“In order to develop transregional energy trade and transit the work in the framework of the Central Asia South Asia Electricity Transmission and Trade Project (CASA - 1000) international project of energy export by Central Asian countries to countries of Southern Asia through Afghanistan is being conducted. Within the frame work of the CASA-1000 project, the Kyrgyz side should export electricity to Afghanistan and Pakistan in the amount of up to 1.5 billion kWh annually in the summer. In order to substantively discuss the current agenda of Kyrgyz-Afghan relations, the Kyrgyz side proposed to hold the first meeting of the joint Kyrgyz-Afghan intergovernmental commission in Bishkek, as well as the next meeting of political consultations at the level of the deputy foreign ministers of the two States.”

“Kyrgyzstan stands for a ceasefire and an end to violence in Afghanistan and calls on the conflicting parties to exercise restraint and to advance the peaceful dialogue launched in 2020 in Doha. Before the pandemic, important regional events were held in Kyrgyzstan, where high-level representatives of the Government of Afghanistan, as well as non-governmental organizations, took an active part. In 2019, Bishkek hosted the Council of Heads of State of the Shanghai Cooperation Organization, the third meeting of the Shanghai Cooperation Organization-Afghanistan Contact Group, as well as conferences and seminars on regional issues of reducing violent extremism, using social networks to recruit international terrorist organizations, countering drug trafficking and the governance of natural disasters.”

In that regard, we fully supported and became a co-sponsor of General Assembly resolution 74/275, on the International Day to Protect Education from Attack. Unfortunately, according to the Secretary-General’s annual report on children and armed conflict (S/2020/525), education continues to be under attack in conflict situations. Millions of children in armed conflict lack access to education owing to attacks on schools. Education, as one of the critical needs of children affected by armed conflict and a vital element of reintegration programming for children formerly associated with armed forces or groups and their communities, must be prioritized by all United Nations Member States.”

“Fifteen years ago, the Security Council unanimously adopted resolution 1612 (2005), which established the United Nations-led monitoring and reporting mechanism to provide timely and reliable information on the recruitment and use of child soldiers in violation of applicable international law and on other violations and abuses committed against children affected by armed conflict. By adopting that important resolution, the Security Council made important progress towards ensuring that children caught in armed conflict are protected from violence and related threats to their security and well-being. “In particular, the ICRC provides technical support to the armed forces with the aim of integrating international humanitarian law into their operational documents. With the support of the ICRC, seminars are held on the law of armed conflict and on the protection of civilians, as are information sessions on international humanitarian law, which helps to increase the level of training of military personnel of units and military command-and-control bodies. Ongoing ICRC projects and programmes in the country are relevant and important, including in the field of humanitarian law, emergency situations and the penitentiary system. “According to data from the Office of the United Nations High Commissioner for Refugees, this year Kyrgyzstan became the first country in the world to resolve its stateless problem, having reduced the number of stateless persons from 13,000 to zero over the past five years. We have positive experience of participating in the settlement of international and local conflicts, in United Nations peacekeeping operations and within the framework of the Peacebuilding Fund, and we are also contributing to the process of restoring Afghanistan. “In 2003, the Government of the Kyrgyz Republic established the Interdepartmental Commission for the Implementation of International Humanitarian Law. One of the functions of the Commission is to consider issues related to the implementation of the international obligations of the Kyrgyz Republic in the field of international humanitarian law. The Commission’s activities are based on such principles as humanity, non- discrimination and the protection of victims of armed conflicts, of civilians, of medical personnel and of civilian objects. We have ratified eight of the nine international human rights treaties. On 7 May 2019, Kyrgyzstan ratified the Convention on the Rights of Persons with Disabilities. In 2018, we successfully completed our term on the Human Rights Council.”

“There are many successful international projects aimed at peacebuilding, capacity-building, counteracting the spread of violent extremism, strengthening friendly relations among young people S/2020/346 S/2020/346 of the States of the region and involving young people in decision-making related to security, conflict and peace. We fully support the vital and positive role that young people are playing in the coronavirus disease outbreak response in relation to peace and security in Kyrgyzstan today. In particular, in 2019 the United Nations system in Kyrgyzstan, in partnership with the Government of the Kyrgyz Republic, launched a new programme for young activists to promote the SDGs among young people in Kyrgyzstan and to mobilize them towards achieving the SDGs at the local, national and international levels.”

“In August 2017, the Government of the Kyrgyz Republic also adopted a youth policy development programme for 2017-2020, which contains a vision for the future, goals, the main priorities, tasks and key public policy measures aimed at developing the youth of Kyrgyzstan, including the creation of the relevant legal and infrastructural conditions, by the end of 2020. It should be noted that the Government of the Kyrgyz Republic is actively working with the United Nations system to increase youth participation in the achievement of the Sustainable Development Goals (SDGs).”

“The National Development Strategy of the Kyrgyz Republic for 2018-2040 sets out that young people should be actively involved in the country’s development processes, an effective youth development system, the conditions and the necessary legal framework for the effective implementation of the State youth policy aimed at shaping young people into one of the main assets of the development of the State and society and the promotion of youth initiatives in the political, economic and social spheres.”

“Kyrgyzstan is making significant efforts to comply with the requirements of resolutions 2419 (2018) and 2250 (2015). In that context, Kyrgyzstan is interested in active cooperation with the United Nations and all international partners to fulfil the requirements of these important resolutions. The Kyrgyz Republic fully supports the vital and positive role of the youth in solving problems concerning maintaining peace and security, developing friendly relations among nations, cooperating in resolving development problems, reducing poverty, promoting respect for human rights, environmental protection, fighting diseases and many other challenges and issues facing humankind.”

“In 2015, the Security Council unanimously adopted resolution 2250 (2015), in which it encourages States to consider creating mechanisms that would enable young people to engage constructively in peacebuilding to prevent violence and establish world peace and to clearly identify youth as an important partner in global efforts to strengthen peace and counter extremism. In September 2018, the Secretary-General introduced Youth 2030: The United Nations Strategy on Youth, which emphasizes the intention of the United Nations to increase its efforts to work with the youth and for its interests in order to provide every young person with the opportunity to fully realize their potential, highlighting the positive contribution of young people as key agents of change.”
