council briefing and informal interactive dialogue organized under the Malaysian presidency in June (see S/PV.7472). Secondly, the Republic ofKorea also agrees with the point articulated in the Venezuelan presidency's concept note (S/2016/ 104, annex) that successful peacebuilding requires extensive long-term engagement, with the recognition that it may not progress in a linear manner.

Taken together, these challenges are a reflection of the fact that a decade after its establishment, the Peacebuilding Commission has yet to find its proper place within the United Nations system, making it difficult to reach its full potential to prevent the outbreak, resurgence and relapse of armed conflict. To address such shortcomings of the past decade of peacebuilding, the Republic of Korea is of the view that due institutional arrangements and political attention by the Organization should be given to peacebuilding activities, starting with members of the Security Council. As the primary organ responsible for the maintenance of international peace and security, the Security Council must be a true partner and patron of sustaining peace.

In particular, we concur with the view that, as we work together to operationalize the outcome of the review, we need to develop the links between our collective desire to sustain peace and the principles agreed under the 2030 Agenda for Sustainable Development (General Assembly resolution 70/1). In this regard, let me lay out my delegation's views on the issues proposed by the presidency in its concept note dated February 1 (S/2016/104). First, one of the most salient observations made by the report of the Advisory Group of Experts (S/2015/490) is that the current peacebuilding architecture must overcome the perennial challenges of underpriority, underfunding and fragmentation.

I also thank Ambassador Rosenthal, who has been sitting beside me throughout the entirety of today's debate, and his team for the tremendous work done in leading the Advisory Group of Experts, whose findings have stimulated very useful and vibrant discussions on the subject of peacebuilding in the first phase of the review, and the delegations of Angola and Australia, which are navigating the second phase of the review as co-facilitators of the intergovernmental negotiations. The Republic of Korea, as the recently elected Vice-Chair of the PBC and as a member of its Organizational Committee since 2015, fully supports the statement made by the Chair of the PBC in the earlier part of today's debate.

The Republic of Korea appreciates the initiative of the Bolivarian Republic of Venezuela to convene today's open debate on "Post-conflict peacebuilding: review of the peacebuilding architecture". This debate is particularly timely as it takes place at a time when both the Security Council and the General Assembly are preoccupied with the negotiations over the draft joint resolutions on the review of the peacebuilding architecture. Let me also thank the current and former Chairs of the Peacebuilding Commission (PBC), Ambassador Kamau of Kenya and Ambassador Skoog of Sweden, respectively, for their insightful briefings to the Council, each bringing unique perspectives from different phases ofthe review, which is in its final stage.

Finally, we believe that there is no better time than the present to address the root causes of conflict, as there are three parallel reviews being conducted simultaneously - those on the peacebuilding architecture, on United Nations peace operations, and on Security Council resolution 1325 (2000) on women and peace and security. If done correctly, they should yield synergies that could revamp the way in which the United Nations carries out its mandate on the maintenance of peace and security. In that regard, my delegation welcomes the high-level debate on United Nations and peace and security to be convened in May next year aimed at building support among Member States.

Strengthening partnerships with regional organizations, such as the African Union, was one of the issues emphasized during the recent seminar on the implementation of the High-level Panel's recommendations in Seoul. Participants pointed out that the current ad hoc cooperation between the United Nations and the African Union should evolve into a more strategic and institutionalized relationship, with the possibility of providing contributions to AU missions approved by the Security Council. It is with that in mind that the Republic of Korea renewed its pledge in September to strengthen our partnership with the African Union so as to enhance its peacekeeping capacity.

On thatpoint, we urge the Security Council to seriously consider the recommendations of the High-level Independent Panel on Peace Operations (see S/2015/446), especially those addressing the need to establish the practice of a sequenced mandate that would allow the Council to respond in a more tailored and context-sensitive manner. Thirdly, the Security Council and the United Nations as a whole, should strive for better cooperation with regional organizations, in particular the African Union (AU). Close consultations with regional stakeholders can provide early warning, conflict analysis and insight into the specific dynamics of a particular region.

  11. Mandates need to be better crafted by the Security Council so that mission goals are more clearly articulated and integrated with existing local realities and stakeholders. A solution may lie in better integration among the various United Nation bodies whose goals intersect. Breaking down silos can help conflict-prevention efforts by tapping into expertise so as to better understand the scope of problems while seeking enhanced coordination with various stakeholders. More frequent open debates and Arria Formula meetings could be useful in that regard. The Council should also aim to improve its working methods so as to promote a more inclusive, effective and transparent approach.

The growing emphasis on prevention - before, during and after a conflict - requires the Security Council to have a better grasp of the reconstruction and institution-building efforts necessary for recovery from conflict and to support strategies for sustainable development. That is exactly what the Peacebuilding Commission, an advisory body to the Council, was created to do. The Security Council must actively and more frequently seek the Commission's advice in both its formal and its informal deliberations. In that regard, we welcome the recent trend of inviting the Commission to present its views to the Security Council. Secondly, we feel that the key to a successful mission is a well-defined mandate.

