I would like to confirm that on our side everything is being done to ensure the sustainability of the support that the Joint Force needs. The European Union and the United Nations are in close contact on this matter. More specifically, we note that the report indicates that the Joint Force faced challenges in providing supplies to its troops, a problem worsened by a “lack of suitable means of transport”. We remind the Council that the European Union’s support of more than €254.4 million to date for the G-5 Joint Force has already resulted in the delivery of 46 armoured personnel carriers equipped with radios.”

In that regard, we welcome the extension of the training mandate of the European Union Training Mission in Mali to other countries in the region. Allow me to emphasize that the exemplary nature of the G-5 Joint Force and the national security and defence forces with regard to respect for the rule of law is a sine qua non for effectiveness in the fight against terrorism. The aim is to regain territories, but above all to regain people’s trust. In that regard, we welcome the investigations announced by the Commander of the G-5 Sahel Joint Force in his letter of 2 July to United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), as recalled in the report of the Secretary-General. We hope that progress will be made quickly in those investigations.”

  5. “At the sixth ministerial meeting between the European Union and the G-5 Sahel on 9 November, it took stock of the progress made since the high-level meeting of 28 April, which brought together the leaders of the European Union and the Heads of State of the G-5 Sahel to discuss specific commitments.   10. “But when parties and, in particular, armed groups severely violate the provisions of the agreement, killing civilians, reinforcing their positions and opposing the expansion of State authority, I align myself with the call of the Secretary-General for “stakeholders to take a firm stance regarding the sanctions to be applied” (ibid., para. 47), as foreseen under article 35 of the agreement. A year and half after the signing of the agreement, it is high time for this sanctions regime finally to be defined and applied. These violations are unacceptable and cannot continue without a firm reaction; the credibility of the agreement would otherwise be at stake, with the population losing trust in the process.”

  11. “Dialogue and confidence should certainly be strengthened between the parties; the inclusivity of the process reinforced, in particular with women and youth being given a stronger role; and some key elements of the agreement accelerated — I am thinking, in particular, of the Commission on Truth, Justice, Reparation and Reconciliation, whose independence must be ensured, and of the decentralization process. The stalled disarmament, demobilization and reintegration process must be relaunched, with armed groups abiding by their own commitments to disarm and demobilize. I am thankful for the presence of the Special Representative of the Secretary-General, Mankeur Ndiaye, and of the Special Representative of the African Union (AU) for the Central African Republic, Matias Matondo. I would first like to start by expressing the solidarity of the European Union in the fight the Central African authorities and population are conducting against the coronavirus disease pandemic. The Central African Republic was the first country to benefit from the humanitarian air-bridge launched in May by the EU and its member States. We have also reoriented our programmes to better support the authorities. This pandemic hits the Central African Republic in the middle of an electoral process of critical importance.”
