Following discussions on the latest developments, the Presidents issued a joint statement in which they emphasized their strong commitment to the sovereignty, independence, unity and territorial integrity of Syria; opposed illegitimate self-rule initiatives and separatist agendas; renounced the imposition of unilateral sanctions on Syria; rejected the occupation of the Syrian Golan and condemned the relevant United States decision; considered the Israeli military attacks in Syria as destabilizing and violating its sovereignty and territorial integrity; and reaffirmed their determination to cooperate in eliminating all Security Council-designated terrorist groups.

  2. Accordingly, the regime must be compelled to end its occupation of all Palestinian territories, as well as the occupied Syrian Golan and parts of Lebanon. In addition, it must put an end to all its destabilizing activities in the region, including the systematic violation of the sovereignty of Syria and Lebanon.   3. Additionally, the Israeli regime must also be compelled to put an end to its continued construction and expansion of settlements, as well as the sustained inhumane blockade of the Gaza Strip. The latter is more urgent given the outbreak of the COVID-19 pandemic and the Palestinians’ dire need for food, medicine and medical equipment to treat the sick and prevent the further spread of the coronavirus. Given the current reports about the pitiable condition of the Palestinians in Israeli prisons, the regime must also be forced to release the Palestinian prisoners — a need that is now urgent due to the COVID-19 pandemic. Furthermore, ending the Israeli regime’s occupation of other Arab territories must be the focus of all measures taken by the international community, including the Security Council.

While the occupation of Palestine is the main cause of the Middle East crisis, the Israeli regime, by revealing its plan to annex significant parts of the occupied Palestinian territory, has opened a new chapter in its expansionist policy, which, if unchecked, would further exacerbate the already tense situation in the Middle East. As a peremptory norm of international law, the occupation and acquisition of territory by force is prohibited and inadmissible. Therefore, the annexation of even the smallest part of the occupied Palestinian territory would be a gross violation of the basic principles of international law and the Charter. In fulfilment of their legal obligations under international law, all States must therefore refuse to recognize such annexation.

Parallel to the consideration of this situation in the Security Council, the international community must also put collective coordinated pressure on the United States to compel it to put an end to its irresponsible policy of unreservedly supporting the unlawful acts of the Israeli regime, as well as its complete and systematic shielding of Israel from the Council’s measures, thus emboldening the regime to continue committing crimes with total impunity.   6. That must start with the Security Council, which, according to the Charter of the United Nations, has the primary responsibility for the maintenance of international peace and security. The situation of Palestine is, first and foremost, a result of the Council’s decades-long inaction in the face of the expansionist policies and unlawful practices of the Israeli regime. In order to prevent the persistent erosion of trust and confidence in the Council, and in the United Nations in general, the Council must act in accordance with its responsibility under the Charter.

Under the current unprecedented circumstances, where the situation in Palestine and the region as a whole has become further entangled and complicated, the international community has a serious responsibility to do everything in its power to address the crisis and prevent the further deterioration of regional and international peace and security.

Despite strong international calls for their immediate removal, including by the Secretary-General, the United Nations High Commissioner for Human Rights and some other international dignitaries, as well as many former and current statesmen and stateswomen, parliamentarians, religious leaders, academics, non-governmental organizations and civil society institutions, the application of those illegal sanctions continues. In practice, such unlawful sanctions hamper the import of humanitarian goods, particularly medical equipment and medicine, mainly affecting the patients — the most vulnerable component of every society. That alone indicates how immoral, inhumane and illegitimate such sanctions are, particularly when the entire world is facing a highly contagious virus targeting the whole human family and the only way to push it back is solidarity in action and well-coordinated international cooperation. Moreover, it shows that the application of unilateral sanctions, in the context of the current unprecedented global health crisis involving all nations, is against the common interests of humankind.

In Syria, where the situation in many parts of the country was improving as a result of the terrorist defeat and the restoration of the Government’s control over its territory, the COVID-19 outbreak has slowed down, relatively, the return of displaced persons and reconstruction efforts. The humanitarian situation there has worsened, however, as a result of a permanent Council member’s irresponsible policy of imposing unlawful unilateral sanctions against the Syrian people. As a country that is experiencing one of the worst outbreaks of the coronavirus and as a victim of one of the most inhumane sanctions of the United States, the Islamic Republic of Iran is fully aware how such sanctions drastically hinder national responses of targeted countries from effectively preventing the spread of the virus.

