“The revitalization of the political process and fostering the full implementation of the Agreement on the Resolution of the Conflict in the Republic of South Sudan need to be our shared goals and understood as the only solution to the conflict. In that regard, as we have said on previous occasions, we welcomed the announcement of the unilateral cessation of hostilities made by President Salva Kiir and the rollout of the national dialogue. Nevertheless, it is clear that we need greater commitment from all parties so that those initiatives can be successfully implemented. We regret that, as the Secretary-General states in his report (S/2017/505), hostilities have not stopped, and confrontations continue in Upper Nile, Greater Equatoria, Greater Bahr el-Ghazal, Jonglei and Unity states.”

“I shall now make a statement in my national capacity as the representative of the Plurinational State of Bolivia. We are grateful for the information that Under- Secretary-General Lacroix and Special Envoy Haysom have provided us at today's meeting. We recognize the work that they are doing in a situation as difficult as the one in South Sudan today. Since the beginning of the year, we have been examining the situation in South Sudan on almost a monthly basis. Unfortunately, we have seen little progress in the political arena and hardly any advances in security and humanitarian situation, which remains the same or has even worsened in various parts of the country since last year.”

“We reiterate the crucial importance of encouraging regional cooperation as an effective means to promote security, stability and economic and social development in Afghanistan, while recognizing the importance ofthe contributions of neighbouring and regional partners. Lastly, we must recall that the conflict has been ongoing for several years, and different types of solutions, including a military solution, have been tried. We have come to a point where there are now more than 100,000 troops in Afghan territory, while, at the same time, terrorist groups have multiplied, with the increased presence of groups like Da'esh.”

“We strongly condemn the attacks of recent days, and we call on the international community to take firm measures so as to ensure the strengthening of, and support for the Afghan National Defence and Security Forces and to achieve a stable and democratic Afghanistan - to which end there is a need to shore up its ability to maintain security and stability in the entire country. We welcome the multilateral and bilateral initiatives mentioned in the report, such as the various regional initiatives in Central Asia and the conferences on Afghanistan held in Moscow in April and in Kabul on 6 June - otherwise known as the Kabul process -which proposed to coordinate efforts at the regional level and make it possible for our brotherly country to emerge from the situation which it is undergoing.”

“We recognize and express our gratitude for the efforts of the Government, which devised a road map in April based on the need for a process of inclusive dialogue that brings all parties involved to the negotiating table wiht a view to strengthen institutions through which differences of a political nature can be channelled. Bolivia is also grateful to UNAMA for its logistical and technical work in a broad-based, Afghan-led process in support of new local peace initiatives in nine different provinces aimed at the non-violent settlement of disputes and conflicts. UNAMA recorded 5,687 security-related incidents in Afghanistan between January and March of this year - an unprecedented number, including in areas that previously had been considered secure.”

“We also highlight that 18 communities have been declared mine-free, thereby making it possible for approximately 20,000 people in an area of nearly 10 square kilometres to move freely about their community. With respect to political events, we recognize the major efforts made by the Government and the people of Afghanistan, and we reiterate our commitment to defend the country's sovereignty, independence and territorial integrity. We recall the interconnected nature of the challenges facing the people of Afghanistan and sustainable progress relating to security, development and governance, which are mutually reinforcing. “We call for concerted efforts aimed at the sustainable return of citizens, with international organizations providing concrete and tangible support, in particular for enhancing assistance to internally displaced Afghans and Afghan refugees so as to facilitate their voluntary, safe and dignified return and their sustainable reinsertion into their society of origin so that they can contribute to the stability of Afghanistan. We commend the work of United Nations Mine Action Service, which has been working to provide education at transit centres to ensure that returnees are informed of the existence and danger of antipersonnel mines, explosive remnants of war and other improvised explosive devices.”

“Bolivia commends the visit by the Secretary- General to Afghanistan and shares his concern about the proliferation of various terrorist groups in Afghan territory and the need for a more coordinated international response to counter terrorism. We also underscore the Secretary-General's reference to the need for the United Nations to continue support for the Kabul process, led by Afghanistan and in line with the strategy of the Afghan Government. We would be remiss if we did not mention our concern about the high number of internally displaced persons. According to the report presented by Mr. Yamamoto, between January and mid-May more than 100,000 people became internally displaced within the country.”

Through its Ambassador, Bolivia reiterates its condolences to the Government and the people of Afghanistan for the victims of the recent terrorist attacks that Afghanistan has endured. “It is a 50-year collective failure because, today, in this very Chamber, we have been alerted to the fact that we are on the brink of a humanitarian catastrophe in Gaza. And there is a silence of complicity in the shadow of the impending tragedy. It is a 50-year failure on the part of the Security Council because the construction of settlements has not only not ceased, but has increased, and our resolutions, including the latest recently adopted by the Security Council (resolution 2334 (2016)), have had no effect. For 50 years we have failed the Palestinian as well as the Israeli people because, without any doubt, both peoples want to live in peace and security. For 50 years the international community has similarly failed itself because we have not been able to comply with the purposes and principles of the Charter of the United Nations.”

“Secondly, it must be seen as recognizing that, for 50 years - if we are talking just about the occupation - there has been a collective failure on the part of the Security Council and the international community, during which time we have failed more than 5 million Palestinian refugees. Today is the International Day of Refugees. Those children who arrived in the first refugee camps 50 years ago have seen their children and grandchildren born as refugees. The past 50 years have been marked by the failure of the international community because the Palestinian situation, the occupation and the sped- up construction of settlements show how we have acted according to double standards. In practice, there are resolutions that are not being complied with and about which we do not want to talk.”

