“First, with regard to the construction of a railroad corridor from Mazar-e-Sharif to Herat, the implementation of the project will provide employment for up to 30,000 Afghans and allow Kabul to generate annual profits from the transit in the amount of between $400 million and $500 million. In addition, the construction of the road from Mazar-e-Sharif to Peshawar, via Kabul, remains urgent. Secondly, the construction of the electricity power transmission line Surkhan-Pul-e-Khumri will allow for an increased electricity supply from Uzbekistan to Afghanistan by 70 per cent, or up to 6 billion kilowatt hours, per year. The power transmission line will switch Kabul to the unified energy system of Central Asia. Moreover, the electricity power transmission line Surkhan-Pul-e-Khumri may become an important part of the CASA-1000 project.”

“As mentioned by all speakers today, only an Afghan- led and Afghan-owned political process can lead to a peaceful settlement of the current conflict. Uzbekistan strongly supports the international community's efforts in facilitating the process of resolving the situation in Afghanistan. “Given such circumstances, the engagement in the process of finding an ultimate solution to the current conflict in Afghanistan and the maintenance of good-neighbourly relations with that fraternal nation are among the main foreign policy priorities of the Republic of Uzbekistan. “In particular, on 28 August a delegation of Uzbekistan, led by Minister for Foreign Affairs Abdulaziz Kamilov, visited Afghanistan and held a number of meetings, including with President Ghani, Chief Executive Abdullah Abdullah, National Security Adviser Hamdullah Mohib and Deputy Foreign Minister Nasir Andisha. The Afghan side has been fully briefed on the outcomes of the Tashkent negotiations with the Taliban. From Uzbekistan's perspective, contacts with the Taliban are a necessary prerequisite to creating conditions for the peace process in Afghanistan and to encouraging the Taliban to take up direct talks with the Government. In Tashkent, we strongly believe that peace in Afghanistan can be achieved only through national reconciliation, with the involvement in the negotiation process of the representatives of the Taliban movement.”

“As a practical step in facilitating a peace process in Afghanistan and in implementing the Tashkent Declaration, the Uzbek side recently held negotiations with representatives of the Taliban from the movement's Qatar-based political commission. During the meeting held in Tashkent on 7 August, the Uzbek side underlined the importance of enforcing a ceasefire and its extension for the delivery of humanitarian assistance, as well as the implementation of large-scale economic projects in the country. One should underline that Uzbekistan closely coordinates with the highest leadership of Afghanistan all of its efforts pertaining to negotiations and contacts with the Taliban movement. The Uzbek side conducts prior consultations with the Afghan authorities on its meetings or negotiations with the Taliban and informs them about their outcomes.”

“The participants in the conference urged the Taliban to accept that proposal and to start an Afghan-led and Afghan-owned peace process. It was specifically underlined that all parties would benefit from a comprehensive peace process, which should also guarantee the inclusion of the Taliban in the political process as a legitimate political player. At the end of the conference, high-ranking officials from 21 States and leading international organizations, such as the United Nations, the European Union, NATO and the Shanghai Cooperation Organization, adopted the Tashkent Declaration, which calls for the full support of the international community for the Afghan Government's proposal to launch direct negotiations with the Taliban, without any preconditions, in an effort to achieve a comprehensive peace agreement.”

“An educational centre for the training of Afghan citizens has been in operation since last January in the Uzbek border city of Termez. In order to expand cooperation in the field of education, the President of Uzbekistan has proposed to establish a special international fund for supporting education in Afghanistan. The main goal of the fund is to assist Afghans in training national staff in in-demand professions, while providing scholarships and grants to talented students and young scientists. In Uzbekistan we strongly believe that ultimately peace on Afghan soil will open up new opportunities and bring real benefits to all States of the greater Eurasian continent.”

“At the global level, it is important that leading world Powers and donor organizations provide political support to the peace process and financial assistance for the socioeconomic rehabilitation of Afghanistan. Uzbekistan is making its own contribution to the process by expanding trade and implementing various projects. As a result, in 2017 the volume of trade increased by 15 per cent to a total of approximately $600 million. In the near future we intend to increase that number several times over and bring it to $1.5 billion. Uzbekistan has also initiated a number ofjoint infrastructure projects, such as the new Mazar-e-Sharif-Herat railway project, a project to construct the new 500-kilowatt Surkhan- Puli-Khumri power transmission line and the training of qualified national personnel for Afghanistan.”

“At the regional level, it is necessary to ensure that a firm regional consensus is reached, primarily with the support of key regional players, including Central Asian States. That is critically important given that solving a number of key issues pertaining to economic development and security and stability in Afghanistan to a large extent depends upon neighbouring countries and their goodwill, firm determination and readiness to actively facilitate national reconciliation and end violence in Afghanistan. The efforts of all neighbouring countries and partners should not substitute but, rather, complement each other. During the seventy-second session of the General Assembly last September, the President of Uzbekistan proposed the development of a United Nations convention on the rights of youth, a unified international legal instrument aimed at developing and implementing a youth policy in a context ofglobalization and of the rapid development of information and communication technologies. “An effective youth policy is particularly important nowadays, at a time when terrorist threats and the radicalization of young people are widespread across the globe. As research shows, most crimes linked with extremist activity and violence are committed by people under the age of 30. “Today the world's youth population has already reached almost 2 billion people, and the planet's future and well-being depend on what kind of people our children will grow up to be. The Government of Uzbekistan therefore attaches great importance to youth-related issues. We in Uzbekistan have enacted a national law on the youth policy of the State, which defines the legal framework and guidelines for the formation and implementation of our youth policy, with a view to strengthening the role of the public, especially non-governmental organizations, local authorities and the media, in implementing that policy. Today, the Minister for Foreign Affairs of Uzbekistan visited Kabul and had a meeting with officials from the Government of Afghanistan to discuss issues related to how practically to implement the agreements that were reached during President Ghani's aforementioned visit to Uzbekistan. Last month, regular flights between Tashkent and Kabul started to operate with a view to facilitating bilateral exchanges. The two countries have also agreed to open an Afghan consulate in the Uzbek border city of Termez.”

