The problems no doubt feed into the instability characterized recently by the resignation of Prime Minister Garry Conille, just four months after his appointment. Moreover, the lack of consensus, which is very perceptible between the executive and legislative branches, remains a source of major concern. These differences in viewpoints do not inspire confidence and are likely to undermine the efforts of the international community. 4. “The measures that the Government is implementing in many areas to bring about the welfare of its people are aimed at that goal. They involve, inter alia, free schooling, the rehousing of those who lost their homes in the disaster, and the establishment of a national programme to fight against hunger and malnutrition. We also note the adoption of other measures in the justice sector, in particular, such as the revision of the criminal code, the appointment of additional judges to the Court of Cassation and the announcement of the establishment of the Superior Council of the Judiciary. Those measures are likely to reassert the authority of the State and enable the Haitian people to flourish, which is something that my country welcomes.”

After the devastating earthquake that struck Haiti in January 2010, the entire world wondered how the country would ever be able to recover. Fortunately, with the will and the determination of the people of Haiti and the support of the international community, the reconstruction of the country is on the right track.”

31. “We welcome the successful work of the OSCE in assessing the situation of ethnic minorities and the promotion of dialogue, as well as national legal reforms to curb ethnic conflict, which can jeopardize peace, stability and relations within and among OSCE member States. The commitment of the OSCE to preventing conflict using early warning mechanisms, conflict management and post-conflict reconstruction is an initiative that should also be encouraged. In that regard, Togo supports the OSCE's contributions to bringing peoples closer together, in particular when an upsurge in nationalism and identity politics carries the occasional risk of social exclusion and threatens peace.”

My country therefore urges the two parties to pursue their constructive efforts with a view to a full and complete normalization of their relations. 38. “In that regard, we welcome the thaw seen in recent weeks in relations between Pristina and Belgrade. Indeed, the report indicates that on 2 December 2011, with European Union mediation, the two parties adopted the agreed integrated border management conclusions. That paves the way for normalizing the situation at border crossings and for re-establishing freedom of peaceful movement. That agreement allows Serb and Kosovar police and customs officers to jointly manage those crossing points under the supervision of the European Union Rule of Law Mission (EULEX). This is likely to reinforce trust between the two parties. My delegation believes that that shows significant progress towards normalizing relations between the two parties. We would also like to welcome the two parties' agreement on the recognition of university diplomas.”

39. “That instability is tangible proof that underlying problems that have yet to be resolved remain a threat to the peace and stability of the region. They also justify the importance of the presence of UNMIK and other partner organizations in Kosovo. Togo regrets that those incidents have put a hold on peace negotiations between Kosovo and Serbia, which had begun well in the spring of 2011. In this tense situation, we welcome UNMIK's continued activities. Under difficult conditions it acts as an impartial mediator, helping to bring the different Kosovo communities closer together. UNMIK strives to encourage both Serb and Kosovar authorities to work with a View to leading all parties in the conflict to engage in an open, sincere dialogue in order to find a durable, peaceful solution to their differences.”

40. “According to the report, despite tangible progress, those goals have been but imperfectly reached, and the support of international actors remains necessary for Kosovo's stability. Indeed, even if the threat of war seems to have faded and if peace processes have been set in motion between the Kosovar and Serbian people, much remains to be done with respect to security in terms of community cohesion in Kosovo. Acts of violence, in particular against border posts in northern Kosovo during the night of 27-28 July 2011, are a perfect demonstration of the climate of insecurity and of this difficult cohabitation. Those events contributed to the deterioration of the security situation in northern Kosovo, to the polarization of positions and to the worsening of separatist tendencies among the local populations.”

48. “Despite that failure, the Council should be able to continue to seek ways and means to bring peace to Syria. The Syrian people should not continue to suffer, cry and bury their dead as our Council remains impassive. The Security Council must act. Togo continues to believe that it is not too late for it to resolutely commit itself on the path of the necessary action that must be taken. I now resume my function as President of the Council. I now give the floor to the representative of the Syrian Arab Republic.”

49. “I shall now make a statement in my capacity as representative of Togo. Togo had hoped that the situation that has prevailed in Syria for almost a year would allow the Security Council to send a strong message to the leaders and opposition in that country to end the violence and embark on a process of political negotiation that is inclusive and transparent. It was for that reason that Togo voted in favour of the draft resolution submitted by Morocco, and was a sponsor of the text. Unfortunately, the Council was not able to send this message to the Syrian political class, and my country deplores this state of affairs. Our Council, which has the primary responsibility for maintaining international peace and security, has failed once again to bring peace and security to Syria by speaking with a single voice.”

50. “It is my understanding that the Council is ready to proceed to the vote on the draft resolution before it. I shall put the draft resolution to the vote now. A vote was taken by a show of hands. In favour: Azerbaijan, Colombia, France, Germany, Guatemala, India, Morocco, Pakistan, Portugal, South Africa, Togo, United Kingdom of Great Britain and Northern Ireland, United States of America 2 Against: China, Russian Federation The President (spoke in French): There were 13 votes in favour and two against. The draft resolution has not been adopted, owing to the negative vote of two permanent members of the Council.
