These incidents are a clear reminder of the pressing need for the implementation of the provisions of the Agreement on cantonment, security-sector reform, and disarmament, demobilization and reintegration, whose subcommittee is co-chaired by the United Nations. Another major challenge lies in mobilizing the resources necessary for the effective and comprehensive implementation of the Agreement on Peace and Reconciliation in Mali. To that end, the Government has planned, as part of its 2015 budget, to allocate the sum of 11.4 billion CFA francs, that is, more than $19 million, including for emergency action during the interim period such as humanitarian work, the return of refugees and displaced persons, and so on.

  4. The Government has consistently condemned all violations of the Agreement and has called for independent investigations in order to identify those responsible and punish the perpetrators. However, I would like to stress emphatically that such incidents should not serve as a pretext for armed movements that have signed the Agreement to hold the peace process hostage. On the contrary, such incidents underscore the need and the urgency to move forward with the activation of the security mechanisms provided for by the Agreement with regard to overseeing and monitoring violations of the ceasefire. This concerns in particular the activation and launch of the Operational Coordination Mechanism and the Commission technique mixte de securite.

The criminal activities of terrorist groups and drug traffickers indiscriminately target peaceful civilians, the Malian armed forces and the international forces of MINUSMA and France, with a toll of fatalities, casualties and material damage. Such threats, which are frequently cross-border, concern all the countries of the Sahel and beyond. It is therefore time to urge the Security Council once again to support the decision of the Heads of States member of the Nouakchott Process to create a rapid response intervention force. The delays observed in the implementation of the Agreement derive essentially from ongoing incidents on the ground and from multiple violations of the ceasefire by certain actors who are nonetheless signatories of the Agreement.

Finally, with a view to making better use of the peace process for the people of Mali as a whole, the Government has embarked on a communications campaign targeting institutional and non-institutional actors through a number of campaigns aimed at disseminating information and raising awareness. The optimism created by the signing and the first phase of implementation of the Agreement has unfortunately been dampened for several months by the persistence of a number of threats and challenges that remain to be addressed. The challenges include terrorism, drug trafficking and all other forms of organized crime in the region of the Sahel-Sahara.

In addition, in application of article 38 of the Agreement, the Government has moved ahead with the development and presentation to the Comite de suivi de l'accord of a global action plan for the implementation of the Agreement and an emergency plan for the interim period, both of which detail the entirety of the activities provided for by the Agreement as well as the coordination and implementation mechanisms for those action plans.   9. A meeting for the signing of a peace agreement between and within communities is expected to be held in the coming weeks and to be countersigned by the Government. Moreover, in September, the Government held a meeting in Bamako with representatives of the Mbera refugee camp in Mauritania to discuss possible mechanisms for their return to Mali. Alongside the actions I have just mentioned, the Malian Government has worked to share the dividends of peace with the populations that were hardest hit. Schools in Gao and Timbuktu reopened on 1 October. I am especially pleased to announce the reopening of schools in Kidal, scheduled for mid-October, just a few days from now, after three long years during which classes in that region were suspended. In addition, the anti-malaria campaign resumed on 1 October in the region of Kidal.

Also in the context of the initiatives and action undertaken by the Government, I would like to stress the pursuit and strengthening of dialogue within and outside the Comite de suivi de l'Accord. In that regard, the Government has held numerous meetings with all stakeholders in the process in order to anticipate the difficulties ahead and to assist in resolving those that arise. To give just one example, with the agreement of all concerned parties, three members of the Government traveled to Anefis, in the region of Kidal, between 25 and 29 September with the aim of putting an end to clashes on the ground and to establish outreach commissions for the population and armed groups aimed at re-establishing peace and advancing the reconciliation process among the three regions.

Against that backdrop, it is clear that resolution 2227 (2015) endorses the Agreement on Peace and Reconciliation in Mali, which is the result of eight months of intensive inter-Malian negotiations in the context of the Algiers process. It would be regrettable, therefore, if all of the joint efforts made were to be jeopardized by the enemies of peace, who have been ramping up their terrorist activities all over our country since the signing of the Agreement on Peace and Reconciliation in Mali, in Bamako. This is evidenced by the terrorist attacks perpetrated on 27 and 28 June, which targeted, respectively, the Nara military camp, just 30 kilometres from the Mauritanian border, and the city of Fakoula, in the south of the country.

