“The Non-Aligned Movement believes that security sector reform as a whole is a concept that was recently developed within several subregional and other intergovernmental organizations, although it has never been debated in a 07-24463 transparent and inclusive manner at the multilateral level in the context of the General Assembly. The underlying theme of security sector reform is that ineffectiveness and poor governance represent serious obstacles to peace, stability, poverty reduction, sustainable development, the rule of law and respect for human rights. Nevertheless, there is insufficient clarity as to how to assess that ineffectiveness. That lack of clarity has led to divergent interpretations and value judgments - a situation that could lead to arbitrary implementation.”

“Lebanon's sovereignty and territorial integrity must be fully respected. The Government of Israel must comply with its obligations and immediately cease all acts of provocation against Lebanon, including the ongoing violations of that country's airspace. I should like to conclude by reiterating the urgent need to put an end to the protracted and illegal Israeli occupation of all of the Arab territories occupied since 1967 and to resume the Middle East peace process. “Cuba reaffirms its commitment to a just and peaceful solution to the Israeli-Palestinian conflict and to the right of the Palestinian people to exercise their right to self-determination and sovereignty in an independent Palestinian State, with East Jerusalem as its capital. We reiterate also our request that Israel comply with resolution 497 (1981) and that it withdraw from the entire occupied Syrian Golan back to the line of 4 June 1967, in compliance with resolutions 242 (1967) and 338 (1973). Cuba welcomes the seriousness with which the Government of Lebanon has been complying with its obligations under resolution 1701 (2006), including the deployment of the Lebanese army in the southern region of the country and for its excellent level of cooperation with the United Nations Interim Force in Lebanon (UNIFIL).”

“In the face of the Security Council's paralysis resulting from the abuse of the veto, there was no alternative but to go to the General Assembly, a forum in which we all participate on an equal footing and where there is no place for the anti-democratic and obsolete right of veto. By an overwhelming majority, the Assembly adopted, at its resumed tenth emergency special session, a resolution setting out specific measures. Cuba calls for the immediate and full implementation of that resolution in all its aspects, including the dispatch by the Secretary-General of a fact-finding mission on the attack that took place in Beit Hanoun, with a view to informing the General Assembly within a 30-day period. The Security Council cannot continue to remain idle in the face of Israel's flagrant violations of its resolutions.”

“The draft resolution in question was a balanced document introduced at the Council by the delegation of Qatar on behalf of the Arab Group. The draft resolution failed owing to that veto, despite the fact that it received a favourable vote from the majority of the Security Council, including all the countries of the Non-Aligned Movement that are currently members of the Council. The Council's inaction seriously affects not only its already diminished credibility; it also strengthens the Israeli Government's sense of impunity, which feels fully protected by the unjustifiable United States veto.”

“As the Non-Aligned Movement has set out in recent statements, the ongoing deterioration of the situation in occupied Palestinian territory is a matter of concern, especially as a result of the disproportionate, indiscriminate and excessive use of force by Israel, which has resulted in great loss of life and injuries to Palestinian civilians. Despite the continuing deterioration of the situation, including the terrible massacre that took place in Beit Hanoun on 8 November 2006, the Security Council has not been able to act and continues to fail to fulfil its responsibilities for the maintenance of international peace and security. As we know, on 11 November 2006, the United States cast its thirty- first veto in connection with a text having to do with the question of the Middle East.”

“Israel continues the illegal construction of the wall, in outright defiance of the relevant provisions of the Advisory Opinion issued by the International Court of Justice on 9 July 2004 on the legal consequences of the construction of a wall in the occupied Palestinian territory and General Assembly resolution ES-10/ 15 of 20 July 2004. The wall divides the occupied Palestinian territory into isolated and fenced cantons, thereby destroying entire communities and cutting off occupied East Jerusalem from the rest of the territory. If the construction of the wall is not stopped or reversed, it will be impossible to reach a two-State solution to the conflict.”

“In May, Cuba submitted a comprehensive report to the Security Council Committee established pursuant to resolution 1267 (1999) on our country's strict compliance with all the provisions set out in resolution 1617 (2005), including those related to the embargo on weapons and related material, travel restrictions and the freezing of assets of persons and entities included on the consolidated list. In June, our country submitted its fifth report to the Counter- 06-54204 Terrorism Committee. The report, which is the result of an extensive and serious process of elaboration, accurately and thoroughly answers the questions asked by the CTC and provides additional information useful to the work of the Committee.”

