“Are we going to say to the people of Palestine that they should be realistic in that they cannot get their freedom because of the powerful State of Israel? Indeed, are we going to say to the people of Serbia that they must accept Kosovo as a reality because of what has happened? This attempt would set aside international law in favour of the principle that "might is right". We maintain that "realism" in the text of the resolution is related to the negotiations and not to any outcome. Following the report of the Secretary- General, the resolution calls on both parties - the Frente POLISARIO and Morocco - to show realism and a spirit of compromise, as these are essential to maintain the momentum of the process of the negotiations. The resolution welcomes Morocco's "serious and credible efforts to move the process towards resolution".”

“Through this process the Security Council, which bears the primary responsibility for the maintenance of international peace and security under the terms of the United Nations Charter, is undermined by a group of like-minded countries and individuals who chose to determine the fate of the people of Western Sahara. On the text of the resolution, my delegation would like to point out the following points. The word "realism" would be interpreted as implying that the Council endorses the view of the Personal Envoy of the Secretary-General on political reality and international legality. No State or individual can bestow upon itself the right to deny the right of self-determination to the people of Western Sahara. That interpretation could set a precedent that could be used in many other cases.”

“I shall now make a statement in my national capacity before the vote. The negotiating process on the draft resolution before us illustrates once again that the Group of Friends are not interested in genuinely negotiating with the Security Council on the text that they produced. Once the Group of Friends reach an agreement, they are adamant that "it is cast in stone" and would not change substantially. As has been our experience in this matter in the Council, the Group of Friends have once again failed to be receptive to any substantial changes to the text that was initially agreed to by the Friends. Unlike other Council outcomes, there was once again no real attempt to reach a compromise on the contentious paragraphs so that we could be assured of a balanced text.”

“The Security Council will need to consider ways to strengthen the synergies between arms embargoes and DDR efforts, as well as the creation of dedicated units within peacekeeping missions, not only to monitor arms embargoes, but also to address DDR issues. While we are pleased that this debate has provided an opportunity for members of the General Assembly and the Security Council to debate and refine our common understanding of these issues, we still believe that the Security Council also has a responsibility to review how small arms and light weapons can contribute negatively to the maintenance of international peace and security. “In other words, small arms and light weapons have become the weapons of choice for the warlords, who have been able to recruit children as their preferred soldiers in some intractable conflicts, particularly in Africa. That is one of the fundamental reasons that we asked the Security Council to hold this debate. In Africa, our people die more from small arms than from any other weapon. United Nations Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects, adopted by the General Assembly in 2001, remains the central global instrument to prevent, combat and eradicate the illicit trade in small arms and light weapons. The Programme of Action represented a hard-won compromise among some very divergent Views on the issue of the undertakings to be included.”

“We are disturbed by the reports of the treatment of detainees, as outlined in the latest human rights report of the United Nations Assistance Mission for Iraq (UNAMI). My delegation supported the adoption of resolution 1790 (2007) renewing the mandate of the MNFI, because the Iraqi Government is of the view that its continued presence would be necessary for security. We note the Iraqi Government expectation that this could be the final mandate renewal of for the MNF-I. Resolution 1790 (2007) extended the mandate of the International Advisory Monitoring Board (IAMB). South Africa welcomes this decision but remains concerned that repeated findings of serious irregularities with regard to the disbursement of funds from the Development Fund for Iraq and the oversight of oil fields and contractors have not been acted upon.”

“My delegation supports efforts aimed at addressing the matters of violence, internally displaced persons and refugees. We positively view the series of discussions, including the recently held meeting in Kuwait, between Iraq and all of its neighbours working in partnership to ensure stability, security and economic reconstruction in the region. Regional cooperation is necessary in ensuring stability, not only for Iraq, but for the entire region. We continue to be concerned about the human rights situation in Iraq. We call on all parties, including the MNF-I, to ensure that human rights are respected and international humanitarian law is applied, especially in regard to the use of force and the holding of detainees.”

“The adoption of legislation such as the Amnesty Law and the Justice and Accountability Law is welcome as a step towards reconciling the different parties. It is our hope that the Iraqi parties will continue to find ways to further reconcile. We note that the adoption of the Amnesty Law, for example, has led to the Sunni-Tawatuq block agreeing to return to the cabinet after a long boycott. We support the call by the Secretary-General in his report for influential public figures and parties to work towards political dialogue, compromise and "the recognition that Iraq's future depends on its leaders pursuing the Iraqi national interest rather than party, ethnic or sectarian interests" (S/2008/266, para. 65). The role of regional actors cannot be overemphasized.”

We note with concern that, despite improvements in the general security situation towards the end of 2007, there has been a recent deterioration and the overall political and security situation in Iraq remains fragile. “It urges the Palipehutu-FNL to the return immediately and without preconditions to the Joint Verification and Monitoring Mechanism and calls on both parties to resume their dialogue to overcome the obstacles that hinder the implementation of the Comprehensive Ceasefire Agreement and delay the conclusion of the peace process in Burundi. "The Security Council reiterates its support for the Regional Initiative, the South African Facilitation and other partners of Burundi, and encourages them to sustain their commitment to bring the parties to overcome the current crisis and implement the Programme of Action adopted in Cape Town on 22 and 23 February 2008. It supports a proactive role of the Political Directorate in that regard.”
