“We stress the importance of delivering justice as quickly as possible, as any protracted deferral would contribute to impunity for the perpetrators and undermine justice. In that regard, my delegation stresses the importance and the need for the United Nations Investigative Team to Promote Accountability for Crimes Committed by Da’esh/Islamic State in Iraq and the Levant to provide the Iraqi judiciary with all the evidence that it has gathered pursuant to its mandate so that we can move forward and immediately prosecute suspects fairly and transparently. “Moreover, since March, the Directorate for Survivor Affairs has been disbursing the first round of stipends awarded to women survivors. We are working on listing all remaining survivors in the database. Sixth, around 72,000 national identification documents have been issued to women and children, as well as internally displaced persons, in the liberated areas. Seventh, the Directorate for Survivor Affairs is implementing a referral system, in collaboration with 10 specialized psychosocial support organizations, to provide support services to women survivors for their rehabilitation and reintegration into society. Eighth, Iraq has continued to deal with the aftermath of the actions of the terrorist organization Da’esh, and we are striving to provide and uphold justice for the victims and their families.”

“That led to 97 women being voted into Parliament, which exceeded the women’s quota. Secondly, the National Strategy for Iraqi Women 2023–2030 was launched. It includes participation, protection, economic empowerment and social elements. Thirdly, we have established centres for protection from domestic violence, and work is under way to develop standardized regulations to govern the work of those centres. Fourth, we are working to ensure the prosecution of perpetrators of conflict-related sexual violence, together with a zero-tolerance policy for their actions. They are not entitled to any form of amnesty that has been granted. Fifth, in terms of the progress made in applying the law on compensating Yazidi women survivors, the Government of Iraq has begun setting up a database of women and girls entitled to compensation under the law.”

“Mr. Marzooq (Iraq) (spoke in Arabic): My country’s delegation would like to wish the United Kingdom delegation every success in presiding over the Council this month. We also express our thanks to the sisterly United Arab Emirates for its successful presidency of the Council last month. We thank as well Ms. Pramila Patten, Special Representative of the Secretary-General on Sexual Violence in Conflict, for her briefing. Iraq was one of the first Arab countries to develop a national plan for the implementation of resolution 1325 (2000) for the meaningful and effective participation of women. My country’s delegation would like to highlight several government measures that were taken in that regard. First, the 2021 electoral law allowed Iraqi women to enter the elections as candidates.”

“In conclusion, we reiterate our call on the international community to fulfil its commitments and take the steps necessary to revive the peace talks in order to achieve a just and comprehensive solution based on relevant United Nations resolutions. “Iraq commends the Al-Quds appeal, launched by King Mohammed VI of Morocco and Pope Francis, which stresses that Al-Quds Al-Sharif is a symbol of coexistence and mutual respect for human heritage. Jerusalem unites and does not divide. We must therefore work to ensure that Al-Quds remains a symbol of peace. Iraq deplores the United States declaration of Israeli sovereignty over the occupied Syrian Golan. We stress that Syria has the right to fully recover the occupied Syrian Golan, in accordance with the resolutions of international legitimacy. We reject any decision that entrenches Israel's occupation of the Syrian Arab Golan or any other occupied Arab territory.”

“As peace-loving States that are keen to expedite the deal of the century, we must work together to strengthen the international front against all unilateral decisions that perpetuate the occupation and to block the immunity granted to Israel, forcing it to respect and implement international resolutions and agreements. Iraq recognizes no solution that clearly and explicitly violates the resolutions of international legitimacy and international law, nor do we acknowledge it as part of the peace process. We renew our rejection of all violations by Israel, the occupying Power, against Muslim and Christian holy sites, especially attempts to change the historical and legal status of the holy Al-Aqsa Mosque with temporal and spatial divides.”

“Since the announcement of the creation of a plan for peace in the Middle East, or so-called deal of the century, the occupying Power has committed a long list of blatant violations with a view to changing the legal and demographic status of the occupied territories. It continues to build illegal settlements and has ended the temporary international presence in Hebron, while freezing part of the Palestinian tax revenues and taking other illegal decisions that are null and void in violation of the international resolutions and that could have serious repercussions in the region.”