  13. This year alone, we have dedicated $7.5 million to post- conflict reconstruction, providing assistance to fragile post-conflict States in need of rehabilitation. My delegation would like to highlight the following three points in an effort to contribute to today's discussion on security and development. First, more emphasis should be placed on peacebuilding, as it lies at the nexus of security and development. United Nations peacebuilding, when established back in 2005, was founded specifically to address the challenge of bridging the gap between security and development. What we recognize today - perhaps more clearly than 10 years ago - is that the notion of peacebuilding should be understood as encompassing not only efforts to prevent relapses into conflict, but also efforts to prevent the lapse into conflict in the first place.

  14. In that vein, my delegation welcomes the Security Council's recognition of the need to revisit the fundamental challenge of identifying the linkage between security and development. We echo the sentiments of the Secretary-General, who stated that peacebuilding must be a thread that runs through all our actions across the life cycle of conflicts. The Republic of Korea knows at first hand the importance of the link between peace and security and development. In the aftermath of the Korean War in the 1950s, the United Nations Korean Reconstruction Agency helped stabilize our war-torn country and provided much-needed relief. Today, the Republic of Korea is both a troop-contributor and a provider of assessed contributions to United Nations peacekeeping.

  15. We thank the delegation of the United Kingdom for convening this timely open debate on the theme of security, development and the root causes of conflict. Indeed, the search for the root causes of conflict seems extremely relevant today, in the aftermath of the 13 November terrorist attack in Paris. I would like to take this opportunity to express my delegation's deep sympathy and condolences to the families of the victims, as well as to the people of France. Today, it is more clear than ever that we are in need of new and stronger ways to address the evolving threats to peace. The United Nations must reinvent itself so as to be fit for purpose and find a way to respond to conflicts in an agile, coherent, coordinated way, while staying mindful of the root causes of conflicts.

In conclusion, the Republic of Korea has long supported the idea that the working methods of the Security Council must be improved with a view to enhancing the Council's transparency, accountability, legitimacy and efficiency.   17. On its part, in Seoul this Thursday and then early next year, the Republic of Korea will host a series of international conferences on ways to implement the recommendations. Finally, on the issue of the selection of the next Secretary-General, my delegation welcomes General Assembly resolution 69/321, on the revitalization of the work of the General Assembly, adopted 11 September. The Republic of Korea is of the view that the selection process of the Secretary-General should be more participatory and transparent, as reflected in paragraphs 29 and 30 of that resolution. Overall, we believe that an important topic for discussion among the general membership has begun. We hope it will lead to a convergence of views that will improve the way that the Organization selects its most prominent officer.

As President ofthe Economic and Social Council and as a member of the Peacebuilding Commission, the Republic of Korea attaches great importance to how peacekeeping could dovetail with peacebuilding, while taking into account the visionary global 2030 Agenda for Sustainable Development (General Assembly resolution 70/1), in particular Goal 16, on peace, justice and institutions. In that regard, we look forward to working with the members of the Security Council in the months and years to come. My delegation is also strongly committed to implementing the recommendations of the report (8/2015/682) of the High-level Independent Panel on Peace Operations. In particular, the call for Security Council's early engagement in conflict situations and more in-depth dialogue with the Secretariat and troop contributors should be given due attention.

  19. Secondly, the Security Council's cooperation and interaction with other bodies of the United Nations is also very much desired. This morning's briefers - representing the General Assembly, the Economic and Social Council and the Peacebuilding Commission - all expressed their desire to interact more closely with the Security Council. Coincidently, the Republic of Korea currently belongs to all three bodies and will make its best efforts to transform such an aspiration into substantive and practical improvements, starting with the ongoing intergovernmental process of reviewing the peacebuilding architecture.

  20. First, improving the working methods of the Security Council is indeed an important issue for the United Nations membership as a whole. During our term as a member of the Council, the Republic of Korea made the utmost effort to promote transparency in the Council's work and to improve its interaction with the wider United Nations membership. Outside the Council, we continue our involvement on issues pertaining to the maintenance of international peace and security - through various formats made available by the Council, such as Arria Formula meetings, informal interactive dialogues and open briefings by various Special Representatives and Special Advisers. We therefore urge Council members to continue to make such occasions available as much as possible.

Our best weapon in fighting terrorism should be our commitment to human rights, freedom and the rule of law, as was also declared in the 2030 Agenda for Sustainable Development (General Assembly resolution 70/1) adopted a few days ago, in particular in Goal 16 of the Sustainable Development Goals. The Republic of Korea firmly believes that it is only through the primacy of these core principles and values that we can ultimately prevail and triumph over violent extremism. Finally, in addressing the dire situation of women and adolescent girls in particular, the President of the Republic of Korea, Ms. Park Geun-Hye, announced (see A/70/PV.7) an initiative called "Better Life for Girls" at the United Nations Summit for the adoption of the post-2015 development agenda held a few days ago.

  24. To ultimately defeat violent extremism, we must be able to prove that our ideas and values such as peace, freedom and democracy - are better than those of our opponents. We must convince our younger generation that it is our free and diverse societies - not the hatred, division or violence preached by extremists - that will afford the right path to human dignity, hope and happiness. As a way to reach a fundamental and long-term solution, I would like to emphasize the importance of global citizenship education to teach our future generation the value of tolerance, mutual respect and understanding.

