“As mentioned in the report of the Secretary- General on the situation in Afghanistan and its implications for international peace and security (S/2019/493), the meeting of the Shanghai Cooperation Organization-Afghanistan Contact Group, held in Bishkek in April, was co-chaired by Afghanistan. Participants discussed cooperation with Afghanistan, as well as progress on the Afghan peace process, and reviewed the Contact Group's draft road map for further action. My country hosted the eighth annual meeting of the Deputy Foreign Ministers of the Central Asian countries and Afghanistan in November 2018 in Bishkek. The meeting was organized by the Ministry of Foreign Affairs of my country and the United Nations Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA).”

“On the other side, Kyrgyzstan is ready to contribute to the development of the peace process in Afghanistan within the United Nations, the Shanghai Cooperation Organization, the Collective Security Treaty Organization, the Moscow format, the Heart of Asia-Istanbul Process, the Kabul Process and other international platforms. The Kyrgyz Republic is interested in a peaceful and stable Afghanistan and calls for further cooperation with Afghanistan and the development of regional cooperation and confidence-building measures to resolve the situation in the country.”

“We hope that the presidential elections in Afghanistan in September will be another important step towards democracy in the country. Unfortunately, despite the positive changes that have been made, the political situation in Afghanistan remains unstable. First of all, it is characterized by the continued activities of armed anti-Government and international extremist and terrorist groups, and illegal human, arms and drugs trafficking. We are also concerned about the situation in Afghanistan and the region with respect to foreign fighters and terrorists returning from conflict zones. In that regard, Kyrgyzstan welcomes the steps taken by the Government of Afghanistan to promote peace through the offer of talks, and expresses full support for its peace initiatives aimed at establishing stability in Afghanistan.”

“Currently, the Government of the Kyrgyz Republic and its Afghan partners are implementing a pilot project to teach children from ethnic Kyrgyz families living in the Big and Little Pamir mountains of Afghanistan in educational institutions of Kyrgyzstan. On 11 and 12 July, at the initiative of Kyrgyzstan, representatives of the countries of Central Asia, Afghanistan, UNAMA and the Organization for Security and Cooperation in Europe, the issue of deepening cooperation between the Central Asian countries and Afghanistan was discussed.”

That will contribute to the economic development of the country, as well as resolving a number of socioeconomic problems. The Kyrgyz Republic is promoting an initiative to establish a trilateral agro-industrial consortium among Kyrgyzstan, Tajikistan and Afghanistan. “The Kyrgyz Republic welcomes the adoption of the Geneva Mutual Accountability Framework, as reflected in the communique adopted at the Geneva Ministerial Conference on Afghanistan held on 27 and 28 November 2018. We reiterate our serious concern about the security situation in Afghanistan. We wish to stress the need to continue addressing the threat to the security and stability of Afghanistan caused by region-based terrorist groups and other illegal armed groups and criminals. “We must not ignore the importance of ensuring that other international institutions play an increasingly active role in solving problems that can lead to instability and conflict. The United Nations system, which itself is in need of reform, has an important role to play in this. In that regard, we support the initiative of the Secretary-General aimed at reforming the Organization's entire peace and security architecture in order to strengthen our ability to prevent and resolve conflicts, as well as to improve development reform. We hope to see strengthened cooperation between the United Nations and Member States, thereby enhancing the effectiveness of the United Nations system, including in the fight against terrorism. “The Security Council has directed special attention to that approach with its holding ofa series ofthematic debates that demonstrate the relationship between security and development and the need for an interdisciplinary approach to conflict resolution, policy, security, development, human rights and the rule of law. We agree that the Security Council should play a vital role in decision-making on peacekeeping and humanitarian actions, as well as in facilitating efforts to achieve political solutions. “In that regard, we underscore the importance of a comprehensive approach to preventing the proliferation of WMD, which in our view must be based on strengthening all non-proliferation regimes, including the Treaty on the Non-Proliferation of Nuclear Weapons; the Chemical Weapons Convention; the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction; resolution 1540 (2004), and effective national export control systems. “Our countries make regular submissions to the Security Council Committee established pursuant to resolution 1540 (2004) of information on their efforts to improve national systems for monitoring the trade in weapons of mass destruction, the means for their delivery and related materials, providing the highest possible respect for standards of nuclear security and implementing the International Convention for the Suppression of Acts of Nuclear Terrorism and the Convention on the Physical Protection of Nuclear Material. All CIS States are parties to the global initiative on combating acts of nuclear terrorism. Significant experience has been gained in the areas of cooperation between the CIS and the United Nations in the achievement of our goals in the social, economic and humanitarian spheres.”

“As the CIS countries contribute to counteracting new threats and challenges to security, they take into account the leading role played by the United Nations and the need to develop constructive partnerships with other members of international organizations and specialized agencies, such as the Counter-Terrorism Committee, the United Nations Office on Drugs and Crime, INTERPOL, the International Organization for Migration, the Office of the United Nations High Commissioner for Human Rights and the Financial Action Task Force for combating money-laundering. “It should be pointed out that all of those problems were given particular attention in a context in which the international situation is undergoing complex changes and international security continues to be subject to various sources of instability, namely, international terrorism, religious extremism and other contemporary challenges and threats. We are especially concerned by the growth in various terrorist and extremist organizations and the continuing recruitment of CIS citizens into entities engaged in armed conflicts. No less grave an external threat for the CIS continues to be the situation in Afghanistan, where there has been no drop in the threat of terrorism, extremism and drug trafficking.”

“Ms. Moldoisaeva (Kyrgyzstan) (spoke in Russian): This year, the Commonwealth of Independent States (CIS) marks its twenty-fifth anniversary. The member States of the Commonwealth are committed to the values that are set out in the Charter of the United Nations. Cooperation within the CIS is based on respect for humane and humanitarian values, which provides the basis for combating the ideological extremism, intolerance and terrorism that threaten the stability not only of member States of the Commonwealth of Independent States but the world as a whole. Since January 2016, the Kyrgyz Republic has held the presidency of the Commonwealth of Independent States. In this period three entities have celebrated anniversaries: the Council of Heads of State of the CIS, the Council of Heads of Government and the Council of Foreign Ministers.”
