1. “It is disconcerting that a large number of the press statements have been in relation to terrorist attacks. Today marks six months since Malaysia joined the Council. In our View, the Council's work in 2015 has thus far been largely positive. For example, a number of important norm-setting initiatives on the protection of civilians in armed conflict - including journalists, women, girls and children - were adopted between January and June. However, over the same period the Council has also seen a deterioration in a number of situations, most notably in Burundi, the Sudan, South Sudan, Syria, Ukraine and Yemen. At the same time, the Council has also proven its dynamism in rising to new challenges, as demonstrated by its engagement on the issue of migrants at sea, both in the Mediterranean and in South-East Asian waters.”

2. “As Chair of the Working Group on Children and Armed Conflict, we are grateful for the overwhelming support demonstrated by Council members and United Nations Member States during the open debate held on 18 June (see S/PV.7466) and for resolution 2225 (2015). By way of statistics, the Council has held a total of 26 meetings, out of which 22 were public. Additionally, three Arria Formula meetings have been held in June concerning the situations in Darfur, Syria and - just this morning - on climate change and its implications for international peace and security, reflecting, in our view, healthy use of other meeting formats by Council members. With regard to outcomes in June, the Council has adopted a total of 22 products, including 6 resolutions and 2 presidential statements, and issued 15 press statements.”

37. “At a technical level, the deployment of intelligence units and the procurement of improvised explosive device-resistant equipment, including armoured and mine-protective vehicles, has helped to enhance the capabilities of peacekeepers to operate more safely in an asymmetrical environment. With regard to the briefing on caveats, we concur with the observation that the inclusion of so-called national caveats could complicate or hamper the smooth running of United Nations peacekeeping operations and missions with regard to issues such as parallel chains of command, the linking of field contingents to national headquarters main command, and personnel performance. 38. “The ongoing conflict in Mali clearly outlines the complexity of the crisis, in which the United Nations Multidimensional Integrated Stabilization Mission in Mali has been placed at the forefront, particularly with regard to addressing intersecting challenges, including the nexus between local conflict dynamics, organized crime andjihadist extremism. The United Nations has been able to take innovative steps in other conflict situations to better improve the deployment of peacekeepers on the ground and to adapt to a hostile environment, such as in the Democratic Republic of the Congo.”

In that regard, any allegations of impropriety on the part of peacekeepers or the civilian components of United Nations missions must be addressed in a timely, transparent and impartial manner with a view to maintaining, among other things, the integrity and credibility of the institution as a whole. 40. “As much ground has been covered by previous speakers, with views and comments with which we can associate ourselves, my remarks will be fairly brief. Malaysia concurs with the assessment that over time the protection of civilians has emerged as a central purposeandcoremandateofcontemporarypeacekeeping operations. We note that, at present, 10 of the existing 16 peacekeeping missions are mandated to undertake protection-of-civilians mandates. The challenges to civilian protection are vast, ranging from needs on the ground and a challenging security environment, to a lack of infrastructure. Peacekeepers are often responsible for protecting large populations spread out over vast areas, but they usually lack material resources to effectively execute the mandate.”

43. “In noting the excellent support for and cooperation with the Counter-Terrorism Committee (CTC) by CTED, Malaysia commends the focus and concerted efforts initiated by the CTC geared towards the implementation ofresolutions 2170 (2014), 2178 (2014) and 2199 (2015), on preventing the flow of foreign terrorist fighters, including the upcoming special meeting in Madrid to be hosted by Spain. 44. “We note the increasing volume of listing and delisting requests addressed to the Ombudperson and the Focal Point for delisting. We hold the view that increased resort to those mechanisms indicates increased awareness and confidence in the sanctions mechanism. Given the Ombudsperson's role in balancing security and human rights concerns, Malaysia continues to believe that there is scope to explore the possibility of extending such role and mandate for other sanctions Committees. On the Ombudsperson's mandate, it is important that the Council agree on the way forward in appointing Ms. Prost's successor.”

45. “We will consider such requests in the areas of legal and regulatory infrastructure, implementation and resources for fulfilling the provisions of the resolutions. In that connection, we will support efforts to streamline the matchmaking mechanism between donor States and assistance providers so as to ensure the effective delivery of such assistance. With regard to the work of the 1267/1989 Committee, my delegation joins others in thanking Mr. Alexander Evans, coordinator of the Monitoring Team, and the Team as a whole for bringing more energy and substantive focus to the Committee's work. We wish Mr. Evans all the best and look forward to working with his successor. Like others, we, too, look forward to receiving the report on the implementation of resolution 2199 (2015).”

46. “The two-day meeting, concluded in Kuala Lumpur earlier today, provided an opportunity for ASEAN and its partners to discuss, inter alia, the way forward following the 2015 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons, international non-proliferation mechanisms and capacity-building in the area of WMD threat reduction. In that regard, I am encouraged by the fact that the Chairs of the three Committees have underlined their commitment to coordinating on common regional approaches by taking into consideration geographical and political similarities. Malaysia has officially offered assistance through the 1540 Committee to other Member States.”

47. “This approach resulted in an increased awareness of the progressing non-proliferation obligations, as well as higher levels of compliance from the private sector. As such, we see the merit in similarly targeted outreach activities by the Security Council Committees related to the proliferation of weapons of mass destruction (WMD). Malaysia has also undertaken initiatives at the regional and subregional levels to complement and strengthen international non-proliferation mechanisms. As current Chair of the Association of Southeast Asian Nations (ASEAN), Malaysia, together with Canada and New Zealand, hosted the 2015 ASEAN Regional Forum Intersessional Meeting on Non-Proliferation and Disarmament.”

48. “We wish also to place on record our appreciation of the important role played by the 1267/1989 Monitoring Team, the Group of Experts, the Ombudsperson, the Counter-Terrorism Committee Executive Directorate (CTED) and other actors for their important contributions to and support for the Committees. Malaysia's location, which straddles global shipping routes, and our status as a trading nation requires a clearly defined approach to the implementation of resolution 1540 (2004). In living up to its commitment, Malaysia has put in place the necessary legal and policy framework, anchored in the Strategic Trade Act 2010. In order to ensure effective implementation at the domestic level, the Government held nationwide outreach programmes, including with the private sector and enforcement agencies.”

Malaysia reaffirms its commitment to and support for the work of the subsidiary bodies of the Security Council, including the important work undertaken by the Security Council Committee pursuant to resolutions 1267 (1999) and 1989 (2011) concerning Al-Qaida and associated individuals and entities; the Security Council Committee established pursuant to resolution 1373 (2001) concerning counter- terrorism; and the Security Council Committee established pursuant to resolution 1540 (2004).”
