“What do they gain from ignoring Israel's opinion and stance, unless such initiatives were never meant to bring about a real solution? For me, it is common sense that if one seeks to take real initiative, one should first and foremost reach out to the other side him or herself. Israel believes that any agreement must originate from bilateral and direct negotiations between the two sides. The Security Council cannot act as a substitute for the sides. Therefore, those who wish to truly move the political process forward should call on the Palestinians to return to the negotiating table instead of supporting these profoundly ineffectual open debates.”

“Regrettably, throughout my time here, the open debate on the Middle East has not been used as a platform for any real discussion involving honesty or self-awareness, especially when certain representatives from the Middle East region take the floor. During the past three years, I have witnessed the musical-chair games in which some delegations claiming to be in favour of a diplomatic solution have refused to be seated next to an Israeli representative at the Security Council table. How can we take this debate seriously when some ban the concept of sitting together at the same table? Throughout my time here, I have always been puzzled by those Security Council members who believe they know best and what is good for the region without discussing it with Israel even once. I wonder what is so intimidating about hearing Israel's views.”

“As I take the floor for the last time, I would like to thank my colleagues for the important discussions and the exchange of views in this forum. I would like to respond to some of the comments made earlier here today and make some general observations. For the past three years. I have listened closely to the representatives of certain States Members, who have repeatedly taken the floor during open debates on the Middle East, to reiterate inaccurate and fabricated data or perpetuate the biased talking points embellished with false accusations. As it is important to maintain open dialogue to better address real pressing issues that present challenges for every one of our countries, such biased and, at times, hateful statements, as usually exemplified by Iran, only erode this institution's founding principles and values.”

“Iran's activities violate multiple resolutions and, as Iranian officials regularly tell the world, they dream of the day when they will be able to destroy Israel. We have repeatedly provided the Council with evidence of Iran's malicious and dangerous activities throughout the region, especially in Syria. “Meanwhile, Lebanon, which presumed to lecture Israel about human rights, continues to perpetrate official and systematic discrimination against Lebanese people of Palestinian origin, preventing them from gaining access to health care, education, social services and opportunities for employment. There is, sadly, a new meaning of the phrase "cedars of Lebanon" - the irresponsible Lebanese officials who are ceding control to Hizbullah and Iran, and seeding the ground for future conflict. Moving from Hizbullah to its master, Iran, the Islamic Republic of Iran is the world's leading State sponsor of terror. All present in the Chamber are well aware that Iranian-made and Iranian-supplied weapons are fuelling conflicts and promoting terror in Syria, Lebanon and, as the most recent Panel of Experts has reported, Yemen.”

“As I pointed out in the last open debate on the Middle East (S/PV.8167), although Bolivia has sat on the Security Council since January 2017, not once has its representative even approached us to discuss the conflict. It is now April 2018, and still there is no contact. As for the statement that was made here earlier today by the Ambassador of Lebanon, while Hizbullah, the internationally recognized terrorist organization, plays an open, active and prominent role in the Lebanese Government. The result is the deployment of over 100,000 rockets on our northern border as Hizbullah's fanatical bloodlust draws conflict ever nearer.”

“I have asked for the floor in order to comment on some of the remarks made here earlier today. In his statement earlier today, the observer of the Observer State of Palestine insisted that the Palestinian demonstrations were entirely peaceful and that all reports to the contrary are "Israeli propaganda". Either we believe that planting and detonating explosive devices, throwing Molotov cocktails and attempting to breach the fence are forms of peaceful protest, or the representative is deliberately choosing to ignore the facts also presented earlier today by the Special Coordinator in his briefing. As for Bolivia, as predicted, its representative has once again delivered a statement to the Council that is simply incorrect.”

“We would expect at a minimum that before determining a position Bolivia would listen to both sides. Let me conclude by turning to the comments that were made here earlier today by the representative of Kuwait, a new Council member. Restricting freedom of expression, practicing torture, permitting domestic violence, mainly towards women, andjailing its citizens for criticizing the Government are simply common practices for Kuwait. If only the people of Kuwait could exercise freedom of speech - the same freedom of speech that their representative exploited today to attack Israel - perhaps Kuwait's statement would have sounded less absurd. “As for the comments made by the representative of Venezuela, that country is in a state of economic and moral bankruptcy. I would recommend that the representative of Venezuela address the severe shortcomings of his own country, in which endemic violence, widespread hunger, brutal repression of dissidents and State-sanctioned torture and execution are taking place on a daily basis. I turn now to Bolivia. It is deeply disappointing that once again the representative of Bolivia has delivered a one-sided, factually incorrect statement that does not reflect the true situation on the ground between the Israelis and the Palestinians. Bolivia has been a member of the Security Council for over a year now, yet not once has it approached Israel to conduct a constructive conversation about the conflict.”

