In that context, I would like to mention the Franco-German initiative on small arms and light weapons within the framework of the Berlin process as part of joint efforts to solve the small-arms problem in the Western Balkans by the end of next year. A road map for sustainable solutions to arms control in the Western Balkans by 2024 has been developed, and it is incorporated by the European Commission in its 2020–2025 action plan on firearms trafficking.”

“The Secretary-General’s policy brief on a New Agenda for Peace, issued in July, provides an opportunity for renewed action on the control of small arms and light weapons. In line with that document, we fully encourage the development and implementation of regional and subregional instruments, road maps and action plans to address region-specific challenges in the area, in accordance with international arms- control treaties and political frameworks. That goal remains one of the commitments of the 2030 Agenda for Sustainable Development.”

“They are recruited and used as soldiers. They are killed, maimed, abducted and subjected to rape and other forms of sexual violence. Their schools and hospitals are attacked and they are denied humanitarian access. That is why, in full awareness of such threats, it is important to emphasize that the right to individual and collective self-defence, as recognized in Article 51 of the Charter of the United Nations, and the legitimate security demands of all countries, should be fully considered. In that context, small arms and light weapons should be manufactured, traded and retained by States for their legitimate security in line with international standards and rules, and the normative frameworks and mechanisms in place should be fully used for that purpose.”

“Beyond the human tragedy they can cause, they can also overload local and national health services, reduce the available workforce and disrupt social and societal structures. Several reports have confirmed the links between the proliferation and illicit circulation of small arms and conflict-related sexual violence. We call for the meaningful participation of women in arms control and at all levels of decision-making, and we encourage empowering them to participate in the design and implementation of such efforts. A strong women and peace and security agenda in conflict and post-conflict zones can help prevent widespread and systematic conflict-related sexual violence. Children in particular continue to be disproportionately affected by armed conflict, experiencing a persistently high number of grave violations.”

“Experience has shown that the proliferation and diversion of small arms and light weapons affect the lives and security of people in conflict and post- conflict areas long after the hostilities end. They can fuel and prolong armed violence and support illegal activities and the emergence of violent groups that have destabilizing effects on social, societal and economic development, representing major challenges to regional and national security. As has been highlighted in various Security Council debates — including, I have been told, last week’s debate on transnational organized crime (see S/PV.9497) — access to illicit weapons contributes to the development of terrorism, organized crime, human trafficking, gender violence and piracy, while the diversion of weapons is closely linked to corruption and poor management practices.”

“We concur with the findings in the Secretary- General’s most recent report on small arms and light weapons (S/2023/823) that the misuse, illicit transfer and destabilizing accumulation of small arms and light weapons and their ammunitions have persisted and have continued to undermine peace and security at the national, regional and global levels, derailing States from their paths towards sustainable development. According to the Stockholm International Peace Research Institute, global military expenditures in 2022 reached a record high of $2.24 trillion, which represents an increase of 19 per cent over the past 10 years. That has increased the trade in arms and at the same time the possibility for their diversion, illicit trafficking and misuse, which in turn are undermining peace and security in many parts of the world.”

As we heard from the briefers, whom I thank for their presentations, this is an important topic with a broad geographic and sectoral impact. Our world is experiencing substantial and rapid transformations. While progress has accelerated, conflicts and wars have not receded, and new emerging threats and trends pose serious challenges. Conflicts and threats to security in various regions of the world have led to an increase in militarized approaches to peace.”

“The issue of Palestine should not continue to remain unfinished business that poisons international life and serves as a false pretext for the extremists and terrorists who use it for other aims and gains. There is an urgent need to bring back a perspective for the future, especially for Gaza, once the hostilities are over. Albania reiterates its support for two States for two peoples — a democratic and viable Palestine and a secure Israel, living side by side in peace and security and in full recognition, with their people enjoying equal rights and dignity. In conclusion, I would like to express Albania’s support for the draft resolution put forward by the United States, which addresses all the core pertinent issues and on which we hope the Security Council will show unity.”

