  2. Despite various efforts, the United Nations has not been successful in settling some of the longest-standing issues to international peace and security. For example, the struggle of the people of Palestine for their self-determination has remained unresolved for more than seven decades. The longer that Palestinians are denied self-determination, human rights and the rule of law, the more we are all collectively guilty of not fully respecting and upholding the Charter. The Security Council's approach to that issue still stands out as an example of selective inaction in implementing the purposes and principles of the Charter. Malaysia is a strong supporter of reform initiatives with a view to strengthening the United Nations.

As prescribed in the Charter, the United Nations has been and remains at the forefront of various international and multilateral efforts to combat challenges and maintain international peace and security. In its 73 years of existence, the global multilateral system, underpinned by the United Nations, has paved the way for Member States to make great strides in areas such as multilateral trade, socioeconomic development, poverty eradication, the promotion and protection of human rights, countering terrorism and violent extremism and addressing environmental concerns. However, the evolving nature of the traditional threats and non-traditional security challenges facing the United Nations threatens to undermine many of the gains that have been achieved.

  4. I would like to join earlier speakers in thanking China for convening today's open debate. My delegation associates itself with the statements made by the representatives of Singapore, on behalf of the Association of Southeast Asian Nations, and the Bolivarian Republic of Venezuela on behalf of the Movement of Non-Aligned Countries. I would also like to take this opportunity to thank the Secretary-General, the Acting President of the General Assembly, the President of the Economic and Social Council and the President of the International Court of Justice for their Views on today's topic. Malaysia firmly believes that all Member States must remain united in our collective resolve to uphold and respect the purposes and principles enshrined in the Charter of the United Nations.

In addition, Malaysia supports the Secretary-General's strategy for mediation by strengthening the capacity of the United Nations and ensuring that the Organization makes maximum use of its assets in support of mediation initiatives. To sustain peace, Malaysia also encourages respect for the rule of law, good governance, tolerance, non-violence, mutual understanding, respect for diversity and inclusiveness, as well as the promotion and protection ofhuman rights. Lastly, lasting peace is important to achieving the Sustainable Development Goals. Therefore, it is vital to galvanize the commitment, support and political will of all stakeholders, including local and national actors, women and youth, regional and international organizations and the support of the international community and all United Nations entities. We should make every effort to implement the various decisions adopted by both the Security Council and the General Assembly that call for a continuous, cross-pillar and cross-sectoral approach to preventing conflicts and sustaining peace.

  7. In most cases in the past, we simply reacted to the consequences of conflicts. Secondly, at the heart of solving various conflicts around the world is the need to address their root causes - be they political or economic or as a result of disenfranchisement and so on. To that end, all stakeholders, including the United Nations, regional organizations, international financial institutions and the private sector, must spare no effort in identifying and, subsequently, addressing those root causes. Thirdly, it is important to sustain peace to prevent countries from relapsing into conflict. Countries emerging from conflicts should be assisted, among others, in the areas of socioeconomic development, poverty eradication and capacity-building.

  8. That effort led to the signing of the Comprehensive Agreement on the Bangsamoro between the Government of the Philippines and the Moro Islamic Liberation Front on 27 March 2014. Malaysia has also played an active role as a facilitator in the southern Thailand peace dialogue since 2013. In line with the theme of today's debate, we would like to emphasize the following points. First, we should focus on conflict prevention. As such, an early-warning system should be enhanced to identify the initial signs of conflicts, by continuously monitoring the situation in conflict-prone areas. That would involve regional organizations and the international community. Early preventive measures are crucial, as they would help address uneasiness, dissatisfaction or even concerns among them.

  9. We would like to express our appreciation to the United Kingdom for presiding over this timely and important meeting. Malaysia aligns itself with the statements made by the representative of Turkey, on behalf of the Group of Friends of Mediation, and by the representative of Venezuela, on behalf of the Movement of Non-Aligned Countries. Malaysia strongly supports the role of mediation in bringing about ajust, lasting, peaceful solution between disputing parties. At the regional level, Malaysia, at the invitation of the Government of the Philippines, has been involved as a facilitator in efforts to bring about peace in the southern Philippines, consistent with the Charter of the United Nations.

