We should help the Syrian people to realize their ambitions to move into a new reality, a reality that they themselves will define, one that will maintain the unity and territorial integrity of their country and enable us to defeat terrorism, working in coordination and partnership with them. Today, from the Chamber, I call on all Syrians and the entire international community to avail ourselves of this opportunity before it is too late. My statement today could be the last during Jordan's tenure as a member of the Security Council, as our non-permanent membership will end in a few days. Allow me to avail myself of this opportunity to express to the whole membership of the Council our deep thanks and gratitude for the cooperation we have received during our two-year tenure in the Council, which began in January 2014.

  4. Our hosting is in consonance with the principles of the Hashemite leadership. However, the world must share the burden with us, because we are performing that humanitarian duty on behalf of all humankind. We ask for help to shoulder the burden and to work with us in accordance with the response plan drawn by the Government of Jordan to alleviate the suffering of those who are living in the camps or being hosted by our citizens. We look forward to the London Conference to be held early next year, and we call on the international community to participate in the Conference so as to achieve the necessary and desired results. Today, we are facing a real chance, one that must not be missed, to take confident steps towards the realization of a political solution that will satisfy all Syrians and restore stability and security to Syria.

Jordan, with its limited resources, has become the second-largest host for refugees in the world and is the country that hosts the second-largest number of Syrian refugees, with all the attendant consequences and pressures on major sectors like health, education, security, the labour market and the infrastructure, which are costing the Jordanian treasury a lot of expenses beyond the reach and the ability of the Kingdom to manage. Jordan and its kind people, including our Syrian brothers already in the country, have opened their houses to the refugees from Syria. We have shared with them our limited resources. On behalf of all humankind, we have carried out our obligation in hosting them and providing them with all that we can. We are proud of our ability to host them.

  6. We have all seen conclusive evidence of the dangers resulting from the absence of a political vision and a political solution. Today's momentum should spur the international community to intensify its efforts to face the crisis of the Syrian refugees, one ofthe most difficult and painful humanitarian crises, especially for neighbouring States hosting refugees, and notably my country, Jordan. The number of Syrians in the Hashemite Kingdom of Jordan alone is estimated at 1.4 million, and they are spread across all regions ofthe Kingdom. Approximately 9 per cent of them live in camps.

All Syrian parties must rise to the level of making a sacrifice for, and thereby realize the religious aspirations of, the Syrian people to achieve a comprehensive political solution, one that could restore security, stability and harmony to Syria and lead to the uprooting of terrorism. It could have implications worldwide and provide the basis for the reconstruction of Syria so that it can live in peace with itself, a Syria of plurality, and allow the refugees to return to their homeland. The international community in general, and the Council in particular, must not allow any obstacles to impede a comprehensive political solution or lead to its failure, and they must take effective measures capable of defeating any attempt to delay that realization. Failure would have grave consequences for everyone.

It should enable them to begin and sustain a path towards the realization of a political solution through the process outlined in resolution 2254 (2015) and to determine the time frames required and mechanisms necessary for its implementation and the fulfilment of all obligations, as well as to lay the groundwork for a comprehensive ceasefire, which would, however, not apply to the terrorists groups Daesh, the Al-Nusra Front and others, but which will lead to defeating them. With regard to terrorism and extremism, Jordan leads the international efforts to defeat the terrorism and extremism in our region. It is a terrorism that destroys the image of our great religion, Islam, and its message of tolerance and its moderate cause. All those who try to commit crimes in the name of our religion are not part of the religion at all.

  9. We see no way to restore normalcy in Syria, to mend the social fabric and to safeguard its territorial integrity and political independence except through a political solution. We do not see any other way of confronting and defeating terrorism, extremism and Daesh groups or of uprooting them from Syria and other places. That objective cannot be realized except through a comprehensive political solution that all Syrians can agree on. We will support and help them to realize it, so as to save Syria and restore international and regional peace and security. The Council's adoption of resolution 2254 (2015) today will give them the necessary momentum to realize a political solution, based on the concepts in the Geneva communique, within a comprehensive political context and in line with the statements of the International Syria Support Group.

