For that reason, as current Chair of the Arab Summit and a member of the Arab tripartite group in New York, two days ago Algeria signed a joint declaration on behalf of the Group of Arab States and many other countries, reiterating our firm support for the Court and international law as the cornerstone of the international system. We have also expressed our commitment to multilateral cooperation. In that regard, we reject the punitive measures adopted by the occupying Power against the Palestinian people and their leadership in the wake of the request by the General Assembly for an advisory opinion from the International Court of Justice.   4. The goal of all that is to change its demographic composition and its Arab, Muslim and Christian identity, which would undermine efforts geared towards a resumption of negotiations. Algeria continues to firmly support the aspirations of the State of Palestine for full membership at the United Nations. We also supported General Assembly resolution 77/247, which requests an advisory opinion of the International Court of Justice on the legal consequences of the persistent violations of the right of the Palestinian people to self-determination.

  5. Algeria firmly condemns those criminal acts, which constitute a grave violation of international resolutions and show contempt for the feelings of Muslims and Christians throughout the world. His Excellency the President of the Republic of Algeria, Mr. Abdelmadjid Tebboune, in a letter addressed to the Secretary-General on the acts of aggression against the Al-Aqsa Mosque, called on the international community and the Security Council to assume their responsibilities and end those ongoing criminal practices and ensure protection for the fraternal Palestinian people and their holy sites, particularly in the occupied city of Jerusalem. The city of Jerusalem is subject to daily violations and practices by the occupying Power, which are met with ongoing, horrible silence on the part of the international community.

We wish you every success in your noble tasks, particularly considering the heightened regional and international escalated circumstances that continue to become increasingly complicated. The situation in the Middle East, specifically in occupied Palestine, is dangerous and has bad consequences for peace and security in the region. That is a result of the provocative measures been taken by the occupying Power, among them the incursion into the Al-Aqsa Mosque, which is added to a series of systematic violations perpetrated daily by the occupation against the defenceless Palestinian people and its holy sites.

In conclusion, notwithstanding all the challenges facing the continent, Africa is capable of building and developing its capabilities, thanks to its human and natural resources and the close international cooperation with the United Nations. In the field of economic development, Algeria, as a founding member of New Partnership for Africa’s Development, has spared no effort to ensure a forward- looking vision for the continent by promoting structural projects that will benefit the States of the continent, particularly in the energy sector and the trans-Sahara highway project. We also work on strengthening fibre optic cable networks across the Sahara to develop the regional digital economy. Algeria has accomplished its part of stretching fibre optic cables along 2,548 kilometres.

  9. His Excellency President Tebboune has taken charge of this noble mission to coordinate African Union efforts for preventing and fighting terrorism. At the extraordinary African Union Summit held in Malabo in May, President Tebboune presented to his African counterparts a report, which was adopted, in which he stressed the urgent need to shift, in the context of cooperation with the United Nations, to a new model of peace operations in line with the requirements of combating terrorism in Africa. Algeria also hosts important African institutions on tackling terrorism and organized crime, such as the African Center for Studies and Research on Terrorism, the African Union Mechanism for Police Cooperation and the Integration Unit for the Sahel States.

  10. Algeria is convinced of the importance of supporting programmes for capacity-building that lead to achieving economic development on the African continent. My country has not hesitated to establish a multidimensional, future-minded vision in line with its geographic surroundings, based on structural projects and programmes for sharing expertise and best practices in various fields with sisterly AU States. Fourthly, taking into account the security challenges that threaten the African continent, it is extremely important to strengthen cooperation between the Security Council and the Peace and Security Council of the AU, in particular through common understanding and favourable solutions to those challenges. AU subregional organizations should also be part of the efforts towards preventing and settling conflicts. Fifthly, there should be various cooperation programmes in place to support capacity-building for AU States. Such programmes should be continuously reviewed to address the evolving nature of threats. However, to achieve the desired goals, the needs and priorities of each State should be respected, including respecting national sovereignty and ensuring non-interference in States’ internal affairs.

