“We urge the international community to strengthen economic sanctions against Russia in order to stop its military aggression against Ukraine to avert a humanitarian disaster and the world’s food security crisis. Today the State of Israel is celebrating the seventy-fourth anniversary of its independence. On 29 November 1947, Ukraine, as a Member of the United Nations, voted in favour of General Assembly resolution 181 (II). The following year, in May, Israel declared its independence. Taking this opportunity, I wish peace and prosperity to Israel and all Jews around the world. As we approach 9 May, the threat of new provocations and a raising of the stakes by Russia is increasing. In that regard, I would like to condemn the anti-Semitic attacks by Russian Foreign Minister Sergey Lavrov on the President of Ukraine and all Jews.”

“In addition to stealing grain, Russia attacks grain silos, farming infrastructure and fertilizer stores and continues to steal farm vehicles. The looting of grain from the occupied part of Ukraine, the blockade of shipments from Ukrainian ports and the mining of shipping routes endanger global food security. Russia is in fact harming not only Ukraine, but also the world population through its illegal actions. According to the United Nations, more than 1.7 billion people may risk poverty and famine as a result of disruptions in the food production system caused by Russia’s full-scale war against Ukraine. Furthermore, Russia continues to intentionally block sowing in Ukraine. We demand that Russia stop illicit grain theft, unblock Ukrainian ports, restore freedom of navigation and allow trade ships to pass.”

“There are numerous cases of the mistreatment of forcefully displaced Ukrainian citizens in the Russian Federation, including depriving them of their Ukrainian passports and preventing them from leaving Russian territory. We reiterate that all Ukrainian citizens forcefully transferred by Russia must be granted safe return to the territory of Ukraine. Food security in Ukraine and worldwide appears to be another deliberate target of Russia. As of now, Russia has stolen about 400,000 tons of grain from the temporarily occupied parts of the Zaporizhzhya, Kherson, Donetsk and Luhansk regions — a third of all reserves in the regions. Given that the stolen grain was to be used before the next harvest, it has already increased the threat of famine.”

“Russia’s missile terrorism must be punished and responded to with stronger sanctions and increased military assistance for Ukraine. On 1 May, the Russian Ministry of War declared that more than 1 million people had been transferred to Russia, including 193,000 children. Most of them, in particular those transferred from Mariupol, undergo “filtration” camps with mandatory procedures that constitute violations of their human rights— being stripped naked, fingerprinting and interrogation. Eyewitnesses testify that Russian soldiers kill those whom they consider suspicious. There have been multiple reported cases of the kidnapping or hostage-taking of Ukrainian civilians by Russian troops.”

“I would like to recall one of my compatriots, Oleksandr Makhov, a well-known journalist in Ukraine, born in the Luhansk region. In 2017, he was the first Ukrainian journalist to visit our station in Antarctica. When the coronavirus disease came, he was not afraid. For two weeks he lived in Sanzhary, where Ukrainians were brought to from China. From the first day of the full-scale war, he was on the front line as a volunteer, an anti-terrorist operation veteran and a warrior of the 95th assault brigade. He was killed in the Kharkiv region in the battles near Izyum. He was 36 years old. My sincere condolences go to his family and friends. Russia will bear responsibility for that death, as well as for that of every hero who gave their life for Ukraine. Ukraine is not afraid, and the world should not be afraid either.”

“The second stage of the evacuation operation from Mariupol was completed, with 344 people rescued from the city and its suburbs, in addition to more than 150 people taken out of the Azovstal steel plant. However, there are still civilians there — women, children. Therefore, the evacuation operation must continue. Russia has shelled Ukrainian cities with almost 2,000 missiles. Most of them hit civilians, not military infrastructure. Russia struggles to advance and suffers terrible losses. That is the reason that they resort to this desperate missile terror across Ukraine. They want to break us down, but the only thing that will break down in the end is Russia and its capacity to invade, bomb, murder, loot and rape.”

I appreciate the efforts to use the good offices mechanisms for de-escalation. Every opportunity must be used to achieve peace. On behalf of the President of Ukraine, I would like to thank the Secretary-General, the United Nations team and the International Committee of the Red Cross (ICRC), which demonstrated the possibility of making progress and saving civilians from Mariupol, which is blocked by the Russian army. “I strongly urge the Security Council to seriously address the issue of how to solve the problem of Russian’s dubious presence in this Chamber, as it impedes the Council’s effectiveness in exercising its primary responsibility — to maintain international peace and security. Why does this organ have no influence on Russia’s war against Ukraine? The answer is obvious — because the Security Council continues to pretend that Russia is a full and legitimate permanent member. I see no meaningful change in the role of the Security Council if an answer is not found soon. Russia must be stopped for the sake of peace, for the sake of Ukrainians and for the sake of people throughout the world.”