Malaysia also wishes to reiterate its position that a two-State solution, with Palestinians and Israelis living side by side in peace, based on the pre-1967 borders, with East Jerusalem as the capital of Palestine, is the only viable solution to this long-standing conflict. We continue to reaffirm our unwavering support and solidarity with the Palestinian people, especially during the recent violence in Gaza, which could threaten peace and security in the Middle East. Malaysia will work closely with the international community, with multi-stakeholder participation, in finding a peaceful, just, sustainable and lasting solution to this longstanding issue.

The first written report will greatly help the Council in advancing the objectives set out in the resolution, especially in the light of Israel's continued indifference towards the Security Council and its resolutions. The international community must therefore continue to demand that Israel stop all violations and illegal activities and fully comply with all its obligations as prescribed by the relevant Council resolutions as well as international law and the Charter of the United Nations. The adoption on 13 June, at the tenth emergency special session of the General Assembly, of resolution ES-lO/ZO, on the protection of the Palestinian civilian population - co-sponsored by Malaysia and supported by 120 States Members of the United Nations - sent a very strong message that called for the protection of the Palestinians from Israeli aggression, particularly in the Gaza Strip. Malaysia looks forward to the Secretary-General's report on the establishment of an international protection mechanism for the Palestinian civilian population. We also welcomed the Secretary-General's first written report on the implementation of Security Council resolution 2334 (2016), which was presented to the Council on 19 June (see S/PV.8289).

  15. In that regard, Malaysia urges all parties concerned to cooperate with the OPCW to ensure an impartial and thorough investigation of Douma incident. Malaysia has always believed that, in dealing with matters of peace and security, all parties must act in a manner consistent with the Charter of the United Nations and international law. In that regard, Malaysia believes that no military solution can bring about an end to any conflict in the world, as ultimately only the innocent would suffer. We therefore urge all parties involved to bridge all political divides to find a political solution through dialogue and negotiations in all conflicts, be it in Palestine, Syria, Yemen or anywhere else in the world.

  16. On numerous occasions, Malaysia has expressed its view that there is no military solution to the conflict in Syria. A political solution is the only way forward, and that hinges on the political will of the parties to the conflict themselves. Prolonging violence will not benefit any party and will only be exploited by terrorist groups and lead to further humanitarian catastrophe. Malaysia condemns in the strongest possible terms the use of chemical weapons by any parties under any circumstances. The use of such weapons is abhorrent and a flagrant violation of international law, especially the Chemical Weapons Convention. Malaysia also strongly believes that the Organization for the Prohibition of Chemical Weapons (OPCW) is the sole organization mandated to undertake investigations on the use of chemical weapons.

Malaysia continues to believe that a two-State solution, with Palestinians and Israelis living side by side in peace, based on the pre-1967 borders, with East Jerusalem as the capital of Palestine, is the only viable solution to this long- standing conflict. Besides the situation in Palestine, Malaysia remains deeply concerned about the continued deteriorating humanitarian situation in Syria. In that regard, Malaysia stands in solidarity with the international community in addressing this issue and urges all parties to the conflict to adhere to their obligations under international law, including international humanitarian law and human rights law. The parties must also fulfil their responsibilities in enabling unfettered humanitarian access to reach those in need, critically sick or wounded.

For its part, Malaysia will continue to provide assistance, within its means, to the Palestinians as well as the efforts of the United Nations Relief and Works Agency for Palestine Refugees in the Near East in providing assistance, protection and advocacy for Palestinian refugees. We therefore urge all Member States to strengthen their support for the Agency so as to ensure that the basic needs of Palestinian refugees are met, which include educational access, emergency food assistance and other support, as well as primary health care. Malaysia sincerely hopes all Members of the United Nations can provide a positive contribution in breaking the impasse in the Middle East peace process, based on the relevant Security Council resolutions, as well as international laws and norms.

