In the critical immediate aftermath of conflicts, countries have proven the importance of building and consolidating institutional capacities and the rule of law, security sector reform and other justice reforms, which necessitate incorporating civilian expertise in peacebuilding, including mobilizing the capacities of developing countries, particularly those of women and youth. Based on ithis conviction and the importance of that aspect, and in order to promote an exchange of expertise, Morocco, together with Qatar and Norway, on 10 November organized a workshop to promote civilian capacities in the Arab world.”

4. “Also important is the use of the various peacebuilding and peacekeeping tools in a comprehensive and integrated way to avoid redundancy and duplication and to adopt a phased approach that takes into consideration the priorities of each case individually and within the available resources. In that context, the Peacebuilding Commission can play a very important role because its establishment was the beginning of a new approach by the United Nations to addressing post-conflict situations based on linking peacekeeping and security. 6. “The challenges associated with post-conflict peacebuilding in connection with security, development and human rights require coordination and the rational use of resources and efforts. Peacebuilding is often connected to the very delicate management of the transition from the establishment of peace to ensuring sustainable peace. That makes it very important to coordinate national, regional and international efforts in countries emerging from conflict in order to achieve stability. That coordination requires prioritizing peacebuilding strategies in order to align and harmonize them with national policies and to involve all stakeholders. We emphatically condemn its activities, which violate international humanitarian law and international human rights. In order to respond to this scourge - which is, unfortunately, spreading throughout Africa - we must take action, and that can be done only through regional coordination between ECOWAS and ECCAS, as well as the countries of the Gulf of Guinea region. We welcome the efforts of the regional Office to facilitate organization of the regional summit on piracy in the Gulf of Guinea, to be held in April 2013. First and foremost, Security Council resolutions must be respected, as must requests by the IAEA, in View of Iran's international commitments. 38. “The most recent report (GOV/2012/55) submitted by the International Atomic Energy Agency (IAEA), on 16 November, concluded that pending issues relevant to the Iranian nuclear programme had not yet been settled. We hope that the Agency will receive full cooperation so as to allay concerns and make tangible progress on pending issues. As the IAEA is the only agency with competence relating to safeguards, it should receive full cooperation at all times, including the necessary information on sites and facilities. Proceeding from our conviction that dialogue and diplomacy are the only ways to settle this issue peacefully, we believe that continuing negotiations between the five permanent members of the Security Council and Germany (P5+l) and Iran is extremely important.”

43. “We look forward to the upcoming donor conference in Doha and to the normalization of relations between the Sudan and South Sudan. We hope that that will provide the necessary funding to the Darfur Regional Authority to enable it to carry out all the tasks facing it. With regard to the ICC indictment of President Al-Bashir, the League of Arab States stated its position on the matter a few days after the indictment was issued. Like other international organizations and groups, the League has reaffirmed that position on various occasions. Stability cannot be restored to Darfur unless public relations are stable, the agreements signed by the two countries are signed, and the outstanding issues between them are resolved.”

A joint declaration has been issued by the Government and the Interim Military Council of the Justice and Equality Movement (JEM), a new group that broke away from J EM. We hope that other groups will join them. We also underscore the positive efforts by the new Darfur Regional Authority to move advance efforts to implement the Doha agreement and, specifically, their commitment to promoting a comprehensive dialogue, despite all the obstacles.”

Morocco, at the time, welcomed the signing of the Doha Document for Peace in Darfur and the implementation of the Document's provisions with regard to the issues that had caused the conflict, especially the provisions on the fair redistribution of power, resources, restitution, the return of refugees, reconciliation and the continuation of national dialogue. We realize that there are still many obstacles impeding the restoration of peace in Darfur. At the outset, I align myself with my colleagues who have welcomed Ms. Fatou Bensouda, Prosecutor of the International Criminal Court, and I thank her for her detailed briefing. Since the adoption of resolution 1593 (2005), the International Criminal Court has regularly submitted reports to the Security Council on the progress achieved in implementing that resolution. We have taken note of the sixteenth report, which included the recent developments and activities of the Court with regard to the Sudan since 5 June. Morocco has always called for a political settlement between all relevant parties in order to alleviate the suffering of the civilian population.”

49. “While inter-mission cooperation can provide a rapid response in boosting capacities that are very under- equipped, it is still an ad hoc mechanism and temporary solution for very specific situations. Such cooperation can be affected by the capacity of missions at both the receiving and the sending ends, since transferring equipment and personnel could lead to a vacuum between the two. Success in such types of cooperation depends on a number of interdependent factors, such as the practicality of the peacekeeping mandates created by the Security Council and the necessary cooperation between the Security Council and the TCCs, the Secretariat and the host countries. We are mindful of the fact that inter-mission cooperation is a work in progress that is driven by day- to-day practice and the specific nature of each particular mission.”

50. “Those actions would not have been possible without the cooperation and understanding of the troop- contributing countries (TCCs), which made it possible to rapidly redeploy their personnel, military equipment and supplies, thereby contributing to protecting and saving the lives of many civilians. The cases I mentioned illustrate the usefulness of inter-mission cooperation and the challenges it faces. One of the lessons learned in such situations is the importance of early planning and political consultations for ensuring the effectiveness of inter-mission cooperation. Such planning enables early commitments to be agreed with TCCs, which in turn strengthens the possibility of using this mechanism when it is needed.”
