“If I had more time, I could give Security Council members some examples as to how the use of such capabilities in the area of operations of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) have helped us to save many lives. Establishing a viable early-warning and response mechanism is also very important to succeeding in that kind of operation. The third condition — and perhaps the most important — is understanding the mandate. MONUSCO is under a Chapter VII mandate, which means that our operation is not a peacekeeping operation, but a peace enforcement operation, which changes everything.”

“We also have to control and coordinate in the theatre of operations, mainly when we have to work with not only the local forces, such as, in our case, the Forces armées de la République démocratique du Congo, but also many regional forces, including the East African Community regional force and those under the Southern African Development Community and bilateral agreements. The second one concerns the technology domain, which was very well-emphasized earlier by other speakers. Lieutenant-General Rodrigues de Miranda Filho: There are two or three main conditions for success in a peace operation. I would like to make some comments, and hopefully I will be able to cover at least the majority of the questions with these comments. Again, in order to be successful in a peace operation, there are at least two or three very important aspects. The first one is in the human domain: we must earn the population’s confidence as well as the Government’s; we must establish a very close relationship with the Government. All of that is mandatory.”

“As well as providing physical protection, proactive and mobile peacekeeping forces can act to prevent threats, establish protective environments and facilitate humanitarian access. To succeed in that, peacekeepers need and deserve the full support of the Security Council and of host States. In recent years, however, missions have faced increasing challenges. Restrictions on free movement, status-of-forces agreement violations, misinformation and disinformation and the presence of mercenaries, such as the Wagner Group, have all served to undermine the work of peacekeepers in numerous missions. I had a handful of questions, but they have all been all been covered by others, so I will move on. I now resume my functions as President of the Council.”

“Progress on the peace agreement will remain an important factor in future conversations on arms controls and their role in promoting peaceful resolutions to long-term violence. The United Kingdom maintains that notification processes do not inhibit Governments from building the capabilities needed to provide security. However, we take note of the request from the Government of the Central African Republic and the calls from the region in that regard. The United Kingdom encourages the Government of the Central African Republic to redouble its efforts to implement the benchmarks agreed by the Council related to the reform of the security sector, the disarmament, demobilization, reintegration and repatriation process, and the management of weapons and ammunition. The people of the Central African Republic deserve no less.”

The Head of the Russian Orthodox Church, Patriarch Kirill, has expressed open support for Putin’s illegal invasion, which has brought so much suffering upon Ukraine. “The Russian delegation did not engage with the presidency’s compromise proposal and continued to insist on its preferred line-up in full. There is nothing in the provisional rules of procedure that gives a Council member the right to unilaterally demand that. As with every presidency, we are balancing different and competing pressures — the desire to bring civil-society voices to the Council, alongside the need to maintain a workable programme that allows Council members the time for discussion. Russia has proposed five non-United Nations briefers this month already. That is five more than have been proposed by the rest of the Council, not counting the presidency — five more put together than the rest of the Council.”

As part of our functions in the presidency, we consulted Council members on Russia’s proposed briefers, mindful of the very tight timing of the Council this morning and determined not to have to cancel any subsidiary-body business by rescheduling. On that basis, and based on the views of other Council members, we made a reasonable compromise proposal. We did not refuse either of Russia’s proposed non-United Nations briefers. We offered the Russian delegation a choice of which one it wanted to speak. And we made it clear that it could send a written contribution from the other in a letter to the Council if it wanted both of their contributions to be considered.”

“The United Kingdom is also reinforcing African security through its contributions to multilateral peacekeeping and conflict prevention, our bilateral security partnerships, including with Ghana and Nigeria, and bilateral humanitarian and development funding. Thirdly, the humanitarian situation in the Sahel remains dire, including pockets of famine in Burkina Faso. It is essential to ensure that humanitarian actors are allowed safe and unimpeded access. As we have heard today, the humanitarian and security challenges are exacerbated by climate change. In conclusion, we look forward to continuing to work in partnership with UNOWAS and ECOWAS to help address those complex regional challenges and build regional peace and security.”

