2. “Austria condemns all indiscriminate attacks on civilians and reiterates its deep concern about recent attacks on religious minorities, including Christian and Muslim places of worship. We urge the Iraqi Government to bring the perpetrators to justice and ensure that all Iraqis are adequately protected and able to practice their faith in peace and dignity. Austria is also concerned about the reported incidents of harassment and intimidation against internally displaced persons in Kirkuk, including threats of forced eviction. During our term on the Security Council, we have witnessed a marked decrease in the level of violence. We have also seen Iraqi security forces progressively assuming their responsibilities and the steady anchoring of democratic processes.”

3. “Such a Government will be vital to responding to the aspirations of all Iraqis - regardless of creed or ethnicity - and to respecting, protecting and promoting their human rights. 4. “We therefore encourage Iraq to reaffirm its commitment to resolution 833 (1993) with respect to its land and maritime boundaries. Efforts should also be reinforced to clarify the fate of missing persons, as well as to settle the issue of the restitution of Kuwait's national archives. Much has been said today on the fundamental changes we have witnessed in Iraq, a country whose pluralistic traditions and proud history as a cradle of civilizations we admire as much as we ardently support its secure and prosperous future. At the same time, pressing challenges remain, which require determined stewardship. As European Union Foreign Ministers underlined on 22 November, there is an urgent need for the formation of a stable and representative Government that is able to rededicate itself to the pursuit of national reconciliation.”

We also expect the destruction of chemical weapons to continue at a determined pace. As we approach the twentieth anniversary of the liberation of Kuwait, we look to Iraq for fresh resolve to forge a new partnership with Kuwait built on mutual trust. As border security is paramount to confidence between neighbours, any shadow of a doubt with regard to acceptance of the finality and inviolability of common borders should be avoided.”

6. “Austria supports this step in recognition of the progress achieved by Iraq and in support of reconstruction and economic development for the benefit of its people. Last but not least, we do so as strong encouragement to the incoming Government to fulfil outstanding Chapter VII obligations. In 1991, Austria supported resolutions 687 (1991) and 707 (1991) on the premise that actions requested from Iraq represented first steps towards the goal of establishing a zone free from weapons of mass destruction and missiles for their delivery in the Middle East. Today this goal remains as important as ever.”

9. “In order to ensure the continuous delivery of technical assistance, including advisory and analytical services, we fully subscribe to the need to strengthen the capacities of UNODC, as emphasized in the Presidential Statement. A recent UNODC report has underlined the importance of strengthening the rule of law as a most effective remedy for enhancing countries' immunity to organized crime. The Council should duly take this into account when devising sustainable strategies for conflict areas. Universal adherence to, and accurate implementation of, pertinent international legal instruments, such as the United Nations Convention against Transnational Organized Crime and the United Nations drug control Conventions, should be our common goal.”

10. “Austria pledged, inter alia, substantive contributions to the joint West African Coastal Initiative earmarked for Sierra Leone, and a UNODC project in Mali aimed at capacity-building among national authorities. Austria will continue to support the zonal offices of ECOWAS, which play an important role in monitoring member States' respect of the pertinent ECOWAS legal instruments against drug trafficking and organized crime. It is only by acting in concert that the international community will be able to prevail in the fight against drug trafficking. 11. “We therefore commend the growing efforts to respond jointly to those challenges in the framework of regional organizations such as the Economic Community of West African States (ECOWAS) and the African Union. West Africa faces particular challenges in the fight against drug trafficking. In recent years, the region has turned into an important hub for cocaine trafficking from South America to Europe, and has also become a centre for the production of narcotic drugs. More investment needs to be made in developing regional and domestic capacities to tackle these problems effectively. To this end, UNODC, ECOWAS and the Government of Austria co-hosted a donor round table in Vienna last week, with a view to increasing support for the ECOWAS Regional Action Plan on illicit drug trafficking and organized crime.”

12. “Likewise, organized crime - and the 09-63811 revenues derived from illicit activities - fuel and prolong conflicts, and may contribute to the financing of terrorism. Globalized criminal networks engaged in illicit activities pose threats to internal and external security alike. Drug trafficking from origin to destination affects many countries in transit, often across several continents. No single nation can effectively tackle these challenges on its own. The presidential statement (S/PRST/2009/32) before us, therefore, rightly underlines the need to strengthen transregional and international cooperation on the basis of a common and shared responsibility. A number of States confronted with difficult security challenges, especially in Africa, lack the capacity to respond quickly and effectively to them.”

13. “I would also like to thank Under-Secretary- General Costa for his valuable input and committed leadership of the United Nations Office for Drugs and Crime (UNODC) in Vienna, which plays a central role in combating illicit drug trafficking around the world. Many States and their populations are increasingly ravaged by organized crime, in particular trafficking in drugs, human beings and arms, and related illicit activities such as money-laundering. These scourges destabilize governments, endanger democracy and respect for human rights, and hamper the economic and social development of entire regions in Africa and beyond. Organized crime is prevalent first and foremost in regions where Government structures are weak or even lacking, often owing to armed conflict.”

19. “We do note, however, that despite relative stability in recent months, ethnic tensions and incidents of violence, especially in the North, continue to have destabilizing potential. We are encouraged to learn that at this stage, 23 Kosovo Serb political entities have already applied for participation in the 15 November elections. However, we are concerned about the continued existence of parallel structures in the three Kosovo Serb-majority municipalities in the North of Kosovo and their refusal to recognize the upcoming municipal elections, as well as about the holding of separate municipal by-elections in two Kosovo Serb-majority areas by Belgrade authorities. Progress in the ongoing decentralization process will benefit the minority populations, above all the Kosovo Serb community.”

20. “Austria fully supports the work of EULEX and welcomes the plans to strengthen the EU presence in the North of Kosovo through the establishment of an EU house by the end of the year. Austria is currently providing EULEX with 23 experts in the police and judiciary fields. Furthermore, we will also continue to contribute to the Kosovo Force by providing more than 600 soldiers. We commend the progress achieved by Kosovo in recent months. To date, 62 States have recognized Kosovo. The country's accession to membership of the World Bank and the International Monetary Fund will be essential to its economic development and will thus contribute to overall stability in the Western Balkans.”

21. “We are encouraged by the achievements of EULEX throughout the entire country, including the successful reintegration of Kosovo Serb police officers, police operations and trials under the executive mandate of EULEX, as well as the enhanced presence in the North in the absence of full customs controls. A lot remains to be done. We will need increased efforts by all sides to combat organized crime as a matter of priority. Close cooperation with EULEX by both Serbia and Kosovo will be crucial in order for the Mission's efforts to bear fruit. We are particularly concerned about the recent attacks on EULEX staff and property and call on everyone to refrain from such irresponsible actions.”
