The second appeal is to the international community, in the form of the Security Council, the United Nations General Assembly, our partners in the European Union, Organization of Islamic Cooperation, Non-Aligned Movement, Palestine Committee and Practices Committee and our partners among the permanent and non-permanent members of this Council. We call upon them all to continue to exert pressure to implement the vision of the two-State solution through negotiations.   4. However, the issue of Jerusalem was the straw that broke the camel’s back and prevented agreement being reached with the late Palestinian President, Yasser Arafat. We in the League of Arab States believe that the time has come for the United States to complete its courageous journey and for a Democratic administration to show, once again, that it has the ability to achieve a major breakthrough, similar to that achieved by President Carter between Egypt and Israel in 1979 and which President Clinton came close to achieving in 2000. The League of Arab States is ready and willing to work alongside the United Nations and other peace-loving forces in support of all productive efforts in this regard.

The first appeal is to the United States of America, specifically the administration of President Joe Biden, to engage more closely and effectively with the Middle East peace process in such a way as to dispel any delusions left over from the previous administration that Israel gets everything, and the Palestinians get nothing. We still appreciate President Clinton’s pioneering initiative in 2000 and the working paper he presented personally at the “Peacemakers’ conference” in Sharm Al-Sheikh on the five final status issues, alongside his courageous invitation to the Palestinian and Israeli leaders to Camp David 2 to engage in genuine and serious negotiations, which resulted in agreement being reached on four of these issues.

Security will only be achieved through peace based on legitimacy and by upholding the international determinants affirmed in the resolutions of this Council, the Madrid and Oslo Accords of 30 years ago and the Arab Peace Initiative of 20 years ago, which remains a firm foundation for a just and comprehensive peace on the basis of the two-State solution, which has been and will remain the ultimate goal of all legitimate international efforts to establish an independent Palestinian State. In this statement, the League of Arab States is issuing a number of urgent appeals, in the hope that the response will help save the situation.

  7. Experience shows that Israel will be unable to achieve security no matter how long and how far its military operations extend. It will only be able to achieve security by pursuing peace through negotiations with a Palestinian State. History is full of vivid examples of this. No one can forget month-long attacks on Lebanon by Israel in 2006 and Gaza in 2008, as well as other acts of aggression; these did not and will not bring security either to the State of Israel or the State of Palestine.

Fourthly, what is the Security Council’s stance on protecting the Muslim and Christian holy sites in the occupied Arab territories, which are subject to malicious attacks by the Israeli government that inflame the feelings of Muslims and Christians around the world, in spite of the tireless efforts of Jordan, Saudi Arabia, Morocco and other sponsoring States to protect them? What is the Security Council’s stance on protecting a free media that seeks to report the massacres committed by Israeli forces against Palestinians, in line with the United Nations’ call for worldwide freedom of access to information, but that same free media is being attacked, bombed and destroyed by Israel at the Damascus Gate, the Jala Tower and elsewhere?

Thirdly, is the Security Council, with its unwillingness to engage the international Quartet and raise its status to ministerial level, not helping to obstruct the pursuit of peace in the region on the basis of direct negotiations between Palestinians and Israelis at the international conference called for by President Abu Mazen under United Nations auspices? Is the Security Council, with its disregard of Israeli hubris in refusing to allow the inhabitants of Jerusalem to vote in Palestinian presidential and parliamentary elections, thereby causing the elections to be delayed, not helping to obstruct the creation of the credible democratic framework which the Palestinians are seeking to put in place as the basis for a new phase of national action and serious negotiations?

Will Israel remain forever beyond the scope of international accountability for the crimes it has committed against the Palestinian people, including provocations, attacks and destruction of infrastructure, carried out to serve domestic Israeli political goals and advance the personal ambitions of certain Israeli leaders? Israel seeks to provoke the Palestinian resistance movement into responding militarily and to use the ensuing vicious circle of violence and counter-violence as an excuse to widen its attacks and justify seizing yet more Palestinian land in furtherance of its colonialist schemes and initiatives, rejected years ago by the Arabs and the international community as contrary to international legitimacy, international law and the Charter of the United Nations.

