“Since that time, five high-level meetings have been held between the General Assembly and heads of regional organizations. In this context, we reiterate the call, launched by the Secretary-General of the League of Arab States, for the holding of a conference to discuss questions of international security in the largest possible sense of the term. That would be an opportunity to reaffirm the protective and collective safeguarding of international peace and to address the challenges involved. “In 1992, the Secretary-General developed a peace plan, defining the concept of cooperation between the United Nations and regional and subregional organizations with the belief that this cooperation is an effective way to strengthen United Nations capacities in terms of preventative diplomacy, peacebuilding and peacekeeping. The Security Council has also affirmed the important role of the regional organizations in maintaining international peace and security and called upon those organizations to improve the coordination of their efforts with those of the United Nations. “Our cooperation is evident in particular in the peace negotiations in the Sudan and in the context of our joint efforts to resolve the crisis in Darfur, as well as to ensure security and stability in Somalia. “The Arab League has a privileged relationship with the African Union, since eighty per cent of its citizens live on the African continent. Fifty per cent of the Arab League members are also members of the AU, and one fifth of the members of the AU are members of the Arab League. So it is a very specific situation and demonstrates the advantages of the horizontal cooperation between the two organizations. The great challenges at the beginning of the twenty-first century have pushed us to promote the relationship between the United Nations and regional organizations. On the basis of that principle, the African Union and the League of Arab States are working to develop African and Arab relations. We base this on positive and realistic elements that take into account the joint strategic interests of the two organizations.”

“That action has already claimed numerous Palestinians lives, due, in part, to unrestrained firing upon Palestinian civilians in Beit Hanoun in the Gaza Strip. We also condemn the use by Israeli forces of internationally prohibited weapons against Palestinians and its deliberate destruction of vital Palestinian infrastructure. We believe that the continuation of Israel's acts of aggression will result in a further escalation of an already tense and complex situation in the region. That will, in turn, hinder efforts aimed at finding a peaceful resolution of the problem. “We are convinced that cooperation between the Arab League and the United Nations, as well as the other regional organizations - first and foremost the African Union, the European Union and the Organization of American States - will help us to achieve a just and lasting peace in the Middle East, a goal all Arab countries and the international community urgently seek. “First, the Council must be reinvigorated and enlarged on the basis of longer and renewable mandates for the Council members. That would enable the Council to have a larger role on the international and regional levels. Secondly, the Council must be reinvigorated with respect to the large ongoing conflicts, particularly between the West and Islam. Such conflicts are not only a clash of cultures and civilizations but also political conflicts that have repercussions on international peace and security. That has caused a number of wars, invasions, Violence and terrorism. I do not think, therefore, that they can be resolved only through a dialogue among civilizations but through a comprehensive and responsible treatment, including political aspects, under the auspices and oversight of the Security Council.”

“At the same time, we should acknowledge that the success of the Economic and Social Council, as well as of the Human Rights Council and other United Nations bodies that operate in the field of development and that implement the purposes and principles of the United Nations, must have a positive impact in order to create an environment conducive to bringing about international peace and security. That is not sufficient, however, because the institutional and legal frameworks are not always adequate. “The Security Council, the United Nations and regional organizations thus have an additional burden to bear as they confront difficult issues that can be dealt with only through close partnership among them all. Secondly, cooperation between the United Nations and regional organizations is defined in Chapter VIII of the Charter. However, international circumstances demonstrate that that relationship needs to be re-examined in the light of changing circumstances. On the one hand, the number of traditional conflicts and regional problems is increasing, yet, on the other hand, conflicts of other types are occurring; we cannot neglect their impact on international peace and security. “Moreover, it denies international relief organizations access to the sick and wounded, as well as to the hundreds of thousands of displaced and disaster-stricken families. The report submitted today by Mr. Egeland stresses the need to provide access to humanitarian assistance in Lebanon in order to avoid an imminent humanitarian crisis. Therefore, we urge the Security Council to adopt a resolution calling for a comprehensive and immediate ceasefire and a halt to all military operations, to pave the way for negotiations and diplomatic consultations. Israel's destruction of Lebanon will have grave repercussions in the region that will not serve any interests but only exacerbate extremism and lead to a further deterioration of the situation. We believe that Israel may have agendas and objectives that exceed those it claims to have.”

“Israel is deliberately destroying the infrastructure of Lebanon and Gaza, in order to impose the fait accompli policy and achieve objectives and interests that are broader than what Israel claims to be the goal of its military campaign - the release of the Israeli soldiers. The goal is actually to destroy Lebanon and Gaza and impose the logic of force in the Arab-Israeli conflict. Despite the good offices and the positive proposals of the Secretary-General and his team, as well as other international parties, to find a solution to the conflict, Israel continues with a stark, defiant attitude, to reject the repeated appeals of the international community, target civilians, destroy vital services and infrastructure and impose collective punishment on the Lebanese and Palestinian peoples while holding them under siege.”

The critical situation in the province of Darfur today makes it necessary to ensure that there is concrete implementation of the agreement on the ground and that all parties comply fully with its provisions in good faith so that it can have a quick impact in terms of improving the security and humanitarian situation in Darfur. All the parties must also cooperate actively with the African Union Mission in the Sudan in its efforts to fulfil its mandate. The humanitarian situation in Darfur urgently requires additional support to meet the humanitarian requirements of those most in need.”

“Halting assistance to the Palestinian people and Israel's blackmail of Palestinians by preventing the transfer of tax revenues to the Palestinian Authority are negative measures that will lead to a humanitarian disaster and will have disastrous consequences that are in no one's interest. Half a century of Israeli-Palestinian conflict has proven that the road to peace in the region cannot be travelled with violence and military action. In that regard, the League of Arab States rejects the targeting of civilians by any party. Violence against civilians anywhere is completely unacceptable, including the military actions by the Israeli occupying forces in the occupied territories that have resulted in the loss of scores of innocent lives.”

“That is in blatant contravention of the Geneva Conventions and international law. The policy of extrajudicial targeted killings by the authorities of the Israeli occupation, in violation of international humanitarian law and the Fourth Geneva Convention, has led to more tension between Palestinian civilians and the occupation authorities. That has in turn led to further exacerbation of the situation on the ground. We appeal to the Security Council to prevail upon Israel to renounce the policy of a military solution and to reject the economic and financial siege imposed against Palestinians in an effort to starve them and to impose a de facto unilateral situation, which will lead to more chaos. The Palestinian Government faces a very difficult financial and economic situation. It is indeed a tragic situation.”

“They are also continuing to erect the separation barrier, in flagrant violation of the advisory opinion of the International Court of Justice. Israel's persistence in adopting a policy of military solution will only lead to more deterioration of the situation in the region. Israel has escalated its military operations against the Palestinian people in the wake of free democratic elections by the Palestinian people, which led to the establishment of a Palestinian Government. Israel has also adopted financial measures to punish the Palestinian people for their democratic practices, and has prevented the transfer of tax and customs revenues that belong to the Palestinian Government. It has imposed a siege against Palestinians as a way of tightening the noose against them through the use of military and economic means.”
