“The comprehensive peace process must be open to all stakeholders in Afghanistan who are prepared to reject violence, break all ties with international terrorism and respect the Constitution of the nation. An equally important component of political reform in Afghanistan will be the April 2014 presidential and legislative elections. The timely finalization of the electoral law, the resolution of problems related to voter registration and the establishment of safe conditions for the holding the elections are critical. Kyrgyzstan welcomes the resolve of the Afghan authorities to hold free, fair and transparent elections, in accordance with national legislation, which can serve as the basis for the continued stable development of Afghanistan.”

“Afghanistan's peaceful development will not be possible if the problem of opium production in the country is not eradicated. The spread of that deadly poison also affects the countries of Central Asia, which are on the transit route towards the north to countries of Europe and Asia. We believe that this calls for robust action in the fight against illicit trafficking in drugs in Afghanistan. Efforts to achieve national reconciliation are among the core conditions for ensuring lasting peace in Afghanistan. Kyrgyzstan welcomes the activities of the High Peace Council, chaired by Salahuddin Rabbani, and believes that the process of reconciliation must be implemented by Afghans themselves in the interests of all Afghans.”

“We are also witnessing the implementation of the reconciliation process and of international agreements on the economic development of Afghanistan. However, the situation in a number of provinces remains unstable. Clearly, NATO must, with the withdrawal of the military contingent, bring to a logical conclusion its mission to establish the conditions necessary for stability, development and security. The transfer of security responsibilities must be implemented gradually and systematically, while maintaining an atmosphere of calm and trust. The withdrawal ofthe ISAF force cannot be allowed to open the way to destructive forces or to enable extremist or terrorist groups to penetrate neighbouring countries; that is of particular concern to us.”

On 13 July 2012, the President of Kyrgyzstan signed legislation on principles and modalities for the participation of the Kyrgyz Republic in the activities of maintaining international peace and security. In October 2012, the Government of Kyrgyzstan approved regulations on procedures for training military officers to be deployed in United Nations peacekeeping missions. To implement the adopted legislation, Kyrgyzstan is currently considering deploying a military unit in United Nations peacekeeping missions. We greatly appreciate the readiness of DPKO to render assistance to Kyrgyzstan as we undertake those efforts.”

“We hope that the working meeting of the CSTO delegation and DPKO on the implementation of the memorandum, which will be held this week, will result in elaborating concrete measures for joint peacekeeping activities. Today, Kyrgyzstan is represented in peacekeeping missions in Liberia, South Sudan, Darfur and Haiti. In recent years, effective cooperation has been established with DPKO, which provides assistance to Kyrgyzstan in training, the expeditious processing of the documents of candidates for peacekeeping missions and expert assessments of the most pressing peacekeeping problems. “We believe that the modern peacekeeping tasks and resource deficits require enhancing cooperation with regional organizations in the framework of their mandates. In that regard, it is important that DPKO, along with its traditional partners, the African Union and the European Union, increase cooperation with other regional structures, in particular the Collective Security Treaty Organization (CSTO). Kyrgyzstan welcomes the signing of the memorandum of understanding between the Collective Security Treaty Organization and the Department of Peacekeeping Operations in September 2012. “It is still imperative to support the global partnership, including strengthening cooperation among the Security Council, the General Assembly, the countries sending peacekeepers and their host States. It is also extremely important that peacekeeping operations be continued with all possible preventive, diplomatic and other measures. We are living in a hightly interlinked world, where events in one region, or even at the local level, might have an influence on world processes. “Today, the women's peacekeeping network includes 20 local women's peace committees and serves as the link between local communities and the central Government. Kyrgyzstan believes that the key role in coordinating agreed measures on women's participation in conflict prevention and peacebuilding efforts should be played by the new entity UN-Women. Through close partnerships with UN-Women, UNICEF, the United Nations Development Programme and the Office of the United Nations High Commissioner for Refugees, in May the network of Kyrgyzstan women peacekeepers began to implement 11 projects aimed at fostering inter-ethnic harmony and ensuring peace in post-conflict areas of Kyrgyzstan.”

“They also hold the posts of President of the Supreme Court, Prosecutor General and President of the National Bank. Women also hold posts as ministers, governors and heads of various non-governmental organizations. Following the inter-ethnic conflict in southern Kyrgyzstan in 2010, special importance was given to supporting female initiatives in the area of conflict resolution, peacebuilding and post-conflict reconstruction. In that difficult time, women activists joined together to form women's peacekeeping networks in order to put an end to conflict and violence and to prevent a recurrence of the tragic events. My country notes the timely and swift reaction of the United Nations Peacebuilding Fund, which funded projects to promote national reconciliation and post- conflict reconstruction.”