“It is difficult to comprehend where the Syrian delegation actually finds the adacity to take the floor when the Syrian regime routinely and systematically targets its own civilians, prevents them from receiving humanitarian aid, and deliberately causes their suffering. On top of that, as we speak the Syrian Government is perpetrating a brutal and inhumane siege against its own people in eastern Ghouta, once again using, as reported, chemical weapons to attack its own people. Let me recall that when the Syrian regime has committed such atrocities, Israel has provided humanitarian aid to hundreds of Syrians, including by treating them in Israeli hospitals. I shall not take any more of the Council's time to respond to a regime that has simply lost all credibility.”

“Lebanon has allowed Hizbullah to accumulate more than 100,000 missiles and rockets, turning its own civilians into human shields. Not only does Lebanon allow Hizbullah to fully conduct its terrorist activities within Lebanese territories, but it also turns a blind eye when Hizbullah invites and hosts commandos of an Iraqi Shia militia in southern Lebanon. I advise Lebanon to focus its energy on ensuring both the full implementation of all Security Council resolutions, including resolution 1701 (2006) and 1559 (2004), and the full authority of the Lebanese Government over its country. Speaking of human rights abusers, let me refer to the Syrian representative, who has once again debased this forum with conspiracy theories and ludicrous fabrications.”

“I know it has been a long day, but I have requested the floor to exercise my right of reply in order to comment on some of the remarks that were made earlier today in this forum. Let me first address the comments made by the Lebanese Ambassador. On several occasions over the past year, the Lebanese President has referred to Hizbullah, a designated terrorist organization, as an essential governing partner and a legitimate armed Power in Lebanon. Among other things, he has described Hizbullah as playing "a complementary role to the Lebanese Army". That casts serious doubt on Lebanon's declared commitment to international law. The Ambassador also emphasized her Government's support for resolution 1701 (2006), while in fact at the same time Lebanon has allowed Hizbullah terrorists to take full control of southern Lebanon.”

Where is justice in the conditions which Palestinians and Syrians endure in Lebanon under the country's discriminatory legislation? And on what grounds does he have the authority to give advice? “Allow me to comment on some of the statements that were heard earlier today. The Iranian representative is under the assumption that his baseless allegation will somehow divert the Security Council's attention from his regime's deadly policies and activities. Iran is engaged in a campaign of aggression in and beyond the Middle East. It backs and assists the Al-Assad regime, which continues to kill hundreds of thousands of Syrians, including through the use of the world's most despicable means - chemical weapons. It fuels some of the worst conflicts in our world today in Yemen and elsewhere. Wherever there is terror, there is Iran. Iran can say all it wants in the Council, but there will never be enough words to mask Iran's true identity. Iran is the world's first and main sponsor of terror, in both words and deeds.”

“This is the representative of a regime that is arming terrorist organizations across the region and bolstering the murderous Al-Assad regime in Syria. Iran does all this in violation of numerous Security Council resolutions. Iran is continuing to develop an offensive ballistic- missile programme in direct violation ofresolution 2231 (2015), and, as stated in the report of the Secretary- General on that resolution (S/2017/515), Iran continues to export illicit weapons to various terrorist groups and conflict zones. Iran even went as far as to launch a ballistic missile at a very specific and intentional target, the Star of David. This is a direct and unacceptable threat by one Member State against another.”