Secondly, in order to ensure that objective, there is a need to adopt an ambitious road map that is effectively implemented and depends on projects and programmes specially oriented to achieve the mutual goals of the United Nations 2030 Agenda and the AU 2063 Agenda. That will be achieved only by utilizing various resources that ensure sustained security and development. Thirdly, a genuine implementation on the ground of the objectives of the United Nations/AU Joint Framework for Enhanced Partnership in Peace and Security is one of the best means to strengthen the role of the United Nations in supporting the capabilities of AU States. However, more than ever, the increasing challenges require that additional concerted efforts be made and sufficient support be provided in capacity-building in order to address the root causes of multifaceted and multidimensional conflicts, which call for a comprehensive approach underpinned by sustainable development. In that context, capacity- building support for AU States in addressing the root causes of conflict is an urgent priority, including by promoting economic structures and good governance and with the participation of all stakeholders, in particular civil society, women and young people.

Based on the achievements of the Programme and our awareness of the magnitude of the increasing challenges facing the African continent, as well as the need for complementarity and coordination, the efforts made were crowned by the adoption, in 2017, of the Joint United Nations-African Union Framework for an Enhanced Partnership in Peace and Security, based on an integrated and strategic approach. The disputes and conflicts, in addition to the multidimensional threats facing our continent, require collective international efforts along with capacity-building as a strategic priority and a necessary and pivotal tool to address such vast and complex challenges in order to build just and comprehensive peace in Africa. The 2005 World Summit was a milestone in cooperation between the United Nations and the AU in many areas, particularly through the establishment of an institutional framework aimed primarily at supporting and building the capacities of States members of the African Union. It led to the signing, in 2006, of the Ten-Year Capacity-Building Programme for the African Union with the United Nations, which also includes African subregional organizations and regional economic communities.

  19. The efforts of President Tebboune succeeded in uniting the Palestinians at a historic meeting held in the capital, Algiers, following years of inaction. That meeting was held on the occasion of the sixtieth anniversary of Algeria’s glorious independence. Algeria will always uphold its principles and values in defence of Palestinian question and the right of the Palestinian people to self-determination, in line with resolutions of international legitimacy and the Arab Peace Initiative, which is one of the internationally recognized terms of reference. That is the only way to achieve a just and comprehensive solution to the Palestinian question. Those who allow time to impose the status quo in Palestine and wait for it to turn what is unnatural into something natural are holding on to a fleeting hope.

Abdelmadjid Tebboune, that the international community, especially the Security Council, must shoulder its responsibility to put an end to the violations and aggression against the brotherly Palestinian people and provide the necessary international protection for them and for the holy sites in occupied Jerusalem. We believe that a peaceful political solution is the only way to resolve the Palestinian question. Algeria has worked to unite Palestinians by hosting a national Palestinian dialogue that promotes internal unity and the acceptance of all resolutions of international legitimacy in order to ensure that the brotherly Palestinians are ready to engage peacefully as one in any future negotiations.   21. Jerusalem, the flower of cities, is continuously subject to Judaization in an escalating and repeated manner. There are daily incursions into the Al-Aqsa Mosque. Settlements are being expanded inside Arab communities, and the residents of Jerusalem are forcibly displaced, detained and killed, while Arab institutions are closed and destroyed. The occupation therefore persists, with its settlement policies and systematic actions to impose the status quo, including by changing the historical and legal nature of Al-Aqsa Mosque and attempts to Judaize religious sites in Jerusalem, in a manner that runs counter to the provisions of international law. Such flagrant practices, which expose the region to risks that threaten peace and security, represent a blatant violation of human rights and fundamental freedoms, including the freedom of worship, which are granted by all laws and faiths. We reject the silence about what is happening in Jerusalem, the first of the two Qiblahs and the third of the Two Holy Mosques, which contravenes all standards, whether Palestinian, Arab, Islamic or humanitarian.

