But, unfortunately, this report is full of one-sided examples against the Government, which brings into question the neutrality and the fairness of the Panel. The Government of the Republic of South Sudan would like to see a panel that is constituted by the Council to investigate and report credible and balanced findings to the Council in order for it to adopt fair, credible and realistic resolutions. Calling for an arms embargo based on this report aims only at punishing the Government, but will not end the war or bring peace to South Sudan.”

7. “For example, paragraph 82 states that the opposition forces "continue to have limited access to external arms and ammunition. The shortage of ammunition, in particular, has limited offensive operations by opposition groups in many locations. Opposition commanders reported that they were increasingly limited to small-scale guerrilla tactics, dependent on movement and the avoidance of direct confrontation with Government forces." On the other hand, the Panel reports that the Government is still receiving arms through the region, information which leads them to recommend an arms embargo against the Government.”

8. “My delegation would like to make the following brief observations for the record regarding the final report of the Panel of Experts (see S/2018/292). First, we are dismayed that the report is openly tilted against the Government and its senior officials. Although the Panel has been visiting Juba, it mainly cites sources and information taken from interviews conducted with members of the opposition in Nairobi and Kampala. Government senior officials are mentioned repeatedly as hardliners in order to paint their strong verbal defence of the Government as an obstacle to peace. One cannot help but deduce that the purpose of those officials being referred to in that way is to lay the ground for the justification of international sanctions against them. Secondly, the report of the Panel of Experts is biased, in our opinion.”

18. “The report further notes that the cancellation rate for aerial patrols is at its lowest since its establishment in 2013, having decreased from 56 per cent to 22 per cent, and that many of those cancellations mentioned were due to bad weather. The report also notes the positive progress made towards full operational capacity of the Mechanism. 35. “What I think is lacking in that regard is an honest, open dialogue and understanding between the Government and the humanitarian agencies. As stated by the Secretary-General in his report issued in May, His Excellency the President declared a unilateral ceasefire in the country and called on the army command to heed his call. However, it was not a blank check for the rebels to continue their attacks and provocations on the local population while the army stood aside and watched. Those provocations and hit-and-run attacks led to the hot pursuit that resulted in the eventual capture of Pagak - the headquarters of the rebels - by the South Sudan People's Defense Forces. 44. “The communique clearly outlines the fact that the modalities of the force, including its composition, mandate, armament, deployment, timing and funding, shall be agreed upon by the Transitional Government of National Unity and the troop-contributing countries. It is also unfortunate that the resolution contains an annex on an arms embargo, given that it is a peacekeeping resolution. The adoption of the resolution goes against a basic principle of United Nations peacekeeping operations, which is the consent of the main parties to the conflict, and against the Charter of the United Nations, which urges Members to respect the sovereignty, territorial integrity and political independence of other States.”

On 10 July, at around 8 a.m., a force from the headquarters of the First Vice-President attacked and overran a checkpoint on the Juba to Yei road. SPLA forces responded immediately and protracted fighting continued throughout the day around the checkpoint area. SPLA forces eventually regained control of the checkpoint. On 11 July, in the morning, forces of the Sudan People's Liberation Movement in Opposition forces attacked the checkpoint again; that time they were repulsed and pursued into their camp, which they abandoned.”

49. “The false report stated: "Fighting erupted inside Jl, President Salva Kiir's palace in the national capital, Juba. The President and his commanders attempted to arrest the First Vice-President, Dr. Riek Machar Teny. This came after the President called for a meeting of the presidency in his Office with Dr. Machar and Vice-President James Wani Igga. This turned out to be a set-up to arrest and possibly harm Dr. Machar. Fortunately, Dr. Machar's bodyguards have managed to fight vigorously and rescued Dr. Machar. He is now safe. Meanwhile, fighting has continued." In the midst of all that chaos, the President protected and facilitated the safe passage of the First Vice-President back to his residence.”

50. “The attack resulted in the deaths of two SPLA soldiers, two national Security personnel and one medical doctor, who was caught in the crossfire. On 8 July, President Salva Kiir Mayardit called First Vice-President Riek Machar and Vice-President James Wani Igga for a meeting to discuss the security situation and the shooting of the night before and to set up a committee to investigate that unfortunate incident. As the President was about to complete their meeting, the First Vice-President's huge protection force - in 21 mounted vehicles accompanied by an ambulance, in which ammunition was concealed - arrived at the main gate of the Presidential Palace as a response to false breaking news posted by the Press Secretary of Mr. Machar, Mr. James Gatdet Dak.”
