“I would like to respond in my national capacity. The Ambassador of Syria accused members of the Security Council of hypocrisy and a lack of concern for the people. I would like to just say that, for Germany's part, we have taken in hundreds of thousands of Syrians in Germany - one of them is sitting right here. We talk to the people and know of their fate. We hear them talk about the torture that they experienced in prisons in Syria. We know about people being starved, bombed and gassed by their own Government, as well as being sexually violated in their homes. I just wanted to mention that. I would also like to say that Germany is working on accountability.”

“Gamba for her report, which was devastating. I can only echo what she said in her statement: children have to be given a chance to survive. I can only encourage her to continue to raise her voice and speak out on the fate of children that are being dragged into war and are suffering. Anatolio gave some terrible figures in this respect. I also encourage her to go to the Working Group on Children in Armed Conflict to report on the situation in Yemen. We also support what she and others said with regard to accountability. It cannot be that those committing serious crimes are not punished. Lastly, concerning the humanitarian situation, Germany has also provided $100 million again for 2019, most of it disbursed. We want to support in particular UNICEF's WASH programme and others that are fighting cholera.”

“We are also ready to work with our Berghof Foundation, which he mentioned, behind the scenes on the second track, because we believe that this track is important and that it is important to speak to all parties in the region in order to make progress. On the peace process, we deem vitally important, and here I would echo what Ms. Luqman said, that we have to include women in the peace process. It cannot be like it was in Stockholm; I think there was only one woman sitting at the table. The next round must have more women around the table, not only because women are those most affected, but because they are half of the population, and experience shows that when women are involved in peace negotiations, we can actually achieve progress. The inclusion of youth is also key, and here I want to thank Ms.”

“We have to do everything possible to ensure that a political solution is found, and I think that the voice of the Security Council must be heard. Like others, we fully support Martin Griffiths. We are extremely encouraged by the fact that he never gives up but starts again and again. I offer him congratulations on the agreement that he has achieved on the implementation of the Stockholm Agreement. Of course, the proof of the pudding will be in the eating. We believe that it is also important to think about the next steps and to work towards a framework agreement with respect to the transitional phase. Germany is ready to host a possible next meeting and supports the work of the United Nations Mission to Support the Al-Hudaydah Agreement on the ground; we are ready to support up to 10 monitors to assist in the work there.”

“I shall now make a statement in my capacity as the representative of Germany. Having listened to all the statements and appeals around the table, I think that we all sound a bit like broken records. Since we last spoke (see S/PV.8469), neither the humanitarian situation nor the human rights situation has improved. International humanitarian law is being violated. We hear about new attacks on schools and hospitals; famine is worse; and cholera is spreading. It is very, very frustrating. The only one of the only positive things is what our French colleague mentioned and the fact that the Security Council is united. Again, having listened to all speakers, I think that we all agree that there can be no military solution to this conflict.”

“I would also like to add to it. Mr. Singer Weisinger just said that investing in young people also means investing in peace. With regard to the gender provisions, there are still a number of challenges, such as the integration of former female combatants, barriers to the participation of women in the political process and security risks for women human rights advocates. Women social leaders also face many security challenges. Another very important point, which Ms. Salamanca addressed is that of sexual violence in conflict and accountability. Reparations are therefore very important. As I said, we have made a great deal of progress. I have one question for Ms. Salamanca. I wonder if she would have concrete measures i perhaps, low-hanging fruit - that the Government could do to help women.”

“With regard to the security situation, I also join my voice with those who have said how important it is that State institutions be present throughout the whole country so that there is safety and security for all representatives of civil society, social workers, community leaders, indigenous leaders and human rights defenders. In addition, with regard to the reintegration of the former members of the Fuerzas Armadas Revolucionarias de Colombia-Ejercito del Pueblo, I would like to add my voice to those who have said how important that is. I would like to make one special point. Following on from what the Indonesian Ambassador and others have said, the peace agreement is exemplary with regard to its gender provisions. I would like to reiterate what Ms. Salamanca said, the effect that investing in women yields peace dividends.”

“Germany will continue to support Colombia in building an inclusive society. We will do that bilaterally, multilaterally and with the multi-partner trust fund, as well as by providing funds to the Peacebuilding Fund. I can be brief in my comments because we support the report of the Special Representative of the Secretary-General and his recommendations relating to the consolidation of the peace process, concerning which we add our voice to those around the table. Just before I took the floor, the representative of the Dominican Republic said how important it was that the Special Jurisdiction for Peace be implemented, that the statutory law be adopted and that there be legal certainty and no retroactivity in applying the laws.”