  19. That decision, which regrettably is being emulated by a number of other States, undermines efforts to finding a comprehensive, just and durable settlement to the Palestinian-Israeli conflict. It has led to the dismay and frustration of a majority of Member States, the Palestinians and the Muslim world in particular, and those who wish to see peace, stability and security in the region. The decision not only contravenes and undermines the relevant Security Council resolutions, but it would also embolden Israel, as the occupying Power, to continue to execute its brutal occupation and repressive policies in the occupied Palestinian territory - a clear violation of international law, including humanitarian law, while inflicting immense suffering on the Palestinians.

The excessive use of force by Israel in responding to the Palestinians involved in the peaceful Great March of Return, which Malaysia strongly condemns, is totally uncalled for and unacceptable. We therefore demand that Israel stop all violations and illegal activities and fully comply with all its obligations pursuant to all the relevant resolutions. It is the responsibility of all Members of the United Nations to contribute to finding a just and peaceful solution to the conflict. It is in that context that Malaysia reiterates its deep concern about the decision taken by the United States to recognize Jerusalem as the capital of Israel and to relocate its Embassy from Tel Aviv to Jerusalem.

A peaceful resolution of the longest man-made conflict remains elusive. Malaysia believes that peace processes provide a critical forum of engagement with non-State armed groups and calls for child-protection provisions to be integrated in all peace processes, negotiations and agreements. In conclusion, the concerted efforts of all actors and stakeholders are vital to ending the grievous violations and abuses committed against Children.   23. We believe that further analysis of these groups would be invaluable to ensure a more tailored approach both by the operational actors on the ground and by the Security Council. Our discussions today raise several crucial questions as to how the tools at our disposal, including exploring non-exhaustive solutions and concrete actions, can be used to influence non-State armed groups to safeguard the lives of children. My delegation emphasizes the importance for the United Nations, the Security Council and Member States to consult and cooperate closely with one another in dealing with non-State armed groups to ensure that sustainable measures are being undertaken to improve the situation of children in armed conflict.

Equally important is ensuring that appropriate mechanisms and community-based reintegration programmes are in place to facilitate long-term efforts aimed at reconciliation and the rehabilitation and reintegration of victimized children into their respective communities. We are conscious of the fact that a large number of parties listed in the annexes to the report of the Secretary-General (S/2017/821) represent a wide array of non-State armed groups with diverse motives operating in vastly different circumstances. But it is important to acknowledge that there can be no one-size-fits-all approach in addressing such groups. Each must be dealt with in accordance with the unique context in which it operates.

  25. It is an important instrumental framework that continues to guide our collective efforts aimed at the release and reintegration of children associated with armed groups. Overall reintegration strategies must take into account the special needs of girls, who are at greater risk of rape and sexual violence, exploitation and abuse. We wish to highlight the plight of second-generation children of armed conflict, namely, the children born of war, and the need to also recognize this group as victims in post-conflict settings. We must be clear on the fact that ending and preventing grave violations against children is only one side of the coin.

I wish to thank Secretary-General Antonio Guterres and Ms. Virginia Gamba, Special Representative of the Secretary-General for Children and Armed Conflict, for their respective remarks. We also express our appreciation to Mr. Mubin Shaikh for sharing his valuable and insightful experiences as a former recruited child soldier and his continuous work in preventing children from joining terrorist groups. There can be no doubt as to our shared international commitments on the development, preservation and protection of children in situations of armed conflict over the past two decades in the Security Council. We recognize that this year marks the tenth anniversary of the Paris Principles and related commitments.

We remain mindful that it is the responsibility of all Member States to ensure the development of their own socioeconomic development plans in our joint efforts to achieve the 2030 Sustainable Development Goals. Peacekeepers in the field can provide relevant assistance and, wherever possible, facilitate the host country's process of achieving peace and sustainability. Finally, Malaysia would like to pay tribute to the sacrifices made by peacekeepers - to the devoted men and women who have served and to those who are now serving with unwavering dedication and distinction in our joint endeavours to maintain international peace and security.   28. Therefore, continuous efforts are needed to develop peacekeeping operations with a more holistic and comprehensive strategic approach that involves the community. In that regard, Malaysia is willing to share its experience, in particular in peacekeeping training with a focus on winning the hearts and minds of the local population. My delegation supports the efforts of the Council and the United Nations in their engagement with all stakeholders, including youth and women, with a view to achieving equal access to quality education and leadership training programmes. We also support the roles of youth and women as mediators in sustaining peace.