We presented the results of our work to the Support Group and have outlined the consensus reached by some countries on some terrorist groups; there were other groups about which members could not agree, which means that negotiations on the future designation of those groups may have to continue. In the Hashemite Kingdom of Jordan, since the beginning of the crisis in Syria, we have said that the only solution to the crisis is a comprehensive political solution. Our position under the leadership of His Majesty King Abdullah II ibn Al Hussein, son of King Al Hussein, has been to emphasize that a comprehensive political solution must be realized. That remains our position and our conviction.

In that regard, I would also like to express our appreciation to the Kingdom of Saudi Arabia, which hosted a conference of the Syrian opposition in Riyadh with the aim of launching the political negotiations that we hope will lead to a settlement, and to all the other countries that have worked tirelessly to achieve this. I would also like to mention that Jordan has played the part that it was asked to take on in launching the process of coordinating the members of the International Syria Support Group with the aim of reaching a common understanding on the groups and individuals who may be considered to be terrorists.

Over the past few months, the parties concerned, both internationally and regionally, have intensified their diplomatic efforts to reach a common understanding on how to achieve a political settlement of the tragic, five-year-long Syrian crisis, whose repercussions pose such a threat to the region and to the international community, particularly through the humanitarian issues resulting from the millions of Syrians who are now internally displaced or seeking asylum, and on the security front, owing to the expansion of the Daesh terrorist group, the Al-Nusra Front and other terrorist individuals and entities. Those commendable international efforts led to the establishment of the International Syria Support Group, and in that regard I would like to thank Secretary Kerry and Mr.

  16. As far as Yemen is concerned, we endorse a political path that underscores the legality of the Government and presidency of that country. As His Majesty King Abdullah has said, "The war against those terrorism gangs and mavericks of this era is above all that of Arabs and Muslims before any other, and we do wage it to defend our great religion, our noble civilization and to preserve peace and security in our States and for our peoples." My country's position concerning the ongoing crises in Libya and the situation in brotherly Yemen and efforts to restore legality, of which we are part, is well known, and I will distribute it in the full text of my written statement. But I would just like to emphasize that the political process in Libya should continue. We urge all states and parties to abide by the results of the Skhirat agreement and the need for all to sign this agreement, which ensures stable peace for Libya.

I emphasize that our Victory in that regard hinges quite organically on our efforts to combat and eliminate terrorism in Syria and requires a unified, comprehensive and coordinated approach from all us to fight terrorism in those two brotherly countries and the region as a whole. Terrorism is now a major and immediate threat and is no longer a challenge faced by any single country. It is a spreading scourge leading to violence, hatred, division and rejection of others. Today gangs of terrorists and criminals are spreading and extending in various forms and manifestations and have become a threat to international peace and security. Terrorism exploits and distorts the very noble Muslim religion to serve its own callous interests.

It must be inclusive and meets the aspirations of the Syrian people, the outcome of agreement among all components of Syria, and lead to transition to a new political realitydesired by the Syrian people. It must enable us to put an end to terrorism, which is also an objective we all agree upon. It should restore stability and security throughout Syria, allowing for voluntary return of internally displaced persons and refugees to their cities, towns and villages. And it must preserve the territorial integrity of Syria and its political independence. We therefore renew our continued support to all efforts to open the door to a new comprehensive political solution.   20. We are sharing our very limited resources with our brothers and sisters and making our infrastructure available to them, on behalf of humankind as a whole, but our capacities are overstretched. The international community should help us in bearing this very heavy burden. Criminal gangs and terrorists continue to control vast stretches of territory in Syria, which of course constitutes a very significant threat to that brotherly country. We in Jordan reiterate our firm belief, as we have over the past five years, that a comprehensive diplomatic solution is the only solution to this crisis. Such a political solution, based on the decisions of the Geneva I Conference on Syria and supported by the whole world, must be comprehensive.