At the same time, due to the inaction of the Security Council in confronting the foreign aggression against this country, the aggressors are emboldened and even take advantage of the COVID-19 pandemic to escalate air strikes and tighten the siege of ports and airports that channel humanitarian assistance to the people in need. Such unlawful measures have no other designation than war crimes and must be prevented. In Palestine, the Israeli regime has continued its blockade, which has lasted more than a decade, against the Gaza Strip — even during the coronavirus outbreak — leading to further deterioration of the already fragile humanitarian situation there.

  13. Serious outbreaks of certain diseases with a high mortality rate entail security implications in conflict situations. One example is the impact of the coronavirus disease (COVID-19) pandemic in the conflict situations in our region — from Yemen to Palestine to Syria. In those countries, the pandemic has worsened the socioeconomic situation, negatively impacted de-escalation efforts and peace negotiations and, by adding a new layer to existing problems, has further complicated the overall situation. In Yemen, where the nation is already experiencing the world’s worst humanitarian crisis, the death toll from the virus could exceed the combined toll of war, disease and hunger over the last five years, as stated by United Nations officials present in that country.

At this juncture in international relations, which is marked by an alarming trend of regression from a rules-based multilateralism into an unbridled power- based unilateralism, the United Nations and its Member States have an explicit legal obligation and a heavy moral and ethical responsibility to do everything in their power to immediately reject the planned annexation of parts of the occupied Palestinian territory and to hold the Israeli regime accountable for all crimes it has committed during the past 72 years. This should not be confined to mere verbal rejection and condemnation. Similarly, Israel’s acts of aggression against Syria are in gross violation of international law and the Charter of the United Nations, in the face of which the Syrian Government has a sovereign right to decide how and when to exercise its inherent right to individual or collective self-defence. Such acts of aggression must come to an end. We also stress that the occupation of the Syrian Golan by Israel is illegal and that the recognition by the United States of its annexation to Israel is null and void. While condemning such unlawful, irresponsible acts, we stress that the Golan is, and will remain, an integral part of the Syrian territory. Finally, the right to determine the future of Syria belongs exclusively to the Syrians, and the international community should assist them in realizing that right.

As a principled position, which also has been repeatedly reaffirmed by the Astana format summits, we continue to reject any separatist agendas as well as any and all attempts to create new realities on the ground, including through illegitimate self-rule initiatives. The sovereignty, political independence, unity and territorial integrity of Syria must be fully respected by all. Accordingly, all foreign forces whose presence is not permitted by the Syrian Government must leave the Syrian territory. A living example in that regard is the occupation of certain parts of Syria by forces of the United States, which continue to support and shield terrorist groups under the guise of combating terrorism.

  22. I thank you, Mr. President, for organizing this meeting. I also thank the Special Representative of the Secretary-General, Mr. Pedersen, for his input. I reiterate our long-standing position that the Syrian crisis must be settled through political means. In that context, we extend our support to the work of the Constitutional Committee, as has been expressed by the Astana format meetings on numerous occasions. While the Committee should be supported to do its work, as a matter of principle, any and all forms of external pressure must be avoided by all, as stipulated in its rules of procedure. At the same time, any possible assistance to the Committee, even by the United Nations, must be extended only at the request of the Committee itself, in accordance with its rules of procedure.

In that context, Israel must be forced to end its more-than-a-decade-long cruel blockade against Gaza, permit the access of Palestinians to all health and medical services required for the detection, treatment and prevention of the further spread of the coronavirus disease, and release all Palestinian prisoners from the overcrowded Israeli jails, where they are at high risk of infection. With respect to the COVID-19 pandemic, the situation in Palestine, in particular the Gaza Strip, is extremely alarming, including as a result of the illegal Israeli blockade and military aggressions against Gaza, widespread poverty, high population density and an inadequate health system resulting from many years of occupation and blockade. Now the Palestinian people are faced with two great challenges, namely, the continued occupation of Palestine and the outbreak of this deadly disease, which, in turn, is a serious concern and needs to be addressed properly.