We commend the support provided by the international community to Iraq, which has helped us eliminate terrorism from our country. “The great rivers in my country are subject to pressure as a result of the excessive use of and control over common water resources, in the absence of effective conventions or regional frameworks for using water in a fair and reasonable way. There is a lack of respect for the provisions of international law that would preserve the rights of the countries that share such water resources. The environmental deterioration of the Iraqi delta on the Arabian Sea is a clear example of the transformation of an ecological freshwater system rich in biodiversity and abundant in palm trees into a seawater system as a result of the shrinking of other water resources, especially freshwater resources. We would also note the destructive effects of terrorism on civilian and water infrastructure.”

“We believe that climate change can adversely affect the three pillars of the United Nations. The increasing temperatures at the Earth's surface pose a direct and concrete threat to our survival and would exacerbate other threats and potential disasters. These threats are more complicated in certain regions of the world, including in the Middle East, as they stand in the way of the realization of the Sustainable Development Goals in our countries. Lack of rainfall and the unsustainable use of water sources lead to water scarcity and to further unsustainable use of resources, thus increasing the chances of migration and displacement. Everyone knows the causes of migration that ends in death.”

This vital issue is at the heart of the international community's concerns, and I commend the Dominican Republic for having convened this debate. “The OIC warns once again that such illegal Israeli actions threaten to further aggravate the cycle of violence, exacerbate tensions, hatred and radicalism, and stoke religious dimensions to the conflict. Therefore, we reiterate our appeal to the Security Council to take action to effectively address this security situation. In that regard, we condemn Israel's continuing settlement and colonization of occupied Palestinian territory, including east Jerusalem, in contempt of Security Council resolutions, including resolution 2334 (2016), and the relevant provisions of international law. “Less than four weeks since the start of the Great March of Return by the Palestinian people, at least 41 Palestinians have been killed and more than 4,000 injured by the Israeli occupying forces, who have used live ammunition and other weaponry against unarmed, defenceless civilians taking part in peaceful demonstrations in demand oftheir rights and in protest against the cruelty of the displacement, dispossession, occupation and blockade that they have endured for decades. On the eve of the seventeenth anniversary of the Nakba of the Palestinian people, these protests have highlighted the vast consequences and tragedy of this ongoing grave injustice, as well as the urgency of the efforts to reach a solution in the immediate interest of saving human lives and the prospect for bringing about a future of justice, peace and security.”

“The Iraqi Government has issued a national human development report entitled "Iraqi Youth: Challenges and Opportunities", which focuses on the concept of joint prosperity and well-being, which is at the heart of the 2030 Agenda for Sustainable Development. Iraq is also seeking to adopt plans to eliminate youth unemployment and to encourage the employment of young people by providing them with short-term loans, supported by the State, in order to improve their income and well-being. The visit by the Secretary-General's Envoy on Youth to Iraq in August 2017 was in support of our national youth strategy. Iraq has realized the real potential of youth in its fight against terrorism.”

“Iraq has also encouraged the participation of young people in elections and electoral campaigns. We encouraged the establishment of a youth parliament, which held its first session on 10 October 2017, to create a genuine nucleus for free and sound political thinking that promotes the objectives of Iraq and the international community towards achieving security and peace. My country has adopted a governmental programme focused on strategic priorities to promote youth services and well-being. It includes the establishment of youth facilities and sports clubs to promote young people's athletic, cultural and scientific talents.”

“Our national youth strategy for the period 2013-2020, developed in cooperation with the United Nations Population Fund, includes plans and programmes to promote constructive mindsets among Iraq's youth and strengthen cooperation, brotherhood and anti-violence efforts. We have also sought to encourage sports among Iraqi youth as an alternative to violence and terrorism. Since 2003, Iraq has been attempting to rectify the mistakes made by the previous dictatorial regime with regard to our young people by inviting and encouraging sports teams to visit Iraq. We have established the conditions necessary to assure all international parties that Iraq can now host sporting events at the international level by providing the appropriate environment for that.”

We have sought to make young people agents for peace and security. My country believes that the main threat facing the world and youth today is the scourge of terrorism and extremism, which represents a serious challenge to all the societies. In its modern history, Iraq has suffered from war tragedies that have depleted much of its potential, especially the potential of its youth. “To strengthen our brotherly relations with the Kingdom of Saudi Arabia, the Iraqi Cabinet has established an Iraqi-Saudi coordination council. The two countries have agreed to elevate bilateral relations to the required strategic level; to open new horizons of cooperation in various areas, including the political field, security, economics, development, trade, investment, tourism and culture; to invigorate the partnership between the private sector in both countries, in addition to combating terrorism and extremism in their various forms, eliminating the strongholds of terrorism, drying up its sources and eliminating its financing, while respecting the various relevant conventions. To strengthen reconciliation, we are now hosting preparation meetings for the Mecca conference.”

