Last but not least, regarding the Security Council resolutions in which the parties concerned were urged to immediately resume negotiations with a view to the resolution of the conflict under the peace process of the Minsk Group and through direct contact, I would like to stress that Azerbaijan itself was in violation of the provisions.

  4. An Azeri human rights activist wrote: "The town and its citizens were deliberately sacrificed for a political goal"; that reference appears in Azerbaijani newspapers dated 1992. Additional testimony comes from the chairs of the Supreme Council of the Republic of Azerbaijan, who stated that "the tragedy was committed by the Azerbaijani authorities, specifically by a top-level official". That reference appears in an article in the newspaper Muhalifat dated April 1992. Even former President Heydar Aliyev admitted that the former leadership of Azerbaijan was guilty in connection with the Khojalu events. According to the Bilik Dunyasi news agency, in April 1992 President Aliyev followed up with a shocking statement: "The bloodshed will profit us. We should not interfere with the course of events".

In the days following the event, President Mutalibov, in an interview with Czech journalist Dana Mazalova, said: "The militia of the Azerbaijani National Front obstructed and actually prevented the exodus of the local population through the mountain passages which had been specifically left open by Karabakh Armenians to facilitate the flight of the civilian population". While the Minister for Foreign Affairs of Azerbaijan and his delegation are busy falsifying information in order to make their propaganda machine even stronger, there is an abundance of statements and testimony that in fact point to the Khojalu incident being not an Armenian war crime but, rather, a twisted, self- inflicted Azeri atrocity.

  6. I wish to thank you, Mr. President, for this opportunity to make a further statement to address the provocative statements made by the representative of Azerbaijan. We regret that another attempt has been made by that delegation to mislead Member States by misrepresenting the causes and consequences of the Nagorno Karabakh conflict and the history of those years. Again, to refresh the memory of the delegation of Azerbaijan, it might be curious, but according to the then Azerbaijani President Mutalibov, the responsibility for the slaughter of the civilian population of the mostly Azeri city of Khojalu, near the capital of Nagorno Karabakh, Stepanakert, fully falls on the Azeri opposition group, the Azerbaijani National Front.

It is also important that the programmes adopted be country-specific, needs-based and target-oriented, so as to ensure continued adherence from the affected population and to ensure their success. Armenia joins previous speakers in reiterating the need for the equal and effective participation of women at all stages of the peace process and their involvement in conflict prevention and resolution and the transition from conflict to peace. Female peacekeepers act as role models in the local environment, improving, inter alia, access and support for local women and contributing to empowering women in the community. Such contributions lead to better outcomes for entire societies.

Armenia remains committed to post-conflict peace initiatives and believes that the Security Council should further strengthen the rule of law and advance development initiatives by supporting peacebuilding mechanisms such as the Peacebuilding Commission, which helps countries emerging from conflict in their recovery and reintegration efforts aimed at preventing a relapse into armed conflict and at building a sustainable peace through effective peacemaking, peacekeeping and peacebuilding strategies. It is noteworthy that the Peacebuilding Commission has shouldered an important task for the United Nations peacekeeping dimension in defining post- conflict strategies, and we are encouraged that previous reports indicate that it has registered achievements and satisfactory results in some countries.

We share the views expressed by Council members and other speakers that call for more systematic attention to the United Nations peacekeeping dimension as well as to post-conflict peacebuilding, and we believe that it should be frequently reflected in the Council's deliberations. This open debate offers an opportunity to consider some of the core issues related to the peacekeeping agenda, namely, the political dimensions of peacekeeping and peacebuilding and the relationship between security and development. United Nations peacekeeping operations are also viewed as vital to building peace in post-conflict situations through the promotion of compliance with international norms and the basic principles of peacekeeping, including the consent of the parties to the conflict, impartiality and the non-use of force.