  21. I would now like to touch upon Syria, where the situation is deteriorating. We have all been witness to a number of alarming trends. The impact of the deteriorating situation has gone beyond Syria and its immediate neighbours to be felt internationally. I refer to the Syrian displaced and asylum-seekers, who no longer limit themselves to seeking refuge in neighbouring States. Jordan is among those States that have welcomed a growing number of Syrian refugees, who now number 1.5 million in Jordan, some ofwhom are officially registerted as refugees and some are not. That is a burden on our budget and costs us billions ofdollars at a time when my country is facing huge economic challenges as a result, in great part, of the very difficult situation in the Middle East.

Israeli occupation aggression and schemes in Al-Quds Al-Sharif and against the holy sites, especially Al-Haram Al-Sharif/Al-Aqsa Mosque, cannot be successfully and comprehensively challenged except through collective, coordinated, comprehensive and harmonized Arab, Islamic and international efforts that effectively utilize the available measures to deter Israeli aggression against the holy sites. These measures should be strengthened, especially with respect to the historical Hashemite protection and the protection afforded by His Majesty the King to the holy sites. We need to promote the role and work of the Islamic waqfs, which are part and parcel the prerogative of the Waqf Ministry. The topic of our meeting is "The situation in the Middle East, including the Palestinian question".

  23. We must restore and preserve that historical status quo, in both word and deed. Jordan, under the leadership of His Majesty King Abdullah II, has undertaken a number of measures to protect the holy sites in Al-Quds. The King has a crucial role to play with regard to Al-Quds Al-Sharif and to the Islamic and Christian holy sites within the framework of the historic Hashemite protection of the holy sites, which must be strengthened and supported at the Arab-Islamic level through words, deeds and various measures.

Jordan has therefore closely considered the legal options to address the Israeli violations, and will continue to proceed in that direction with the aim of putting an end to these Violations, protect Al-Haram Al-Sharif/Al-Aqsa Mosque, and ensure that Israel respect its international legal commitments. We also ask the Council to assume its responsibilities in this regard, because these violations committed by the Israeli occupation and the situation, which are universally condemned, represent a real threat to international peace and security. We must adopt protection measures to ensure that these condemned aggressions are monitored and that they do not recur once the historical status quo has been restored, as opposed to the new situation being created on a daily basis by the Israeli actions in the Islamic and Christian holy sites.

  25. If they continue, they will undermine the peace process, its prospects and all of its achievements. We have said it before and we will say it again: Jordan uses all diplomatic and legal options available to it to put an end to these brazen and irresponsible violations of international law. I note that the diplomatic options chosen by Jordan have in the past forced Israel at various periods and stages to adopt a number of temporary measures to calm the situation, and it did temporarily. However, later, Israel has always continued its attempts to modify the historical status quo in violation of all understandings and agreements, which were agreed by Israel.

Those ongoing, increasing and dangerous Violations, which have worsened anew over the past two months and led to deterioration in the situation in the occupied Palestinian territories and has brought it to the brink of exploding, violates the historic status quo of the Christian and Muslim holy sites. The Israeli Government claims that it preserves it, as it is not in keeping with the Israeli commitments pursuant to article 9 of the Israeli-Jordanian peace agreement. It also runs counter to the legal obligations of Israel as the occupying Power in keeping with the provisions of international law and international humanitarian law, which are strengthened by international resolutions adopted by United Nations entities. We in Jordan, as always, will deal with these Israeli acts of aggression, which are condemned and rejected.

Our commitment, duty and responsibility with regard to the preservation and protection of Muslim and Christian holy sites in occupied East Jerusalem, with Al-Haram Al-Sharif/ Al-Aqsa Mosque at its very heart, fall within the framework of the Hashemite protection of those holy sites. That protection is assured by His Majesty King Abdullah II, who is the guardian of those holy sites. His commitment is unequalled. When we say that the Israeli occupation authorities continue and escalate their violations in the occupied East Jerusalem and against the Islamic and Christian holy sites, including Al-Haram Al-Sharif/Al-Aqsa Mosque, we are not exaggerating.

We will not be able to effectively and sustainably fight terrorism or extremism or triumph and see the values of the whole of humankind prevail without Israeli-Palestinian peace and Arab-Israeli peace. Jordan remains committed, under the leadership of His Majesty King Abdullah II ibn Al Hussein, to achieving a permanent, fair and comprehensive peace on the basis of international law and the agreed terms of reference. That commitment is firm and an internationally recognized strategic choice. Our credibility within the framework of that commitment does not need to be proved.

