  1. We reaffirm our readiness to expand cooperation with other States, within the frameworks of existing international documents and arrangements. We hope that the efforts of the Security Council in the area of non-proliferation of WMD will not lead to a weakening of existing international disarmament and non-proliferation regimes, but will rather promote their strengthening and further development. Belarus wishes to express the certainty that only collective action on the part of all Member States and the existence of political will can promote a solution to the severe problems connected to WMD. We consider that any new initiative aimed at resolving these problems will be met with understanding and a positive response on the part of all concerned members of the international community.

Mr. Ivanou (Belarus) (spoke in Russian): The delegation of the Republic of Belarus associates itself with the statement made by the representative of Malaysia on behalf of the Non-Aligned Movement (NAM), and concurs with the points made. Belarus generally welcomes the initiative of the sponsors of the Security Council draft resolution before us, with the major objective of eliminating the threat that weapons of mass destruction (WMD) might end up in the hands of terrorists and their accomplices. Our country, which has voluntarily renounced possession of nuclear weapons and is an active participant in the disarmament process, is interested in stopping all attempts at the proliferation of WMD throughout the world.

Given our situation as a transit country, Belarus has made a top priority of adopting measures to strengthen customs, migration and border controls to prevent terrorist movement and to combat criminal activities linked to terrorism. The Government of the Republic of Belarus welcomes CTC assistance in resolving those tasks, in the light of our previous request for technical assistance. Such assistance would help to enhance cooperation with the Committee as it carries out its mandate. In conclusion, I thank the leadership of the CTC, in particular the Chairman, Mr. Inocencio Arias, for his tireless efforts to advance the work of the CTC, which is an exceptionally important body for combating terrorism under the aegis of the United Nations and for creating a broad international counter-terrorism network.

  4. The need to supplement national legislation arises basically with regard to the ratification of the International Convention for the Suppression of the Financing of Terrorism. It is proposed that the ratification of that Convention will take place in the spring session of the Parliament of the Republic of Belarus, concluding the process of formalizing our Government's participation in the 12 main international conventions against terrorism. At Security Council meetings on threats to international peace and security caused by terrorist acts, Belarus has repeatedly drawn attention to the real national situation in the area of combating terrorism, which is marked by a lack of information on terrorist activities, including their financing.

  5. On 21 January of this year, a national seminar was held in Minsk on the implementation of the universal counter-terrorism conventions in the legislation of the Republic of Belarus. That seminar was organized by State entities of Belarus, together with the United Nations Office on Drugs and Crime. In that seminar, which included the participation of international experts, a detailed analysis was made of the anti-terrorist provisions of our national legislation. That analysis confirmed that those provisions were rather progressive in nature and, on the whole, in keeping with the provisions of the international conventions to combat terrorism to which Belarus is a party.

The constructive interaction of the Republic of Belarus with the Committee on legislation to implement resolution 1373 (2001) has a positive impact on our national legal system and supplements cooperation to improve counter-terrorism legislation with other international organs, in particular the Terrorism Prevention Branch of the United Nations Office on Drugs and Crime. In this area, Belarus expects of the Committee not just an overall assessment of the degree of development of various norms of national counter- terrorism legislation but also concrete recommendations on how to bring our legislation into conformity with international standards, based on a thorough study of the experiences of other countries possessing legal systems of a similar nature.

Belarus hopes that the new structure proposed for the CTC and the inclusion in its work of a strategy for active links will speed up the process of implementing resolution 1373 (2001) and will create the conditions necessary for more effectively providing States with technical assistance to strengthen their counter- terrorism capacities. Belarus supports the existing format and principles of the Committee's work, which encourage consensus in the international community regarding the threat to international peace and security posed by terrorism and on practical steps to counter that threat.

Mr. Ivanou (Belarus) (spoke in Russian): On behalf of the Republic of Belarus, I first thank you, Sir, for convening this meeting and for providing this opportunity to address the Security Council on the problem of terrorism, which is of concern to the entire international community and which has been the focus of the Council's constant attention since the events of 11 September 2001. We commend the work of the Counter-Terrorism Committee (CTC) in monitoring and providing assistance to States in their implementation of resolution 1373 (2001). At the same time, that work requires some improvements in order to ensure full implementation of that resolution, which can be enhanced by the measures set out in the Committee's report of 19 February 2004 (S/2004/ 124).

The provision at that meeting of information on international standards in the implementation of resolution 1373 (2001) and databases on the needs of States for technical assistance in countering international terrorism was very useful and provided good guidance for States in identifying practical measures for the implementation of resolution 1373 (2001) and sources of necessary assistance. We call on the CTC to continue the practice of organizing events with the participation of international, regional and subregional organizations, if possible with a broader time frame and with the participation of representatives of States in the discussions.

  10. These problems are under ongoing scrutiny by our leadership. In particular, the timely identification and suppression of terrorist threats were among the main purposes of the 2003 decision to protect the State frontier of Belarus by our border forces, which was confirmed by the President of Belarus on 31 March. An important event in the sixth 90-day period of the CTC was the special meeting held on 6 March between the Committee and international, regional and subregional organizations. The results of the meeting convinced us that countering international terrorism has become one of the key areas of the activities of many international organizations that should be recognized as active participants in the global anti- terrorist coalition.