“The Islamic State of Iran, which openly supports and sponsors terrorism throughout the region, had the audacity to sit here in the Chamber and spread lies. Besides its perpetration of the long list of criminal and terrorist acts attributed to it, Iran does not spare the lives even of its own young people, since it remains one of the few States in the world that execute juvenile offenders. “The representative of Kuwait, speaking on behalf of the Organization of Islamic Cooperation (OIC), the very same organization that just a week ago tried to make the case that attacks against Israel were not terrorism, today had the audacity to compare Israel to Da'esh. Are there no limits to what the OIC is willing to say? Lastly, to my Palestinian colleagues in the Chamber, I would like to say that the only way to address the outstanding problem between the two sides is byjoining us for direct negotiations. That is the only way to turn the vision of the two States for two peoples into a reality. Israel wants and prays for peace, but we cannot make any progress unless we put an end to terror and incitement and finally agree to direct, face-to-face negotiations. Hassan Nasrallah, the head of internationally recognized terrorist group Hizbullah, does not miss any opportunity to thank its main benefactor, Iran. Nasrallah admits that Hizbullah's funds and rockets come from the same source, that is, the generous Ayatollah of Tehran. To the Lebanese delegation, I would like to say: those living in glass houses should not throw stones. And those with terrorist organizations as part of their Governments should not criticize the most progressive and liberal democracy in the Middle East.”

“Once again, some of the speakers in the Chamber today have demonstrated that they will not let the facts confuse them when they decide to falsely attack Israel, rather than to establish a sincere, meaningful conversation about the situation. The remarks in the Council today can be interpreted only as a clear lack of knowledge or an explicit choice to perpetuate the biased approach against Israel in this house. In our statement this morning we stated that the some might try to balance the criticism of Palestinian terrorism by condemning Israeli construction, and that some might even criticize the construction while ignoring Palestinian terrorism. Unfortunately, that prediction has came true too many times. Israel strongly rejects any attempts to draw moral equivalents between construction and terrorism.”

“Turning to Lebanon, a country that has a terror organization, Hizbullah, as an integral part of its Government, the Lebanese Government recently become the sole champion and protector of Hizbullah, while outside Lebanon that terror group is being condemned for its destabilizing role in the region by the United Nations, the Arab League and the OIC. And yet Lebanon has no shame in criticizing Israel. To my Palestinian colleagues, I would like to say that there is no other way forward than by direct negotiations. A mere two weeks ago, Prime Minister Netanyahu repeated his call for direct negotiations. He said, "I am inviting President Abbas again. I have cleared my schedule this week. “We have warned time and again that Hamas has been diverting the cement that has been sent in for the reconstruction of homes and schools to rearm and prepare for the next round of conflict. Today we have another piece of concrete proof. This fact was also almost completely ignored. The tunnel has one purpose and one purpose only: to carry out terror attacks against innocent Israelis. “As we sit here today debating, my country is being attacked. In fact, while the Security Council has been deliberating on the situation in the Middle East, we received word of yet another terror attack in Jerusalem. A bus was blown up in downtown Jerusalem, injuring dozens of people, some of them critically. Shockingly enough, the only Council members to even mention the attack in their remarks were Ukraine, Uruguay and the United States. We expect the Council to condemn the attack. Also, just this morning, the Israel Defence Forces revealed that it had discovered a tunnel from Gaza that reaches into Israeli territory. That terror tunnel, which is hundreds of feet below ground, is equipped with electrical systems and lined with concrete.”

“The Israeli Cabinet has approved a range of short-, medium- and long-term measures to address Gaza's water and energy needs, including the addition of a temporary power line and increased accessibility to gas. Every day, thousands of people enter Israel from the Gaza Strip in order to work, do business and receive medical treatment in Israel. This continues despite the fact that we know that Hamas exploits this policy in order to promote terror. Hamas has even used a cancer patient being treated in an Israeli hospital as a carrier to pass information to terrorists. As we have stated time and again, Israel is committed to the two-State solution and believes in a better future for Israelis and the Palestinian people alike.”

“Why do they continue to refuse to condemn terror against Israel? I have read and reread their statement. It contains not a word of condemnation of terror and nothing about accepting Prime Minister Netanyahu's offer to negotiate. While the Palestinians demonstrate such passion and energy defaming Israel here at the United Nations, they neglect their responsibility for the people of the Gaza Strip. For their sake, and for the sake of various States that sadly failed to learn the facts before taking the floor here today - including Bangladesh and Nicaragua - allow me to share real information about Israel's major efforts to rehabilitate Gaza and to improve the lives of its population. These are just a few examples of Israel's commitment.”