“Its track record proves that it has not delivered long-term security and indeed that it cannot. From Mali to Ukraine, and even in Russia itself, all that the Wagner Group offers is chaos and destruction, and it is civilians who suffer most. Now that President Putin has acknowledged that the Wagner Group is funded by the Russian State after years of denial, we call on Russia to hold accountable those responsible for human rights abuses, rapes and killings. We welcome increased regional security coordination, including through the Accra Initiative. We encourage efforts that provide coordinated and targeted support, including those that are complementary to wider regional initiatives.”

“We urge the United Nations Office for West Africa and the Sahel (UNOWAS) to continue supporting countries in the conduct of free and fair elections, and we note with concern the recent election discrepancies in Sierra Leone. Secondly, we remain concerned about the Sahel region’s deteriorating security situation and instability, including the risk of it spreading to the coastal States. We look forward to the Secretary-General’s forthcoming transition plan for the United Nations Multidimensional Integrated Stabilization Mission in Mali, including as to how UNOWAS can support Mali’s transition and the Agreement for Peace and Reconciliation in Mali. The United Kingdom remains committed to protecting civilians’ rights. That is why we are concerned about the damage being done by the Russian mercenary Wagner Group across the region.”

“We must be firm and united in our response to these violations. Inaction by the Council cannot continue. It is clear from listening to the statements made today that Council members share a deep concern about the situation on the Korean Peninsula. With that in mind, I call on the Democratic People’s Republic of Korea to, first, abandon its illegal nuclear and ballistic weapons programmes, which are impoverishing its people and destabilizing the region; secondly, to return to compliance with the Treaty on the Non-Proliferation of Nuclear Weapons; thirdly, to sign and ratify the Comprehensive Nuclear-Test-Ban Treaty; and finally, to take up repeated and unconditional offers of dialogue. “I will now make a statement in my capacity as the representative of the United Kingdom. I thank Assistant Secretary-General Khiari for his briefing. I welcome the participation of the Republic of Korea, and, for the first time at the Council since 2017, the Democratic People’s Republic of Korea. The United Kingdom condemns the Democratic People’s Republic of Korea’s launch of yet another intercontinental ballistic missile (ICBM). This was the twelfth ICBM launch since the start of 2022. It was the second test of a solid fuel ICBM, and the fourth ICBM test this year. It came in the wake of a failed military reconnaissance satellite launch on 31 May. The Democratic People’s Republic of Korea’s actions violate multiple Security Council resolutions and demonstrate flagrant disregard for the international nuclear non-proliferation regime.”

We welcome the Prosecutor’s decision to commence investigations into offences committed in the current conflict — including, in particular, ethnically targeted killings and sexual violence. In conclusion, the United Kingdom would like to reiterate its support to the Court in delivering justice for the people of Darfur. “However, we regret that from the October 2021 military coup until the outbreak of conflict in April 2023, the Sudanese authorities failed almost completely to cooperate with the ICC. We share the Prosecutor’s concern about the impact of the current conflict on the ongoing investigations, including the apparent release from custody of ICC suspects. We are also deeply troubled by today’s reports of continued violence and mass graves outside the capital of West Darfur. The United Kingdom shares the Prosecutor’s assessment that the current conflict is partly the result of the failure to ensure justice and accountability on the part of those who hold power in the Sudan. Their disregard for international obligations and for ensuring meaningful justice for past crimes has helped sow the seeds of this latest cycle of violence and suffering.”

We should treat the sabotage of the Nord Stream pipeline with the utmost seriousness. The international community is concerned about it and wants clear answers about what happened and who was responsible. As we have said before, the best way to get those answers is to support the impartial investigations of Denmark, Sweden and Germany and to respect those processes. We do not believe it is a good use of the Security Council’s time to start to prejudge the outcome of the investigations, dictate how they are conducted or otherwise undermine them.”