We are therefore gratified to note that the Security Council, in its great wisdom, has listened to what we had to say and has responded by shaping the new mandate of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) around the effective and comprehensive implementation of the Agreement on Peace and Reconciliation in Mali, with a particular focus on the following priorities: support for the political process and national reconciliation; the strengthening of national ownership of the peace process; support for the re-establishment of the State's authority and the return of the armed and security forces to the northern regions of Mali; support for the Government's efforts in the areas of security, stabilization and the protection of civilians; the enactment of targeted sanctions against those who seek to obstruct or prevent the effective and comprehensive implementation of the Peace Agreement; support for security-sector reform, the promotion and protection of human rights and humanitarian assistance; and the strengthening of collaboration and cooperation between the Malian armed forces and MINUSMA, at both the strategic and the operational levels.

Today I have the honour of addressing the Security Council on the occasion of the unanimous adoption of resolution 2227 (2015), which, it is worth noting, is primarily focused on the effective and comprehensive implementation of the Agreement on Peace and Reconciliation in Mali emanating from the Algiers process. The delegation of Mali welcomes the adoption of this resolution under Chapter VII of the Charter of the United Nations, the seventieth anniversary of whose signing in San Francisco we have just commemorated. My delegation also welcomes the adoption of this resolution, which is of great political and historical significance and which takes into account the core concerns of the Malian Government, which were expressed from this same rostrum by Minister Diop on 23 June.

We are all aware that the signing of the final and comprehensive peace agreement in Mali will not only mark an important step in the process to protect child victims of armed conflict and to ensure their social reintegration, but also to bring the perpetrators of crimes committed against children before the appropriate judicial authorities. Similarly, the signing of the agreement will enable the Government of Mali to continue, undisturbed, its efforts to promote and protect the rights of children, who should have their rightful place within the family, at school and playgrounds, and not in an armed group or on a battlefield.

That refusal to sign the document, which was submitted to the parties by the mediation team, is an invitation to armed terrorist groups and narco-jihadist groups to continue to rage in northern Mali and throughout the Sahel region. Following that refusal, which is also a gesture of defiance to the international community, the delegation of Mali calls on the mediation team to assume its responsibility as guarantor of the peace process. Along the same lines, we call on the members of the Security Council to exert the necessary pressure to bring the armed movements that have not yet done so to initial and sign the agreement as soon as possible.

In a surprising turn of events, despite the commitment made on 9 June 2014 in Algiers to peacefully resolve the conflict in northern Mali through a comprehensive and final agreement with the Government; despite numerous calls for dialogue launched by the Security Council through its relevant resolutions and statements on the situation in Mali; despite the working visit carried out by the international mediation team on 17 March in Kidal, the Coordination of Azawad Movements unfortunately decided to remain on the sidelines of the Algiers process by refusing to Sign the agreement for peace and national reconciliation in Mali.

  28. The children of Mali, like those elsewhere, are the first victims of the criminal and asymmetrical actions of non-State armed groups. In the light of that situation, the Government of Mali has made a solemn commitment here to act in a manner consistent with the relevant resolutions of the Security Council and the decisions and recommendations of a number of subregional and international entities, including the Economic Community of West African States, the African Union, the Organization of Islamic Cooperation, the Non-Aligned Movement and the European Union. According to the Secretary-General's report (S/2014/267) on children and armed conflict in Mali published in April 2014, "armed groups operating in the north of the country, including the Mouvement national pour la liberation de l'Azawad, Al-Qaida in the Islamic Maghreb, Ansar Dine and the Movement for Unity and Jihad in West Africa, resorted to the most serious human rights violations relating to the recruitment and the large-scale use of children, mutilation, killings, collective and individual rape of women and girls, forced marriages, the deprivation of fundamental freedoms, the destruction of schools and health facilities, the refusal to allow the delivery of humanitarian aid." Those archaic atrocities have resulted in the massive displacement of women and children to neighbouring States and within the country, jeopardizing the access of thousands of children to education.

