  1. The Chinese delegation believes that the removal of differences between the parties and the achievement of Angola's national reconciliation are possible only through negotiations and dialogue. It is our hope that, in fulfilling the commitments made during the Lusaka talks, the two Angolan parties will put State and national interests first, cooperate with UNAVEM II to establish an effective cease-fire forthwith and fully implement the "Acordos de Paz" and relevant Security Council resolutions in order to create conditions for the promotion of the peace process and the realization of national reconciliation. I now resume my functions as President of the Security Council. There are no further speakers on my list. The Security Council has thus concluded the present stage of its consideration of the item on its agenda.

  2. In the final analysis, the Angolan people can only rely on their own efforts to free themselves from the suffering of the past and again enjoy peace and happiness in the years to come. The peace process in Angola is now at a crucial stage. The talks between the two Angolan parties that began a month ago in Lusaka have achieved gratifying results. The Chinese delegation supports the Lusaka talks and is pleased to see them take a positive turn. The Angolan peace process has benefited from the great efforts made by the Secretary-General and his Special Representative, as well as by the three observer States and Angola's neighbours. We wish to express our appreciation to them.

  3. I thank the representative of Hungary for the kind words he addressed to me and to my predecessor. I shall now make a statement in my capacity as the representative of China. Today's adoption of resolution 890 (1993) shows that the Security Council is determined to continue its support for the peace process in Angola. It also demonstrates that the international community stands ready to continue its efforts to help to restore peace and stability in that country. The Chinese Government wishes to express its complete support for those objectives. It is in that same spirit that the Chinese delegation supports the recommendations of the Secretary-General to extend the mandate of the United Nations Angola Verification Mission (UNAVEM II), and voted in favour of the resolution. The Angolan people have been victims of war for 17 long years.

On behalf of the members of the Security Council I should like to express profound sorrow at the passing of the President of the Republic of Cete d'Ivoire, His Excellency Mr. Felix Houphouet-Boigny. President Houphouet-Boigny, the great African patriot, served his country for several generations with singular dedication. He will long be remembered as an advocate of dialogue and non-violence in the settlement of disputes. His loss will be greatly felt, but the lessons of his wisdom will remain with us. The international community also mourns the loss of the Prime Minister of the Republic of Hungary, His Excellency Mr. Jozsef Antall. Prime Minister Antall was an enlightened leader of his people and was deeply committed to the democratic development of his country. He will be greatly missed in Europe, in particular.

  19. The Addis Ababa Agreements are the basis for the peaceful settlement of the Somali question. The Chinese delegation Sincerely hopes that the various Somali parties will put the national interests above everything else and will cooperate with the United Nations, the OAU and UNOSOM II to create the conditions for an early political solution of the Somali question. For those reasons, the Chinese delegation supports the Secretary-General's recommendations on the extension of the mandate of UNOSOM II and voted in favour of the resolution that has just been adopted.

  20. In the case of any dispute or conflict - no matter how complicated and difficult - so long as there is patience, there is hope of its resolution through dialogue and negotiation. The international community can play only a supplementary and facilitating role in the promotion of a final settlement. The overall objective of UNOSOM II should be to promote national reconciliation, and it should fulfil its mandate by relying on the Somali people, using peaceful means. It is hoped that, in this connection, the positive role of the Organization of African Unity (OAU) and of countries in the region will be brought more fully into play and that, with the gradual realization of national reconciliation, UNOSOM II will in the near future become a peace-keeping operation in the traditional sense.

  21. We are glad to note that the fourth Coordination Meeting on Humanitarian Assistance for Somalia will be held in Addis Ababa at the end of this month. This will provide a good opportunity for all the Somali parties to return to the process of national reconciliation and political settlement. We believe that the current reconciliation efforts are of crucial importance, and their result will be a decisive factor in determining the future mandate and the size of UNOSOM II. The ups and downs in Somalia have shown once again that any problem in a country can be solved only by the people of that country themselves and that the affairs of a region should be settled by the countries and peoples of that region through discussion and consultation.