“I shall now make a statement in my capacity as the representative of Germany. Speaking last in a discussion is an advantage because one can listen to everyone who has spoken. My impression is that, with regard to Colombia, there is unity in the Council. There is not only unity with regard to the full support to the peace implementation process, but there is also unanimity with regard to the concerns that we have. I would like to start with a quote from Special Representative of the Secretary-General Ruiz Massieu, who said at some point that Colombia remains a "source of inspiration" for all those working on the settlement of other conflicts. That remains true, and we would like to commend the Government of Colombia for what it has been doing under very difficult circumstances, with 1.3 or 1.4 million refugees from Venezuela.”

“Bachelet in our discussions last week (see S/PV.8502) was proof of this. Fourthly, I would like to highlight that Haiti is among the most vulnerable countries in the world to climate change and natural disasters. When we look at the island from space, we can see that one half is absolutely green and the other half has hardly any trees, which makes this country particularly susceptible to natural disasters. We would have liked to have something on this issue in resolution 2466 (2019). and we regret that this was not possible. We believe that a future United Nations presence should provide advice to the Haitian Government on how to strengthen the country's resilience with respect to the challenges of climate change. First, we support the extension of the United Nations Mission for Justice Support in Haiti (MINUJUSTH) for a final period of six months. Secondly, I would like to echo the sentiments of the representatives of Peru and the Dominican Republic that the United Nations should remain engaged with Haiti and that we should have a smooth transition to the follow-up United Nations presence, the special political mission, in Haiti. We believe that this is of crucial importance. “Like nearly everyone around the table, let me also express Germany's solidarity with the neighbours and pay tribute to what Peru, Ecuador and Colombia are doing, as well as the Foreign Minister of Colombia. I would also like to commend the countries in the region for seeking to coordinate their efforts in response to the humanitarian crisis. It is the biggest refugee crisis that Latin America has seen in its history. On the political solution, very briefly, we need a peaceful political process. All actors must show restraint, refrain from the use of force and respect human rights. We support free, transparent and credible presidential elections organized under the leadership of the interim President, Juan Guaido. The European Union is also ready to help through the International Contact Group.”

“In the light of what our Indonesia colleague has said, I would like to appeal to our Venezuelan colleague that he recognize the dimension of the humanitarian crisis that his country is facing and that he allow all humanitarian actors to work in his country. These workers need access, and they should be able to assist. As our French colleague has reminded us, the principles of humanity, neutrality, impartiality and independence should govern the delivery of humanitarian aid. Like others, we are alarmed about the politicization of the humanitarian issue. That runs counter to the humanitarian mandate. Many speakers also alluded to the massive exodus of Venezuelans from their country.”

“Our Russian colleague compared the situation with regard to the measles outbreak in New York with the measles situation in Venezuela. However, there is one big difference between the two. If parents in New York want to vaccinate their kids, they can go into a pharmacy and get the vaccine. If parents in Venezuela tried to get the vaccine for the measles in a pharmacy in Caracas, they would be unable to find it. In this context, I would also like to pick up on what our Belgian colleague said with regard to arms. I would like to express the view that what Venezuela needs least at the present moment is a supply of military weapons. What Venezuelans need right now is a supply of humanitarian aid and medical assistance.”

“They are the most vulnerable, in Libya, certainly, and in other places. We support what the High Commissioner is doing and ask that he put special emphasis on the fate of those refugees. I would like to end by touching on Myanmar. Can the High Commissioner say a bit more about the 34 projects? What do they entail? Can we build on them? With respect to Bangladesh, I would like to pay tribute to what that country, which is not one of the richest on the planet, is doing. What is the situation of the refugees there? I have also heard that they may be placed on an island. What would the dangers be then for the refugees in Bangladesh? What can or must be done to support them? “It is also very important for refugees to be given a chance because it allows them to return to their homeland. When they are in third countries, it is less likely that will return to their homes. We subscribe to what Mr. Grandi and others have said with regard to returns. Returns must be voluntary, safe, dignified and well- informed. We also had a discussion regarding Rukban. Russia and the Office of the High Commissioner for Refugees must work closely to guarantee that returns occur as described previously and that returnees do not face arrest or forced conscription or find their homes expropriated. With respect to Libya's dreadful situation, I would encourage the High Commissioner to remain engaged and to stay there. There is one phenomenon in Libya I would like to highlight. It is the fate ofwomen, children and refugees.”

The key, as the High Commissioner said, is shared solidarity and, as others here have said, equitable burden- and responsibility-sharing. The proof of the pudding is in the eating. We have to talk about implementation. With regard to host countries, like others before me, I would like to underline how much we value the actions of Syria's neighbours - Jordan, Lebanon, Turkey, Egypt. We also value the actions of Bangladesh and Venezuela's neighbours, from Colombia to Peru to Ecuador. Such action is extremely important.”