“It is based on full respect for and equality of rights and duties among all components of Iraqi society and affirms the values of civic engagement, political participation and effective political representation for all. The constitutional and legal rights of all are guaranteed, in particular with regard to the areas of politics, economics, society, culture and language. Few diverse nations can make the same claim. Iraq affirms once again the importance of implementing the provisions of resolutions 2170 (2014), 2178 (2014), 2199 (2015) and 2253 (2015). “Official entities in the liberated areas of Iraq are working to return life to a state of normalcy and to begin offering services, thus paving the way for displaced persons, of whom there are approximately three million, to return and resume their normal life. Iraq is therefore in dire need of the support of the international community to face the challenges imposed by this post-Da'esh phase in Iraq, achieve stability, rebuild destroyed infrastructure, and remove the mines and the ordinances planted by the terrorist gangs of Da'esh in the cities over which we have regained control. “I should also like to thank and express gratitude to the States of the international coalition, as well as all other nations that have supported the unity, sovereignty and territorial integrity of Iraq, offered assistance in the areas of military logistics and advice, and humanitarian assistance in order to gain victory against the terrorist gangs of Da'esh. “The Iraqi Ministry of Defence continues to work on documenting and verifying witness accounts and conducting visits to alleged sites where Kuwaiti persons and prisoners went missing. We have resumed digging in section B ofthe Al-Khamisiyah site. As for Karbala, the Ministry of Defence has dug 102 holes without achieving tangible results. There are no new findings on the Al-Jahra and Radwaniyah sites. Excavation continues at the naval base sites in Kuwait, with the assistance of witnesses. The Ministries for Foreign Affairs and Defence continue their outreach work through television and other media outlets with a view to gathering accounts by new witnesses and documenting information in order to reach tangible and substantial information that could lead to finding out the locations of the missing Kuwaiti prisoners and persons.”

“A project will be launched under the slogan "Improving the Impact and Effectiveness of Community Police in the Newly Liberated Areas in Iraq" in partnership with the Iraqi Government and the Office of the United Nations High Commissioner for Human Rights in Iraq. My country also values the efforts of the United Nations Assistance Mission for Iraq (UNAMI) and the specialized agencies of the United Nations, as they work to provide support for IDPs. We urge other States to support the relevant programmes in Iraq as we undertake critical work in the humanitarian and relief areas for IDPs and in favour of community reconciliation.”

“With our partners, we are looking into options for gathering and preserving evidence of crimes committed by the terrorist ISIL gangs. That will be done without prejudice to the jurisdiction and independence of our judiciary. With respect to the IDP crisis in Iraq, friendly and brotherly States have contributed to rehabilitation and reconstruction efforts in areas liberated from ISIL gangs. That is a factor that contributes to reducing the suffering of IDPs following the war against terror. In that context, I would like to express our appreciation for the assistance offered by the Japanese Government in funding the activities of the United Nations Office for Project Services in the Middle East.”

“Such violations could lead to a complex regional situation, fuel tensions and cause instability. Similarly, Iraq urges other States to develop strict legal norms to combat foreign terrorist fighters, including criminalizing various acts by those terrorists in other States. Actions to be criminalized should include any intent to receive training by terrorist groups or travel abroad for terrorist purposes. Also important would be strict vetting and other immigration measures and the exchange of intelligence with countries of destination so as to curb the flow of foreign terrorist fighters, in implementation of relevant Security Council resolutions. Iraq is studying the various options in the global campaign to bring Da'esh to justice.”

“On 25 April 2017, in a clear and flagrant violation of our sovereignty, good neighbourliness, the rules of international humanitarian law and the Charter of the United Nations, Turkish forces illegally entered Iraqi airspace and territory by bombarding the Mount Sinjar region of northern Iraq with more than 20 bombs, which led to the killing and wounding of members of the Peshmerga Iraqi forces. I would like to take this opportunity to request that the Council shoulder its legal and ethical responsibilities to prevent the recurrence of such violations, an action that would contribute to the maintenance of international peace and security. The Council must demand that Turkey withdraw its forces from Iraqi territory and respect good neighbourliness in order to ensure international and regional peace and security.”
