In the year after the comprehensive reviews of United Nations peace operations, the peacebuilding architecture and the implementation of resolution 1325 (2000), concrete commitments were made to advance women's rights, in particular in terms of their political participation and leadership in conflict and post- conflict situations. 7. “We strongly condemn the looting and illicit trafficking of cultural properties perpetrated on an unprecedented scale in Syria and Iraq, especially by the Islamic State in Iraq and the Sham. In this regard, we call for strict implementation of all relevant Council resolutions by the international community. 9. “The Global Counter-Terrorism Strategy indicates in its first pillar the socioeconomic conditions that are conducive to the spread of radicalism. Unemployment, lack of education and basic social services, and poor perspectives for personal development are among the major factors that make young people so vulnerable to propaganda. Terrorists offer them the illusion of security and power. The cynical propaganda of terrorist groups is masterful in taking advantage of the economic struggles and idealism of youth. These factors underlie the phenomenon of the approximately 30,000 foreign terrorist fighters who have already travelled to conflict zones. To tackle it, we need adequate legal mechanisms at the national level as well as close international cooperation between security services.”

10. “While reflecting on our priorities, we must bear in mind that countering the scourge of terrorism is not possible through forceful means alone. We have to be aware of the direct link between security and development. We cannot be effective in combating terrorism without tackling its root causes. In that context, Poland welcomes the Plan of Action to Prevent Violent Extremism presented by the Secretary-General. In the process of its implementation, it is essential to ensure a high level of coherence with ongoing initiatives aimed at countering violent extremism conducted by the European Union and other international organizations. To address the root causes of terrorism, we need to reflect also on the issue of the radicalization of youth, an increasingly challenging aspect of the fight against extremism.”

15. “We fully support the idea of partnerships in the peacebuilding area between the United Nations and regional and subregional organizations, similar to those that exist in peacekeeping. Peacebuilding needs just as much attention. The Peacebuilding Commission (PBC) is the most important element of the United Nations peacebuilding architecture. We agree with the conclusion of the report (see S/2015/490) of the Advisory Group of Experts on the Review of the Peacebuilding Architecture, headed by Ambassador Rosenthal, that the PBC should improve its coordination with key United Nations bodies.”

The demand for conflict prevention, mediation and good offices is growing rapidly. Recent examples also show the growing role played by regional economic communities in Africa in mediation, such as the Economic Community of West African States and the Intergovernmental Authority on Development. The changing nature of conflicts requires a comprehensive approach to stopping them before they put international peace and security at risk. Prevention lies at the heart of the United Nations activities. That is also the foundation of the Human Rights Up Front initiative, which seeks to strengthen the early-warning capacities of the Organization. As the lessons from Sierra Leone, Liberia, Cote d'Ivoire and Guinea Bissau have taught us, sustainable peace and security can be achieved only through the full participation of all sectors of society, in which the contribution of women is fundamental. We would also like to stress that combating sexual violence against women in armed conflicts remains an important issue for the Polish Government. 27. “(spoke in French) Poland supports the candidature of a woman for the office of the next Secretary-General. We are convinced that that would contribute to bolstering the participation of women in peacebuilding and peacekeeping, as well as the advancement of women at all levels of decision-making. (spoke in English) From 2011 to 2013, Poland trained professional experts in the field of gender equality to advise the commanders of Polish contingents abroad. Since then, they have supported the Polish commanders in Afghanistan and Kosovo. Poland will also take measures to combat the under-representation of women within national civilian contingents for peacekeeping operations, with a view to increasing their number and to ensuring that higher positions as well are filled by women candidates.”

One of the ways to engage them in decision-making is by strengthening their participation in the legal system. Accordingly, we support the candidature of Ms. Agnieszka Klonowiecka-Milart to a judgeship position on the United Nations Dispute Tribunal based in Nairobi. With her 17 years of experience within the United Nations as an international judge for the United Nations on the Supreme Court of Kosovo and the Supreme Court Chamber in Cambodia for the Khmer Rouge trials, as well as an expert in legal reform in Bosnia, Afghanistan and Kosovo, she will, we believe, set a good example for other women aspiring to make a difference in conflict and post-conflict areas.”

33. “The Ukrainian crisis has presented one of the greatest challenges in the region in the field of security issues. During that crisis, the OSCE has showed a solid degree of efficiency and relevance and proved that it is still worth a substantial investment to make it even more effective. Poland would like to emphasize the special role of the OSCE in the process of de-escalation of the conflict in Ukraine. Unfortunately, not all parties members of the OSCE have adequately supported the efforts aimed at the success of the peace process. 34. “Let me recall that establishing strategic and operational partnerships between the United Nations and such organizations was recognized in the 2005 World Summit Outcome. Also, two important reports published this year - by the High-Level Independent Panel on Peace Operations (see S/2015/446) and by the Advisory Group of Experts on the 2015 review of the United Nations peacebuilding architecture - have shown that the United Nations cannot succeed alone. We should now do our best to turn their recommendations into practice. Europe has the longest and greatest experience in building collective security institutions at the regional level.
