1. “On behalf of Mrs. Sadako Ogata, the United Nations High Commissioner for Refugees, I would like to thank you, Mr. President, and the other members of the Council for the timely initiative to hold this open debate. Mrs. Ogata very much regrets that she cannot be here today. As the international humanitarian organization mandated by the United Nations to protect victims of forced displacement and to seek solutions to their plight, the Office of the United Nations High Commissioner for Refugees (UNHCR) welcomes the Council's increased involvement in, and support for, humanitarian action. In the past few years, the problem of forced displacement has increased in scope, complexity and political importance. In 1990, 15 million persons were under UNHCR's mandate.”
