  2. While it is essential that we maintain momentum in the fight against sexual violence, it is also important to stress the importance of building women's capacities as part of the solution. Building women's capacities and increasing their participation in decision-making bodies remains the cornerstone of any response in the areas of prevention and protection. The full enjoyment of human rights has been a priority of the Human Security Network since its inception. The protection and promotion of rights are a shared responsibility and can be achieved with the firm commitment and action of the United Nations, Member States and other actors.

  3. I recall that the Rome Statute - and this was a great step forward - recognized sexual violence as a war crime and a crime against humanity. In this regard, we welcome the 2017 judgment of the International Criminal Court in the case of Prosecutor v. Bosco Ntaganda, confirming that such crimes fall within the jurisdiction of the Court, and that rape and sexual slavery of children by members of armed groups can be prosecuted as war crimes under the Rome Statute. However, we wish once again to recall that the primary responsibility for prosecuting perpetrators or those responsible lies with States. Sexual violence in conflict situations is recognized as a pillar of security challenges. At a time when women and girls are often the first targets, men and boys are also strategically targeted.

  4. Victims ofboth genders are often deprived of protection and access to justice. And the effects of sexual violence can extend over many years and generations. Worse, these crimes are often amnestied. The topic of sexual violence in conflict or post-conflict situations is considered taboo, and its victims are usually punished and stigmatized, while the perpetrators remain at large. The Human Security Network therefore joins today's appeals and calls on the Security Council and Member States to redouble their efforts, particularly in the fight against impunity. We must recognize the essential role of international criminal justice, in particular that of the International Criminal Court, in deciding cases of sexual violence in conflict situations.

  5. I also thank the various briefers. The Human Security Network welcomes the latest report of the Secretary-General (S/2018/250) and notes with deep concern the continued use of sexual violence as strategies of war, terrorism, torture and repression, as reflected in the report of the Secretary-General. We are deeply concerned by this sexual violence, whose victims continued to be targeted in 2017 because oftheir religious, ethnic or clan affiliation. It is more necessary than ever for the United Nations to work closely with Governments in order to prevent and investigate such crimes and to provide specialized services to victims, their families and witnesses. It should also be borne in mind that sexual violence generally continues even after a conflict has ended. It is a factor that increases insecurity in affected areas.

Mr. Konfourou (Mali) (spoke in French): I have the great honour and privilege to speak on behalf of the member countries of the Human Security Network, an intercontinental network comprising Austria, Chile, Costa Rica, Greece, Ireland, Jordan, Norway, Panama, Slovenia, Switzerland, Thailand, South Africa as an observer country, and, of course, my own country, Mali. The Human Security Network is an informal group of States that is working to promote the integration of the human security dimension into policies and programmes at the national, regional and international levels. On behalf of the Network's member States, I extend our warm congratulations to the Peruvian presidency of the Council on having organized today's open debate on preventing sexual violence in conflict through capacity- building, gender equality and access to justice.

I would also like to stress the relevance of the recommendations made by Lieutenant General Carlos Alberto dos Santos Cruz in his report on improving the safety and security of United Nations peacekeepers. Finally, I would like to underscore the role of regional organizations, in particular the African Union, the Economic Community of West African States and the Group of Five States for the Sahel, in the stabilization and development processes ofMember States in crisis. We hope that the ongoing strategic review of MINUSMA will recommend, inter alia, that the strong opinions of Malians be taken into account ahead of the Mission's mandate renewal scheduled for June. Similarly, it is essential to strengthen the operational capacities of peacekeeping missions, in particular MINUSMA, so that they can fully and effectively implement their mandates. Troop-contributing countries and the Secretariat have a clear responsibility in that area. The delegation of Mali welcomes the Secretary- General's initiative to reform the peace and security pillar of the United Nations and to enhance the effectiveness and coherence of peacekeeping operations and special political missions, while paying particular attention to preventive measures and sustaining peace.

  9. With regard to MINUSMA in particular, we all agree that it does not operate in a traditional peacekeeping environment. Asymmetrical attacks are carried out by terrorist groups and drug traffickers of all kinds who indiscriminately target civilians, the Malian defence and security forces and the foreign forces of MINUSMA, France and all partners on the ground, including those of the European Union. That is why the Government of Mali has asked that MINUSMA be given a robust mandate, not to combat terrorism - we know that is not in its remit - but, above all, to adopt a more offensive stance in the face of imminent and real threats, in order to protect itself and defenceless civilians, as stipulated in its mandate. In doing so MINUSMA would be more effective and credible in the eyes of our people.

