“We take note of the decision taken in Pristina on 1 April with regard to tariffs. We also note that this measure included removing 100 per cent of tariffs on goods from Bosnia and Herzegovina. It is vitally important that the parties move forward with measures that could help accelerate the resumption of negotiations between Pristina and Belgrade, taking into account the current circumstances. We believe that cooperation and the promotion of measures to build trust continue to represent an important pillar in accomplishing the normalization of relations. “This process constitutes an unprecedented challenge for the United Nations, especially the Security Council. Our decision will affect the lives of millions of people facing a dire situation that is worsened by imminent threats, such as the current outbreak of coronavirus disease, which is expected to cause even more severe hardship for an already vulnerable population. We face a difficult test and we must not fail. Darfur requires a gradual withdrawal that prioritizes the protection of victims of past and ongoing violence and guarantees the safety of people at risk of violations, such as sexual assault and violence. Continuing cases of sexual violence by men described as armed civilians and members of Government security forces are our utmost concern.”

“It is necessary to avoid a relapse into violence and to follow a comprehensive withdrawal that guarantees long-term stability, aligned with the priorities of the Sudanese Government. In that regard, we would like to highlight the positive effects of the Juba negotiations on the peace process. We call on the parties to keep up the momentum in order to reach agreement on all outstanding issues. It is concerning that violent clashes are still happening in areas like West Darfur, from which UNAMID has withdrawn. We cannot allow the Sudan to become the next Haiti. Although we understand that protection should be the responsibility of the Government of the Sudan, we also recognize the duty of the Security Council to ensure that that responsibility is fulfilled.”

“The Dominican Republic welcomes Prime Minister Shtayyeh’s publication of an emergency budget aimed at keeping public spending to a minimum. Indeed, the budget should focus on health-related priorities to support vulnerable Palestinians. The Palestinian Government is still very much in need of external support. We encourage donor countries to continue their contributions, which would make it possible to meet the deep basic needs of the Palestinian population and to work towards laying the foundations for development to alleviate them. Finally, we recognize that an intra-Palestinian reconciliation process that allows the necessary national consolidation to advance the legitimate aspirations of the nation and leads to a process of political renewal, based on free and inclusive elections, must be initiated.”

“We favour a two-State solution, where two democratic States, Israel and Palestine, live side by side in peace within secure and recognized borders. We support continuing collaboration between Israel and the Palestinian people, especially during these challenging times. It is important to put in place facilities for the orderly return and testing of workers coming from Israel and to provide assistance to families who are financially affected by the virus. Israel should consider allowing access for humanitarian personnel and the needed medical supplies to Gaza. We know that the coronavirus disease is present in Yemen and that the country is critically under-equipped, with only half of its health facilities still fully functional. “In particular, we commend the holding of a high-level workshop on the participation of women in the decision-making bodies of the peace process and the broader political system, and we refer to the number of women candidates in the legislative elections, 426 out of a total of 1,417. We would add that that number could be higher. The deployment of the first reconstituted units of the Malian armed forces to Gao, Kidal and Timbuktu, with essential support from MINUSMA, is great news. MINUSMA’s adaptation plan, which has allowed for the supply of critical elements, must be maintained to provide needed security for citizens and representatives of the State and to contribute to the disarmament, demobilization and reintegration process.”

“We therefore ask the parties to strictly observe international humanitarian law as it relates to the protection of civilians. We hope that the humanitarian situation does not worsen during this time of pandemic. Like the rest of the world, we are deeply concerned about the spread of the coronavirus disease (COVID-19), particularly in areas of conflict, and how it could significantly worsen the already critical humanitarian situation in Afghanistan. The Dominican Republic encourages the Government of Afghanistan to continue to include women in the peace processes and to ensure that they assume a leadership role in the negotiations. We believe that there must be full and effective participation, not only of women but also of young people, in all areas of Afghan society.”