  25. Peaceful coexistence, backed by political will and inclusivity, should be the key for early stabilization. Thirdly, the Israeli-Palestinian issue should not be put on the back burner. The two-State solution is the only viable option. We have consistently been against any unilateral action that could undermine that solution. We also take note that the international community has been providing more support to the Palestinian people with a view to encouraging them to take more responsibility. On a final note, in tackling the threat of violent extremism, it is important to understand the exact nature of the challenges before us. Essentially, violent extremism is an ideology. It is a distorted and dangerous way of seeing the world. Ideas cannot be defeated on the battlefield, nor can Governments stop the flow of ideas.

  26. Few would challenge the idea that the threat of the Islamic State in Iraq and the Levant (ISIL) should be high on our agenda. The unprecedented exodus of Syrian refugees clearly shows that the humanitarian crisis has already gone beyond the critical point. It is time to move beyond our differences and conclude the debate on the best strategy to counter the ISIL threat. Secondly, political transitions in Yemen and Libya should be inclusive and sustainable. We support the United Nations-backed political process. Assuring conflicting parties that they will have their appropriate places down the road could help expedite the process. We welcome the Iranian nuclear deal, agreed in July, and hope that Iran will play a constructive role in the region.

  27. Iwould like to thank the Russian presidency for convening this timely and important debate. The recent developments in the Middle East and North Africa region are worrisome, even terrifying. Violent extremism spreads, feeding on long-standing frustration and grievances. More often than not, repeated calls for a political solution sound hollow, as they are not met by unified action on the part of the international community. In the face of the triple crises arising from violent extremism, deadlocked political transitions and the Israeli-Palestinian conflict, all stakeholders, including the United Nations, should take more responsibility to overcome those complex and intertwined problems. Against that backdrop, I wish to make three points. First, we need to clarify our common strategy and priorities.

With its advocacy role, the PBC should work to keep the world's attention on its work, with a long- term vision, in cooperation with key partners, including international financial institutions. In conclusion, creating a synergy between the PBC and the Security Council is a long-term task. During the decade since the launch of the Commission, the Security Council and the PBC have worked hard to develop a solid partnership based on their complementary relationship. The Republic of Korea hopes that the 2015 review of the United Nations peacebuilding architecture will be another significant step forward in that direction.

  29. We believe that the Security Council can efficiently empower the country-specific configurations by supporting the activities of the PBC in the Council's resolutions. Thirdly, the PBC should be able to play a value-added advisory role. Regular meetings and informal interaction between PBC leaders and the senior leadership of the United Nations are encouraged in order to sharpen the perspective of the PBC. The PBC's wide scope can be a tool to enhance a comprehensive understanding of post-conflict situations. The root causes of conflict often lie in underdevelopment, inequality or a winner-takes-all political culture. All of these problems require long- term remedies beyond peacekeeping and political presence.

  30. Secondly, maintaining coherence is crucial for effective peacebuilding, as also emphasized in the two presentations by the PBC Chairs this morning. Even though the Peacebuilding Commission itself does not coordinate field operations, it can inform and remind the key stakeholders of where the strategic gaps lie and suggest which specific areas need to be prioritized. In order to do so, the PBC should broaden the scope of its work and deepen its expertise using lessons learned and strategic reviews. The PBC and the Security Council can also pursue a division of labour so as to maximize their respective comparative advantages. The PBC deals with a politically less sensitive agenda and can take advantage of its capability for resource mobilization.

  31. First, enhanced cooperation between the two bodies can contribute to detecting any potential relapse into conflict and thereby preventing it. While peacekeeping missions and special political missions do not always succeed in issuing early warnings, the various components of the PBC have the potential to effectively and closely examine the situation on the ground and bring it to the attention of the international community. The Council and the PBC must therefore further solidify their joint efforts for periodic situation-specific stock-taking reviews. In that vein, we express our appreciation to Rwanda for its role as the coordinator for interaction between the two bodies. The Chairs of the country-specific configurations also play critical roles in enhancing the exchange of views with the Council.

  32. The key variables may include the degree of clarity of the national vision and the strength of the national leadership's commitment to its people. However, international support and the consolidation of national ownership are not mutually exclusive. We believe that the Peacebuilding Commission (PBC) and the Security Council can contribute positively to fostering the unity of post-conflict societies and assisting national stakeholders in the process of nation-building. It is necessary for the Security Council to vigilantly monitor the nature of cooperation among key partners for post-conflict peacebuilding, including the Peacebuilding Commission.   33. I thank you, Sir, for having organized today's meeting on the important subject of post-conflict peacebuilding. I would also like to express my appreciation to Ambassador Vladimir Drobnjak and Ambassador Antonio de Aguiar Patriota for their contributions and leadership. The first annual session of the Peacebuilding Commission (PBC) held last month was a meaningful step forward with a View to achieving a qualitative upgrade through a comprehensive review of the achievements and challenges of peacebuilding activities. Catering to the particularities of each post-conflict situation is a very complicated task. Empirical evidence illustrates the fact that the same input does not guarantee the same output.