Armenia believes that the larger objective of peacefully resolving conflicts and achieving durable settlements can best be achieved only through a comprehensive approach, including a considerable investment in prevention, political facilitation and mediation within internationally agreed forums. In that regard, there is a need to reassess the ways in which the United Nations and other regional organizations engage in assisting countries emerging from conflict. We must uphold the principle of "do no harm" and review how we operate in different situations to ensure that our actions do not undermine the existing mediation and negotiation processes.

I would like to thank you, Sir, for having convened this open debate to interact and share our vision of peacekeeping and its noble objectives and to highlight our collective commitment to the cause of international and regional peace. We also thank the Secretary-General for his briefing and for his genuine efforts aimed at strengthening United Nations peacekeeping operations. Armenia aligns itself with the statement delivered of behalf of the European Union. However, we would also like to make some remarks in our national capacity. Since 1948, United Nations peacekeeping has evolved into a dynamic mechanism for the maintenance of international peace and security. Today, it plays an indispensible role in creating conditions for building lasting peace and development in many conflict-prone societies.

We believe, however, that the time has come to replace the unchanged rhetoric of hollow allegations with constructive steps aimed at making the environment more conducive to peaceful settlement. It is unfortunate that, despite the existence of international legal instruments and normative mechanisms, innocent civilians - including women, children and elderly persons - as well as international humanitarian personnel, continue to suffer in conflict situations. We are convinced that, in order to address the situation, we must abandon selective approaches to violations of international humanitarian law. There must also be strict adherence to human rights standards. Armenia believes that the international community must effectively seek the thorough compliance of all parties with the norms of international humanitarian law. The peaceful resolution of any conflict is not an easy enterprise and requires strong political will and painful compromises from both sides.

Armenia therefore welcomes this opportunity to recap and reflect on the Council's past 10 years of experience in dealing with the issue of the protection of civilians and to highlight priority aspects for united practical actions. In a lessons-learned process, this debate should also enable the Council to more effectively address specific concerns related to the protection of civilian populations. The Council has to send a clear message to all parties to armed conflicts, reminding them of their obligations and condemning violations of international humanitarian and human rights law.

  19. Today, it is in everyone's interest to take decisive steps to move the peace process forward in order to protect our children from renewed violence. Instead, we continue to hear militaristic rhetoric from high- level Azerbaijani authorities, which is not only detrimental to the establishment of the confidence that is so badly needed between our two peoples, but also creates an atmosphere of hostility and hatred in which new generations of Azerbaijani youth are being brought up. Armenia strongly believes in the need to achieve a comprehensive settlement to conflicts through the negotiating process. We are grateful for this opportunity to reiterate our commitment to guaranteeing the protection of children.

  20. Armenia has more than once reiterated its commitment to the peaceful resolution of the existing conflicts, for the benefit and progress of the entire region. In that regard, I reserve the right to respond to the statement of the delegation of Azerbaijan, which has once again used this high forum to misled Member States with its unchanged rhetoric. It is well known that it was Azerbaijan that, two decades ago, unleashed a full-scale war against what was at that time its own peaceful population of Nagorny Karabakh, forcing tens of thousands of people, including children, to quit their homes and become refugees and internally displaced persons, and leaving thousands of them orphaned and maimed. The military actions undertaken by our neighbour have had unpredictable consequences for Azerbaijan itself.

  21. Akallo are tangible evidence of how unprotected many of those who constitute the most vulnerable segment of our societies, children, continue to be. I come from a region that has experienced a number of armed conflicts in recent decades. The problems and concerns mentioned here are therefore, unfortunately, not purely humanitarian in nature for us. Today, a final resolution to the conflicts in the South Caucasus is still pending. A no-war/no-peace situation cannot ensure a safe and decent future for children and young people who have already witnessed all the atrocities that wars bring. It is our belief that only a fundamental and comprehensive political settlement of the existing disputes can bring long-lasting peace and stability to the region, thereby securing the rights of our children to a peaceful future.