Mr. LI Zhaoxing (China) (interpretation from Chinese): Since the adoption of Security Council resolution 837 (1993) the Situation in Somalia has been at the centre of the international community's attention. The United Nations, the Organization of African Unity and the Arab League have made valuable efforts to help the Somali people to extricate themselves from their plight and secure national reconciliation and lasting peace. Encouraging changes have taken place in Somalia, but there are still many unstable elements. There is a long way to go before genuine peace can be achieved in Somalia. The Chinese delegation has always been in favour of a political settlement of the Somali question. The key to such a settlement lies in widely based reconciliation of all the Somali parties.

  23. These efforts should also continue so as to help the parties concerned remove their differences and settle the remaining issues at an early date. At the present stage, while recognizing the difficulties we are facing in solving the problems, we should also be aware of the existing opportunities. As long as we allow sufficient time for diplomatic efforts and have enough patience there is hope for a compromise acceptable to all, thus avoiding the imposition of upgraded sanctions and their adverse consequences. We therefore strongly urge the parties concerned to adopt an attitude of flexibility and compromise in order to create the necessary conditions for a final settlement.

Organizations such as the Organization of African Unity, the League of Arab States and the Movement of Non-Aligned Countries have also expressed their willingness to contribute to the settlement of the crisis that resulted from the above-mentioned air crashes, and they have already made unremitting efforts and achieved certain results. Therefore, more time should be given for their continuing efforts. We believe that these organizations, with their more frequent contacts and exchanges with the party concerned, are in a better position to promote the settlement of this question and will be able to play a more positive role. In order to bring an end to the crisis and ease the tension, the Secretary-General has overcome many difficulties and has been tireless in his mediating efforts.

  25. Therefore, the Chinese delegation was unable to support the resolution adopted by the Council today. Recently, the Libyan side has shown certain flexibility and is willing to encourage the suspects to appear before the Scottish courts. It has also expressed its intention to negotiate with the parties concerned to settle some specific issues. This positive gesture demonstrates that as long as the parties concerned show Sincerity and are able to negotiate in a calm manner there will always be hope for a peaceful solution to the dispute.

  26. We are opposed to the indiscriminate imposition of sanctions on a country in the name of the United Nations. We made our position clear, when resolution 748 (1992) was adopted by the Council, that in principle China was not in favour of imposing sanctions on Libya. Under the current changing circumstances we are still not in favour of maintaining, let alone intensifying, sanctions against Libya. In our view, the only effective means that can lead to a solution of this question is negotiation and consultation. To intensify sanctions against Libya will not help to settle the question; on the contrary, it may further complicate the matter, make the Libyan people suffer more, and create even greater economic difficulties for the neighbouring and other countries concerned.

Mr. LI Zhaoxing (China) (interpretation from Chinese): Peace is the common aspiration of people all over the world, and terrorist activities in any form are a great threat to people's peaceful lives. Since the tragic crashing of the Pan Am 103 and UTA 772 flights, the Chinese Government has on many occasions strongly condemned these terrorist acts and expressed its profound sympathy to the bereaved families and the victim countries. We have always held that comprehensive, fair and objective investigations should be conducted and that convicted criminals should be duly punished in accordance with the principles and provisions of the United Nations Charter and relevant international conventions. The disputes between States, no matter how complicated they are, should be settled peacefully by diplomatic and political means.

The Chinese delegation maintains that whether the peace process in Mozambique will be completed successfully and whether Mozambique can genuinely enjoy lasting peace depends, in the final analysis, on the people of Mozambique themselves, and that outside efforts can only help promote the process. At present, the peace process in Mozambique has entered a crucial stage, and the two sides should therefore, in accordance with their commitments and in full cooperation with the United Nations Operation in Mozambique (ONUMOZ), adopt practical measures to strictly follow the new time-table so as to ensure the holding of the general election as scheduled in October 1994.