Peace will not be achieved if Israel remains wedded to those illusions and attempts to convince the world that undertaking symbolic and economic steps to improve the lives of the Palestinian people in the occupied Palestinian territories, even though those measures are important, will be an objective in themselves, not only a means on the road to put an end to the Israeli occupation and to establish an economy of an independent and fully sovereign Palestinian State living in genuine peace and security side by side, and with, the States of the region and their peoples. Comprehensive Arab-Israeli peace, in turn, will not be achieved without Israeli- Palestinian peace and a two-State solution.

Peace will not emerge from continued unilateral Israeli measures aimed at prejudging the results of the negotiations on essential issues, first and foremost of which is the Israeli settlements policy. We will come no closer to peace with the continuation and escalation of Israel's collective punishment against Palestinians in the occupied Palestinian territories and its continuation in imposing closures, blockade, the erecting of walls of separation, demolishing homes, killing of innocents, the seizure of land and other measures that violate international law, international human rights and international legitimacy.

Its impacts, especially in terms of the violence, the killings and the counter Violence, could extend beyond the occupied Palestinian territories in a way that would threaten international peace and security. I reiterate here Jordan's principled position condemning the targeting of civilians, regardless of its motives and reasons. The Israeli Government must renounce the tactics and arguments of its internal coalitions, which are no longer secret to anyone. The Government must adopt an approach to match its repeated claims of commitment to peace with actions and policies leading to peace, instead of pursuing its policy of divisiveness and the flagrant contradiction between what it says and what it does. Peace will not be achieved if Israeli's unjust attacks on the Christian and Muslim holy sites in occupied East Jerusalem continue.

This is the only solution that will help us to avoid the dangers and violence that we see every day, such as what we are all talking about concerning the possible dictation of the one-State solution, which the President referred to in his statement. Because of the recent violations in the occupied Palestinian territories committed by the Israeli occupation authorities, or under their protection and watch, in occupied East Jerusalem in general and the violations against Al-Haram Al-Sharif/the Al-Aqsa Mosque in particular, we have seen signals of a major and widespread escalation in the situation, which could spin out of the control of any party.

This represents a continuing and flagrant violation of a series of previous Security Council resolutions that considered, firmly and clearly, all the measures undertaken by the Israeli occupying authorities in occupied East Jerusalem in its entirety absolutely null and void, in conformity with the clear and decisive recognition of the Security Council that East Jerusalem in its entirety, including Al-Haram Al-Sharif and the Holy Al-Aqsa Mosque, is part of the territories that were militarily occupied by Israel in 1967, in accordance with the norms of international law and international humanitarian law.

They are convinced of the need to work immediately to curb its potentially dangerous consequences and to attempt to restore peace and stability throughout the region, so as to pave the way to a lasting solution to all of the challenges, threats and tensions in the Middle East. Revitalizing political processes aimed at solving these problems would support the military and security approaches, both within and outside the region, and address the issue of the financing of foreign terrorist fighters by depriving their purposes and motives of any legitimacy. This phenomenon has dire consequences for both countries of origin and countries of destination, in addition to the dangers it poses to neighbouring countries, including the perpetration of terrorist attacks in those States, which places a heavy security burden on them. The success of efforts to combat terrorism and extremism will require an inclusive political approach dealing with the root causes of the crisis: deprivation, marginalization and exclusion, which were primarily responsible for weakening the State and created a vacuum that was then exploited by terrorist groups.

  41. In his address to the General Assembly the day before yesterday (see A/70/PV.13), His Majesty stressed that it is certain that the most important front in this war is the intellectual one. We must seek, as a human society, to win over hearts and minds; we should unite all of our efforts to wage this war. It is vital that we comply with and fully implement the relevant resolutions of the Security Council regarding the fight against terrorism, including resolution 2170 (2014), on the threat posed by the Al-Nusra Front and Daesh, and resolution 2178 (2014), on facing the threat of foreign terrorist fighters, who are joining terrorist organizations in the region from more than 100 countries.