  10. United Nations peacekeeping operations remain an indispensable instrument for ensuring international peace and security. Earlier today we heard soulful pleas and strong demands and expectations from my compatriot Fatimata Toure. She conveyed the expectations the entire population of Mali has of the United Nations. We must believe that the nature of conflict has changed and that the complex situation on the ground calls for collective responsibility on our part to implement the bold and swift reforms required to improve United Nations peace missions. That collective responsibility lies with the Security Council, the States Members of the United Nations, in particular troop-contributing countries, the Secretariat and regional organizations.

The topic of today's debate is of particular importance to my country, which, as the Council knows, is both a troop-contributing country and, above all, now host to one of the most significant United Nations missions, MINUSMA, both in terms of its personnel and budget and its complex challenges. The Government of Mali is fully aware of the scope of the missions entrusted to the Blue Helmets - men and women deployed to maintain peace and security throughout the world, often in extreme conditions and at risk to their lives. In that regard, I would like to pay well-deserved tribute to all of the victims of the Malian crisis - civilians and military personnel, foreigners and Malians - who perished on the field of honour in our country.

We welcome the adoption of resolution 2391 (2017), which is firmly in keeping with the good momentum in the gradual strengthening of international support for the G-5 Sahel Joint Force, though it is true that we would have liked to have seen a much more robust mandate, and one that was established under Chapter VII of the Charter of the United Nations, as well as much more extensive United Nations support for the Force in terms of logistics, means of communication, equipment and infrastructure. We would also liked to have seen increased support from the United Nations Multidimensional Integrated Stabilization Mission in Mali for all the deployment sectors of the Joint Force in the east, west and centre of the country, as well as to have received predictable and sustainable funding for the Joint Force, including through the United Nations.

  21. That mechanism, which will be enlarged to include the joint force, is a coordinating body for mutual operational and logistical support, intelligence sharing and the coordination of operations. Accordingly, it is expected that the G-5 Sahel joint force headquarters in Sevare, Mopti, will include liaison officers from bilateral and multilateral partners as needed. Other relevant additional arrangements relating to the proper coordination of cooperation among the joint force, MINUSMA and the French forces, within their respective mandates, remain a possibility. On the question of coordinating the work of the joint force with that of the other forces already present in our space, I stress that the deployment of the joint force will not adversely affect the action of the national forces of the member States nor the presence of partner forces - MINUSMA and the French Operation Barkhane - or that of any other friendly organization operating in the G-5 Sahel space. Instead, thejoint force provides a framework for coordinating and enhancing joint efforts to increase its impact. The cooperation and liaison mechanism of the joint force, Operation Barkhane and MINUSMA will be based on a mechanism already in place among MINUSMA, the Malian armed forces and Operation Barkhane.

  23. It will address the most important aspect, one that will give hope to our youth, our women and our children - development. We also have immediate needs in the areas of battalion equipment, support for the tactical mobility of the deployed units and the reinforcement of their logistical and protection capacities in the areas of operation. We also require the setting up of a suitable communication network to link the units operating in one area and the joint force headquarters to the three command posts I have mentioned.   24. Among those challenges, we would highlight the mobilization of the full funding of the force. This is therefore an opportunity for me to renew our appeal to all friendly countries and international partner organizations to help us secure the budget so as to ensure the rapid and effective deployment of the force. In that regard, I welcome the prospect of holding an international planning conference in December of next year in Brussels, pursuant to resolution 2359 (2017). I also welcome the establishment of the alliance for the Sahel, the first high-level meeting of which is to be held in Washington, DC, in October. The alliance for the Sahel aims to help development actors to find innovative mechanisms to enhance the effectiveness of actions carried out with their partners throughout the Sahel.

I welcome the commitment of the Organization of Islamic Cooperation, and that of its member States and its institutions, including the Islamic Development Bank, which have expressed their willingness to contribute to the financing of the joint force. I would also like to assure the Council that the resources allocated to the force will be managed with full transparency and accountability. We are open to all kinds of support from our partners to help us to better manage the joint force's resources. The G-5 Sahel is already working with the European Union along those lines. The progress that I have just explained to the Council in no way hides the challenges facing the operationalization process and the sustainable, viable and effective functioning of the joint force.