Secondly, does the present situation not oblige the Security Council, the Secretary-General and other United Nations bodies to promote and enforce the concepts of responsibility to protect and human security, agreed by us all at the 2005 summit, in order to protect the Palestinian people from the brutal Israeli occupation? Or do these concepts only apply to the Arabs and their counterparts in African and Latin American countries in a way that causes them and their leaders to be placed under sanctions regimes and at the mercy of alliances formed to bomb them?

The Security Council has failed even to issue a press release in recent days to affirm the principles of international legitimacy and establish the lost balance between a brutal occupying Power employing its full military force and enjoying unqualified international protection, and an occupied people demanding their inalienable rights, principally the right to establish their own free and independent State with East Jerusalem as its capital, and seeking to assert their rights to the land until this can be achieved through direct negotiations between the Palestinian and Israeli sides. To make such as assessment, the Security Council must answer clearly and unambiguously a number of crucial questions to help the Council and us at the League of Arab States handle the situation more effectively.

On behalf of His Excellency Ahmed Aboul Gheit, Secretary-General of the League of Arab States, I should like to begin by affirming the League’s full support for the statement delivered by the Minister of Foreign Affairs of the People’s Democratic Republic of Algeria and president of the Group of Arab States for the month of May, and commending the close coordination between the Group of Arab States and the vast majority of Council members in our common endeavour to prevent the situation from slipping out of control and descending into a long-term armed conflict with potentially terrible consequences. Addressing the daily deteriorating situation on the ground requires a realistic assessment of the course of events and an objective view of the ability of the multilateral international order to deal with the situation.

More generally, addressing Arab issues requires putting an end to external intervention in Arab States, whether by neighbouring States in the region or by international forces with designs on Arab land. The League has adopted numerous resolutions in that regard, which it has formally transmitted to the Council and the Secretary-General of the United Nations; but it has yet to see any path to implementation. There are still those who address the Iranian nuclear issue independently of the Middle East region and who address the Syrian and Libyan issues independently of foreign, regional and international interventions that seek to forcefully affect the political process and achieve interests that have nothing to do with Arab States. We have a great deal of work to do.

The League hopes that the Council will provide stronger support for the initiative of Saudi Arabia to declare a comprehensive peace in Yemen, including a comprehensive ceasefire throughout Yemeni territory, the reopening of Sana’a International Airport, and the reopening of the port of Al-Hudaydah and its environs. The League asks the United Nations envoy to resume Yemeni negotiations with a view to reaching a peaceful solution and the necessary peaceful negotiated settlement based on the three terms of reference. The initiative of Saudi Arabia has been broadly welcomed in the region and around the world, including by the Secretary-General of the United Nations. The League also hopes that the Council will provide greater support for a response to the issues of the Sudan, Somalia, Iraq and many others that require stronger joint action.

The League also hopes that the Council will provide stronger support for the work of the Libya Quartet, which held its sixth meeting at the highest level two days ago upon the initiative of the Secretary-General of the League of Arab States to coordinate joint support for all concerned organizations. Such action is important in view of the positive developments in Libya. There are now prospects for a political solution, economic development, and reconstruction based on unity and joint action among Libyan groups further to the adoption of the outcomes of the Libyan political dialogue, the road map, the endorsement of the transitional Government, and support for the efforts of the Libyan people to hold transparent and credible national elections at a time to be agreed by Libyans.

The League of Arab States therefore hopes that the Security Council will focus more on enabling the Arab side to play a pivotal role in resolving the Syrian crisis, which has dragged on for more than a decade, through all relevant processes, including the Sochi and Astana tracks. Although Syria’s membership of the League has been suspended, it has always been and will remain an Arab country and an integral part of our Arab world. The League is focused on the range of processes involving politics, humanitarian affairs and weapons of mass destruction. It has been following up those processes with the Special Envoy and the United Nations with a view to a settlement that would bring an end to the suffering of the Syrian people.

In view of the geopolitical developments on the international scene, and the significant challenges and grave threats facing the Middle East region, coordination and joint action have intensified between the Security Council and the League of Arab States, in the manner emphasized and confirmed in presidential statements issued in recent years under the Security Council presidencies of Kuwait and Tunisia, and previously by Egypt. Such joint action requires greater confidence-building between the two sides — not only between Secretaries-General, as is already happening to good effect, but also, and concurrently, through action to build and implement a shared vision of regional and international peace and security.

