“At the same time, we welcome the efforts being made by the Lebanese authorities, in cooperation with the United Nations Interim Force in Lebanon (UNIFIL), to defuse the tension brought about by the recent multiple security incidents in southern Lebanon. We urge Israel to cease flights over Lebanese territory and withdraw from the northern part of the village of Ghajar and adjacent areas north of the Blue Line. We reiterate our support for UNIFIL and the full implementation of resolution 1701 (2006). Finally, Viet Nam stands ready to join the international community's unremitting efforts towards a peaceful settlement of the Israel-Palestine and Arab- Israel conflicts and the ultimate attainment of a just, comprehensive and lasting peace in the Middle East.”

“Given the extremely explosive nature of the regional situation, and in the interests of peace and justice, we underline that the greatest imperative for all parties concerned is to stop all acts of violence and strictly comply with international humanitarian and human rights law, as well as to observe the paramount priority of ensuring safety and security for all civilians and for diplomatic and United Nations premises and personnel. We share the concern about the delay in the formation of a new Government in Lebanon after the parliamentary elections last June. We hope that negotiations will soon be concluded in a spirit of consideration and dialogue in order for a new Government to be formed, representing the interests of all communities in Lebanon.”

“We note with deep concern the findings contained in the report (A/HRC/12/48) prepared by the United 09-5573] Nations Fact-Finding Mission on the Gaza Conflict, which was established by the Human Rights Council, to the effect that Israel seriously violated international human rights and humanitarian law during the conflict and failed to extend the required cooperation to the Mission, and that the rocket and mortar attacks caused loss of life and property damage to southern Israeli communities. My delegation believes it is legitimate that the report should receive due attention and consideration by the pertinent United Nations agencies and the parties involved.”

“Though substantive progress has been recorded in implementing Council resolutions 1850 (2008) and 1860 (2009), Israeli military incursions, the construction of the separation wall, the expansion of settlements and the blockade of Gaza have never ceased, inflicting vast deprivations on the Palestinian civilian population. Sporadic rocket attacks have placed civilians in southern Israel under continuous threat. It is essential in this context that all parties concerned should try to shoulder their mutual obligations under the Road Map, the Madrid terms of reference, the Arab Peace Initiative and relevant Council resolutions. Constructive dialogue and political negotiations remain the only viable solutions.”

“Such collective undertakings have been reflected in a series of events at various levels and within various frameworks during the period under review, including those held on the margins of the sixty-fourth session of the General Assembly, such as the meetings of the Ad Hoc Liaison Committee for the Coordination of International Assistance to Palestinians, of the Quartet principals and of the League of Arab States Follow-up Committee on the Arab Peace Initiative, as well as among the leaders of the United States, Palestine and Israel. “We also support the incremental approach set out in the Secretary-General's April report, which requests the Department of Peacekeeping Operations, in consultation with the African Union, to continue its effort to develop and refine existing contingency plans that will allow for an eventual transition from AMISOM. to a United Nations peacekeeping operation if security conditions on the ground permit. To ensure that this effort succeeds, we call for close cooperation and effective partnership between the United Nations Political Office for Somalia, the Intergovernmental Authority on Development, the African Union and the League of Arab States in dealing with the situation in Somalia with a View to bringing about lasting peace and security in the region. “The current alarming security and humanitarian situation in Somalia requires immediate and concrete international support, both political and financial, to enable the TFG to accelerate the development of the Somali National Security Force and the Somali Police Force in the framework of the Djibouti Agreement and in line with a national security strategy. We welcome the efforts of donors to disburse pledges made in Brussels last April. Viet Nam supports the efforts of the African Union and AMISOM. troop-contributing countries to maintain stability and security in and around Mogadishu under hazardous circumstances. We welcome and support the decision of the African Union to increase AMISOM's strength to its mandated troop levels and its call for the international community to continue its support of AMISOM's deployment and operations.”

“While long-term security rests with the TFG and the Somalis themselves, the United Nations, the international community and regional organizations should redouble their efforts to assist the TFG to repel the onslaught of extremist forces that are intent on destroying the Djibouti peace process, and enable the Government to exercise its authority countrywide for the sake of the Somali people. We remain troubled by reports that the humanitarian situation in Somalia continues to deteriorate dramatically, with more than 250,000 people being displaced and some 3.7 million people in dire need of humanitarian support due to intensified fighting in Mogadishu, growing insecurity in much of southern and central Somalia and drought.”

