“Civilian casualties, both Israeli and Palestinian, are reported daily. Homes, hospitals and schools are being damaged. Hamas has embedded itself in civilian communities and is using innocent Palestinian civilians as human shields. That is not acceptable — all civilians must be protected at all times, in line with international humanitarian law. The humanitarian situation in Gaza has grown dire. We welcome the entry of aid convoys into Gaza in recent days, and we support the calls to step up the delivery of urgent humanitarian aid, while ensuring that such aid is not abused by terrorists. We commend all regional and in- ternational efforts to de-escalate the situation and prevent the Hamas-Israel conflict from spiralling into a regional war.”

Czechia reiterates its clear condemnation of the brutal terrorist attacks by Hamas and other terrorist groups on Israel that resulted in the unprecedented loss of innocent lives and human suffering. More than 200 people, including children and the elderly, are still being held hostage by Hamas. We call on Hamas to immediately release all its hostages, without any preconditions. “The next day, Russia shelled residential buildings in Kharkiv, killing and injuring even more civilians. Yet on that very same day, the President of the Russian Federation tried to convince us that Russia did not start this brutal war against Ukraine and that it was trying to end it. How can we believe that when Russia has been waging a decade-long war against Ukraine and annexing and occupying part of its sovereign territory, while proclaiming that it has no interest in further conquests? Such claims ring hollow. Russia continues its occupation, its military operations against Ukraine and its attacks on civilian objects and key civilian infrastructure, including targeting ports and grain facilities that are extremely vital for supplying food to the world. Moreover, Russia continues its cynical and indiscriminate killing of civilians.”

“Mr. Kulhánek (Czechia): I would like to thank you, Mr. President, for convening this meeting and for giving me the opportunity to address the Security Council on behalf of Czechia. I also thank the two briefers for their briefings. It is our duty to raise our voices once again against the unspeakable atrocities that Russia is committing on a daily basis against the people of Ukraine. Last Thursday, the Russian army launched a brutal attack on the Ukrainian village of Hroza, tragically ending the lives of some 60 innocent civilians, who had gathered to bid farewell to a soldier — a defender of his nation. Heartbreakingly, among the victims was a 6-year-old child. That single callous act claimed the lives of one in six residents of Hroza.”

“Under the guise of Russian municipal elections, the occupation authorities plan to organize so-called elections. They are actually already under way. Their underlying objective is quite clear — to lend an aura of legitimacy to the military occupation of Ukraine’s sovereign territories. The annexed parts of the four regions and Crimea are an integral part of Ukraine and are illegally occupied by the Russian invading forces. Such an act of annexation cannot be justified by manipulated votes conducted under the watchful eye and gun barrels of Russian soldiers. Be it through holding a referendum on accession or organizing the so-called elections in occupied territories, the Russian Federation is once again flagrantly trampling on the basic principles of international law.”

The end of this month will mark the sad anniversary of the referendums orchestrated by the Russian occupation authorities in the territories of Ukraine. The international community, with only one conspicuous exception, overwhelmingly rejects their legitimacy. Those sham referendums were immediately followed by Russia’s announcement of the annexation of the Donetsk, Luhansk, Zaporizhzhya and Kherson regions. This coming weekend, the Russian occupation Administration will take yet another illegal step in a similar vein.”

“We strongly condemn those acts and demand accountability for their perpetrators. State actors are obliged to comply with international humanitarian law and international human rights law. In that context, we welcome the listing of Russian armed forces and affiliated armed groups as perpetrators of grave violations in the past year. I would like to emphasize that these listings are based on facts and collaborated by numerous independent reports from a large number of sources. We also welcome that the report explicitly mentions the abductions of Ukrainian children to Russia, but true extent of that practice is greater. “The report underscores the urgency of acting on the children and armed conflict agenda, as violent conflicts worldwide continue to destroy children’s lives. We are deeply troubled by the number of children affected by grave violations in the past year — reaching nearly 19,000. We express our concern about the list of parties responsible for those grave violations across all geographical situations. We also take note of the addition of new situations of concern in the Niger and Haiti. Sadly, grave violations against children continue to occur and are mostly perpetrated by State actors. That was evident, for instance, in the recent attack on a restaurant in the Ukrainian city of Kramatorsk, where children were killed and wounded as a result of shelling by the Russian armed forces.”