Sixthly, full support should be extended to the Palestinian side in order to ensure that Israel does not hinder the f lexible and transparent implementation of the forthcoming Palestinian presidential and legislative elections in accordance with the aspirations of the Palestinian people.   23. In successive meetings, the Palestinian side emphasized that it was fully prepared to resume peace negotiations and support the peace process by effectively reviving the role of the Quartet. Fourthly, it should be emphasized that the two-State solution is the only way to bring an end to the Israeli occupation of the Palestinian territory, leading to the establishment of an independent, contiguous and viable State of Palestine in accordance with the resolutions of the United Nations and the relevant terms of reference. Fifthly, the process should concentrate on the provisions and principles set forth in the Arab Peace Initiative as a basis for building genuine relations between the Arab and Israeli sides grounded in good neighbourliness and mutual respect.

Secondly, action should be taken through the Quartet, at the highest levels, with the participation of the two parties and of regional Arab stakeholders, with a view to implementing the initiative put forward by President Mahmoud Abbas to convene an extended international conference this year, with the cognizance of the United Nations, bringing together all relevant parties, to explore ways to find a just, lasting and comprehensive settlement to the Palestinian-Israeli conflict. Thirdly, action should be taken to build on the outcomes of the Munch Group and other initiatives that have been accepted at the Arab and Palestinian levels in order to revive genuine negotiations between the two sides.

First, the role and unity of the Security Council should be restored with a view to putting a stop to the systematic settlement activities designed to promote the Israeli agenda of de facto annexation of the Palestinian territories occupied in 1967, prevail on Israel to fully implement resolution 2334 (2016) on settlements, and assert the inalienable rights of the Palestinian people, including the right to self-determination.

He has also welcomed the Secretary of State’s announcement that economic, development and humanitarian assistance to the Palestinian people will resume, as will support for the United Nations Relief and Works Agency for Palestine Refugees in the Near East.   27. The Council should work with the new American Administration to act on its previous commitments. Other issues cannot be allowed to come first. Those efforts must take place in the context of the United Nations and, in particular, the Security Council, in order to strengthen the foundations of international law and achieve the international goals towards which we have worked for decades. The Secretary-General of the League of Arab States, Ahmed Abul Gheit, has welcomed the statements made recently by the American President, in which he emphasized his commitment to the two-State solution as the basis for a settlement to the conflict between Palestine and Israel.

  28. The Council has not been able to defend the position of the international community or to hold the perpetrators to account. It had a golden opportunity to do so when the International Criminal Court recently decided to exercise jurisdiction in respect of Israeli violations of international human rights law and international humanitarian law in the occupied Palestinian territory. The Security Council had — indeed, still has — an opportunity to press for Israel and the perpetrators to defend themselves for their violations. The League of Arab States believes quite simply and unequivocally that Middle East issues, particularly the question of Palestine, must be at the forefront of the Council’s endeavours to address the international issues of which it is seized.

As the Secretary-General and his Special Envoy have said, those activities plainly violate the provisions of resolution 2334 (2016), which was adopted during the previous Democratic Administration in the United States. Israel has ignored that resolution every day without being held to account. The international community has repeatedly asserted that the situation on the ground must not be changed in a such a way as to affect the anticipated negotiations between the two sides on the five final status issues. The League had also expected that the Council would set about holding accountable the individuals responsible for these and numerous other violations of the human rights of the Palestinian people, which has faced the most horrific repression and whose inalienable rights have been denied.

Such efforts should culminate in the international conference called for by the Palestinian President, Abu Mazen, in his statement before the high-level segment of the seventy-fifth session of the General Assembly. Such a conference would launch direct negotiations underpinned by full respect for the fundamental internationally agreed terms of reference, which have been endorsed by all parties in the Security Council and in this distinguished Organization. Those terms include the Arab Peace Initiative put forward by the League of Arab States at the summit level in 2002. The League of Arab States had been expecting the Council to take a more forceful stance on the issue of rampant illegal settlement activities in the Palestinian territories.