Those actions, it must be recalled, were focused on several areas, including education, health, the fight against female genital mutilation, early marriage, begging, trafficking and the exploitation of children. While children of Mali have been the subject of all those programmes and initiatives, their fate has reached a dramatic turning point following the unleashing of the rebellion and occupation of the northern parts of our territory by terrorist armed groups.

  31. Leila Zerrougui, for her constant commitment to protecting children's rights in countries in situations of armed conflict. Lastly, I thank Ms. Julie Bodin and Mr. Junior Nzita for their briefings. It should be recalled that, on 20 November 1989 here in New York, Mali, co-presided over the special session of the General Assembly at the end of which the Convention on the Rights of the Child. Mali signed the Convention on 26 January 1990 and deposited its instrument of ratification on 20 September of the same year. Since that time, all succeeding Governments have implemented bold reforms, including concrete action to protect and promote the rights of children throughout the country, including in the northern regions of Mali.

  35. They also reiterated their call on all armed groups in northern Mali, signatories of the Ouagadougou Agreement of 18 June 2013, to distance themselves from terrorist groups. They welcomed the results achieved in the context of the inter-Malian peace talks, which began in Algiers in July, with the support of international mediation and conducted by Algeria, and called upon Malian parties to conclude a peace agreement when the talks resume in January 2015 on the basis of the drafts submitted to the parties by the mediation.   37. In that regard, I should like to express the gratitude of the Government ofMali to His Majesty King Mohammed VI ofMorocco for the training of 500 Malian imams in Morocco. This important initiative of His Majesty, which also applies to other countries, allows the values of Islam - namely, peace, tolerance and the acceptance of difference - to be conveyed and spread. Promoting a moderate and authentic Islam is a tangible response to extremism. The values of true Islam have served as sources of motivation for religious leaders and communities in the northern regions of Mali in order to staunchly oppose the armed terrorist groups. Today, in the north of my country, it is hard to distinguish between terrorist groups and armed groups, and that is the heart of the problem.

  38. It is a body for the coordination of development and security policies in our shared space so as to fill the security gaps of our individual States. The G5-Sahel summit is taking place today, 19 December, in Nouakchott, and Heads of State and Government of that organization will take important decisions on the topic of our meeting today. In the fight against terrorism, in particular with regard to the fight against violent extremism, we must stress the advantages of dialogue and mutual understanding. We must fight against the allure of intolerance. That is the why the other approach of the Government of Mali is based on the fight against the indoctrination of young people and even the elderly. Indeed, today more than ever, it is crucial that statements for peace replace hate speech.

  39. At the regional level, the Nouakchott Process is an incentive that has allowed important measures to be taken in order to address the rising wave of terrorism in the Sahel. The first summit of the Process held in Nouakchott on 17 and 18 December made it possible for important decisions to be taken aimed at operationalizing the organization to tackle terrorism and cross-border crime. I take this opportunity to recall the words of the President of the Republic of Mali, His Excellency Mr. Ibrahim Boubacar Keita, at the International Forum on Peace and Security in Africa, which was held from 15 to 16 December in Dakar: "As long as the problem in southern Libya remains unresolved, there will be no peace in our region". Furthermore, in February, Burkina Faso, Mali, Mauritania and Chad established in Nouakchott the Group of Five (G-5) Sahel.

Our holistic approach, which was inspired by other international initiatives, addresses not only with the response to the terrorist threat, but also all other related issues, such as drug trafficking, arms trafficking and hostage-taking, that constitute its lifeline. The Government of Mali has adopted to this end a strategy and clear measures that combine development efforts and the fight against poverty and a repressive arsenal. At the national level, we adopted a law on 23 July 2008 on the suppression of terrorism and cross- border crime, and a law dated 30 December 2010 on combatting the financing of terrorism. Mali has also signed and ratified the majority of universal legal instruments for counter-terrorism and transnational organized crime.

In this Chamber, among the most symbolic forums of all, I condemn in the strongest terms those heinous acts, which can never be justified, and express my sincere condolences and the sympathy of the people and the Government of Mali to all the victims of terrorism around the world. With regard to the specific topic of today's debate, I would like to share with the Council the approach taken by the Government of Mali to the fight against terrorism and cross-border crime. Indeed, in Mali, the authorities have always understood the importance of preventing violent extremism and combatting terrorism.

