“The bloody and brutal events of the past weeks and the accompanying grave tensions warn that we are facing an unprecedented situation and that the conflict could even become more dangerous, with major repercussions for the entire Middle East region. Following the eruption of those events, the Kingdom of Morocco presided over a ministerial meeting of an extraordinary session of the League of Arab States, held on 11 October, which resulted in resolution 8987. “On the humanitarian track, Morocco continually contributes to humanitarian appeals around the world, including through the deployment of medical and surgical hospitals in the field, at the instruction of His Majesty the King. A total of 19 field hospitals have thus far provided 2.065 million medical services for the benefit of local populations and refugees in 14 countries, across four continents. “The Al-Quds Committee is playing its political and practical role in supporting the Palestinian people in general and the residents of Jerusalem in particular, bringing together the political endeavours of His Majesty King Mohammed VI and the work on the ground undertaken by the Bayt Mal Al-Quds Al-Sharif Agency under the personal supervision of His Majesty King Mohammed VI. Thirdly, we need to fight impunity, enshrine a zero- tolerance policy and ensure access to justice for victims. “Over the past decade, there has been a significant paradigm shift, and progress has been made, thanks in particular to the mandate of the Special Representative on Sexual Violence in Conflict and the relevant Security Council resolutions that succeeded resolution 1325 (2000). Today, sexual violence in armed conflict and post-conflict situations is considered a threat to international peace and security. However, given that those abhorrent acts have persisted, indignation is no longer enough. “In Africa, millions of hectares are threatened by desertification due to the advance of the desert, which in some regions is moving forward at a rate of 5 kilometres per year. Land degradation is a vulnerability multiplier, leading in many cases to population instability. Alongside climate and environmental security, water and food security, human security and security in general are also at stake. Land that is lost to life is land given over to insecurity. As we have seen in our region, areas suffering from extreme climatic degradation are often also those where conflicts break out, populations are displaced, and terrorist groups and extremist separatists seek to infiltrate.”

“My country supports the actions undertaken by the Security Council, the Secretariat and the United Nations agencies to, first, ensure the equal representation of women in national, regional and international institutions; secondly, promote their key role in conflict prevention and resolution, as well as in peacebuilding; and thirdly, provide them with the means to influence decision-making at all levels. In that respect, on 23 March 2022, the Kingdom of Morocco officially launched its first national action plan on women and peace and security, in support of resolution 1325 (2000). We have also put in place gender-sensitive policies to strengthen the participation, resilience and leadership of women and young people in all areas and at all levels.”

“Secondly, we must strengthen peacebuilding and the lasting nature of peace in order to prevent conflicts from recurring and promote stability and development in countries or regions that have experienced conflict. In that context, it is very important to further strengthen the collaboration between the Security Council and the Peacebuilding Commission so as to ensure more consistent approaches to building resilient and effective institutions and to providing inclusive approaches capable of supporting national peacebuilding initiatives. “In order to build a lasting peace capable of facing the current and emerging challenges, the United Nations and, more particularly, the Security Council, should continue to make use of all means, instruments and rules placed at its disposal by the Charter of the United Nations for the prevention of conflicts and the peaceful settlement of disputes, including — first — through the promotion of mediation and dialogue as sine qua non confidence-building measures that can contribute to conflict prevention and the rebuilding of trust between stakeholders. In that regard, the use of the good offices of the Secretary-General remains crucial for promoting the peaceful resolution of disputes and bringing together stakeholders to engage in negotiations, mediation and other peaceful methods to resolve their differences.”