Therefore, in our collective efforts to enhance and improve the situation in the various peacekeeping missions, we need to take into account the different missions' components, situation, environment and challenges, including the relevant coordination among the various stakeholders in the field. Indeed, the active participation ofhost countries is an important component when it comes to the success of any mission. Therefore, in our view, it is timely for the Security Council and the relevant host countries to shift from the concept of a Government approach to a citizens approach. Security and development are not mutually exclusive; they always go hand in hand. Without peace and security, countries will not be able to focus their resources on their socioeconomic development programmes for the well-being of their people.

  30. I would also like to reaffirm Malaysia's support for the central role played by the United Nations, particularly by the Security Council, in the maintenance of international peace and security. We are very mindful of the daunting responsibilities and expectations placed on the United Nations, in particular on the Council. My delegation views that positively, as it demonstrates the desire of the international community for the United Nations and the Council to do more, ultimately, to secure durable and sustainable peace in conflict- affected countries. My delegation believes that there is no one-size-fits- all approach in peacekeeping because each mission is unique.

In that regard, Malaysia welcomes the positive initiative undertaken by the United States in facilitating a water- supply arrangement between the Palestinian Authority and the Israeli Government for Palestinians in the West Bank and Gaza, the respected United Nations and Egyptian initiative to facilitate the provision of fuel for the supply of electricity and the concrete commitments made by Qatar on reconstruction in Gaza. As we mark 50 years ofthe illegal Israeli occupation of Palestine, the international community owes it to the Palestinian people to mobilize its political will and explore other peaceful, legal and diplomatic avenues available to us to end the longest-running occupation in modern history. Let us not be condemned by history by virtue of being a by-stander.

  34. Let us make good on the historic Council action that reflected the urgency and conviction to reverse the negative trends that threaten the peace and viability of the two-State solution. We must now focus on the implementation of existing resolutions, including on settlements, as well as on all acts of violence against civilians and further incitements. Being detached and apathetic to the developments in the occupied Palestinian territory is no longer an option.

We are extremely disheartened to learn of the plans announced by Israel to increase the development of housing units in East Jerusalem to a rate of over 30 per cent more than in 2016, as highlighted by Mr. Mladenov earlier today. That is a clear violation of resolution 2334 (2016). We recall the pronouncement by the Committee on the Exercise of the Inalienable Rights of the Palestinian people, asking for the quarterly report ofthe Secretary-General on the implementation of resolution 2334 (2016) to be produced in writing. The report must outline where the parties were in compliance. In cases of non-compliance, concrete measures must be detailed to ensure the full and effective implementation and enforcement of the resolution. We continue to look forward to seeing a written report on the implementation of the resolution.

  36. We condemn in the strongest terms the closure of the Al-Aqsa Mosque on 14 July by the Israeli authorities. We join other member States in demanding that Israel refrain from any action that would alter the status of the Islamic holy site. We reiterate our call for Israel to provide unrestricted access for Muslim worshippers to the Al-Aqsa Mosque. We also urge Israel to cease any action that can have the effect of changing the status quo of the Islamic holy sites. The sanctity of the religious sites must be respected. In that regard, we also commend and support the efforts of the Hashemite Kingdom of Jordan and custodian of the holy sites of Jerusalem to restore calm in the holy city.

  37. I thank you, Mr. President, for convening and presiding over today's meeting. My delegation is grateful to the Special Coordinator, Mr. Nickolay Mladenov, for his important briefing and reflections. Malaysia associates itself with the statements to be delivered by the representative of Venezuela on behalf of the Non-Aligned Movement and by the representative of Uzbekistan on behalf of the Organization of Islamic Cooperation. Malaysia deplores the violent clashes between the Israeli security forces and Palestinians on 21 July in the West Bank, which left three Palestinians dead and injured many others. Those clashes in the West Bank further complicate the already volatile situation in the occupied Palestinian territories. We call on all parties to refrain from actions that could further escalate tensions in Jerusalem's old city.