“They recall, in this regard, the United Nations Register of Damage caused by the Construction of the Wall in the Occupied Palestinian Territory and call for the speedy fulfilment of its mandate in order to redress the losses and suffering being endured by the Palestinian people as a result of the wall." “They express deep concern about the extensive physical, economic and social devastation being caused by the Israeli settlements, wall and network of checkpoints,which are severing the Palestinian territory into separate areas, including several walled cantons, isolating East Jerusalem from the rest of the territory, forcibly displacing thousands of Palestinians from their homes, including many Bedouin families, particularly in the Jordan Valley, and completely destroying some communities. They stress that such actions gravely undermine the contiguity, integrity, viability and unity of the occupied Palestinian territory and jeopardize the prospects for physically achieving the two-State solution for peace on the basis of the 1967 borders.”

“Similarly, we would like to highlight that there have been various initiatives in recent years to try to resolve the situation through dialogue: the Camp David talks, led by then-President of the United States Jimmy Carter in 1978, the Madrid Peace Conference in 1991, the Oslo Accords in 1993, the Arab Peace Initiative in 2002, advanced by the League of Arab States, and, in 2003, the Quartet, made up of the United States, Russia, the European Union and the United Nations, drafted the road map, which laid the foundation for negotiations between Israel and Palestine and the recognition of the Palestinian State. The issue, however, is not of a purely bilateral nature. The entire international community has voiced an opinion on this subject.”

“In that vein, we believe that the sole alternative for ensuring a just and lasting peace with regard to the conflict between Israel and Palestine is through direct negotiations, using the existing mechanisms enshrined in the Charter of the United Nations and in compliance with the Organization's own resolutions. Bolivia would like to take this opportunity to recall that, on 22 of November 1967, the Security Council unanimously adopted resolution 242 (1967). The resolution states that one of the fundamental principles for achieving peace in the Middle East is the withdrawal of the Israeli armed forces from the territories they have occupied since that time.”

“Among those, we would like to highlight the strategic concept of operations for the joint force of the Group of Five for the Sahel (G-5 Sahel), which in accordance with the Nouakchott Process will be deploying a joint force with the goal of tackling the effects of terrorism and transnational organized crime along border areas with full respect for the sovereignty, independence and territorial integrity of the countries in the G-5 Sahel. We believe that the Security Council should cooperate actively not only with MINUSMA but with all regional and subregional initiatives aimed at helping to stabilize Mali, by encouraging all the parties' compliance with the agreements through mediation, preventive diplomacy and similar measures recognized by the Charter of the United Nations.”

“Around 1.2 million people have been identified as having limited access to water and basic services, and the number of people who are internally displaced owing to insecurity has increased from approximately 45,800 to about 59,000 persons. Two years after the signing of the Agreement on Peace and Reconciliation in Mali, we acknowledge the progress that has been made in the work of building stability through an inclusive political dialogue. The Conference for National Harmony, held in Bamako between 27 March and 2 April, was a clear example of that, bringing together more than 1,000 representatives of civil society, including women and young people, as well as of political parties and armed groups.”

“According to the Secretary-General's latest report, since June 2016 there have been 105 attacks by violent extremists and terrorists on the Malian defence and security forces, 76 on MINUSMA and 20 on French forces. It reports that during the same period, eight peacekeepers and 131 members ofthe Malian forces have been killed, and 176 injured, in attacks. The numbers of asymmetric attacks have grown and involve increasingly sophisticated and complex methods of war, such as improvised explosive devices, anti-personnel mines, mortars and rockets, showing that MINUSMA needs to adjust if it is to deal with such difficult challenges. Furthermore, the humanitarian situation in the central and northern regions of Mali has continued to deteriorate, with 3.8 million people at risk of food insecurity owing to the drought and the constant violence.”

“We also laud commend the cooperation among countries that contribute to MINUSMA by sending military and police contingents. We thank the staff of peacekeeping operations, who risk their lives, and we pay tribute to those who have died in the line of duty. We are concerned about MINUSMA's lack of capacity and resources, which are required to enable it to effectively and efficiently carry out its mandate in a volatile and complex environment with asymmetrical threats that threaten the political peace process, the members of the Mission and Mali's civilian population. We recognize that the challenges that MINUSMA is facing have evolved since it first deployed, in 2013. It is dealing not only with violence from armed groups but with increasing threats from terrorist groups.”

I would also like to warmly welcome the Minister for Foreign Affairs, International Cooperation and African Integration of Mali, His Excellency Mr. Abdoulaye Diop, to today's meeting. Bolivia commends the efforts made by the Special Representative of the Secretary-General for Mali and Head of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) to promote lasting peace and security in this brotherly country.”

“The Security Council further expresses concern at the presence and future potential growth of affiliates of the Islamic State in Iraq and Levant (ISIL), also known as Da'esh, and reaffirms its resolve to address all aspects of the threat posed by AQAP, ISIL (Da'esh), and all other associated individuals, groups, undertakings and entities. In this regard, the Security Council calls upon all Yemenis to combine their efforts in countering the threat posed by terrorism. "The Security Council emphasises that the conflict in Yemen will only be resolved through the resumption of an inclusive political process, and calls upon all parties to the conflict to engage constructively and in good faith to overcome obstacles and find a peaceful solution.”

“The Security Council also calls on the Houthis and forces allied to former President Ali Abdullah Saleh to cease all attacks at the Kingdom of Saudi Arabia. "The Security Council takes threats to shipping around Bab al-Mandeb, a strategically important shipping passage, extremely seriously and stresses that the continued exercise of navigational rights and freedoms in and around Bab al-Mandeb Strait in accordance with relevant international law must be upheld. "The Security Council expresses grave concern about the presence of Al-Qaida in the Arabian Peninsula (AQAP) in Yemen, and the impact its violent extremist ideology and actions have upon civilians and stability in Yemen and the region.”