Such a solution would build on the ground-breaking steps taken by the Palestinian Authority to convene legislative and presidential elections, and to improve the prospects of a successful Palestinian reconciliation, resulting in the establishment of an independent Palestinian State with East Jerusalem as its capital, on the borders of 4 June 1967. Nevertheless, the League of Arab States continues to wait for a strong international mobilization at the United Nations level to tackle the Palestinian issue effectively.   32. Arab States came together to press for a solution and to capitalize on all the recent steps that have been taken towards convergence with a view to achieving that overarching Arab goal. That consensus was further underscored at the periodic meeting of the Council of the League held on 3 April and the intense efforts made by the Munich Group to maintain the momentum of the recent period. Other regional groups and forces have taken a stand that does them credit, including the European Union, the Movement of Non-Aligned Countries, the Organization of Islamic Cooperation, the African Union, the Association of Southeast Asian Nations and the Caribbean Community. The Security Council has reached near-consensus that there is no alternative to an immediate start to negotiations towards a definitive solution on the basis of two-States.

  33. This open debate is being held today against the backdrop of complex situations in the Arab region. We cannot watch and wait or ignore the destructive repercussions for regional and international peace and security. The Security Council needs to play a more effective role in addressing and resolving those situations. Foremost among them is the question of Palestine, which is the central issue for Arab States and the League of Arab States. But there are many other important issues at stake, among which are those of Syria, Libya, Yemen, Somalia, the Sudan and Iraq. Since the Council’s last open debate, an Arab consensus has emerged with great clarity. It crystallized at the emergency meeting of the League of Arab States on the question of Palestine held at the ministerial level on 8 February 2021.

The League of Arab States urges the international community to seize this important occasion to redouble its efforts to strengthen the role of women and their empowerment in future, in line with the theme of this historic United Nations session, “The Future We Want”; to uphold the full rights of women in various areas; and to ensure that they participate actively, especially in senior leadership positions, and are represented in decision-making, conflict prevention and resolution and post- conflict peacebuilding efforts. By the time we meet again next year, we hope that women will have accomplished even more, overcome more challenges and become active partners in achieving international peace and security.

Accordingly, and in view of the special circumstances of Arab women in conflict zones in our region — including Syria, Libya, Yemen, Iraq, Somalia and elsewhere — the Council of the League adopted a resolution at the ministerial level entitled “Formation of the Emergency Committee for the Protection of Women during Armed Conflicts in the Arab region”, at its 151st session, held in March 2019. Moreover, the Network of Arab Women Peace Mediators was established as a mechanism of the Arab Women’s Committee to work in concert with many similar mechanisms in other regions.

The League, in cooperation with the United Nations and its specialized agencies for women’s affairs, supports the S/2020/1084 S/2020/1084 promotion and empowerment of women and their assumption of a fully active role in political, security, economic and social matters. It extends this support by organizing joint meetings and intensifying Arab efforts to identify and address shortcomings within a regional framework that makes it possible to benefit from shared experiences. In this context, I would like to refer to the first Ministerial Conference on Women and Achieving Peace and Security, held by the League of Arab States in 2016. Several important recommendations on the implementation of the women and peace and security agenda were adopted at the Conference.

It constitutes a regional strategy and executive action plan for the protection of Arab women, as well as a fundamental platform for raising awareness of regional and international resolutions among officials and relevant stakeholders and for implementing those resolutions by providing protection to women and girls in the Arab region, based on the fundamental pillars of the strategy. Those pillars include supporting active participation by women and young women and promoting their assumption of leadership roles; preventing conflict and eliminating all forms of violence against women; and ensuring that women and girls have their relief needs met promptly.

  39. At the regional level, the League of Arab States has been working tirelessly to support the Security Council and the United Nations in implementing resolution 1325 (2000) since it was adopted. The League of Arab States has issued several strategies and recommendations on protecting Arab women and promoting their role, especially in the area of peace and security. In that connection, I would like to note that the Council of the League of Arab States at the ministerial level adopted the strategy for the protection of Arab women at its 144th session, in 2015.

  40. The Security Council should attach the utmost importance to this in the near future. The reports of the Secretary-General clearly indicate that women’s participation in United Nations peacekeeping missions is low, accounting for 4.2 per cent of overall staff, and that very few women participate in negotiations aimed at preventing, containing or resolving conflicts. Despite the progress achieved towards granting women the opportunities they deserve to assume leadership positions at the United Nations, women in many of our countries have yet to assume positions commensurate with their outstanding professional potential as a result of archaic cultural or religious norms.

