“The first Russia-Africa Summit, to be held in Sochi in one month's time at the initiative of President Putin, will herald a new chapter in our relationship with the continent. We expect that the Heads of State or Government of almost all countries of the continent will attend, as well as the Chairperson of the African Union Commission, Mr. Mahamat, and the leaders of subregional organizations. The agenda will cover a broad range of issues, from maintaining peace and security to socio-economic development. We expect the Sochi Summit will contribute to the overall normalization of the situation in the African region. I now resume my functions as President of the Council. “With the knowledge of the Security Council Committee established pursuant to resolution 2127 (2013), we have already supplied two batches of Russian weapons to meet the needs of the Central African Republic, with the final delivery arriving this month. Effective armed forces are only one aspect of ensuring national security. Eliminating the root causes of conflict requires us to address the acute socioeconomic issues of the countries of the region and the strengthening of their State institutions. It is particularly important to train African specialists with a broad spectrum of expertise. Russia is expanding the practice of providing fellowships and free training for Africans in medicine, education, advancedtechnologies, transport and other civilian areas of expertise.”

“Such assistance is aimed at building countries' own capacities to deal with crises. We attach great importance to providing training programmes for peacekeepers from African and other developing countries. This month, another course began in the training academy of the Russian Ministry of Internal Affairs, tailored specifically to African policewomen. We continue to provide bilateral military and law-enforcement training programmes and to extend military and technical assistance. Over the past 18 months in the Central African Republic, Russian instructors have trained more than 3,000 military personnel for the armed forces of that sovereign State.”

“Of course, the predictability, reliability and flexibility of funding such operations should be enhanced, and we in the Russian Federation are ready to work substantively on the corresponding draft resolution to be prepared for our consideration by the troika of African members of the Security Council. Russia also supports other initiatives of the African troika in the Council relating to peace and security on the continent. We believe that the African troika is a crucial link between our Council and the African Union. Russia provides assistance to uphold peace and security in Africa in accordance with international law, including the principle of non-interference in the internal affairs of States enshrined in the Charter of the United Nations, and only with the agreement of host countries.”

“A good opportunity for pursuing such cooperation is provided by the regular consultative meetings between the two Councils, the next of which will be held next month in Addis Ababa. There is also cooperation between the secretariats of the United Nations and African Union, from joint missions to conflict areas to the participation of African Union experts in preparing reports and country reviews, which serve as important guidelines for the Security Council's decisions. In our View, it is entirely justified that the Security Council pay close attention to the issue of sustainable financing for African Union peacekeeping operations. We note the progress made in the replenishment of the African Peace Fund, indicating the determination of African leaders to assume their share of the expenses for African peacekeeping operations.”

“Against the backdrop of such progress, the ambitious goal set six years ago to end armed conflict in Africa is no longer beyond reach. The attainment of that goal is being helped by the creation of the African Standby Force within the continent's peace and security architecture. The African Union Centre for Post-Conflict Reconstruction and Development is now operational and African Union conflict-prevention efforts are also being enhanced by leveraging the potential of regional bodies and the good offices of African leaders. At the same time, Africans still require stalwart support from the international community, including the Security Council. We believe that there is significant potential to increase the interaction between the United Nations Security Council and the African Union Peace and Security Council.”

“Recent successes in resolving crises, in spite of everything I mentioned earlier, show how effective efforts can be when led and undertaken by Africans themselves. Comprehensive peace agreements have now been signed and implemented in the Central African Republic and South Sudan. Thanks to very brave and responsible steps taken by leaders in Ethiopia, Eritrea, Somalia and Djibouti, the situation in the Horn of Africa has improved. In such large countries as the Democratic Republic of the Congo and Nigeria, we have seen peaceful and democratic elections take place. I believe that the most important fact here is that at the core of each of these achievements was the political will of the leaders of the African States themselves, with the assistance of the African Union and subregional organizations.”

“The armed intervention in Libya launched by NATO eight years ago plunged the country into chaos, undermined the security system in North Africa and fuelled flows of arms and criminals throughout the continent. Libya became a refuge and platform for various kind of terrorism, in addition to fighters coming from Iraq, Syria and elsewhere. The States of the Sahara and the Sahel are also suffering. The security of West and Central African countries, as well as that of Southern European, is threatened. Africans themselves, at the recently held meeting of the African Union Peace and Security Council dedicated to foreign military presence on the continent, condemned foreign military interference in the continent's affairs and appealed for foreign partners of Africa to respect regional initiatives.”

“There are hotspots of activity of the Islamic State in Iraq and the Levant (ISIL) and Al-Qaida and their affiliated local groups, such as Al-Shabaab, Boko Haram and other groups, are now found throughout the continent, from Mali to Somalia. We must not forget the tragic history of the continent. As a result oftheir uncompromising struggle for freedom and independence in the 1960s, African peoples have been able to determine their own future. A key role in the decolonization process was played by the adoption by the General Assembly of the Declaration on the Granting of Independence to Colonial Countries and Peoples, at the imitative of my country. Nevertheless, since then African States have continued to face serious challenges to their sovereignty.”

Today's meeting, organized by the Russian Federation, together with the African members of the Security Council, reaffirms the special place that African issues occupy on the Council's agenda. Ensuring peace and security on the continent is of the utmost importance for the entire international community. The African continent today is facing many challenges. The region with the highest population growth in the world remains unstable. Some of its countries are facing acute political and socioeconomic crises. Conflicts between nations and ethnic groups remain unresolved, which is often exploited by terrorists.”

