  1. The burden, however, does not rest solely on States, as non-State actors such as terrorist groups and criminal organizations pose an ever-growing threat. Journalists, too, have responsibilities in this regard. They must ensure that they report events without taking unnecessary risks to themselves or to other civilians. They must be responsible and take safety precautions. Canada has worked with independent media groups to provide security skills training to journalists so that they can protect themselves. We have also contributed funding towards training Syrian activists and j ournalists to document violations against media activists in Syria, so that one day the perpetrators of these crimes can be brought to justice. We will continue to work with key partners in an effort to support freedom of expression around the world.

  2. Looking at the current situation in Syria, the Syrian Journalists Association has documented the deaths of 153 professional or citizen journalists since the uprising began. We condemn the intentional targeting of journalists, media professionals and associated personnel, and recall that media equipment and installations constitute civilian assets under international law, as affirmed by resolution 1738 (2006). We must pursue our efforts to bring the perpetrators of such heinous acts to justice. Those who deliberately target civilians must be held to account. (spoke in English) Each State needs to ensure a safe and enabling environment in which journalists can perform their work independently and without fear of violence.

  3. Mr. Husain (Canada) (spoke in French): We thank the United States for having organized today's debate and the journalists who shared their personal experiences. Too often, journalists can find themselves in harm's way due to their profession. Today's debate serves to remind us of that reality. Cases involving Canadian journalists include Michelle Lang and Zahra Kazemi. In 2009, Canadian journalist Michelle Lang, of The Calgary Herald, was killed by an improvised explosive device in Afghanistan alongside four members of the Canadian Armed Forces. In 2003, Canadian photojournalist Zahra Kazemi died as a result of the injuries she sustained while in custody in the Evin Prison in Iran, after having been arrested for taking photos outside that prison in Tehran.

However, we have stated clearly that we must continue to see progress towards greater transparency, accountability, good governance and respect for human rights, especially the rights of girls and women, freedom of religion and conscience and freedom of experience. We have also been equally clear that terrorism networks from neighbouring States must be held accountable, including thsoe who support them. Reconciliation that fails to enshrine the indispensable rights of women, advance constitutional democracy and confront endemic corruption will not be viewed as genuine reconciliation. In the face of such adversity, national organizations of young members of civil society are emerging and growing more confident in their capacities. They are helping to build the institutiuons that will guaranteed Afghanistan's future.

That includes progress in meeting key deliverables, including the establishment of a credible electoral dispute resolution mechanism and legislation that allows for the appointment of qualified individuals to that body and to the Independent Election Commission. Candidate vetting, the preservation of free and independent media and the participation of civil society must be permitted to feature prominently throughout the process.   7. First, the Government ofAfghanistan must focus on the full implementation of the Law on the Elimination of Violence against Women in its current form. Afghan women and girls need and deserve the protecion that the law is meant to provide. However, they will get that only if the law is fully implemented by a willing and capable justice sector, including police, prosecutors and judges. Tracking the law's implementation was a key commitment made by the Government of Afghanistan, which will be measured on its fulfilment of that commitment. Secondly, it is essential that the Government of Afghanistan demonstrate earnest commitment to a robust electoral process.

Down the other, lie the games of the past, of regional interests allied with the false promises of terrorists and their tyranny, of a people suffocated by brutal warlords and unscrupulous gangsters, of the tragic story of lost generations. Corrosive actors are the culprits of fragility, just as nation-builders are the pioneers for prosperous societies. Next month marks the one-year anniversary of the Tokyo Conference, which saw a renewed commitment by the international community, including Canada, to Afghanistan's future. On 3 July, senior officials will gather in Kabul to take stock of the progress that has been made over the past year on those commitments. Three are among the most essential.

I thank the Secretary-General for his report (S/2013/350), and I commend the work that the United Nations Assistance Mission in Afghanistan (UNAMA) is doing in an increasingly hostile environment. A copy of Canada's full statement has been circulated among the members of the Security Council and is available on our website. Given the time constraints, I shall touch on only a few key points. We are at a crossroads. Down one path a nation emerges from generations of war and bloodshed and steps forward into a future of freedom and prosperity.

With regard to the Israeli withdrawal from the Gaza Strip, the OIC reiterates that this withdrawal must be full and complete and must be followed by Israeli withdrawal from the rest of the occupied Palestinian territory, including East Jerusalem. In conclusion, the OIC attaches the highest importance to the need for a rapid resolution of the question of Palestine and the achievement of a just, lasting and comprehensive final peace settlement, based on the road map, the Arab Peace Initiative, the rules and principles of international law, and relevant Security Council and General Assembly resolutions. Progress in that direction will move us towards the accomplishment of the two-State solution, whereby Palestine and Israel would live side by side in an environment of harmony and tranquillity.

President, the OIC calls on the international community, especially the Security Council and the Quartet, to take the necessary measures to uphold international law and to counter the establishment of Israeli illegal settlements and the construction of the wall and its damaging effects on the Palestinian people. The OIC calls upon all States to impose punitive measures against any public or private entities or corporations that have been contributing to the construction of the wall, and against settlers and all those who are profiting from the settlement activity on the occupied Palestinian territory, including East Jerusalem.

The OIC Secretary-General has emphasized that the unlawful Israeli expansionist and colonialist policies and practices and seriously damaging and destroying the geographical contiguity of the Palestinian territory, making the two-State solution virtually impossible to achieve. Israel's continued confiscation of Palestinian land with impunity is isolating the Palestinian territories and causing serious damage to the Palestinian economy, depriving Palestinians of their farms, schools, hospitals and places of worship. Israel is pursuing the unilateral demarcation of new borders in the West Bank, which amounts to an effective annexation of Palestinian territories, undermining the borders of the Palestinian State and even annihilating the very possibility of its establishment. It will be recalled that, in early June, the Secretary-General of the Organization of the Islamic Conference, Mr. Ekmeleddin Ihsanoglu, addressed communications to the members of the Quartet, raising several issues of concern with regard to the ongoing Israeli-Palestinian conflict.

In flagrant disregard of the will of the international community, the Israeli Government has continued the construction of new stretches of the apartheid wall, cutting deep into Palestinian land, despite of the advisory opinion of the International Court of Justice (ICJ), which ruled on the illegality of the construction of the wall and its resulting violation of international law. Israel has also violated General Assembly resolution ES-lO/ 15 on the wall, which demanded that it cease immediately its construction work, remove the stretches that have been built and discharge its obligations under the road map. Israel has also started to build new stretches of the apartheid wall around the Holy City of Jerusalem and the surrounding areas of Bethlehem.

We are confident that, under your leadership, the proceedings and work of the Council will be steered efficiently and successfully.