“How many meetings of the Security Council will be held with the same result and without changing Russia’s role in the Council? It appears that these meetings do not affect much —not the security situation on the front line or the humanitarian situation in Ukraine. I do not underestimate the commitment of our partners to help Ukraine at the bilateral level. However, what is the role of the Security Council — the organ that failed to prevent the war and continues to fail to stop it now due to Russian actions. Unfortunately, in this Chamber, we continue to listen to the subjects of a future war trial and make statements before them. For what reason? Is the international community ready to relegate the role of the Security Council in addressing the worst security crisis in the European continent since the Second World War to discussions only?”

“Since 5 March, the Government of Ukraine, through the mediation of the International Committee of the Red Cross, offered 348 humanitarian routes, 303 of which have been agreed upon. Nevertheless, only 176 took place. As of 18 April, more than 290,000 people have been evacuated. None of the 38 attempts of the Ukrainian authorities to arrange humanitarian corridors for civilians from Mariupol and Volnovakha were successful, due to Russia’s unwillingness. Since January, we have held more than a dozen meetings on the Russian aggression against Ukraine. We all value our time, so let me ask the Council — how do our meetings influence those that occupy a seat that the Charter of the United Nations still allocates to another already defunct entity?”

“Almost 5 million Ukrainians — including 2 million children — have left Ukraine, while 7 million are internally displaced, including 2.5 million children. We call on the United Nations to provide its assistance to monitor the situation and ensure the safe return of the Ukrainian displaced persons, particularly children, to secure places in Ukraine or in other countries. The rights of displaced Ukrainian children must be protected. We also expect more active involvement in establishing humanitarian corridors, which are currently being blocked by the Russian troops, ensuring the safe evacuation of civilians and delivering humanitarian aid to those who remain in the area of conflict.”

“According to available information, citizens of Ukraine are sent to the economically depressed regions of the Russian Federation, in particular the northern regions and the island of Sakhalin. Ukrainians receive documents banning them from leaving Russian regions for two years. To date, more than 500,000 Ukrainians, including 121,000 children, have been forcibly transferred to Russia’s territory. Such actions of the Russian invaders can be qualified as kidnapping and require a resolute response by the international community, primarily from the relevant United Nations agencies. As of today, more than 12 million persons have left their homes due to the armed aggression of the Russian Federation, and many of them have no place to come back to.”

“We all remember the assurances of Putin’s representative in this Chamber that Russia did not intend to occupy Ukrainian lands — another lie, like everything that comes out of his mouth. Now Russians are trying to tear off the Kherson and Zaporizhzhya regions, following the model of the so- called Donetsk People’s Republic and Luhansk People’s Republic. The Russian occupiers continue to forcibly transfer Ukrainians from the occupied territories of Donbas to Russia, as Nazi Germany once did. Filtration camps are an integral element of their transfer. At least 20,000 Ukrainians are being kept in filtration camps on the Mangush-Nikolske-Yalta line — about 5,000 to 7,000 people in the filtration camp in the village of Bezimenne, Donetsk region.”

“We believe that Ukraine is a good place for the active implementation of the humanitarian development nexus. Let me once again express our special gratitude to all States that have accepted Ukrainian refugees, primarily women and children, as well as those that have provided children education, health protection and psychological and social support. However, given the enormous magnitude of the crisis, we ask that the humanitarian response in and around Ukraine be scaled up and that the volume of humanitarian aid be increased and promptly delivered to those in need. “In that regard, we welcome the return to Kyiv by the United Nations mission. It will ensure better interaction with the Government. We welcome the joint actions of the World Food Programme and the Office of the United Nations High Commissioner for Refugees to provide special cash assistance to low-income IDPs and retirees. We believe that such an approach will contribute to more targeted, balanced humanitarian aid to those in need. We also encourage United Nations agencies to assist in the implementation of the Government programmes to relocate Ukrainian production facilities and support the employment of IDPs. “I call on the Security Council to urgently exercise its authority, in accordance with the Charter of the United Nations, to save the innocent civilians of Mariupol and other eastern cities and towns that remain hostages of the bloody war fantasies of Putin. I would also like to acknowledge the importance of today’s call by the Secretary-General for a humanitarian pause to allow for the opening of a series of humanitarian corridors. We demand that Russia heed that call. However, what we just heard from a Putinite instead was that “calls for a ceasefire sound false and insincere”, followed by a torrent of tommyrot and drivel from the comrade in the Soviet seat. We commend the continuous efforts of the United Nations humanitarian teams to support Ukrainian citizens on the ground.”