This progress is evident in the integration of the women and peace and security agenda into the various areas of the work of the United Nations, because it is one of the sectoral issues associated with the implementation of the 2030 Agenda for Sustainable Development, as well as in related efforts to implement Goal 5 of the Agenda. At the same time, at the high-level meeting of the General Assembly to commemorate the twenty-fifth anniversary of the Fourth World Conference on Women and the Beijing Platform for Action, it became evident that, despite the great strides made in promoting the role of women and their participation in the political, social and economic arenas, the international community must do more to empower women to assume a role worthy of them, particularly in relation to peace and security issues.

Today’s Security Council meeting on women and peace and security is especially important this year, as it coincides with our celebrations of the seventy- fifth anniversary of the founding of the United Nations and the twentieth anniversary of the Council’s adoption of the historic resolution 1325 (2000), which continues to serve as the basis for highlighting the important role that women play and their active participation in preventive diplomacy, peacemaking, peacekeeping and post- conflict peacebuilding. Significant progress has been made towards strengthening the role of women in maintaining international peace and security.

The Secretary-General of the League has forcefully denounced that course of action and expressed the League’s fears regarding the repercussions for the future of the negotiations towards an independent, geographically contiguous State of Palestine. Pending genuine negotiations in the peace conference for which President Abbas has called, the League emphasizes that the Human Rights Council and S/2020/1055 the Office of the United Nations High Commissioner for Human Rights must, in accordance with Human Rights Council resolution 43/31, press Israel to confront the catastrophic humanitarian repercussions of the annexation and the indiscriminate Israeli settlement activities against the Palestinian people, including racial discrimination.

  45. Most recently, it built 2,600 settlement units in Jerusalem and the West Bank, and cut off Area C in preparation for the full annexation of the Jordan valley. It has continued to hamper efforts to reach a settlement by attempting to redefine such core issues as Jerusalem, the refugees and the borders. It has also sought to effectively entrench its policies of racial discrimination, particularly by enacting a new nation-State law turning Arab inhabitants of Israel into second-class citizens. It has sought to impose a fait accompli leading to a one-State solution in lieu of the two-State solution, which is now in grave peril, especially since Israel violated its own stated commitment, which was a fundamental component of its recent agreement with the United Arab Emirates, that it would fully freeze settlement activities.

  46. The League emphasizes the importance of the proposed conference. It calls on the Quarter and international and regional supporting parties to make every endeavour to play a constructive role in bringing the conflict out of its current dire straits and open up prospects for a genuine peace and the just settlement to which we aspire. The League has every confidence that the Secretary-General of the United Nations has the capacity and wisdom to guide international efforts to meet Palestinian and Arab aspirations, and indeed the aspirations of the region and the world. Israel has persisted in its constant efforts to fulfil its settlement schemes on occupied Palestinian and Arab territory. It has taken a series of muted steps towards enacting its plan for stealth annexation.

Mindful of the need to break the current deadlock in the peace process, the League of Arab States commends all the efforts made by the main regional and international stakeholders, including the Non-Aligned Movement, the Organization of Islamic Cooperation and the European Union. Such efforts include the international and regional endeavours to bring together and unify international forces to support the Palestinian negotiator in preparation for a new round of negotiations with the participation of the Palestinian Authority. The most recent such effort was the meeting held in Jordan, which brought together the Ministers for Foreign Affairs of Germany, France, Egypt and Jordan, and the High Representative of the European Union for Foreign Affairs and Security Policy, culminating in a statement supporting international law.

The League supports the initiative presented by President Abbas in his statement before the General Assembly on the occasion of its seventy-fifth anniversary, namely, that the Secretary-General should start preparing to convene an international conference to launch genuine negotiations between the State of Palestine and the State of Israel, in accordance exclusively with the principles and terms of reference agreed under international law. The Security Council would no doubt bear the greatest share of responsibility for effectively preparing for the conference and ensuring that it achieves the desired results, in coordination with the Secretary-General, the League of Arab States and the other regional and international stakeholders.

It is convinced that reaching an agreement between Fatah and Hamas, and holding legislative and presidential elections, would strengthen the unity of the Palestinian people and make it better able to negotiate, under united Palestinian leadership, towards the goals to which we aspire. The League stands ready to support the Palestinian vision that has been articulated by President Mahmoud Abbas before the Security Council. President Abbas has warned against rushing into any initiatives that the State of Palestine has had no part in formulating or negotiating. He has insisted that the conflict must be solved by peaceful means, acting through the United Nations and with the effective involvement of the Quartet.