“This year alone the two Heads of State met several times on the sidelines of international forums. Three weeks ago, President Ghani paid an official visit to Uzbekistan. As a result of that visit, more than 20 documents were signed. Those documents are aimed at the expansion of cooperation in political affairs, trade, economic, investment, transportation, communication, education and other areas. Among those documents were documents that provided for the creation of a joint commission on security issues, the construction of a railroad from Mazar-e-Sharif to Hairatan, the construction of an electric transmission power line, collaboration on transporting cargo, as well as other projects.”

We reiterate the call for an end to this massive form of collective punishment of the Palestinian people and for urgent efforts to reconstruct, rehabilitate and revive Gaza, which also remains an integral part of the Palestinian territory occupied since 1967. Today we must also reiterate the call for attention to the plight ofPalestinian political prisoners and detainees in Israeli detention centres.”

“The Security Council must demand that all such illegal acts cease and that Israel, the occupying Power, abide by its obligations under international law, including international humanitarian law and human rights law, and all the relevant United Nations resolutions on the question of Palestine. The OIC group remains firm in its conviction that the Security Council must not be absolved of its role in that regard. It should act to ensure that the Palestinian people realize their right to self-determination, sovereignty and independence in their State of Palestine in the territory occupied since 1967, with East Jerusalem as its capital, and that a just solution emerges for the plight of Palestinian refugees, in line with United Nations resolutions and international law.”

“The OIC further reminds the Council of its duties with regard to Israel's condemnable systematic violations of human rights in the occupied Palestinian territory, including deliberately killing and injuring civilians and peaceful protesters; violent military attacks against the civilian population; the detention of thousands of Palestinian civilians; the confiscation of land and property; the demolition of Palestinian homes; and the forced displacement of Palestinians; as well as terrorism perpetrated by settlers against Palestinian civilians. All such actions continue to raise tensions and sensitivities and are severely aggravating the fragile situation on the ground, with the potential to spark grave consequences.”

“The Council must act to uphold its responsibilities to end Israeli settlement activities, which have been manifestly and deliberately stepped up in the occupied Palestinian territory, especially in and around East Jerusalem. While the OIC welcomes the second report of the Secretary-General on the implementation of resolution 2334 (2016), as orally delivered to the Security Council by the Special Representative of the Secretary-General (see S/PV.7977), we call once again for the submission of a meaningful written report so as to ensure the proper documentation of the implementation of the resolution's provisions, given Israel's continued flagrant disrespect ofthe Council and its resolutions.”

“The OIC condemns in particular the recent Israeli decision to build more than 1,800 illegal settlement units in occupied East Jerusalem, which will in effect lead to the confiscation of Palestinian land and the forced eviction and dispossession of more Palestinian civilians. In that connection, the OIC reaffirms that the continuation of the Israeli settlement policy will undermine the territorial integrity, viability and contiguity of a future Palestinian State, notwithstanding the fact that settlement activities are illegal acts constituting flagrant violations of international law and the relevant United Nations resolutions, including,in particular resolution 2334 (2016), which unequivocally demands an end to all such activities.”

“The OIC urges the Council to compel Israel, the occupying Power, to ensure the freedom of worship for Palestinians, including in occupied East Jerusalem; refrain from interfering in the affairs of the Islamic and Christian holy sites; respect the historic status quo at Al-Haram Al-Sharif; and act in compliance with its obligations under international law as the occupying Power. “In this fiftieth year of the Israeli occupation of Palestinian and Arab lands since 1967, the urgency for a peaceful solution remains as pressing as ever and requires serious and immediate efforts. The OIC expresses its serious concern with regard to the ongoing developments in the occupied Palestinian territory, including East Jerusalem, and condemns all of the illegal policies and measures being implemented by Israel, the occupying Power, aimed at altering the status, character and demography of the territory, including the Arab, Islamic and Palestinian character and identity of Al-Haram Al-Sharif and the Al-Aqsa Mosque. The OIC condemns Israel's illegal action of closing the Mosque and further impeding the access of Muslim worshippers to the Mosque.”

“I have the honour to deliver this statement on behalf of States members of the Organization of Islamic Cooperation (OIC) in my capacity as Chair of the OIC group. This meeting is taking place in a climate overburdened by an increasingly unstable and volatile situation in the Middle East, with the unresolved and festering question of Palestine remaining at the heart of unrest in the region. The OIC is very concerned about the contempt shown by Israel, the occupying Power, towards the Security Council's authoritative decisions and demands, in contravention of international law and in total obstruction of a political horizon for a peaceful solution.”