We await concrete, practical steps in the Committee's next 90- day programme of work with regard to the second stage of the implementation of resolution 1373 (2001), which includes forward-looking items on the CTC agenda. For Belarus and other countries with economies in transition, effective customs, immigration and border controls are of particular interest. Belarus has not to date been subject to terrorist acts - a fact that attests to the stable political situation in our country, the productive work done by our law enforcement bodies and the effective preventive action that we have taken. At the same time, Belarus regularly confronts the need to eradicate the illicit transit of drugs, the illegal movement and transportation of weapons and other transborder crimes connected with terrorism.

  12. Belarus submitted to the CTC, within the appropriate time frame, three reports regarding its implementation of resolution 1373 (2001). The work we have done in preparing our national reports has had a positive impact on the Belarus legal system, promoting the adoption of important standard-setting legislation, including a counter-terrorism law, and has led to our accession to a number of international treaties dealing with counter-terrorism. With regard to the future work of the CTC, we hope that, beyond legislative measures, priority attention will be given to activities to strengthen the law enforcement structures of States involved in international counter-terrorism and to tightening customs, immigration and border controls.

Belarus reaffirms its readiness to further strengthen its interaction with the CTC with a view to fulfilling the requirements of resolution 1373 (2001) and to developing international cooperation in combating terrorism on the basis of international law, the United Nations Charter and international treaties. Our Government commends the results attained, with the help of the CTC, in completing first stage of the implementation of resolution 1373 (2001): collecting information about legislative measures and other steps taken by States in implementation of the resolution, identifying possible gaps in the anti- terrorist infrastructure of States and determining when to provide consultative and technical assistance.

I would like to thank Sir Jeremy Greenstock, who is completing his term of office as Chairman of the CTC, for his valuable contribution to the organization of the work of the Committee - a fairly new Council body, established following the tragic events of 11 September 2001 - and for facilitating its purposeful and significant work. Belarus welcomes the open manner in which Chairman of the CTC has guided its work, through dialogue with States Members of the United Nations and other participants in international counter-terrorism activity, with a View to ensuring the effective implementation of resolution 1373 (2001). We hope that that approach to the organization of the work of the CTC, as well as the provision of information about the results of its work, will continue under the new presidency of Ambassador Inocencio Arias.

As a United Nations founding Member State, Belarus insists that an adequate assessment be made of the military action and urges our Organization to reassert at this critical moment its direct responsibility for the maintenance of peace and the rule of law. Resolution of the Iraqi issue, in conformity with the objectives of the United Nations, can only be attained through peaceful means based on respect for the sovereignty and territorial integrity of Iraq and the sovereign right of the Iraqi people to independently choose its own path of development.

  17. We resolutely oppose any unilateral attempts to enforce systems of administration and governance upon peoples of the world. Bombers and missiles cannot serve as means for delivery of humanitarian aid. Belarus is very well aware of the horrible toll taken by war. During these tragic days the Iraqi people can rely on our full support. The use of force as a last resort constitutes an exclusive prerogative of the Security Council, disregard for which leads to the undermining of the existing world order and the diminishing of the norms of international law. The Republic of Belarus calls upon the Security Council to immediately stop the aggression and prevent further unjustified civilian casualties.

  18. Mr. Ivanou (Belarus) (spoke in Russian): We have become convinced yet again that history only teaches us that it teaches nothing. Today we are witnessing armed aggression against a sovereign Member State of the United Nations, which had been planned well in advance and launched in circumvention of the authority of the Security Council, with which it is empowered under the Charter. To our deepest regret, the efforts undertaken by peace-loving nations proved insufficient to avert war. The position of the international community was completely ignored, and the process to settle the Iraqi issue through political and diplomatic means under the aegis of the United Nations was disrupted. The President of the Republic of Belarus, its Government and the entire Belarusian people condemn the aggression against Iraq.

We are resolutely against any kind of ultimatum imposing a limiting time frame on the activities of the inspectors or on the process for Iraq's compliance with the relevant Security Council resolutions. The President and the Government of the Republic of Belarus believe that the consistent efforts of the inspectors of the United Nations Monitoring, Verification and Inspection Commission (UNMOVIC) and the International Atomic Energy Agency (IAEA) in Iraq have yielded concrete, practical results that reaffirm the effectiveness and the correctness of the policy chosen by the Security Council in resolution 1441 (2002), that of the disarmament of Iraq by political and diplomatic means, in the interest of all members of the international community. Those results, as well as Iraq's gradually increasing cooperation with UNMOVIC and the IAEA, cannot be disregarded or groundlessly used to justify the choice of armed force.

In conclusion, we wish to note that the practice of holding open Security Council meetings at which all Member States have the opportunity to state their positions on the Council's anti-terrorism efforts is a valuable way to assess the effects of measures undertaken to overcome this global problem of our time - namely, international terrorism - which is currently having a significant impact on international security policy. We hope that that practice will be continued and that it will make it possible in the near future to achieve a greater degree of unity among the participants of the campaign to combat terrorism in all its forms and manifestations and to avoid the use of double standards in the approaches taken by members of the anti-terrorism coalition.