“The date of 11 September was another anniversary date - that of the assassination of Felix Garcia, a diplomat of the Cuban Mission to the United Nations. That terrorist act is etched indelibly in the memory of the Cuban people. Felix was riddled with bullets when his car was stopped at a red traffic light in Queens, a few blocks from this building. His assassin was Pedro Crispin Remon, a member of the anti-Cuban terrorist organization Omega 7. He is the same person who, two decades later, attempted to assassinate President Fidel Castro at the auditorium of the University of Panama, acting in complicity with Luis Posada Carriles. Despite Cuba's continued denunciations, including those submitted many times to the Security Council, today that terrorist also walks freely in the city of Miami, where he boasts about his sad fame.”

“The United States refuses to comply with its international obligation to prosecute him or extradite him to the Bolivarian Republic of Venezuela, where he is wanted by the judicial authorities. Despite the fact that the United States Government itself has acknowledged that he is a dangerous terrorist, Posada Carriles is being held in Texas on the simple charge of being an illegal immigrant. On top of all that, only a few days ago, a federal judge recommended that he be freed. Cuba today denounces most strongly before the Security Council the fact that this international terrorist could soon be released from prison. If impunity prevails and the terrorist is freed, the Government of the United States will bear full responsibility. It would have to answer to its own people and to the international community for such as infamous act.”

“A few days from now, 6 October, will mark another anniversary of the monstrous terrorist act carried out against a Cubana Airlines passenger aircraft, which resulted in the deaths of 73 persons. When Cuba asked the Security Council to act, nothing was done. The Cuban draft resolution S/23990 was not even considered. The representative of the United States, speaking at that Council meeting, called it a waste of time. One of those responsible for the mid-air explosion of the Cuban aircraft, Orlando Bosch, not only walks freely on United States streets, but also makes frequent statements on television and in the print media. In those statements, he boasts, without any remorse, of his many terrorist acts against Cuba. Another person responsible for that crime is the notorious international terrorist Luis Posada Carriles.”

“Thus far, there is no evidence that the Committee has taken any action, even to assess the information submitted, or that it has launched an investigation into the failure of the United States to comply with its obligations under resolution 1373 (2001). The Government of Cuba once again reiterates its request to the CTC to undertake an assessment of the information submitted in documents S/2002/ 15, S/2004/753 and S/2005/341, among others. That would assist in the efforts to put an end to the impunity enjoyed in United States territory by those who have carried out, and are still planning, terrorist acts against Cuba. “Moreover, 40 clinical laboratory technicians are finishing their studies and 22 x-ray technicians are currently being trained. As a complement to that effort, 470 young people from Timor-Leste are studying in Cuba, most of them preparing to begin their medical studies in our country and others to enrol in other specialties. We are not here to lecture. What Cuba is doing today for Timor-Leste is just a modest example of how much more could be achieved in that country through international cooperation and solidarity, mainly by those States with larger economic and financial resources. We are certain that more could also be done for Timor-Leste in the context of the United Nations. We hope that this Security Council debate will contribute to defining short-term strategies that are in line with the real needs of the people of Timor-Leste.”

“Cuba's medical assistance has included treating 440,849 patients, assisting in 3,620 births, carrying out 2,198 surgical operations, administering vaccinations to 7,496 persons and saving over 6,000 lives. Despite the situation experienced by that country, Cuban aid workers, who are strictly committed to the principle of non-interference in Timor-Leste's internal affairs, have remained at their posts. In particular, Cuba's medical brigade - which is made up of 274 health workers, of whom 206 are medical doctors - has been a model of selfless cooperation, saving lives under the most difficult conditions. In addition to providing basic and specialized health services, that team is holding classes and running the recently opened school of medicine, which began classes in December 2005 with 60 students.”

