“The United States of America is occupying the Al-Tanf area in Syria, where it is protecting and arming a terrorist group called Maghawir al-Thawra, which attacked the city of As-Suwayda in the south two years ago and massacred hundreds of civilians at 4 a.m. Men, women and children were massacred, at 4 a.m. The terrorist group that attacked As-Suwayda massacred hundreds of civilians and kidnapped dozens of women and children is sponsored by the United States of America in the Al-Tanf area. Nevertheless, my American colleague is asking us and our allies to allow the delivery of humanitarian aid to Rukban camp and the Al-Tanf area, meaning that the Americans are occupying our territory, sponsoring a terrorist organization on our territory and then asking us to deliver humanitarian aid to that area.”

“OCHA has issued 64 written reports and hundreds of briefings without a single reference to the Syrian children suffering from bitter cold in schools, hospitals and homes without heating as a result of coercive measures that prevent us from importing fuel to compensate for our national oil and gas, which are plundered by the proudly American occupiers. The American occupiers claim that they love Syrian oil and gas. Today, we heard the American Ambassador ask the Syrian Government and its Russian ally to deliver humanitarian aid to Rukban camp in the Al-Tanf area. “The Office for the Coordination of Humanitarian Affairs (OCHA) is shamefully ignoring our repeated appeals to accord this issue the importance that it deserves, at least in its reports. Even more shameful are the responses that we get from OCHA representatives in closed consultations. They say that they are not allowed to speak about this matter, as their careers would be affected or they might be punished or even sacked. That excuse is worse than the crime, especially coming from people who are supposed to be carrying out a noble humanitarian mission in a professional, impartial and humanitarian way.”

“It is inconsistent with all human rights instruments and the Sustainable Development Goals of the 2030 Agenda for Sustainable Development. The tune those Western countries are playing day and night, claiming that they want to empower all Member States and to ensure that no one is left behind. That is what they are saying. I am just repeating what they are saying — do not kill the messenger. It seems that they interpret this phrase as eliminating others so that they can move on and no one else is left behind. “In fact, the accurate figure is 800,000 civilians in Idlib, plus 90,000 terrorists; if we add their families, we get 300,000. So overall we have 1.1 million civilians and mostly foreign terrorists and their families. Some stated that there are approximately 3 million in the north-east of Syria, thousands in Rukban camp and thousands more in Al-Hol camp. However, over the past nine years no one, not even the Under-Secretary- General, has spoken of the suffering and the difficult living conditions of all Syrians inside and outside the country as a result of terrorism, under its various names; as a result of occupation by various occupying forces by means of various forms of aggression; and as a result of the unilateral coercive economic measures imposed by various countries.”

Reopening Aleppo airport would mean that we no longer need cross-border aid operations. From what I understood from the statements of some present, they do not want us to reopen Aleppo airport so that they can continue to interfere in our domestic affairs through cross-border aid operations. As usual, we have heard Secretariat officials and representatives deliver identical statements on the suffering of the Syrian people in the current crisis. “Mr. Ja’afari (Syrian Arab Republic) (spoke in Arabic): Allow me at the outset to convey some good news to the Security Council and its anti-terrorism subsidiary bodies, as well as to the international community. The Syrian Arab army and its allies have liberated the city of Maarat al-Numan, which is on the road between Idlib and Aleppo. Of course, the liberation of that historic city is of the utmost importance. Now that we have eradicated terrorism from Maarat al-Numan, we must liberate the two nearby small towns Saraqib and Ariha. Only then will we be able to reopen Aleppo airport, and that is the crux of the matter. This is important information. Reopening Aleppo airport would mean that we no longer need cross-border aid operations, especially through the intelligence centre in Turkish Gaziantep.”

“It must be returned in conformity with the 4 June 1967 borders, as per international law. That is the main priority of Syrian policy and the compass that we will never divert from. Syria underlines its support for the right of the Palestinian people to determine their own destiny and establish an independent State on all their national soil, with Jerusalem as its capital, while guaranteeing the right of return to refugees, in accordance with resolution 194 (III) of 1948. My country reiterates its demand that Palestine be allowed to become a full-fledged Member of the United Nations.”