  42. Everyone agrees that terrorism is today the primary threat to peace, security and stability in the world. Almost every day, images of a reality marked by the raw trauma of terrorist attacks carried out around the world - as was the case on Tuesday in a school in Peshawar, Pakistan, where 132 innocent school children died - remind us that the monster of terrorism is far from being defeated. Mali, like all other countries victims of terrorism, has paid and, unfortunately, continues to pay a high price for terrorism following the occupation of its northern regions by terrorist armed groups.

Mr. Kasse (Mali) (spoke in French): As I begin my statement, allow me to express the joy and satisfaction of Mali upon seeing Chad, a brotherly country, presiding over the Security Council's work for the month of December. Chad is today relentless in its search for peace and security in the Sahel and in the region. We in Mali are deeply grateful to Chad and bow before the memory of the courageous Chadians who have fallen on the battlefield in the north of the country. I would also like to thank Australia for its outstanding leadership of the Security Council's work over the past month. My delegation welcomes the adoption of resolution 2195 (2014). We thank Under-Secretary-General Feltman for his briefing and endorse the statement made by the Permanent Observer of the African Union, Mr. Tete Antonio.

  45. Mali, together with affected brother countries, is making an effort at the bilateral, subregional and regional levels to implement the measures recommended by the African regional bodies. Today, Mali joins the international community in contributing to the appropriate international response fto this formidable epidemic. Mali welcomes the initiative of the highest American authorities and welcomes the strong mobilization around that promising initiative. We ask that we move forward urgently and in a coordinated manner, taking appropriate action, for the Ebola virus will not wait and does not observe formalities as it moves from one country to another, from one region to another all around the world. Mali supports the creation of the United Nations Mission for Ebola Emergency Response proposed by the Secretary-General.

Mr. President, you have just proved that fact once again by organizing this important meeting on Ebola following the meeting on AIDS in Africa that your country organized in this same Chamber in January 2000 (See S/PV.4087). I congratulate the United States presidency on the excellent manner in which it is directing the work of the Security Council in this month of September and the place it has given to Africa in its agenda. Taking the floor at this late hour, I will limit myself to emphasizing the Ebola virus disease is not new in Africa, but the epidemic currently affecting the western part of our continent is unprecedented in terms of propagation and the number of affected persons and victims.

It is in that context that Algeria, to which we pay well-deserved tribute, in response to a request from the President of the Republic of Mali, undertook exploratory consultations with all groups and armed movements in northern Mali in order to develop a common platform to serve, among other things, as a basic document for the Inter-Malian Inclusive Dialogue, which is slated for the coming days. Against that backdrop, the Government of Mali has reiterated its confidence in Algeria and asked it to continue its efforts with transparency and the support of the United Nations, the African Union and the Economic Community of West African States (ECOWAS) so that the talks quickly lead to a final comprehensive peace agreement.

  49. The fifth has to do with MINUSMA support for the Malian State in restoring State authority throughout the entire national territory and rebuilding the northern regions. The sixth involves the collection of weapons from armed groups, as well as the immediate Withdrawal of those groups from public buildings and areas occupied and their return to the positions held before 17 May. The last aspect calls for United Nations support to speed up the cantonment and disarmament, demobilization and reintegration processes, as well as for the Inter-Malian Incluside Dialogue. I take this opportunity to reiterate the readiness of the Government of Mali to explore with its partners any mechanism that would support our efforts to effectively and quickly emerge from the crisis.

The second involves carrrying out joint operations between the Malian Armed Forces and MINUSMA to impede the free movement of armed groups associated with terrorists and drug trafficking groups that have not signed on to the Ouagadougou agreement. The third aspect is to support MINUSMA in isolating and disarming non-signatory armed groups affiliated with terrorist networks and drug trafficking groups, whose presence in northern Mali is now undermining the security gains made by Operation Serval and Chadian and Malian armed forces. The fourth entails expanding MINUSMA's footprint from the southern to northern regions, where the need for stabilization and reconstruction is real.
