We emphatically condemn the United States bombing of Baghdad airport and the targeted assassination it carried out using missiles, which constitute a clear violation of international law and the sovereignty of Iraq. Such aggressive, unilateral and unjustified actions by the United States represent a major escalation in the Middle East, where a large-scale conflict with incalculable loss of human life and grave consequences for global peace and stability is on the brink of eruption.

It fails to provide for the establishment of a Palestinian State, thereby scorning the two-State solution, which has enjoyed the historical backing of the United Nations, the Movement of Non-Aligned Countries, the League of Arab States and the Organization of Islamic Cooperation, among other international actors. The unilateral decision by the Government of the United States to recognize Jerusalem as the capital of Israel and establish its diplomatic representation in that city, disrespecting its historical status, as well as its decision to recognize Israel’s sovereignty over the Syrian Golan, all constitute flagrant violations of the Charter of the United Nations, international law and the relevant Security Council resolutions.

We reaffirm our unreserved support for a comprehensive, just and lasting solution to the Israeli- Palestinian conflict that enables the Palestinian people to exercise their right to self-determination and to have an independent and sovereign State within the pre-1967 borders, with East Jerusalem as its capital, and that ensures the right of return of refugees. The United Nations, particularly the Council, should urge for an immediate ceasefire as a preliminary to dialogue and negotiations, and should not promote initiatives that encourage further tensions and that have yet to produce concrete results. The world's leaders recently adopted the new 2030 Agenda for Sustainable Development for the next 15 years (General Assembly resolution 70/1). Now begins the most difficult stage, which will require significant financial and human resources to implement. We have no right to sacrifice present and future generations to the horrors of war and the devastation it causes, no matter where it occurs. The Security Council has a crucial role to play in helping all the peoples of the Middle East to achieve their aspirations to the well- being, peace and development that they deserve.

  10. Anyone fuelling the conflict from outside with a declared goal of regime change bears responsibility for the thousands of civilian casualties that have mounted up during four years of fighting. We would like to once again emphasize our alarm at the loss of innocent lives as a result of the conflict in Syria and once again condemn every act of violence committed against civilians there. But claiming to protect human lives and combat extremist elements cannot be a pretext for foreign intervention. That is why we call for the withdrawal of any foreign presence in Syria without the consent of the Syrian Government and appropriate coordination with its authorities.

The situation in the region of the Middle East continues to be of grave concern to the international community. Just a year after Israel's most recent attack on the Gaza Strip, in which more than 2,000 Palestinians lost their lives, among them at least 299 women and 556 children, and which plunged that territory into terror, death and mass destruction, the Palestinian people continue to be the victims of acts of aggression perpetrated by Israel, which continues to occupy their land, murder their children, destroy their homeland and shred their inalienable rights, including the right to self-determination.

Unfortunately, some States seek to dissociate the phenomenon of terrorism from the humanitarian situation in Syria in order to prolong the crisis, when the main reason for the emergence of the humanitarian crisis in Syria is the generalized terrorist phenomenon that enjoys outside support.

The Security Council must adopt measures that would genuinely promote a solution to the conflict and combat terrorism against the Syrian people. Its members should reject without hesitation the illegal trafficking in arms to non-State actors in Syria and any other action that prolongs the violent conflict affecting that country. The sovereignty of the Syrian people should be respected as they exercise their right to self- determination. The year 2014 was marked by negative developments for Palestine and Syria, whose peoples suffered the vicissitudes of aggression and war.

Only the end of Israel's colonialist policy, the liberation of Palestinian prisoners and the lifting of the blockade on the Gaza Strip will allow for a meaningful political process capable of bringing peace to the region. We reiterate that a political solution through dialogue and negotiations is the only alternative for the conflict in Syria. The sovereignty, independence and territorial integrity of Syria should be safeguarded, as well as the right of its people to self-determination without any foreign intervention or interference of any kind, including attempts to use the supposed protection of human lives as a pretext for foreign intervention. We cannot but reiterate the concern produced by the loss of innocent lives as a result of the Syrian conflict, and our condemnation of all acts of violence.

The Palestinian people are suffering under the growing number of illegal Israeli settlements; the construction of an illegal wall that isolates whole communities and hinders the formation of the Palestinian State; Israel's demolition of Palestinian homes and the eviction of thousands of people; the difficult and agonizing reality faced by Palestinian prisoners; and the deterioration of the humanitarian situation in Gaza Strip, which is exacerbated by the ongoing and unjust blockade of the area, as well as by nocturnal military air strikes, assassinations, kidnapping and torture. In recent weeks, the Israeli army has conducted hundreds of violent military raids on Palestinian homes in the West Bank, arresting and detaining hundreds of Palestinians who are being held along with thousands of others already in Israeli jails.

  47. There will be no peace in the Middle East while those aggressions persist and until the legitimate and inalienable rights of the Palestinian people are taken into account. The General Assembly took a historic decision when a majority of its members granted Palestine the status of a non-member observer State in the United Nations. We reiterate our support for Palestine's accession to the United Nations as a full Member State. It is imperative to continue supporting the Palestinian people in its legitimate claim for the establishment of an independent Palestinian State, with East Jerusalem as its capital.

Until the Security Council plays its designated role in defence of international peace and security and adopts concrete practical measures to ensure that Israel ends its aggression against the Palestinian people, it will continue to encourage the Israeli occupying force to persist in its arbitrary, expansionist and criminal policy and to act with impunity. Israel's illegal occupation of Palestinian and other Arab territories is the main obstacle to achieving peace and a just, lasting, broad solution in the Middle East. Israel's behaviour deliberately flouts United Nations resolutions, threatens regional and international peace and security, and violates the human rights of an entire people.

  49. Cuba vigorously condemns Israel's latest aggression against the people of Gaza. Israel is using its military and technological superiority to carry out a policy of collective punishment, with a disproportionate use of force that has killed innocent civilians and caused enormous material damage. The figures for Palestinian civilians are alarming. The number of dead is above 520 and the wounded number more than 3,500, many of them with after-effects they will endure for the rest of their lives. We call on the international community to demand that Israel put an end to the latest escalation of violence. Only conversations on an equitable basis can lead to a just peace that will enable the Palestinian people to exercise its inalienable rights and allow the definitive establishment of the State of Palestine, with its capital in East Jerusalem.

The Security Council has convened yet another open debate on the Middle East without having made any progress on the path to peace. Far from improving, the situation has deteriorated. The main problem remains Israel's systematic aggression against Palestine, with the ensuing crimes committed against its people. In recent weeks, we have seen Israel, in grave violation of the provisions of the four Geneva Conventions and of human rights, step up its military attacks and the bombardment of civilian areas and targets, killing Palestinian civilians and destroying their homes and property, especially in the besieged Gaza Strip.