“The international community has a moral obligation to help Timor-Leste to build a future of political stability and sustainable socio-economic development. It must undertake a serious commitment to assist Timor- Leste's Government in training human resources and establishing the infrastructure that this Asian country so urgently needs. Cuba, a small country that has for more than 45 years been subject to the most brutal and merciless economic, financial and commercial blockade ever suffered by any country, has continued its modest cooperation with Timor-Leste. “The Government of Timor- Leste has clearly stated its position as to the form that the presence of international actors in the country should take under a United Nations mandate. Cuba believes that the wishes and interests expressed in that regard by the Government and people of Timor-Leste should be duly taken into account by the Security Council. The challenges to be overcome by the people and Government of Timor-Leste in the coming years require enormous resources that are far beyond the capacities of a State with limited resources. In practice, little or no attention is given to the urgent and serious structural, economic and social problems afflicting those countries. The eradication of poverty and underdevelopment is a key prerequisite in the maintenance of international peace and security. There can be no peace without development or development without peace. With regard to security issues, the efforts of the international community in Timor-Leste, as in any other country, should fully respect the sovereignty and independence of that State.”

“The United States has once again prevented it from doing so, always introducing new amendments and new demands when any attempt is made to accommodate it. It has thus accomplished its objective of paralyzing the Council and preventing any statement on the issue. The least we can expect from this body in the current circumstances is that it condemn the new escalation and demand that Israel stop its attacks immediately. By its silence, the Security Council has become complicit in the actions of the Israeli Government. Cuba once again demands that the Government of Israel fulfil its legal obligations under the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, and respect the numerous resolutions on the question of the Middle East adopted by the Security Council and the General Assembly.”

“The Palestinian people will continue to suffer the consequences of those attacks as long as the hypocrisy and double standards of some continue to prevail in the Security Council. The United States has already exercised its right of veto on issues relating to the situation in the occupied Palestinian territories 29 times in the Council, to say nothing of the numerous threats to use the veto or to block positions in informal consultations behind closed doors, which have prevented the adoption of many resolutions and presidential statements. Its modus operandi is well known, as evidenced last month in the case of the draft statement prepared by the delegation of Qatar following Israel's attack against the Jericho prison. On this occasion, too, the Security Council has been unable to make a statement on developments.”

“It has become commonplace for Israeli military jets to launch missiles against Palestinian civilians and to pursue the illegal policy of extrajudicial executions, in flagrant violation of international law, including international humanitarian law. The recent hostile actions by Israel add to its decades-long record of aggression and violations of the most basic human rights of the Palestinian people. It is no secret that the Israeli Government will continue its practice of openly defying the resolutions of the Security Council and the General Assembly, as well as the norms of international law, as long as the Security Council's lack of action and passivity persist.”

“Currently, there are 900 Haitian students in Cuba, 613 of whom are attending the Latin-American School of Medicine. This year, 121 medical students are expected to graduate. We are not trying to give lessons or to boast about what we have done. What Cuba is doing today for Haiti is but a modest example of how much more could be achieved in that country through cooperation and international assistance, mainly by those States that have more economic and financial resources than our small country does. We are convinced that much more could be done for Haiti within the United Nations as well. We hope that the presence at this meeting of representatives of several specialized agencies will contribute to the devising of coordinated, long-term strategies that are commensurate with the real needs of the Haitian people.”

“In spite of the critical situation that this country has experienced, Cubans providing assistance strictly observe the criteria of non-interference in Haitian internal domestic affairs and have remained in their posts. Our medical brigade in particular, made up of 399 health practitioners, spread out among the 10 departments of that country, has been an example of selfless cooperation, saving lives under the harshest of conditions. Recently, 514 Haitians have undergone surgery in Cuba within the framework of Operacion Milagro, enabling them to regain their eyesight. Cuban cooperation with Haiti goes beyond direct medical care for the population. It includes the continued training of human resources, allowing for short- and medium-term capacity-building.”

“Cuba, a small country which has been subjected for over 45 years to the most brutal and merciless economic, financial and commercial blockade ever imposed on any nation, has maintained and enhanced its cooperation with that fraternal Caribbean country, providing the Haitian people with doctors, teachers, technicians and development assistance. My country cooperates with Haiti in different sectors, primarily in the area of health care. During more than six years of cooperation in the medical field, 2,246 Cuban health-care specialists have worked in Haiti. Their work has made it possible to hold more than 8 million consultations. They have given 865,202 doses of vaccine, and they have assisted in more than 70,000 births and performed 109,000 surgical operations. All told, these actions have saved more than 180,000 lives.”
