“In the same vein, we urge countries in the region to step up their cooperation and coordinate their efforts in cross-border efforts aimed at combating the illicit trade in drugs. Chad is very concerned about the use of improvised explosive devices (IEDs) by terrorist groups against civilians, the Afghan security forces and diplomatic and humanitarian staff. To that end, we underscore the need to step up coordination and exchange information, both locally and regionally, so as to prevent parts for IEDs from being delivered to terrorist groups and to better control the illicit trade in small arms and light weapons. By the same token, we are extremely concerned by the deterioration in the humanitarian situation, in particular that of persons being displaced because of natural disasters and a lack of security.”

“We underscore the real need to bring the perpetrators of such barbaric acts to justice. Furthermore, we express our serious concern regarding the increase in the number of terrorist attacks and the serious threat posed by foreign terrorist fighters in Afghanistan and the subregion, including those from the Islamic State in Iraq and the Levant. That requires heightened vigilance and strong mobilization from the international community. We commend the efforts made by Afghan Government to combat drug trafficking, as well as the 15 October adoption, in partnership with the United Nations Office on Drugs and Crime, of the national drug action plan for the period 2015-2019. We encourage the Government to continue to work to combat and eliminate the scourge of drugs.”

“With regard to the security situation, the seizure of Kunduz by the Taliban, which we firmly condemn, shows that the situation is unstable and worsening owing to the unfortunate incidents that have claimed the lives of many civilians and international expatriate staff. We deplore the attacks on civilians, and we hope that they will not happen again in future. We extend our condolences to the families of the victims and to the Afghan Government and we hope that those who were injured make a speedy recovery. We also condemn the 11 December terrorist attack carried out near the Spanish Embassy in Kabul. We extend condolences and solidarity to the families of the victims and to the Governments of Afghanistan and Spain. We reiterate our firm condemnation of terrorism in all its forms and manifestations.”

“We commend the Afghan Government in its unfailing efforts, which have, among other things, dislodged the Taliban from Kunduz. We reiterate our support to the Afghan authorities and repeat our call to Afghan stakeholders to promote dialogue through the High Peace Council, in the interests of their people, and to implement the Peace and Reconciliation in Afghanistan Programme in line with the Kabul communique and the conclusions of the Bonn Conference. To that end, we welcome the 12 October meeting in Kabul of the Ulema National Conference, which was facilitated by the High Peace Council and supported by UNAMA. Its aim was to bring together all parties to the conflict so as to promote peace, and we congratulate President Ghani for approving its conclusions.”

I also thank Ambassador Mahmoud Saikal, the new Permanent Representative of the Islamic Republic of Afghanistan to the United Nations, for his statement and warmly welcome him to the Council. On the eve of the first anniversary of the departure of International Security Assistance Force from Afghanistan, the security, humanitarian and human rights situation in the country is still of concern, despite the tireless efforts ofthe new Afghan authorities and the support of the international community.”

“With respect to burden-sharing, the United Nations should support the AU, particularly by financing its peacekeeping operations authorized by the Security Council, as recommended by the High-level Independent Panel on Peace Operations and the Secretary-General in their respective reports. In conclusion, we express our gratitude to the High- level Independent Panel and the Secretary-General for their reports replete with recommendations. Chad supports all the relevant recommendations contained therein, in particular those on the issue of financing the peacekeeping operations of the African Union authorized by the Security Council.”

“Chapter VIII of the Charter of the United Nations makes provision for regional organizations to play a role, and the African Union performs such a role brilliantly. As an illustration, it should be noted that the African Union is currently operating in the Sudan as part of the African Union/United Nations Hybrid operation in Darfur, in Somalia and elsewhere. Recently, the AU first deployed in Mali and in the Central African Republic, facilitating the later deployment of MINUSMA and the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic in those countries, respectively. Furthermore, the comparative advantages of the African Union, such as geographical proximity, legitimacy, knowledge of the root causes of conflict and the ability to respond quickly in crisis situations, are well established.”

“Like other countries, Chad has lost many of its soldiers deployed in the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). Despite its experience and substantial resources, the United Nations cannot meet alone the numerous challenges it faces in terms of peace and security, particularly in Africa. It is therefore essential that the United Nations strengthen its strategic partnership with the African Union (AU). There is no need to recall that the overwhelming majority of United Nations peace operations, including uniformed personnel, are deployed in Africa. The African Union is a key strategic partner that needs to be supported in its efforts. It must be closely associated, in particular, with all United Nations initiatives on peace operations on the African continent.”