The CTC initiative to merge the efforts of international, regional and subregional organizations to combat international terrorism will undoubtedly promote closer coordination of action among those organizations regarding the problem and will have a positive impact on the implementation of resolution 1373 (2001) by Member States. Regarding the CIS, Belarus, together with other States, is taking measures to strengthen the potential of the CIS Anti-Terrorism Centre and is considering ways to involve that international body in the process of promoting implementation of resolution 1373 (2001) at the regional level, as a promising area for its future work.

Continuing and giving fresh impetus to the present dynamic of cooperation between the CTC and Member States within the framework of resolution 1373 (2001) will be impossible without the further consolidation of an atmosphere of mutual trust regarding issues related to combating international terrorism and respect for the positions of all members of the international community on anti-terrorist activity. Only thus will it be possible to foresee a successful campaign against terrorism. In our view, the Security Council meeting held at the ministerial level on issues related to combating international terrorism, which took place on 20 January 2003, was very significant in terms of determining the future strategy for the activities of the CTC and of the Security Council as a whole. We support the provisions of the declaration annexed to resolution 1456 (2003), and we are ready to contribute to the attainment of its objectives. Moreover, we hope that, in the light of the approach set down in the declaration, the process of implementing resolution 1373 (2001) will continue to be as open as possible and will encourage a constructive dialogue between the CTC and States regarding measures needed to help States to fully carry out their obligations.

The dual political position of Belarus, which is a kind of corridor between Europe and the States members of the Commonwealth of Independent States (CIS), makes it particularly important to ensure tight border and customs controls to prevent the illegal transportation of weapons and munitions and to halt illegal migration, drug trade and other actions linked to terrorist activity. Those measures require significant material and financial resources. Belarus has done much to improve border and customs controls within the context of combating terrorism and related criminal activity. Nevertheless, to resolve that problem our State is counting on the future assistance of the CTC, international organizations and donor countries.

  28. We value highly the efforts of the Security Council's Counter-Terrorism Committee (CTC), which is charged with overseeing the implementation of resolution 1373 (2001). The CTC has become a key link in the United Nations anti- terrorism system and has received needed support from national and regional institutions involved in the struggle against terrorism. Belarus has submitted two timely reports for consideration by the CTC on progress in its implementation of resolution 1373 (2001). It has also submitted the questionnaire on the provision of technical assistance to ensure more effective border control to combat terrorism, illegal migration and related criminal activity. Work is now under way on the next report on the implementation of the resolution.

Mr. Ivanou (Belarus) (spoke in Russian): In the year following the adoption of Security Council resolution 1373 (2001), one of the major achievements of the international campaign to combat terrorism launched after 11 September 2001, important results were achieved in strengthening the anti-terrorism potential of the United Nations and in the establishment, under its auspices, of a broad international coalition to counteract terrorism as a serious threat to peace and security. Belarus is firmly committed to a policy of expanding international cooperation to combat international terrorism and to implement resolution 1373 (2001). It considers itself an integral part of the international anti-terrorism coalition.

We call for further step- by-step mitigation of the United Nations regime of sanctions against Iraq, which undermines the social and economic situation in that country and has led to serious humanitarian consequences for its population. Belarus seeks political settlements to all disputes on the international agenda. We express hope for an objective consideration of the Iraqi issue and call upon the Security Council to take a balanced decision in the interest of peace and security, not only in the Middle East but on a global scale as well.

  31. In this connection, the Council should not allow a military action against Iraq, which could result in a major international conflict with unforeseen consequences. Constructive dialogue between the Iraqi leadership and the United Nations Secretary-General and the international community as a whole and ensuring the unimpeded work of United Nations inspectors are, in our opinion, the key guidelines of agreed international efforts on the road towards a peaceful settlement of the Iraqi issue. The Republic of Belarus welcomes the adoption by the Security Council of resolution 1409 (2002), which considerably simplified the implementation of the oil-for-food programme.

  32. Belarus calls upon the States members of the Security Council to support this constructive approach, opening up a political way out of the present complicated situation. We support the outcome of the consultations on this problem held in Vienna. Belarus cannot agree with the position taken by those States that see the settlement of the Iraqi issue only through the use of force. We support political and diplomatic means for the settlement of this issue under the auspices of the United Nations and stand against any unilateral military actions without relevant United Nations Security Council mandate. According to the United Nations Charter, the Security Council is the body bearing primary responsibility for the maintenance of international peace and security.

We welcome the format of today's meeting of the Council. Noting that it is necessary for Iraq to implement the United Nations Security Council resolutions, the President and the Government of the Republic of Belarus welcome the decision made by the Iraqi leadership on the resumption of the work of United Nations inspectors in that country without any preliminary conditions. Through this decision, Iraq has demonstrated its aspiration for a constructive dialogue with the United Nations and the international community.