“Kyrgyzstan intends to actively participate in the initiative and in the activities of the various contact groups on Afghanistan with respect to recovery and development. We believe that this situation can be fundamentally changed by implementing major economic projects in Afghanistan. One such strategic area is the implementation of the Central Asia South Asia Regional Electricity Market Project, or CASA- 1000, which provides for the transmission of electricity from Kyrgyzstan and Tajikistan to Afghanistan and Pakistan. On 19 and 20 September, Kyrgyzstan held a meeting of the Intergovernmental Board of CASA- 1000 at which a memo of mutual understanding on the electricity transmission project and on further development of the regional electricity market for Central and South Asia.”

“The significant growth in the role and scope of peacekeeping operations and their expanded functions require the enhanced effectiveness of regional and subregional organizations. Given the experience of last year's tragic events in Kyrgyzstan, we believe it is important that, along with traditional partners like the African Union and the European Union, the United Nations foster increased cooperation with other regional organizations. In particular, we refer to the Collective Security Treaty Organization in order to enhance the effectiveness of mediation and the peaceful settlement of possible disputes in the region. One of the important lessons which Kyrgyzstan has learned concerns the need to clarify the legal framework for international cooperation, including in the mandates of regional organizations and in non-standard situations.”

“Today, the potential of United Nations peacekeeping activity has significantly increased both quantitatively and qualitatively, and thus demands a comprehensive approach to peacebuilding and to strengthening the partnership between the Security Council, the General Assembly, the Secretariat, the countries that send peacekeepers, and host States. It is important that we have an organic system of military, diplomatic and other measures for resolving conflicts. And this will undoubtedly need additional measures in order to develop and implement better mechanisms for mobilizing the resources that peacekeeping operations require. Only then can we expect to see improved effectiveness in peacekeeping and peacebuilding activities.”

“Given that almost three-quarters of United Nations peacekeeping personnel and budget allotments are used in that region, Kyrgyzstan supports the proposal to strengthen the peacekeeping capacity of the African Union. In recent years, along with its experience participating in peacekeeping missions, Kyrgyzstan has gained invaluable experience in the fields of preventive diplomacy, peacebuilding and post-conflict reconstruction during its two people's revolutions, particularly in the fight against terrorism and in combating drug trafficking. As a country ever striving for greater democracy, we are therefore ready to expand our participation in peacekeeping activities in their current forms and within the broad mandate of contributing to the maintenance of peace and security.”

Kyrgyzstan strongly condemns the attacks there today. Let me thank you, Sir, for having organized this open debate on the topical subject of United Nations peacekeeping activities. Representatives of the Kyrgyz Republic began participating in United Nations peacekeeping missions in 1998 as military observers and civilian police. Every year since then, we have sent about 30 servicemen and officers from our law- enforcement organizations to peacekeeping missions, mainly in the States of the African continent.”

We also urge the parties to demonstrate their strong will and unwavering commitment to peace and to eliminate all obstacles impeding the resumption of direct talks. For us, it is quite obvious that the continuing construction of Israeli settlements in the West Bank and East Jerusalem, and those regular announcements of its expansion, will not contribute to an early solution of the problem. Quite the contrary - at least as we have seen from recent events - it leads to even greater disturbances, escalating violence and civilian deaths.”

“We consider it important that this process continue in order to find ways to achieve a long-term settlement of the situation and to reach a peace agreement providing for the coexistence of two States in peace and security, in accordance with 2 previously defined and accepted parameters. Kyrgyzstan hopes that the Quartet will play an active role in finding a solution acceptable to all parties concerned. Kyrgyzstan favours the settlement of the Israeli- Palestinian conflict through political diplomatic means on the basis of the relevant Security Council resolutions, the Arab Peace Initiative and the Road Map of the Middle East Quartet. I would like to note that the time to consider the accession of Palestine to membership in the United Nations is rapidly approaching, as we have discussed that issue at length both informally and formally.”

“We strongly condemn the use of force against peaceful demonstrations and urge all parties to show utmost restraint. Kyrgyzstan, which has gone through similar revolutionary changes recently, believes that the only way to address these problems is through dialogue and reforms. Kyrgyzstan strongly calls for the resumption of Israeli-Palestinian negotiations as soon as possible. In this regard, we support the statement of the Middle East Quartet of 20 May 2011 with an appeal to overcome the current obstacles and resume direct bilateral negotiations without delay. But we regret that the most recent meeting of the Quartet, held on 11 July in Washington, DC, ended without substantive agreement. It is essential that a new meeting be held as soon as possible to take active measures to promote the negotiation process.”

“Thank you, Sir, for convening this important debate at such a crucial time, when popular protests and major political changes are continuing in the Middle East. In addition, we do not see any tangible progress in the Israeli-Palestinian political process. The Middle East remains at the centre of the world's attention due to the recent well-known revolutionary upheavals. Despite some undeniable differences, these events have a great deal in common. The causes behind them are based on Governments' inability to adapt to new conditions of social development and to carry out effective reforms. The peoples and Governments of the region face not only tremendous social and political challenges, but also new opportunities and perspectives.”