“Israel must end its confiscation of land owned by Syrian citizens in the Golan with a view to expanding illegitimate settlements and establishing new occupation projects, including the wind energy project. Israel must refrain from forcing our people in the Golan to register their land, which they inherited from their fathers and grandfathers, with Israeli State authorities, threatening to confiscate the land of those who refuse to do so, and falsely conducting so-called local elections. All that constitutes flagrant violations of international law and international humanitarian law, which some parties address with double standards and hypocrisy that exceeds all limits. My Government stresses that the occupied Syrian Golan is part and parcel of the Syrian Arab Republic.”

“That applies to the city of Idlib and its environs, which are controlled, as the Council knows, by the terrorist Jabhat Al-Nusra group, whose lifeline and survival are dependent on the support of the rogue Turkish regime, through operations in the town of Gaziantep, which was chosen by the United Nations to set up an operating room. They control our border crossings with Turkey, through which money, weapons and assistance flow. Who knows? Terrorists who are transferred publicly by the Turkish regime from north-western Syria in Idlib to Libya may get their share from such United Nations assistance. That means that OCHA is also providing food and humanitarian assistance to terrorists in Idlib who are bound for Tripoli through Turkey. That is the humanitarian action envisaged by some members.”

“Fifth, facts are uncovered about the unlimited support for terrorism provided by Governments that are known, after long denying practices, such as the use of the Al-Yarubiyah border crossing, not controlled by the Syrian Government, to ensure the continuous delivery of money and weapons, including chemical weapons to terrorist organizations, and the smuggling of our oil, artefacts and property. Sixth, OCHA staff and the United Nations Monitoring Mechanism have been unable to ensure the continuous delivery of humanitarian aid to Syrian civilians in need. They have also been unable to ensure that assistance does not fall into the hands of terrorist organizations, which have pillaged and used such assistance for years to strengthen their control, fund their terrorist acts and recruit new terrorists.”

“The Ambassadors of Estonia, the United Kingdom and the United States of America regrettably repeated the same unilateral interpretation of the provision of the new resolution (resolution 2504 (2020)) in their statements. They said — and those present heard them — that cross-border humanitarian access does not require consultation with the Syrian Government. “The penholders’ violation was clearly demonstrated today in the statement delivered by the Permanent Representative of Belgium, who noted in his opening remarks that the delegations of Belgium and Germany had consulted with members of the Council and countries neighbouring Syria — that is what he said. However, he forgot the imperative of consulting the Syrian Government, pursuant to General Assembly resolution 46/182. The Belgian Ambassador then called for a vote on the oral amendment introduced by the Permanent Representative of the Russian Federation. That oral amendment demonstrates the importance of upholding resolution 46/182.”

“In the Council’s meetings held on 19 and 20 December 2019 (see S/PV.8694 and S/PV.8696), my delegation clearly expressed its legal, humanitarian and ethical concerns and motivations behind our position in rejecting the renewal of the provisions on the cross- border humanitarian aid mechanism, as established in resolution 2165 (2014), which was adopted under artificial circumstances — circumstances that do not exist today, as I will detail in the following reasons. First, there is no legal or ethical status of the so- called penholders, and the Western States supporting them, because any claim that they care for the Syrian people is a mere lie.”

“The Syrian Government has rendered all facilities and support to all those organizations, while fully upholding the sovereignty, independence and territorial integrity of the Syrian Arab Republic, as well as the guiding principles of coordinating and strengthening humanitarian action, as set forth in General Assembly resolution 46/182. “How is it that the Council remains silent on the United States criminal assassination of Iranian and Iraqi leaders who were combating the terrorist Da’esh and Al-Nusra Front in Syria and Iraq? How is it that the Council continues to be held hostage to the will of certain Governments that try to obstruct the operations of the Syrian army and its allies against the Al-Nusra Front, which has been designated by the Council as a terrorist entity, as it occupies Idlib and its environs in order to make them a centre for terrorism and extremism? However, while the Syrian people have paid a high price, irresponsible practices continue on the part of certain Governments, some of which hold permanent seats on the Council.