“Experience of recent years has shown that no plan for the development of economic cooperation between Central Asia and Afghanistan can be implemented without an adequate response to threats emanating from this State. In that context, I note that, based on this reality, the SCO-Afghanistan Contact Group is proceeding to implement the road map approved earlier this year on cooperation between SCO member States and Kabul. The CIS Anti-Terrorism Centre has been active since 2000 in ensuring the coordination of the work conducted by national security structures, special services and law enforcement agencies in the fight against international terrorism. The Centre works closely with the anti-terrorism sanctions committees of the Security Council, the Counter-Terrorism Committee and UNOCT.”

“I would also like to note that the Regional Anti-Terrorist Structure ofthe SCO, which is sorely needed in Eurasia, is working effectively. In March, a memorandum of cooperation was signed between the SCO Regional Anti-Terrorist Structure and the Security Council Counter-Terrorism Committee Executive Directorate. The CSTO and the SCO are paying close attention to the threats emanating from Afghanistan, including threats to the Central Asian region. The north of Afghanistan risks becoming a new platform for international terrorist organizations led by ISIL. This naturally requires appropriate external assistance to Afghanistan in overcoming these threats and challenges.”

“The SCO plays a significant role in ensuring stability in the area. Its priority is to strengthen security in the region, including by countering extremism, terrorism and separatism. The defence ministries of member States are also involved in counter-terrorism exercises. The SCO has compiled a solid package of legal documents regulating various aspects of the national counter-terrorism activities of its member States, as the Secretary-General of the SCO mentioned earlier. I wish to highlight the Convention on Countering Extremism, adopted in 2017 at the highest level, which enshrines the fundamental principles of international cooperation in this area, with decisive roles and responsibilities falling to States. The Convention is open for accession by all interested States, and we invite them to do so.”

“Concrete steps are being taken to block channels for recruitment into terrorist groups and to combat illegal migration. A great deal of attention is being given to identifying threats on the Internet, which has become a tool for spreading extremist ideologies. Interaction between the CSTO secretariat and the United Nations is becoming increasingly substantive in the area of counter-terrorism. The memorandum of understanding between the secretariat of the CSTO and the United Nations Office of Counter-Terrorism (UNOCT) is being successfully implemented. At the upcoming CSTO summit in November, the next CSTO plan of action to continue implementing the United Nations Global Counter-Terrorism Strategy for 2019 to 2021, to which CSTO contributes on a regular basis, will be discussed.”

“The importance of these efforts is reaffirmed in particular in resolutions 73/331, 73/16 and 73/334, adopted by consensus this year by the General Assembly, on cooperation between the United Nations and the CSTO, CIS and SCO, respectively. At the same time, we are concerned by periodic attacks by foreign terrorists fighters on the territory of Central Asian countries, as well as the recruitment operations being conducted by various terrorist entities in the region, including those associated with ISIL. One of the most important aspects of the CSTO's work is combating the involvement of citizens in terrorist activities at all stages, from ideological indoctrination to returning from regions with increased terrorist activity after having gained so-called terrorist experience.”

“Today, we are seeing an increased demand to deepen cooperation with regional and subregional organizations, in line with Chapter VIII of the Charter of the United Nations. Our meeting this morning is dedicated to the role of the Collective Security Treaty Organization (CSTO), the Commonwealth of Independent States (CIS) and the Shanghai Cooperation Organization (SCO) in the fight against terrorism in cooperation with the United Nations. These regional entities have a wealth of experience in combating terrorist threats and make a weighty contribution to strengthening stability across the Eurasian continent. Their practical activities guarantee the security of their States members and their effective counter-terrorist efforts have led to a noticeable stabilization in the situation in Central Asia.”

“In 2015, right here at the United Nations, President Putin called for the establishment of a broad anti-terrorist front on the basis of the Charter of the United Nations and international law, without politicization or preconditions (see A/70/PV.13). Today, that initiative is becoming particularly relevant. The double standards practiced by some States make it difficult to respond to modern threats, including terrorism. Ignoring the principles of a consistent, collective fight against international terrorism is fraught with dire consequences. I wish to emphasize that using terrorist entities for political purposes is unacceptable and there can be no justification for it.”

“Foreign terrorist fighters are returning to their countries of origin or relocating to third countries. Fewer and fewer States are spared the threat of terrorism. In that regard, I draw the Council's attention to the fact that several years ago, my country's Federal Security Service established an international databank on countering terrorism. Fifty States and several international organizations, including INTERPOL, participate in that initiative. It provides genuine assistance in tracking the movements of foreign terrorist fighters throughout the world. We call on everyone to join that very important initiative. The situation is such that the international community is now making consolidated efforts to counter terrorism.”

Today we are all faced with the issue of terrorism, which is more acute than ever before. Terror International, which is led by the Islamic State in Iraq (ISIL) and the Levant and Al-Qaida, continues sowing fear and destruction throughout the world. As a result of terrorist activities, there is a very worrisome situation in the Near East, including in Syria and Iraq. The terrorist threat from that region is spreading rapidly through the African continent, including Libya. Central, Southern and South-East Asia are also becoming the stage for savage acts of terrorism. The issue of foreign terrorist fighters is now at the forefront of our concerns, as the Secretary- General mentioned earlier.”