“My delegation commends and supports President Sheikh Sharif Sheikh Ahmed's initiative to launch a commission for security and pacification, which is tasked with reforming Somalia's security forces and all law enforcement agencies. We welcome his commitment to fully implement the Djibouti Agreement in order to find lasting peace in this war-torn country. The main challenge facing Somalia is to maintain the political momentum that started a few months ago. We are encouraged to note that the cooperation agreement signed between the TFG and Ahlu Sunna Wal Jama'a in June has already shown results. We call upon the opposition groups which remain outside the Djibouti Agreement to lay down their arms, renounce violence and join the reconciliation process.”

I join the others who spoke before me in thanking Mr. Lynn Pascoe, Under-Secretary-General for Political Affairs, and Mr. Craig Boyd, Director of United Nations Support Office for the African Union Mission in Somalia (AMISOM), for their insightful briefings and for sharing their perspectives on the situation in Somalia. We agree with the Secretary-General that the situation in Somalia is at a turning point. The Transitional Federal Government (TFG) has made significant progress in fostering national reconciliation, sustaining dialogue with opposition groups, building capacity for local governance, integrating human rights into various aspects of the peace process and building a national security apparatus.”

“Since women's empowerment is among the most effective tools for their protection, women's participation in peace, conflict resolution and post- conflict processes should be promoted to ensure that their weak voice is heard, their rights are respected and their urgent needs met. Measures to protect women and girls from sexual violence in conflict situations should also be designed as part of a broader comprehensive and strategic framework which covers social, economic and development issues. United Nations bodies and donors should be encouraged and helped to assist national Governments in building gender-related capacity and developing gender-sensitive programmes to help survivors of sexual violence with services ranging from access to justice and relief from stigma and ostracism, to provision of mental and psychological health care.”

“This requires concerted efforts by United Nations bodies, Member States and other stakeholders to ensure a comprehensive approach to the issue of sexual violence, including, inter alia, its incorporation into the earliest stages of the peace process. In this connection, the strengthening of the United Nations coordination role is essential. We look forward to working with United Nations bodies, other stakeholders and other Member States towards this objective. Having voted in favour of the resolution, my delegation confirms once again Viet Nam's strong commitment to ending sexual violence wherever it occurs. At the same time, we believe that resolution 1820 (2008) and resolution 1888 (2009), just adopted by the Council, should be implemented in close coordination with the implementation of resolution 1325 (2000).”

The implementation of resolution 1820 (2008) since its adoption last year has achieved meaningful progress, most visibly in the markedly improved awareness of sexual violence across the United Nations system and the international community and in many conflict areas. The international community is increasingly recognizing the need to work together to effectively put an end to one of the most vicious and inhumane types of violence. However, my delegation believes that formidable challenges remain, especially in implementing the resolution on the ground.”

“They will provide a good basis for determining the priorities in the next stage, for measuring progress and for making the adjustments necessary to achieve the goals set in all areas, ranging from institution-building, security improvement and socio-economic development to human rights promotion and the fight against drugs. We would like to emphasize our View that protection of civilians and the improvement of living conditions of the Afghan people must be accorded top priority. “The deteriorating security situation in many parts of the country has significantly hampered not only attempts to hold the elections peacefully with broad participation of eligible voters, but also efforts to consolidate institution-building and governance and to improve the safety and living conditions of the people. Most of the current infrastructure-building projects are confined to the centre, unable to reach remote localities where poor people are in urgent need of assistance. The alleged electoral irregularities indicate that there should be more focus on training 09-53153 Afghans to develop capacities of participating in and contributing to the country's political process. Against that background, we welcome the inclusion of benchmarks and indicators of progress in the Secretary-General's report.”

“In the face of the present delicate situation, we urge all parties concerned to constructively cooperate with a View to establishing a new, strong Afghan Government that is capable of moving the country forward. From another perspective, those elections revealed a more comprehensive picture of the current situation in Afghanistan, in which major challenges such as insecurity, weak institutions and insufficient human and financial resources are prominent features. A steadily increasing number of attacks and other security incidents since the beginning of this year, particularly during the weeks prior to the elections, reconfirm the shared assessment that insecurity remains the biggest challenge to Afghanistan.”

“I wish Norma all the best in her new undertaking and new life. We welcome the positive developments in Afghanistan over the past three months, especially the holding of the presidential and provincial council elections on 20 August 2009, which were the first elections run by the Independent Election Commission. Despite many irregularities reported, we could see from the elections the strong aspiration of the Afghan people for peace and stability. We respect the choice of the Afghan people of their leadership and hope that the election results will lay a sound foundation for political stability in the country. In the short term, we hope valuable lessons learned will be useful in planning Afghanistan's 2010 parliamentary elections.”