Mr. Larbaoui (Algeria) (spoke in Arabic): At the outset, I would like to express my sincere appreciation to the friendly delegation of Brazil for its capable presidency of the Security Council this month and for convening this open debate on the situation in the Middle East, including the Palestinian question. Unfortunately, despite these repeated meetings and their unchanging outcomes, they are never equal to the suffering and sacrifice of the brotherly Palestinian people. For years the Council has adopted a conflict- management approach, which has led to the temporary containment of a violent conflict instead of looking for the necessary solutions that would put an end to the occupation and empower the Palestinian people to enjoy their legitimate right to establish an independent State with East Jerusalem as its capital.

In conclusion, my delegation stresses the importance of strategic communications for peacekeeping operations’ effective interaction with local communities, parties to conflicts, regional and international stakeholders and their various partners on the ground. Priority should be given to adopting strategic communications that give specific support to implementing peacekeeping operations’ mandates and that enhance the use of tools, including social media, to ensure that the right information is delivered at the right time. Sixth, it is important to use training to build and support peacekeepers’ capacities in order to enhance communication and mutual understanding with major stakeholders, control lines of communication and use modern equipment and communications technologies, important tools that enable peacekeepers to better understand their operating environment. Seventh, we should strengthen and enhance strategic communications in the framework of partnerships between the United Nations and regional and subregional organizations. Strategic communications plans should also be developed by all units and missions to ensure that work on the ground is carried out effectively and the desired goals are achieved expeditiously.

It is therefore extremely important to use strategic communications to correct any misinformation about the work of peacekeeping missions and clarify any ambiguity regarding their work on the ground in order to avoid misunderstandings and misconceptions. Fifth, strategic communications should facilitate the work of peacekeeping missions by contributing to the fulfilment of their mandates according to their established time frames and objectives. Efforts should focus on facilitating political tracks and solutions agreed to among the stakeholders concerned, increasing those operations’ effectiveness and credibility and the people’s trust in the value they bring.

Third, and in parallel with this, we need to enhance mutual trust and coordination between peacekeeping operations and host Governments, which should facilitate missions’ efforts, especially in their interactions with the local communities and the various essential stakeholders, and enable them to do their work effectively, particularly where gathering information on human rights issues and violations that should not be ignored is concerned. Fourth, misleading and disinformation campaigns against peacekeeping operations have negative consequences not only for efforts to make progress on political and security tracks but for the protection of peacekeepers themselves.

Second, it is important to ensure that strategic communications constitute an essential platform that allows for the expression of the demands, aspirations and expectations of civilians, as well as responses to their aspirations through a comprehensive, inclusive and direct approach, keeping peacekeeping operations aware of the reality on the ground, gathering their initial information from direct sources and permitting them a realistic and comprehensive understanding of the situation so that they can carry out their tasks effectively.   29. First, strategic communications continue to be a pivotal tool and an integral part of special political missions as well as peacekeeping operations. If we are to guarantee their effectiveness and credibility, we must uphold certain criteria, particularly inclusivity, effectiveness and transparency.   31. Peacekeeping operations in various areas of tension and conflict are an essential part of the responsibility of the United Nations for maintaining international peace and security. The growing and escalating conflicts and disputes we are seeing demand that we protect civilians, especially vulnerable people such as women, children and the elderly. Although the mandates of peacekeeping operations differ depending on the nature of each crisis, there are essential common factors that should be established in order to ensure that all missions can fulfil their mandates, and one of the most important is strategic communications, the subject of our discussion today.

We greatly appreciate today’s open debate, considering the importance of its topic and the pivotal role of strategic communications in enabling United Nations peacekeeping missions to carry out their duties in full. Since this meeting is dedicated to peacekeeping operations, I would like to mention that my country, Algeria, has changed its position regarding its contribution to achieving peace and stability worldwide, based on amendments made to our Constitution in November 2020, whereby we decided that our contribution would be directed under the auspices of the United Nations and in line with the purposes and principles of the Organization.

