There is an increasing recognition of the need to address the impact of conflict on housing, land and property, particularly in relation to the return of internally displaced persons and refugees. More focused efforts are required in order to put an end to illegal policies and practices in occupied territories, including forced demographic changes, destruction and appropriation of historical and cultural heritage, and various forms of economic activity that directly affect the property rights of the inhabitants who are considering returning to their places of origin.”

6. “At the outset, I would like to thank you, Sir, for organizing this important debate on the protection of civilians in armed conflict. Azerbaijan aligns itself with the statement delivered today on behalf of the Non-Aligned Movement. I would like to make a few additional remarks in our national capacity. Indeed, civilians continue to suffer from inadequate protection in situations of armed conflict. A defining feature of most, if not all, conflicts is still the failure of parties to respect and ensure respect for their obligations to protect civilians. The heightened vulnerability of civilians in wartime - in particular that of forcibly displaced persons, refugees, women and children - brings an element of urgency to our protection efforts and to the imperative of restoring the rule of law.”

10. “Azerbaijan is fully committed to and making sustained efforts in maintaining international peace, security and stability, including by contributing to peacekeeping and peacebuilding efforts. The peacekeeping company in Azerbaijan's Armed Forces was formed in 1997 and transformed in 2001 into a battalion. Since 1999, Azerbaijan has contributed sizable military personal to the peacekeeping missions in Kosovo, Afghanistan, and Iraq. In recent years, the Government of Azerbaijan has increased its financial contribution to support the United Nations peacekeeping operations.”

11. “At the same time, more should be done to strengthen international peacekeeping capabilities in accordance with the needs of national authorities and relevance to conditions in the host countries. As a country suffering from the scourge of war and situated in proximity to other conflicts affecting the countries of its region, Azerbaijan is determined to establish lasting peace and stability in the South Caucasus and beyond on the basis of the generally accepted norms and principles of international law, the relevant Security Council and General Assembly resolutions, and the appropriate documents and decisions adopted by other international organizations.”

Despite serious shortcomings, it is evident that peacekeeping and peacekeepers have delivered results, contributed to reducing tensions, and ensured that peacebuilding processes in different parts of the world moved forward.”
