  3. “Last but not least, Romania formally contributed to advancing the discussions on the working methods of the Council at the seventy-first session of the General Assembly, when the Permanent Representative of Romania, together with his Tunisian colleague, co-chaired the intergovernmental negotiations on the question of equitable representation on and increase in the membership of the Security Council and other matters related to the Security Council. We commend the progress that has been achieved in the past couple of years in adapting the methods of work to address emerging security challenges.”

  4. “In that context, we restate our strong support for the systematic practice of the Council in briefing different regional organizations and mechanisms, such as the European Union or the African Union. Secondly, Romania has significantly contributed to advancing cooperation with non-Council bodies, most notably with the Peacebuilding Commission. A significant number of delegations have asked for closer cooperation between the Security Council and the Peacebuilding Commission (PBC). We are proud to say that during our presidency of the PBC, the practice of holding regular consultations within the Security Council was institutionalized.”

  5. “We believe there is an intrinsic link between discussing the working methods of the Council and reinforcing multilateralism. As a country that has had the privilege of serving in the Security Council before and is running for re-election tomorrow for the 2020-2021 mandate, Romania has worked to strengthen the capacity of the Security Council to increase its effectiveness in achieving its mandate. Please allow me to showcase three instances in which Romania has done so. First, during our most recent mandate from 2004 to 2005, we promoted resolution 1631 (2005) - the very first United Nations resolution on cooperation with regional organizations - which was adopted by the Security Council under the Romanian presidency of the Council.”

  7. “For our point of View, women also require special protection measures. One of the most important measures is to deploy as many women as possible in peacekeeping missions. I am proud to tell the Council that in our contingent of military observers and staff officers, 17 per cent are women. We strongly support the Secretary-General's proposal about developing national policy frameworks for the protection of civilians. Before concluding, I would like to reiterate that my country is committed to contributing effectively to the implementation of the decisions and mandates established by the Council, to which we are a candidate for this year's elections.”

  8. “The Declaration of Shared Commitments on United Nations Peacekeeping Operations has been endorsed by more than 150 States Members of the United Nations, including Romania, which is a clear reflection of the importance we attach to it. Romania also endorsed, on 1 April, the political declaration of the protection of medical personnel in armed conflict, initiated by France in 2017. When we address the various aspects of the issue of civilians in armed conflict, we are also referring to the risks and problems faced by children. We endorsed the Safe Schools Declaration, the Paris Commitments and Paris Principles on Children Associated with Armed Forces or Armed Groups and the Vancouver Principles on Peacekeeping and the Prevention of the Recruitment and Use of Child Soldiers.”

  9. “As a contributor to peacekeeping operations for more than 28 years, Romania always organizes prior to the deployment of the contingent under the United Nations flag a rigorous three-month training programme, in which the protection of civilians and respect for human rights are cornerstone subjects. Romania is currently engaged with the majority of individual police officers and military personnel in peacekeeping missions with a protection-of-civilians mandate. I am referring to Haiti, Mali, the Central African Republic, the Democratic Republic of the Congo and South Sudan. We appreciate the Secretary- General's Action for Peacekeeping initiative, which was launched in September 2018.”

  10. “Their adoption in the aftermath of the Second World War firmly established that those who are no longer taking part in hostilities - the wounded, sick, prisoners of war and civilians, including those living under occupation - must be protected and their life and dignity upheld without adverse distinction.   11. “I thank Indonesia for organizing today's debate on a topic that is extremely relevant for us. Romania aligns itself with the statement to be delivered by the observer of the European Union. Our discussion is taking place at a very opportune time and represents the tribute we can pay on the occasion of the twentieth anniversary ofresolution 1265 (1999) -the first Security Council resolution addressing the protection of civilians during armed conflict. By adopting that resolution, the Security Council recognized that civilians account for the vast majority of casualties in armed conflicts and are increasingly targeted by combatants and armed elements. This year also marks the seventieth anniversary of the four Geneva Conventions - a cornerstone of international humanitarian law.”

  13. “Romania's extensive network of bilateral and multilateral agreements in the area of preventing and combating terrorism demonstrates our willingness to help establish a broader and deeper international legal framework that will enable us to respond effectively to the evolving terrorist threat. We support concerted international efforts to combat the financing of terrorism, geared towards building upon the measures provided for in the International Convention for the Suppression of the Financing of Terrorism, which Romania ratified, and resolution 1373 (2001). An additional meaningful demonstration of Romania's support for the joint commitment of the entire international community in the fight against terrorism is its sponsorship of today's resolution 2462 (2019), on preventing and combating the financing of terrorism.”

  14. “To that end, we have set up a special structure called the National System for Preventing and Combating Terrorism, made up of 21 public authorities. Several of the System's authorities are directly involved in activities to combat terrorist financing and have developed a strategy that relies heavily on the prevention aspect. Romania criminalized terrorist financing beginning in 2002, and our regulatory and oversight authorities are engaged in a process to clarify our legislation in that area. At the same time, we support the development and implementation of programmes and measures aimed at strengthening the protection of our financial system against any form of illegal use by persons and entities involved in terrorist and criminal activities.”

  15. “However, when they lack the necessary financial resources, they are nonetheless also able to carry out attacks with reduced financial resources, entailing a significant impact and immense loss of human life. Consequently, the prevention of terrorist financing is a necessary pillar in the fight against terrorism, and we support all international and regional measures adopted to prevent and combat this major threat. Romania has taken a series of legislative and administrative measures to ensure the protection of all persons on its territory, while at the same time ensuring that the fight against terrorism is conducted in accordance with our international obligations and the applicable international and national human rights provisions.”

  16. “In the current context characterized by multiple and diverse threats linked to terrorism, which seriously jeopardize peace and security, our national role and, above all, our role as a responsible actor at the international level are of paramount importance. Despite the fact that national, regional and international efforts to combat terrorism have been intensified, responses have too often not been fully adapted to the ever-changing working methods used by terrorist organizations to carry out their attacks. Terrorist organizations have shown themselves capable of acquiring their own resources through criminal activities, such as drug trafficking, smuggling networks and directly extorting populations.”