“The normal and unhindered flow of humanitarian assistance must be guaranteed through humanitarian pauses. We welcome the release of hostages and every effort in that respect deserves praise. Civilians should have never been kidnapped in the first place, and all of them must be released unconditionally. Last but by no means least, everything must be done to avoid a spillover of the conflict, which would destabilize the entire Middle East. We condemn the Hizbullah attacks on Israel and call on the group to refrain from unprovoked actions and fully comply with resolution 1701 (2006). Provocative, threatening and inciting rhetoric does not help. It is time to act with maturity, with messages of caution and responsibility. Israel needs and deserves security. Palestinians need and deserve their State.”

“We said “never again”, but we must keep to that, be vigilant, react and fight for it and against all those who fan the flames of division and discrimination. As we heard, the humanitarian situation in Gaza is dramatic. We condemn the attack on Al Ahli Hospital last Tuesday and call for a full investigation of those responsible for that act. We welcome the arrangements made so far to allow humanitarian convoys into Gaza with water, food and medical supplies. Although much more is needed to meet the needs of those affected, efforts must continue, and diplomacy must always prevail. We commend the efforts of Egypt, the United States, Israel and the Secretary-General in that regard. Humanitarian aid for civilians should flow unhindered to all those in need, and the provision of fuel and the restoration of electricity must be ensured.”

We are worried about the frightening increase in the level of antisemitism, which is fuelled by hatred, misinformation and disinformation and has been propelled to very dangerous levels, in particular through social media. Antisemitism has never disappeared, but what we are seeing today is simply unacceptable. We should not stay indifferent in the face of calls and behaviour that are taken from the Nazi playbooks. We must not let the fabric of our societies be torn apart by misconceptions, hate speech, discrimination and the revival of the despicable behaviour that produced one of the darkest moments in human history.”

“Innocent lives matter equally, be they Israeli or Palestinian. That is why every measure and precaution must be taken not to harm those who do not deserve it — those whose lives have been put in danger by Hamas and other terrorists and extremists. Hamas and its leaders, who live a comfortable life outside Gaza, as well as their supporters, knew very well what they were doing when they unleashed the beasts to kill, burn, massacre and kidnap everyone they could. They were hoping to trigger a massive response from Israel, knowing very well that civilians would be caught in the middle. Their hope and their win would be to make the world turn against Israel. “It has proved an efficient investment in strengthening the bonds among those States and the broader European community, promoting cooperation, peace and prosperity in the region. The power play between rival Powers and competing interests can either exacerbate conflicts or facilitate their resolution. It is always a matter of choice. Multilateral dialogue and cooperation are essential to prevent the manipulation of disputes for geopolitical gains. Dialogue is essential in dealing with and resolving any conflict, whether old or emerging. In fact, dialogue is not just a better way. For us, it is the only way to deal with issues, however difficult they appear and however complex they are. Dialogue is what we have chosen in our part of the world. It is not always an easy path.”

“Only a few days ago, we hosted the tenth Berlin Process Summit for the Western Balkans in Tirana, the first one held outside the EU and in the Western Balkans region. That initiative has put into motion a delicate yet irreversible process of reconciliation, the peaceful resolution of bilateral issues between countries, a better understanding among societies in the region, the improvement of regional economic cooperation and the creation of a basis for the sustainable growth of individual countries and the entire region. It has proved a win-win formula for all, because the European security architecture needs a stronger and more consolidated Europe. The accelerated EU enlargement process and the Berlin process are complementary mechanisms for bringing all six Western Balkans countries into the European Union.”

Current geopolitical challenges make it imperative to reflect on how such partnerships should function. What could be the most efficient form of cooperation between the Council and regional organizations in the maintenance of international peace and security? That becomes crucial, especially for small States, which sometimes have to struggle for their voice to be heard. Regional organizations offer small States a range of tools and platforms to enhance their visibility and influence in the international arena.”

The timing for such a debate could not be more appropriate. In an ever-evolving global landscape, in which our collective commitment to peace remains steadfast, we find ourselves confronted with an array of serious challenges of historic proportions. The ongoing conflict in Ukraine and its disastrous consequences have marked a historic turning point for European security. It continues to have a detrimental effect beyond the continent and remains a stark reminder of the pressing need to return to dialogue and cooperation to deal with grievances and resolve disputes.”