“Instead, the Russians are denying all requests from the Ukrainian side, world leaders and United Nations senior officials for evacuation corridors for civilians. The Russians continue to shell Azovstal and the entire city with aerial bombs, rockets and heavy artillery. The Russians have also blocked humanitarian convoys with food and medicine from Ukraine and international organizations to the city. Every time it seems that we have already become accustomed to the ignoble methods of Russian warfare, every new piece of news from Mariupol and dozens of other hotspots proves that Russians are still able to hit new lows.”

“In rural Russia, the record of sanitation facilities is even worse and extends to almost two thirds of households. As we meet now, the battle for the Ukrainian Donbas is unfolding. Russian forces are attacking Ukrainian cities and villages in the east of the country, trying to raze them to the ground and making no differentiation between the military and civilians. It means that, while the Ukrainian forces courageously protect every parcel of Ukrainian soil, civilians in the conflict area remain under deadly threat from Russian forces. The situation in Mariupol remains the most critical. Thousands of civilians are still in the city. Hundreds of them, including children, have taken shelter in the Azovstal plant. They need immediate safe evacuation, and the Russian forces are well aware of that.”

“That is the Russian interpretation of heroism and courage — to kill hundreds of unarmed civilians, to rape dozens of women and girls and, finally, to flee from the advancing Ukrainian forces. One could only agree that the Russian soldiers demonstrated tenacity. Retreating under the fire of the Ukrainian forces, they tenaciously kept all that they had looted from the private houses and apartments of the residents of Bucha. Russians left behind their munitions in order to pack their vehicles with stolen computers, television sets, mobile phones, clothes, carpets, washing machines and even toilets. One may find such an inclination for stealing toilets too much even for Russians. However, it should be remembered that about a quarter of Russian households still do not have access to indoor plumbing.”

“Let their deeds speak for themselves, and they are sinister. It was also yesterday that Putin granted the 64th motorized infantry brigade of the Russian army the honorary title of Guards Brigade. As an argument, Putin referred to the so-called “mass heroism and valour, tenacity and courage” of the soldiers of the aforementioned brigade. Let it be remembered that the 64th brigade was supposed to seize Kyiv, according to the initial Russian plans. It failed and was deployed to the town of Bucha for almost the whole of March — a month that was turned into a period of terror against the civilian population of the occupied town. The soldiers of that brigade, many of whom have already been identified, are responsible for the mass atrocities in Bucha.”

“Unfortunately, Russian rocket attacks against Ukrainians know no bounds, and Myron’s family came under attack from a Russian air strike on the other side of Ukraine while in the vicinity of a car service centre hit by a Russian cruise missile. Fortunately, Myron survived, unlike seven other people killed by the air strike on Lviv, unlike three people killed by Russian shells in his native town of Kharkiv just today and unlike many other Ukrainians whom Russia is killing right now. One may like to ask Putin’s representative how the attempted murder of a three-year-old boy near a car service centre in Lviv could protect Donbas from neo- Nazis. But I will not do that, as it would simply be a waste of time to listen to another lie that the Russian representative feeds to us to justify what cannot be justified.”

Yesterday morning, surgeons in Lviv carried out an operation on a three-year-old boy by the name of Myron, an internally displaced person (IDP) from Kharkiv. His family left eastern Ukraine in an attempt to save their child from Russian shelling.”

It means that its mechanisms for maintaining international peace and security are not working properly and should be fixed. But can they be fixed while Russia is allowed to use the rights of a permanent member? If we are not able to stop the Kremlin, more and more children will become orphans, and more and more mothers will lose their children. Today it is Ukraine; tomorrow it will be somewhere else. “Let me conclude with another letter that was made public in Ukraine several days ago. A nine-year-old boy wrote to his mother on the occasion of International Women’s Day: “Mama, this letter is my gift to you on [International] Women’s Day, of 8 March … Thank you for the best nine years of my life. Many thanks for my childhood. You are the best mama in the world. I will never forget you. I wish you good luck in heaven. I wish that you get to paradise. I will try to behave well to get to paradise, too. Kiss you, your Tolya”. That was by a nine-year-old boy from the town of Hostomel, Kyiv region. His mother was killed by Russian soldiers when they tried to escape from the occupied town by car. The boy stayed in the vehicle until local residents were able to rescue him and take him to a shelter. Such letters should not have to be written.”