  26. With regard to the force's budget, while the budget for initially establishing the force and maintaining it for a year has been set at €423 million, it is still being fine-tuned. To date, financial and material contributions pledged come to a total of €108 million, of which €50 million will be borne by the G-5 Sahel countries, €50 million by the European Union, and €8 million by France, by the end of 2017, as has just been explained. Furthermore, Mali and the Niger are making contributions to develop command-post infrastructure, namely, the initial command post in Bamako, the central command post in Sevare and the central zone command post based in Niamey, the Niger.

Following the appointment of Major General Didier Dacko as Force Commander, the rehabilitation of the joint force's headquarters in Sevare, in the Mopti region, was undertaken and will soon be completed. Its official inauguration should take place shortly. The headquarters for the central zone, which consists of Burkina Faso, the Niger and Mali, located in Niamey, has already been rehabilitated, and the force support team is being set up at the staff level, again with the support of our partners. The first units will be deployed in October 2017, and all battalions should be in place by March 2018. The short-term operational priorities mainly involve cross-border military operations, the first of which is also scheduled for October 2017.

Before going further, I would like to convey to the Council once again the thanks of the President of the Republic of Mali, His Excellency Mr. Ibrahim Boubacar Keita, President-in-Office of G-5 Sahel, on behalf of his counterparts from Burkina Faso, Mauritania, the Niger and Chad, for the special attention that the Council continues to pay to the security situation in the countries of the Sahel, in particular the five countries dealt with in today's meeting. Since the adoption of resolution 2359 (2017), on 21 June 2017, our Heads of State have been working tirelessly and with the support of friendly countries and partner organizations to operationalize swiftly and effectively the G-5 Sahel joint force. That brings forth the need to highlight the pressing need to work to fine-tune consistency and coordination that are a sine qua non for the various joint actions inked with our bilateral and multilateral partners who participate in conflict management and resolution in Africa. That is why I think it is crucial that Africa equip itself with a peaceful counter-radicalization strategy that is fit-for-purpose, and that it do so in and through Africa's own mechanisms, in particular by heeding the advice of the Panel of the Wise, traditional or religious leaders and civil society, including women and the youth. Wwe also know that education has a core role to play in terms of providing a spirit of civic belonging and fostering peaceful coexistence in our respective countries. The most recent example of such progress is the establishment of the Joint Force Force of the Group of Five States for the Sahel (G-5), which grew out of the shared determination of the Heads of State of Burkina Faso, Mali, Mauritania, the Niger and Chad to pool their efforts and their resources so as to effectively and efficiently counter terrorism and other forms of organized crime. Crisis prevention also necessitates staying the course for the long haul to mitigate and eventually eradicate the factors and root causes of tension and conflict, namely, poverty, poor governance, injustice, human rights violations and marginalization. It would be remiss ofme not to mention at thisjuncture the shared action we must pursue to counter the illicit economy that fuels conflict in Africa, in particular trafficking of all types, including trafficking in weapons, drugs, currency, black market goods and human beings. Secondly, it is important to note that regional and subregional cooperation wards off common threats, such as terrorism, violent extremism and transnational organized crime. African countries have also made great progress in that regard.

In the context of our debate this afternoon, I would like to share with members of the Council some suggested courses of action in the area of enhancing African capacity in the field of peace and security. First, the old adage that prevention is better than cure still holds true. That is why the first point I wish to make is a plea for the strengthening and enhancing of African capacity in terms of conflict prevention. On that point, as I am sure those present will recall, the African Union and subregional organizations, such as Economic Community of West African States and many more such groupings on the African continent, have set up early-warning mechanisms that serve the purposes of handmaiden of preventive diplomacy.

At the same time, the Government will continue its implementation of the Agreement in terms of providing basic social services and peace dividends to the affected populations, and in particular will seek to uphold human rights.   41. To that end, Bamako recently hosted a day for assessing theimplementation of the Agreement, under the presence of the Prime Minister and Head of Government, on Friday, 23 June. A11 Malian actors in the peace process took part, including the signatory movements, the High-Representative of the President of the Republic and civil society for the implementation of the Agreement. One of the major conclusions of that meeting was that the three parties - the Government, the Platform and the Coordination des mouvements de l'Azawad - led by the High-Representative of the President, accepted the adoption ofa realistic consensual calendar for the restoration of the administration and the Malian defence and security forces to Kidal as soon as possible.