The international community as a whole must assume its responsibilities, as countries cannot alone assume it in its stead.   43. The humanitarian dimension of the ongoing conflicts is increasingly problematic. Today we see Syrian refugees flowing into neighbouring States and beyond. The humanitarian consequences resulting from the absence of political solutions cannot be contained. There can be no humanitarian solution to the Syrian problem. What we need is a political solution that will put an end to this human suffering. Jordan, my country, today is hosting approximately 1.4 million Syrian citizens, in addition to a large number of refugees from other countries, despite our limited capabilities. My country has, however, almost exhausted its ability to host those refugees in the absence of the international support required to share the burden.

  44. Had it not been for the fact that some parties rejected this process, there would have been no reason for military action to strengthen and stabilize the legitimacy of the Government. The conflicts that are raging in many countries have taken on sectarian aspects and threaten to ignite a Sunni-Shiite conflagration that would jeopardize the security and stability of the region. The fact that these conflicts have taken on a sectarian aspect has strengthened, in one way or another, the approaches taken and the views espoused by certain terrorist organizations. Jordan has repeatedly emphasized that it completely rejects the idea that this is a Sunni-Shiite sectarian conflict or any form of religious conflict. A confrontation of this nature must be dealt with in a completely political context.

In Libya, despite international efforts to achieve a political solution among the Libyan parties and make the transition to a modern State, which requires the support of international legitimacy, there has been an expansion of terrorist activities, notably those of ISIS, among others. Regarding Yemen, we have to recognize that there is no alternative to a political solution and that all political parties should go back to the political process as represented by the Gulf Cooperation Council initiative and the results of the National Dialogue Conference, in addition to accepting constitutional legitimacy as represented by his Excellency Abdrabuh Mansour Hadi Mansour.

The basis for restoring stability and solving the existing problems requires a comprehensive political process that deals with the root cause of the conflicts in the region: the absence of a political solution to the Syrian conflict, which is about to enter its sixth year - one that leads to a political transition, satisfies the legitimate aspirations of the Syrian people and guarantees their unity and security. That absence serves only to fuel extremism and terrorism and to aggravate the situation. In addition, the absence of an inclusive and comprehensive political process in Iraq and sectarian marginalization has also given the Islamic State in Iraq and Sham (ISIS)/Daesh a chance to develop. Defeating that terrorist regime will require a political reconciliation process and the strengthening of national unity among all Iraqi factions.

There is no doubt that the root cause of the conflict is the fact that the people of Palestine have for decades been deprived of their historical rights and prevented from establishing an independent State on their national territory. That was the beginning of the instability in the region, which over the years has been translated into various forms of extremism both inside and outside the region. The only solution, therefore, is the two-State one: the establishment of an independent Palestinian State within the borders of 4 June 1967. This is indeed of major interest to Jordan, because Jordan is directly involved in all serious negotiations on issues pertaining to the final solution in this respect.

  48. Those shortcomings have led to approaches that are guided by sectarian or tribal tensions - at the expense of national unity and peace. That has created fertile ground for terrorist organizations to expand their operations. Today, we are also witnessing the occupation of Jerusalem - in particular, the occupation ofthe Al-Aqsa mosque compound - Haram al-Sharif. The ongoing Israeli violations threaten peace between religions. We call on Israel to stop these violations immediately and to respect the sanctity of holy places, in accordance with the fact that his Majesty King Abdullah is the Custodian of the holy Muslim and Christian places in Jordan, in order to avert the repercussions of such a crisis on the whole world.

  49. The root causes of conflict in the region - which have been exacerbated since what has previously been referred to as the Arab Spring - have been fed by deprivation. By deprivation, I mean both political and social deprivation, which began at different phases over the last several years. The situation has worsened to varying degrees in the various countries of the region. The common denominator among the countries that have experienced such struggles is the cumulative effects of that deprivation - be it political, social or economic - and the lack of political prospects to correct the situation in those areas. Efforts to steer away from political discrimination and marginalization have also been inadequate.