That can be achieved only by addressing the internal and external factors that cause political crises and by intensifying efforts to ensure that no one is left behind or deprived of sustainable development. The implementation of the goals of resolution 1325 (2000) requires synergized efforts at all levels in a spirit of international solidarity.   34. Algeria is honoured to organize an annual high- level seminar on peace and security in Africa in the city of Wahran. Its aim is to support Africa’s voice in the Security Council. Within the context of the League of Arab States, Algeria also made a significant contribution to establishing an emergency committee on the protection of women in armed conflict, which led to the creation of the Arab Women Mediators Network in February 2020. In conclusion, given the importance of the topic we are discussing today, it is clear that the women and peace and security agenda cannot be discussed from only one perspective but is part of a comprehensive vision that aims to empower women in all aspects of life, while ensuring their safety and stability.

Algeria believes in the importance of women’s participation in the context of the African Union and supports their effective participation in negotiations on conflict prevention and mediation at all levels. Consequently, Algeria was a pioneer in the creation of FemWise-Africa, the Network of African Women in Conflict Prevention and Mediation in the framework of peace and security in Africa, and hosted the Network’s first general assembly in 2017. We commend all actions taken by regional and international organizations to implement the women and peace and security agenda. We stress the need for cooperation and coordination among them, especially between the Security Council and the African Union, including the latter’s Peace and Security Council.

That approach, which was later reaffirmed by the African Union, was enshrined a few days ago in the Malabo declaration on terrorism and unconstitutional changes of Government in Africa, which calls for “a strong response and deepening democracy and collective security”, including synergized efforts to create an environment conducive to effective participation of women in political processes. The League of Arab States has made considerable strides in enhancing the role of women in conflict prevention and the peaceful settlement of disputes, including by providing women with the necessary tools to participate in mediation processes by effectively implementing the women and peace and security agenda in the Arab world.

Such strategies should take into consideration regional and national specificities and demands so as to guarantee the harmonization of policies and ensure transparency and accountability with respect to the safety and security of women. In view of the negative impact of unconstitutional changes of government on States’ security and stability, the then Organization of African Unity (OAU) adopted the 2000 Lomé Declaration on the framework for an OAU response to unconstitutional changes of Government, which requires that the membership of any country subject to such unconstitutional changes be suspended. The Lomé Declaration also stresses, in principle IV, the promotion of political plurality and all forms of participatory democracy, including by enhancing the role of civil society and ensuring gender balance in political processes.

  38. The protection of women during conflict and post-conflict situations must also be ensured, including by supporting the substantive presence of women at all levels and in all aspects of life. My delegation would like to touch upon several points contained in the important concept note circulated by the presidency (S/2022/457, annex). Resolution 1325 (2000) serves as a benchmark for Member States and regional organizations in developing programmes for the implementation of the women and peace and security agenda, as well as for the elaboration of action plans and strategies at the regional and national levels that effectively address its four pillars.

The effective and meaningful participation of women in political activity and all other aspects of life is a cornerstone of any policy that seeks to strengthen stability and achieve sustainable development, or to address the effects of unconstitutional changes of government and the resulting disruption of political discourse and dissolution of constitutional institutions, which threaten to reverse previous gains, especially those related to women’s empowerment.   41. We call for the adoption of an approach to development that reduces the reliance of individuals on assistance and instead enhances their livelihoods. In conclusion, all proposals on the protection of civilians in conflict situations and the facilitation of the delivery of humanitarian assistance will remain only partial solutions if we do not also address the root causes of conflicts and find sustainable solutions for them. We must ensure the stability and safety of States and promote sustainable development in all its environmental, economic and social aspects.