“We must also focus on the economic empowerment of rural women and girls, with the aim of reducing chronic poverty while striving to close social gaps and decrease dependence on external food assistance, which is exacerbated by crises such as Russia’s aggression against Ukraine and the coronavirus disease pandemic. Furthermore, our efforts to help increase Africa’s agricultural productivity must not fail to address the impacts of climate change on the continent. “The environment is one of the main challenge areas listed in the Master Roadmap. Specifically, there is a need to reduce the vulnerabilities of livelihoods to climate change by building resilient systems. In that context, agriculture must be diversified with a view to making it more resilient against the adverse effects of climate change and implementing the Malabo Declaration on Accelerated Agricultural Growth and Transformation for Shared Prosperity and Improved Livelihoods. Agriculture is the backbone of Africa’s economy and a source of livelihood for the majority of the continent’s population. However, in sub-Saharan Africa that sector generates only about 14 per cent of the gross domestic product. Therefore, we must continue supporting small and medium-scale African farmers.”

Moreover, they often face reprisals and harassment both online and offline, which is unacceptable. In that context, regional organizations should ensure that women have a seat at the table at all stages of conflict resolution, peace processes and peacebuilding. We would like to commend all Member States and regional organizations that have developed their respective action plans on women, peace and security. Let me encourage others that have not yet done so to join us. In general, from our perspective, there are three areas where urgent action is needed. First, we have to strengthen our efforts to prevent, respond to and prosecute cases of sexual and gender- based violence in conflict situations. “In the case of the ICC, it is the legal obligation of States parties to cooperate, and it is the obligation of all to cooperate when there is a Security Council referral under Chapter VII of the Charter of the United Nations or when a State has concluded an agreement with the ICC in that regard. Although the ICC is still the best-suited judicial organ to deal with the complex situation in Syria, the establishment of the IIIM made a great contribution to ensuring justice. The role of States does not end once judicial, or quasi-judicial, mechanisms are created. As a matter of fact, it is the cooperation of States that is crucial in delivering justice.”

“We have been witnessing brutal sexual and gender- based attacks on women and girls systematically perpetrated by the Russian armed forces in Ukraine. Rape and other forms of sexual violence are used as part of Russian tactics to intimidate civilian populations and protesters, and punish and deter non-governmental organizations, journalists and media workers. Moreover, there are reports of cases of rape and sexual violence in which they have become some perverse form of entertainment for members of the Russian armed forces in Ukraine. The Russian Federation must be held accountable for those and other unacceptable breaches of the Charter of the United Nations and international law. All crimes by Russia in Ukraine, including the widespread use of sexual violence, must be properly investigated and brought to justice.”

“Victims only seldom have access to the necessary social and health services, including sexual and reproductive-health services. This needs to change. Efforts to strengthen prevention and accountability must be accelerated. We must end the culture of impunity. We have the international framework for that, and the time for its implementation is long overdue. Following the outbreak of war in Ukraine, the situation in the country raises particular concerns with respect to what we are discussing in this Chamber today. “These sexual violence crimes, in a sickening way, only add to the anguish and suffering inflicted by armed conflicts and humanitarian crises in Afghanistan, the Democratic Republic of the Congo, Ethiopia, Iraq, South Sudan, Syria, and, most recently, Ukraine. We are deeply concerned about all cases of sexual and gender-based violence, human trafficking, sexual exploitation and abuse. Discrimination against women and girls in all their diversity are only worsened in armed conflicts. Moreover, all forms of violence further undermine the full, equal and meaningful participation of all women and girls in political, social, economic and peacebuilding processes. Perpetrators of conflict-related sexual violence often remain unidentified. Justice for the victims is therefore rarely achieved.”

“We also admire the courage of female journalists and media workers striving to ensure access to reliable information amid Russia’s indiscriminate shelling and massive disinformation campaign. Moreover, we also praise women activists and civil society organizations for providing urgently needed humanitarian assistance for millions affected by war and the forced displacement caused by Russia´s aggression. The Czech Republic strongly supports all four interlinked and mutually reinforcing pillars of the women and peace and security agenda. We believe that sustainable conflict-prevention and peacebuilding measures must be human-rights-based and address the root causes of conflict. This includes addressing gender inequalities, which have been identified as a highly reliable predictor of conflict.”