“This is particularly necessary, given that the current nature of conflicts is such that that type of intervention is required sometimes, and also because of the rigid approach of traditional United Nations peacekeeping. Chad is in favour of the better prioritization and sequencing of tasks in peacekeeping operations. In this regard, the Security Council should conduct meaningful consultations with the host States and subregional and regional partners and also with neighbouring countries. Chad strongly supports the request formulated by New Zealand and France that peacekeepers be better protected. In this regard, we urge the Security Council to address the issue of safety and security as a highly strategic issue.”

“Pursuing political solutions should not exclude the proportional use of force when it is necessary. In some situations, non-State actors, such as armed or terrorist groups, deliberately undermine peace efforts and threaten the lives of civilians. In such cases, the use of force cannot be ruled out. In this respect, we welcome the experiences of the Intervention Brigade of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo and of the African Union Mission in Somalia, which are successes that many people recognize. If the United Nations is not equipped to impose peace, the regional and subregional organizations that are willing to intervene for the sake of peace must be able to receive the support needed from the Security Council and the General Assembly.”

“Chad takes note of the report of the Secretary-General on the implementation of the recommendations of the High-level Independent Panel on Peace Operations and the priorities set out therein (S/2015/682). I will make some brief observations in this regard. We agree that United Nations peace operations, including special political missions and peacekeeping operations, should give priority to finding political solutions to conflicts. In this respect, my country supports the call of the High-level Independent Panel on Peace Operations for the Security Council to draw upon its collective political influence to promote these solutions. However, for a political solution to be successful, it is important that the priorities and needs of the host State be taken into account and that its cooperation and that of other relevant actors be a given.”

“Mr. Mahamat Zene (Chad) (spoke in French): I, too, would like to begin my statement with a firm condemnation of the terrorist attacks against innocent civilians in Mali. On behalf of Chad, I would like to express our deepest condolences to the families of the victims and to the Government and the people of Mali. I thank the United Kingdom presidency for convening this meeting on the report of the Secretary- General on the future of United Nations peace operations. I also thank Secretary-General Ban Ki-moon for his briefing. Seventy years after the founding of the United Nations, the world seems still to be far from the goal of a world without war, given the increasing number of conflicts and the difficulties deterring their prevention and resolution.”

“Chad is seriously concerned by the deterioration of the humanitarian situation and deplores the fact that civilians are falling victim to anti-personnel land mines and indiscriminate attacks carried out by the parties to the conflict and international forces. All parties must clearly distinguish between civilian targets and military ones by adhering to the principles of international humanitarian law as well as international human rights law. By way of conclusion, Chad wishes to pay deserved tribute to all United Nations and humanitarian agency staff serving in Afghanistan in extremely dangerous conditions. We urge them to continue their work on behalf of the Afghan people.”

“The fragile security situation in Afghanistan, along with the presence of foreign fighters and elements of the Islamic State in Iraq and the Levant, not only on its territory but throughout the region, calls for joint efforts at the regional level as well as heightened vigilance on the part of the international community. The growing number of terrorist attacks in Kabul and throughout the country, which we firmly condemn, clearly demonstrates the mobility of terrorist groups and their ability to act as spoilers, underscoring the need to reinforce the efforts of the Afghan security forces.”

“In that regard, we welcome the convening on 8 and 9 June, in Dushanbe, of a high-level international conference that enabled the countries of the region to take important decisions with respect to security, development and, of course, water management, at a regional level. To that end, the partnership between the Government of Afghanistan and the United Nations Office on Drugs and Crime, which aims to combat drug trafficking, should be encouraged and further supported, both at the level of capacity-building and by stepping up cooperation with neighbouring States for better coordination in the transborder fight against drugs and illicit trafficking, in keeping with the presidential statement of 25 June 2014 (S/PRST/20l4/l2).”

“Chad also welcomes the new stage reached in terms of the peace and national reconciliation process through direct negotiations between the Afghan Government and representatives of the Taliban, which was launched on 7 July in Murree, Pakistan, under the aegis of the Pakistani Government, the United States of America, China and the international community. The fight against terrorism, extremism and drug trafficking, the challenges related to the porosity of borders and the problem of water resource management are all, inter alia, issues that require strong, full cooperation among all the countries of the region. Those issues also require multifaceted, broad support from the international community.”

“Mr. Cherif (Chad) (spoke in French): I would like to thank the Chair of the Committee established pursuant to resolution 1737 (2006), Ambassador Gary Quinlan, for his quarterly report on the activities of the Committee for the period of 25 June to 12 September. Chad takes note of the quarterly report and encourages the Committee to continue its work, including the consideration of the recommendations of the report of the Panel of Experts (S/2014/394, annex). Chad also encourages the Committee to continue its interaction with Member States to provide them with guidelines on Security Council measures. Finally, we encourage the Committee to continue its communication with the Islamic Republic of Iran concerning the incident of 31 March.”
