“I would like to inform the Council that two days ago, my delegation sent a letter to the Secretary-General and the President of the Security Council in response to the false and deceptive allegations regarding the nature of this Law and its ends. My delegation's letter clearly defines the Law and explains its legal nature, which is to protect properties. “The Syrian Government asks the Office of the Special Representative of the Secretary- general to launch an investigation into the fate of the children who were kidnapped following the terrorist bombing that targeted buses meant for the evacuation of civilians leaving the villages of Fo'ah and Kafraya in the Al-Rashidin area of Aleppo province on 15 April. According to the information held by the Syrian Government, 32 ofthese kidnapped children are currently at a care refuge called DAR RAF in the Reyhanli region of southern Turkey, while the rest of the kidnapped children are in the Atma refugee camp. Finally, I want to comment on the allegations concerning Law No. 10.”

“Their testimony tells about injustice, exploitation and starvation inflicted on civilians and their children by those groups, whose crimes do not spare women, children or the elderly. The Syrian Government has provided the Office of the Special Representative with documented information on child recruitment by armed terrorist groups. “We confirm once again that the accusations made during the briefing against the Syrian Government totally and deliberately ignored the information that the Syrian Government has provided to the Secretariat, as well as the fact that the suffering of Syrian children is the result of the practices of armed terrorist groups. The briefing and the report of the Special Representative are predicated on a false premise based on incredible information provided by suspicious sources linked to the armed terrorist groups. “Fifthly, the operations led by the Syrian State to liberate Syrians from terrorism in the south of the country have unveiled the true motivations of some parties and Governments that were concerned not about meeting the needs of the Syrians who were displaced to the Syrian border with Jordan, but rather about protecting the armed terrorist groups in the region, particularly members of the White Helmets terrorist organization. “The Committee established pursuant to resolution Security Council resolution 1540 (2004) works to ensure that biological, chemical and nuclear weapons do not fall into the hands of non-State actors. However, Israel has offered all kinds of assistance in the form of weapons, munitions and intelligence to terrorist groups in Syria, especially to Da'esh and Jabhat Al-Nusra and affiliated groups. In doing so, as usual, it is in violation of all of the Council's resolutions concerning counter-terrorism. Israel is not party to any treaty on weapons of mass destruction. If that proves anything, it is Israel's hypocrisy in its possession of many types of weapons of mass destruction. The Council must assume its responsibility to prevail upon Israel to put an end to all its military, chemical and biological weapons programmes.”

Without its support and that of certain countries with great influence in the Security Council, Israel's nuclear-weapons programme would have disappeared long ago. During the 1973 Yom Kippur War, Israel threatened to use nuclear weapons against Egypt and Syria. And Israel has used various types of weapons of mass destruction in its aggression against the peoples of the region.”

“The Israeli occupation of Arab territories is directly supported by certain major States that are exporters of conventional weapons. Those very States, indeed, are engaged in joint projects with the Israeli military industry to perfect technologies for the manufacture of Israeli weapons and to open export markets for Israel. That is enough to encourage Israel to reject the hand of peace that the Arab States are extending. It also encourages Israel to continue to occupy Arab territories and to escalate tension and violence in the region. For decades, Israel has practiced what it calls weapons diplomacy. “It is to be noted that the 2006 report of the Stockholm International Peace Research Institute, which deals with issues of armament and disarmament, refers to the fact that the four major arms manufacturers of Israel exported weapons worth some $3.5 billion in 2006. While the credibility of confidence-building measures in the field of conventional arms and adequate arms control must be ensured, it is unfortunate that Israel has not respected the deadline for a just and comprehensive peace in our region by withdrawing from all occupied territories to the 4 June 1967 lines in conformity with the terms of reference for peace known to the Security Council. The extensive military aggression that Israel has been waging against Lebanon for the past five days marks a serious escalation of tension and poses a threat to peace and stability in the region. This aggression has targeted population centres in many towns and villages - all the way up to the capital, Beirut. It has caused the death of dozens; it has wounded hundreds of innocent Lebanese civilians; more than half a million Lebanese have been forcibly displaced from their towns and villages. Furthermore, infrastructure has been destroyed; vital installations, including shelters and power stations, have been destroyed.”

The expropriation of Arab land is another piece of evidence that Israeli intentions are not directed towards peace.