Mr. LI Zhaoxing (China) (interpretation from Chinese): With the joint efforts of the Secretary-General and the two sides in Mozambique, the peace process in Mozambique has made gratifying progress which has resulted in agreements on the establishment of the National Elections Commission, the Commission for Information and the National Police Affairs Commission, and on the time-table for the assembly and demobilization of troops reached not long ago by the two sides, thus making an important contribution to peace and security in Mozambique and southern Africa and opening up new vistas for economic revitalization in Mozambique. The Chinese delegation is very pleased with all these developments.

The Chinese Government is in favour of the sending by the United Nations, at the request of the Cambodian Government and on the recommendation of the Secretary-General, of a team of 20 military liaison officers, and of the United Nations extending the withdrawal period of the Cambodia Mine Action Centre (CMAC) mine clearance and training unit and of elements of the military police and medical unit of the United Nations Transitional Authority in Cambodia (UNTAC) UNTAC has satisfactorily fulfilled the mission entrusted to it by the Security Council, and the extension of the withdrawal period for some of its units and their members is simply for the purpose of ensuring an efficient transfer of its work and the smooth implementation of the withdrawal plan.

China has all along supported the peace process in Haiti and urged the Haitian parties concerned to cooperate fully with the international community and the United Nations, to adopt forthwith practical and effective measures and to implement strictly the Governors Island Agreement, the New York Pact and the relevant Security Council resolutions in order to create conditions for an early restoration of peace and stability in Haiti. The Security Council, in handling the Haitian question, should fully solicit and respect the views of the OAS and the Latin American countries and bring their role into full play.

This is the result of the joint efforts of the two Rwandese parties, the United Nations Secretary-General, the Organization of African Unity (OAU) and Tanzania.   46. The solution to the question of Cambodia has set a successful example for resolving regional conflicts through peaceful means. Practice has proved that where there is a will, there is a way. As long as we rely on the peoples in the countries concerned, earnestly implement the relevant agreements and adhere to the principle of settling disputes through peaceful negotiations, no matter how complicated and difficult the question is it will be settled appropriately. King Sihanouk has played an important role in promoting the peace process in Cambodia. The King is a leader beloved by the Cambodian people and a statesman with vision.

  47. All these developments show that the peace process in Cambodia has entered a new and historic stage. The Paris Agreements were signed two years ago by the various Cambodian parties and the countries concerned. The United Nations Transitional Authority in Cambodia (UNTAC) was established by the Security Council soon after, reflecting the determination and conviction of the Cambodian people and of the international community to arrive at a political settlement of the Cambodian question. In order to achieve peace in Cambodia, the peace-loving Cambodian people, with the assistance of the United Nations and the countries concerned, made unswerving efforts, overcame various difficulties and setbacks, and finally achieved success recognized by the entire world. Mr. LI Zhaoxing (China) (interpretation from Chinese): First of all, please allow me to extend, on behalf of the Chinese delegation, our warm welcome to His Royal Highness Sdech Krom Luong Norodom Ranariddh, First Prime Minister of the Royal Government of Cambodia, to His Excellency Mr. Hun Sen, Second Prime Minister, and to the other members of their delegation who are in our midst today. I should also like to thank His Royal Highness for the statement he made just now. The Chinese delegation is pleased to note that at a time when we are once again considering the question of Cambodia, encouraging changes have taken place in that country. In September of this year, the new Constitution became effective in Cambodia, King Sihanouk was enthroned, and the new Government started to operate.

  49. In addition, prudence should be exercised with regard to the extension of air support to UNPROFOR in Croatia so as to avoid further complicating the matter and adversely affecting the political-settlement process.

We urge the Croatian Government and the local Serbian authorities to settle their disputes at an early date through dialogue and negotiations so as to ensure that UNPROFOR can soon fulfil its mandate, in a comprehensive manner, in accordance with the relevant Security Council resolutions. China has always advocated the peaceful settlement of disputes and opposed the use or threat of force. UNPROFOR is deployed in Croatia for the purpose of peace-keeping, and we are neither in favour of invoking Chapter VII of the Charter in peace-keeping operations, in an attempt to stop war by expanding the scope of war, nor in favour of uSing sanctions as a means to resolve conflicts. Therefore, we have reservations on certain elements in the resolution.