Thirdly, we must adopt a comprehensive approach whereby all efforts at all levels aim to facilitate coordination and communication in order to ensure the delivery of the necessary humanitarian assistance. In that regard, we call for the participation of all actors in considering how best to respond to those in need and taking decisions related to the delivery of humanitarian assistance. Fourthly, mobilizing the necessary capabilities and assistance is crucial in order to meet the growing needs of civilians in conflict areas. In that connection, we stress the need for all donors to meet their pledges so that the necessary assistance can be provided and the priorities of international relief work can be met. Fifthly, economic development is the most important requirement for meeting the basic needs of civilians.

  43. In that regard, I would like to highlight the following essential elements, as set out in the report of the Secretary-General. First, we must ensure full respect for international humanitarian law and international human rights law, which are cornerstones for guaranteeing the delivery of humanitarian assistance to those in need. In that vein, we stress the importance of adopting a working mechanism that automatically informs the Security Council of any gross and documented violation of international humanitarian law and international human rights law. Secondly, all those who obstruct the delivery of support to people in need must be held accountable, as delays in, or reductions of, food supplies and other basic needs would exacerbate the situation.

That resolution is one of the pillars of United Nations peacekeeping operations, as civilians in conflict situations are usually subjected to violations of their dignity and safety, as well as threats to their life. My country also stresses the need to provide humanitarian assistance to all those in need, while ensuring full respect for international humanitarian law and relevant United Nations resolutions, in particular General Assembly resolution 46/182, which provides for the principles of humanity, neutrality and impartiality and the need to respect the sovereignty and territorial integrity of States in line with the Charter of the United Nations. That would ensure the best protection for civilians in situations of armed conflict.

We have witnessed the deterioration of the humanitarian situation in recent times due to the international circumstances surrounding the coronavirus disease pandemic, which disrupted production, supply and distribution chains, thereby exacerbating the suffering of those trapped in armed conflict situations. Civilians are also suffering due to further political instability and turmoil, all of which have direct and destructive impacts on the protection of civilians. My country appreciates the leading role of the Security Council in the protection of civilians, especially following the adoption of resolution 1265 (1999), which gave top priority to the protection of civilians in armed conflict.

In that context, we welcome the focus on the delivery of humanitarian assistance to those in need, given that malnutrition is one of the side effects of conflict and that preventing access to humanitarian assistance and using hunger as a war tactic constitute gross violations of international humanitarian law and the Geneva Conventions. We also believe that the current humanitarian access crisis is a reflection of the already dire situation based on the increased humanitarian needs resulting from our collective failures. Regrettably, the international community has failed to find political solutions to put an end to armed conflicts.

We call on the Council to work more closely with the General Assembly and the Economic and Social Council in order to further promote humanitarian solutions that meet the basic needs of persons in situations of conflict. We also call for a comprehensive approach to deal with the real and root causes of these conflicts so that the United Nations can achieve its noble goals for lasting peace and sustainable development.

  49. All must meet their pledges to fight the impact of climate change, which is directly linked to, and one of the main causes of, food insecurity throughout the world. Therefore, it is important to implement all the obligations resulting from the Paris Agreement on Climate Change. Furthermore, we must enhance the capacities of countries, especially developing countries, to deal with the impacts of climate change and achieve food security. In conclusion, we believe that the only way to break the link between conflicts and food insecurity is by putting an end to crises and achieving sustainable development, as provided under the 2030 Agenda for Sustainable Development, in particular Sustainable Development Goal 2, on eliminating hunger.

  50. We must develop local agricultural and nutritional systems so that they become an engine for economic growth, while giving them due attention and importance. We can build on this year’s Food Systems Summit, and its recommendations could be a means to establish stronger and more resilient food systems that take into consideration the specificity of every State and guarantee collective food security. We must support developing countries, especially those in conflict areas, by offering them funding, technological assistance and capacity-building in order to enhance their food production abilities and to assist them in achieving as much self-sufficiency as possible, as a guarantor of security and stability.