“The Ministry of Social Policy and the Government Commissioner for Gender Equality Policy established a network of advisers in all Ukrainian regions to ensure a gender-sensitive response to all situations, including such emergencies. Ukraine’s women are proactive at all levels of community action, community local governance and local humanitarian responses. Many senior Government positions are held by women, and they are promoting full accountability for the war crimes now being committed. Ukraine’s women have been actively contributing to Ukraine’s security as members of the army and law enforcement, peacebuilders and human rights and women’s rights defenders. They seek meaningful inclusion in all processes to restore Ukraine’s sovereignty and territorial integrity and to bring peace back to Ukrainian soil.”

“Since 2014, Ukraine’s women have been increasingly engaged in the women and peace and security agenda, guided by resolution 1325 (2000) and Ukraine’s commitment to a gender equality policy. Ukraine was the first of the world’s countries to adopt a national action plan for the implementation of resolution 1325 (2000), on women and peace and security, under wartime conditions. Ukraine has now adopted its second national action plan up until 2025. Ukraine’s female activists have been active in promoting initiatives aimed at supporting the Ukrainian army, strengthening public awareness and preparedness regarding war-related emergencies. The Ukrainian Government and local communities have been working together.”

“Moreover, Russia is reported to have drafted a bill to simplify and accelerate the procedure for the adoption of abducted Ukrainian children, both orphans and those who have parents and other relatives. Most of those children were abducted from Mariupol to Donetsk and the Russian city of Taganrog. Such actions flagrantly violate article 7 of the Convention on the Rights of the Child and article 49 of the Geneva Convention relative to the Protection of Civilian Persons in Time of War. Ukrainian women have always been an indispensable part of the solution of crises and conflicts. The unprovoked and unjustified war waged by Russia has highlighted that role in Government, business and civil society.”

“At the same time, the existing data already serve as a reminder of the extreme vulnerability of women and children in a situation of war. The withdrawal of Russian troops has revealed evidence of unimaginable suffering, with killings, unspeakable torture and sexual violence, including rape and mutilation. For instance, the Prosecutor’s Office is now investigating a case that happened in Brovary district, Kyiv region, when a Russian soldier killed a local resident and then repeatedly raped his wife in their private house. The suspect’s identity has been established. The Prosecutor General’s Office of Ukraine, in cooperation with pre-trial investigation agencies and health-care facilities, is now launching a special mechanism of documentation of cases of sexual violence by Russian soldiers against Ukrainian women.”

“We should focus on how to protect them from sexual violence and trafficking in either labour or sex exploitation schemes, as well as on how to ensure the physical and psychological recovery of victims. In that regard, I would like to report that a dedicated web page, safewomen.com.ua, with information on how to protect Ukrainian women and children from human trafficking was recently launched in Ukraine. The briefer from Ukraine provided examples of appalling cases of the targeted repression of female officials and female activists in the occupied territories. The execution of Ms. Olha Sukhenko, the head of the village of Motyzhyn, Kyiv region, along with her husband and son, is just one such example. The entire scope of the humanitarian consequences of the occupation of the Kyiv, Chernihiv and Sumy regions has yet to be established.”

“In an attempt to cover up the killings of thousands of civilians in that besieged Ukrainian city and to prevent Bucha-like publicity, Russian troops are reported to be deploying mobile crematoriums to burn the dead bodies of civilians. Again, the historical associations are easily traceable. The inhuman cruelty of the Russian invaders has turned the lives of millions of Ukrainian women and children into a horrific nightmare. Fleeing from “Russian liberators”, more than 4.3 million refugees have left Ukraine. A total of 6.5 million people have become internally displaced persons, the overwhelming majority of whom are women and children. That is the largest displacement in Europe since the twentieth century’s 1940s. The safety of women refugees remains a matter of concern.”

“Russian soldiers have been allowed by their superiors to kill everyone who identifies themself as Ukrainian, regardless of who they are. The very modest, preliminary and incomplete figures recorded by the Office of the United Nations High Commissioner for Human Rights include 245 women killed, as of 7 April. The sex of 831 adults killed is as yet unknown. According to our Government sources, at least 183 children were killed and 342 wounded. That toll of casualties, outrageous in itself, does not include the victims in Mariupol. It is impossible so far to establish how many women and children were killed or injured there.”