“As for Syria, I would advise its representative to direct the time and energy he spends in writing hateful, false and conspiratorial statements towards approving United Nations requests for humanitarian assistance convoys. It took a lot of nerve for the representatives of Malaysia and Venezuela - two of the world's worst human rights violators - to criticize the human rights record of the only democracy in the Middle East. We can only hope that one day the people of their countries will enjoy the same freedom of expression as their representatives do here at the United Nations. With reference to my Palestinian colleagues, after listening this morning to the Palestinian observer I am still left without answers to the fundamental questions. Why will the Palestinians not come to the negotiating table?”

“Still, the representative of Lebanon had the audacity to criticize Israel's democracy. Just as a reminder, the terror organization Hibzullah, which sits in the Lebanese Parliament, is the same Hizbullah that assists Al-Assad's forces in besieging the town of Madaya in Syria and in starving its people to death. The element that is sponsoring Hizbullah's heinous activities is Iran. The sad truth is that wherever there is terror in the Middle East, we can be sure that Iran is behind it. Iran's interventions in Syria, Lebanon and Yemen continue to wreak havoc in the region. As for Saudi Arabia, as a State that continues to attack and bomb the civilian population in Yemen indiscriminately, it may want to refrain from giving lectures about violations of international humanitarian law.”

“Allow me to refer to some of the accusations that we have heard here today. The representative of Lebanon sat here and accused Israel of attempting to undermine the tripartite mechanism and questioned its commitment to resolution 1701 (2006). Interestingly enough, there is no evidence in United Nations reports to support these baseless claims. In fact, it was the Lebanese side that was recently accused of violating the resolution by General Portolano, Head of Mission and Force Commander of the United Nations Interim Force in Lebanon, after the launch of rockets at Israel from southern Lebanon. The rockets were fired by Hizbullah, an armed terrorist organization that still acts freely in southern Lebanon and holds seats in the Lebanese Parliament, which has not even been able to elect a President for the past year and a half.”

“The Palestinian observer did not answer one particular question: Why does Palestine refuse to negotiate? Its baseless accusations and malicious lies have been answered time and time again, including in our speech this morning, and I do not want to waste the Council's time by discussing them. An offer was made yet again in the Council for President Abbas to discuss peace here at the United Nations or in Ramallah, Jerusalem or anywhere else. For those who have spent the entire meeting listening to hateful incitement, let me repeat the words of Israel's Permanent Representative: "Like people everywhere, the people of Israel seek to live in peace and to see their children prosper". Despite the difficult time my country is facing, we remain confident in the promise of Israel's future.”

“Earlier, we heard the representative of one of the world's worst human rights abusers, Venezuela, accuse Israel of abusing human rights. That Jeffersonian democracy deprives its citizens of democratic rights by repressing and imprisoning opposition members. Here in the Council, Venezuelan leaders enjoy full freedom of speech; the same is not true for their constituents back home. Venezuela's accusations and conspiracy theories cannot be answered in a brief right of reply. It is disheartening that one of the 15 representatives on the Council should utter such baseless accusations. As for the Palestinians, it is unfortunate that they are repeating their false accusations and breached the protocol of the Security Council by disrupting the Israeli representative's speech. Interestingly enough, no one seemed surprised.”

“Let us not forget that in Lebanon a terrorist group that assists the Al-Assad regime in slaughtering civilians is part of the Government - half of the Cabinet, in fact. Regarding Saudi Arabia, it is the height of audacity for the representative of a country that routinely carries out public beheadings, including of teenagers, to criticize the measures that Israel takes to defend itself. A young Saudi protester, Ali Mohammed Al-Nimr, age 17, is set to be beheaded for encouraging protest during the Arab Spring. This is a country that engages in indiscriminate bombing and is attacking anything that moves. It recently killed at least 70 civilians when it bombed a wedding party in Yemen. Perhaps countries that engage in the indiscriminate bombing of innocents should not raise the issue of war crimes.”

“Israel cannot remain silent in the face of the reckless and inflammatory allegations about my country made earlier by several delegations. Sitting here today in the Council, I was amazed to hear that several Arab countries still insist that the Israeli- Palestinian conflict is at the centre of the problems in the Middle East. They say this while thousands of their brothers are being massacred by the Syrian regime, slaughtered and executed by the Islamic State in Iraq and Syria, or terrorized by Hizbullah, Jabhat Al-Nusra or Ansar Beit Al-Maqdis. Turning to Lebanon, I find it amazing that the representative of a country that for two years now has failed even to elect a president has the nerve to criticize the Prime Minister of a democratic country.”