Malaysia also made amendments to strengthen its strategic trade act of 2010, which provides control over the export, trans-shipment, transit and brokering of strategic items, including arms and related materials, and other activities that could facilitate the design, development and production of WMDs and their delivery systems. The amended act was passed by the Malaysian Parliament on the 21 June 2017. Among the amendments to the act were enhancements related to definitions and scope of implementation and on penalties designed to dictate serious repercussions for violations. Commensurate penalties are now provided for each offence under the strategic trade act; indeed, committing an offence under the act carries very severe penalties in the form of harsh fines and prison terms.

  40. In that regard, we commend Spain for its leadership in steering the 2016 comprehensive review exercise of resolution 1540 (2004). As a result, we then witnessed the Council's unanimous adoption of resolution 2325 (2016), and I would therefore like to stress that we will continue to spare no effort to work with the relevant stakeholders to strengthen and promote the work of the Committee established pursuant to resolution 1540 (2004). For its part, Malaysia continues to meet its international obligations by further enhancing the enforcement and effectiveness of measures aimed at improving domestic controls preventing the proliferation of nuclear, chemical and biological weapons and their means of delivery, including by establishing appropriate controls over related materials.

  41. Ithank the Security Council and its Bolivian presidency for convening today's open debate. I would also like to commend the briefings by Ms. Izumi Nakamitsu, High Representative of Disarmament Affairs, and Mr. Joseph Ballard, of the Organization for the Prohibition of Chemical Weapons, for their keen interest in and insights into the various areas where our engagement with resolution 1540 (2004) and its implementation can be further enhanced. We also align ourselves with the statement delivered earlier by the representative of Venezuela on behalf of the Movement of Non-Aligned Countries. I believe it is important today to recognize the progress that the Security Council has made in enhancing the global framework designed to prevent non-State actors from acquiring nuclear, biological or chemical weapons of mass destruction.

  43. Timely action and proactive measures are essential, if the Council is to effectively pursue the conflict prevention agenda. At the same time, we should not lose sight of the broader strategic objectives of addressing the root causes of conflict, which may include poverty, inequality, human rights violations and even environmental destruction. Malaysia believes that the Security Council remains uniquely and centrally placed to take steps to implement the conflict-prevention agenda. As elaborated on by previous speakers, the Charter provides the necessary tools; what is required is the political will and leadership on the part of the Council to utilize and implement them, working, of course, in close coordination and cooperation with the Secretariat, Member States and other partners and stakeholders.

We would encourage non-traditional donors and other partners to consider making voluntary contributions to the Peacebuilding Fund with the goal of ensuring predictable and sustainable funding for future peacebuilding efforts. In the light of the renewed focus on the primacy of politics, the Security Council should take more proactive steps aimed at acting preventively, including by empowering its President to conduct low- key, quiet-diplomacy dialogues with representatives of the countries on its agenda. Throughout Malaysia's recently concluded term on the Council, we saw that approach deployed, and we believe that its more frequent use would benefit the Council. At the very least, it would provide an avenue for direct engagement with the countries concerned.

  45. Effectively addressing the myriad challenges to international peace and security today requires significant shifts in the way in which the Council and the United Nations as a whole work. We also welcome the increased emphasis on partnerships across and beyond the United Nations system that seek to ensure that possible responses are more comprehensive, credible and sustainable. Moving forward, the Security Council must work more holistically with the General Assembly, the Economic and Social Council, the Peacebuilding Commission, the Peacebuilding Support Office and the Peacebuilding Fund, and break through the silos that hamper the Organization's work. Predictable funding is also important for sustaining peace.

  46. My delegation joins others in commending Sweden for convening this important debate in such a timely fashion. It offers an important and early opportunity for Member States to engage with Secretary-General Guterres in his areas of priority, namely, conflict prevention and sustaining peace. In that regard, we thank the Secretary- General for outlining his vision, to which we listened very carefully. Malaysia aligns itself with the statements made by the representatives of Thailand, Venezuela and Finland on behalf of the Association of Southeast Asian Nations, the Movement of Non-Aligned Countries and the Group of Friends of Mediation, respectively. Malaysia reaffirms its support for the principle that conflict prevention should lie at the heart of the Security Council's work and activities.