“Initial triumphant Russian propaganda reports — this time about hitting a concentration of Ukrainian troops in the Kramatorsk railway station — were deleted immediately after information on the real outcomes of the strike appeared. Instead, the regular fake narrative of Ukrainians killing one another was again activated. It will neither persuade others nor help Russia to escape responsibility. The world’s trust in Russia and its diplomats is as dead as a doornail. The investigation will establish all who are responsible, and they will be brought to justice. “On 8 April, Russian missiles hit the Kramatorsk railway station, where almost 4,000 civilians, mostly elderly persons, women and children, were waiting for evacuation trains from the war zone. More than 50 people, including five children, were killed. More than 100 were wounded, many of them severely. I will not develop Russia’s false theory that Russia does not possess Tochka-U missiles, including because Russia has deployed many Tochka-U’s in the territory of Belarus. It speaks volumes that Russian attempts to conceal the traces following the strike were similar to those that Russia resorted to after shooting down Malaysia Airlines Flight MH-17 in 2014.”

“Just last week, in the presence of the President of Ukraine, the Security Council addressed the massacre committed by Russian troops in the city of Bucha and other towns and villages in the Kyiv region during the period of occupation in March (ibid.). Over the past week, a number of foreign officials, United Nations representatives and foreign journalists have visited the crime scenes. Shock and outrage were the main responses of those who saw those killed and tortured, who listened to those raped and robbed. The investigation has just started, but the futility of Russia’s shameless attempt to deny responsibility is clear to everyone. Unfortunately, Russia persists in adding newer and newer items to the list of its war crimes and crimes against humanity in Ukraine.”

Russia voted against that resolution, thereby openly showing that it considers civilians, including women and children, to be possible targets. Since the beginning of its invasion, that Russian approach has proved to be true almost on a daily basis.”

“Along with the letter dated 28 February 2014 from the Permanent Representative of Ukraine to the United Nations addressed to the President of the Security Council (S/2014/136) concerning the threats to the territorial integrity of Ukraine due to Russia’s attempted annexation of Ukraine, the new agenda item will serve as a framework for the Security Council’s actions in response to the Russian aggression against Ukraine. We may defeat Russia militarily in Ukraine sooner than we may de-occupy Crimea. That is why I hope — and I am sure — that the Russian proposal to remove the letter of 2014, which is basically about Crimea, will not be supported by the necessary number of Security Council members.”

“It is neither “on Ukraine”, as purposefully manipulated by the Russian diplomat, nor any other linguistic fantasy of the Russian Mission. In fact, it is not the first time that the Russian Mission has hoped to take advantage of the fact that the majority of delegations do not speak Russian. That was the case in the most recent meeting of the Security Council on Ukraine (see S/PV.9011), when Ambassador Nebenzia tried, and failed, to quote an interview conducted in Russian. The language used for the title is exceptional for conflict-specific issues, which mostly refer to situations in specific countries or questions concerning them. It is an acknowledgement of the fact that the peace and security of Ukraine have been violated from abroad and that the Security Council will remain seized of the matter until they are restored.”

“George Orwell believed that totalitarianism and the corruption of language were closely connected. Now I have to put my earphones on to listen carefully to the Russian interpretation of the next couple of sentences. It is an important development that the Security Council is now addressing the issue of the Russian war against Ukraine under a new agenda item, entitled “Maintenance of peace and security of Ukraine”. I would like to thank those Security Council members that supported its introduction. I find the interpretation that I have heard quite satisfactory. What I find not satisfactory at all is how the Russian diplomat, in his statement on the adoption of the agenda item, used the Russian language to impose a different concept of reality. The agenda item, as adopted, reads as follows: “Maintenance of peace and security of Ukraine”.”

I believe that confession will impact the United Nations assessment of what is going on at the centre of Europe. Once again, I remind Putin’s diplomats that Ribbentrop denied any knowledge of concentration camps or racial extermination policies, yet he was found guilty of war crimes at the Nuremberg trials. “At the same time, we are unable to proceed to details in the presence of the representative of Russia, as food security — or, rather, food insecurity — remains one of the main elements of Russia’s military planning and its actions on the ground. The Russian occupants act under the motto “the worse it is, the better”. And it is highly likely that, as soon as Moscow receives the report of the Russian Ambassador, the list of Russian targets will be amended with new items.