Similarly, the Government of Mali welcomes the fact that the new MINUSMA mandate reflects the truly important issue of restoring the authority of the State of Mali throughout the territory, in particular the return of the administration and the defence and security forces in all regions of the north, including in Kidal. The Government welcomes the decisive support for the effective implementation of the cantonment process, of disarmament, demobilization and reintegration and of security sector reform in Mali. For our part, I can assure the members of the Security Council that, under the authority of President Ibrahim Boubacar Keita, the Government will continue with its diligent implementation of the Agreement on Peace and Reconciliation in Mali, emanating from the Algiers process.

In that regard, the conclusions of the MINUSMA force generation conference held on 22 and 23 May 2017 under the chairmanship of the Secretary-General provide hope that this challenge will soon be overcome. I would like to commend the troop-contributing countries that made pledges on that occasion. I hope that those pledges will soon be realized. Equally important is the strengthening of cooperation between MINUSMA and the Malian Defence and Security Forces. In particular, I would like to highlight the need and urgency of supporting the Malian Defence and Security Forces in the daily fight against terrorism on the ground, without waiting for the completion of their rebuilding process. Terrorist forces will not wait until the end of that process. I welcome the fact that this central issue is taken into account in resolution 2364 (2017).

In taking a decision to renew the proactive and robust stance of MINUSMA's mandate, the Security Council is responding to a pressing request from the Government of Mali, supported by the African Union and the Economic Community of West African States, to consider the particularly hostile and dangerous environment in which peacekeepers are deployed. This robust mandate gives MINUSMA the means to, first, protect and defend itself against hostile forces and to carry out its primary task of protecting civilian populations in Mali. Giving a mandate that is appropriate to the situation is one thing; equipping MINUSMA with the necessary material, financial and human resources is another. The Government of Mali strongly welcomes the strengthening of the operational capacities of MINUSMA, allowing it to carry out its mandate fully and effectively.

I also wish to thank Secretary-General Antonio Guterres and all the women and men of MINUSMA for their daily commitment and sacrifice alongside the people of Mali in their quest for peace, stability and development. The resolution the Council just adopted is important in more ways than one. Indeed, in deciding to extend the mandate of MINUSMA for another year, that is, until 30 June 2018, the Security Council reaffirms the support of the international community for the peace process in Mali, with full respect for the sovereignty, national unity, territorial integrity and the unity and secular nature of the State of Mali.

  47. Major General Didier Dacko has been appointed Commander of the G-5 Sahel Joint Force. He is already in place to establish the force headquarters, and the battalions of each member State are being created with the means available. In that regard, I welcome the contribution already announced by the European Union, and I am pleased that the resolution provides for the upcoming holding of a conference to mobilize and coordinate contributions from bilateral and multilateral partners. We wish to move quickly because criminal groups will not wait. I can already assure members of the complete commitment of all of our States to rise to the challenge of implementing this resolution. Our Heads of State are ready to quickly operationalize the Force with our own resources as we wait for the support of the international community. With that in mind, an Extraordinary Summit of the Heads of State of the G-5 Sahel, with the participation of the President of France, is scheduled for 2 July in Bamako.

The establishment ofthe Joint Force therefore expresses the will of the Heads of State of the region to create the conditions for development, security and lasting peace, as we are convinced that there can be no lasting peace without development, and vice versa. I can assure the Council that the operations of the Joint Force will be respectful of gender, of human rights and of international humanitarian law. For all of the reasons I have just mentioned, I call for increased and more consistent support from our bilateral and multilateral partners in order to mobilize the necessary means for the effective operationalization and the efficient functioning of the Joint Force.

  50. I thank Council members for having understood that the G-5 Sahel Joint Force is not just another additional or superfluous force. Its operations will complement those of the forces already present in the region, that is, the defence and security forces of our respective countries, the French Operation Barkhane and MINUSMA. Coordination mechanisms between all those forces are provided for in the strategic concept of operations of the Joint Force. Along with the security aspect, I must highlight that the G-5 Sahel Joint Force gives high priority to issues of development, good governance and the resilience ofpopulations.
