3. “In conclusion, we commend the work done by Mr. Francois Fall in his efforts aimed at promoting a peaceful solution to the crisis in the region through political dialogue, as well as UNOCA and the Economic Community of Central African States for adopting a joint action plan for 2019. 4. “Given the alarming number of people whose sole means of survival is humanitarian assistance, we must restate the need to guarantee safe, timely and unhindered access to much- needed assistance to the most vulnerable populations, including millions of internally displaced persons, in particular women. Withregardto Cameroon andregional organizations, mediation and dialogue between the parties, including civil society, should be intensified in order to build the confidence and the political will necessary to build a sustainable peace. The active participation of such organizations as the African Union is a vital tool for reaching an inclusive peaceful solution to the conflict. Their leadership is essential for generating trust and the willingness of the parties to engage in a substantial dialogue for peace.”

5. “The effects of climate change, which have taken the form of more frequent and larger-scale droughts and floods, are a challenge for Central Africa and a continued source of great concern. Coupled with food insecurity caused largely by adverse weather conditions and the loss of crops and livestock, they cause high levels of hunger and malnutrition, thereby subjecting millions of people to extreme hardship. That is why we believe that UNOCA could play a key role in building regional climate resilience aimed at mitigating the adverse effects of climate change. Those effects, together with the humanitarian consequences of many years of conflict and the prevalence of armed groups and their terrible impact on the civilian population, have undermined institutional, social and economic development in Central Africa.”

6. “In that regard, we welcome the signing of the memorandum of understanding between the United Nations Regional Centre for Peace and Disarmament in Africa and the United Nations Regional Office for Central Africa (UNOCA) with the secretariat of the Economic Community of Central African States (ECCAS) to jointly support the implementation of the Central African Convention for the Control of Small Arms and Light Weapons, their Ammunitions and Components. 7. “Those initiatives must enjoy the support of the international community and should be focused on an open process of dialogue and a strengthened regional cooperation strategy within the framework ofthe Peacebuilding Fund and the resources that are crucial to disarmament, demobilization and reintegration programmes. Those activities should be aimed at enabling combatants who are willing to abandon arms to find a means of subsistence and have an opportunity to be reintegrated into society, while protecting civilians and pursuing sustainable development in the region. It is necessary to expand the presence of the State and to provide the assistance necessary for the improved training and equipping of the security forces.”

8. “The Dominican Republic condemns the violation of human rights, kidnappings and attacks against civilians perpetrated by the Lord's Resistance Army, and welcomes the decision of the Peace and Security Council of the African Union to maintain the Regional Cooperation Initiative for the Elimination of the Lord's Resistance Army. We cannot imagine stability and development in the Central African region until the armed groups are deprived of their means of subsistence. A multidimensional stability plan must be supplemented with national and regional plans in the short and long terms.”

9. “In that regard, we urge all stakeholders to honour their commitments to the full implementation of the agreements, with a view to bringing peace to their countries and the region. The political situation in Central Africa nevertheless continues to be characterized by instability and tensions caused by electoral processes, as well as by security and human rights issues. We regret that the security situation in some parts of the region remains precarious due to the activity of armed groups, ethnic conflicts and intercommunal violence between pastoralists and farmers. Boko Haram continues to bring instability, pain and death to civilians and members of the military in Chad and in Cameroon.”

We commend the progress achieved with respect to the holding of legislative elections in Chad, the peaceful transfer of power in the Democratic Republic of the Congo and the signing of the Political Agreement for Peace and Reconciliation in the Central African Republic. We hope that the pending political transitions will be carried out peacefully. We congratulate all actors that made possible the rapprochement between the parties in these conflicts. We hope that these peaceful processes will have a multiplier effect in the search for resolutions to the various conflicts in the region.”

11. “We welcome the efforts of State and local authorities in monitoring and implementing humanitarian programmes, and we understand that it is essential to ensure that the international community redoubles its cooperative efforts, which is why we suggest that those who are in a position to do so contribute to the Somalia Humanitarian Fund, with a view to alleviating the greatest humanitarian needs in Somalia. Lastly, I would like to highlight and acknowledge the roles that the United Nations Support Office in Somalia, the African Union Mission in Somalia and the United Nations Assistance Mission in Somalia have played. Added to communities' vulnerabilities and lack of resilience, those effects have resulted in a worrying increase in humanitarian needs in a country where a third of the population needs assistance to survive. Food insecurity, caused largely by adverse weather conditions and the loss of crops and livestock, continues to threaten the lives of 1.5 million people, mainly children. In that regard, we are very concerned about the difficulties that humanitarian actors are encountering in their efforts to access vulnerable areas, where they increasingly end up becoming victims of violence, kidnappings or movement restrictions both within and outside the areas where humanitarian assistance is needed.”

13. “We encourage the continued implementation of programmes that promote comprehensive change in the lives ofyoung people so that they can find opportunities and achieve their potential. The Dominican Republic urges the parties to continue working to end the recruitment and exploitation of children, to secure their release, reintegration and appropriate compensation, as well as pardoning children who have been sentenced to prison for their association with armed groups. We urge all the entities concerned with the protection of civilians in Somalia to redouble their efforts to create the mechanisms needed to protect the most vulnerable among them, particularly the internally displaced and women and children, who are exposed to high levels of insecurity and violence.”

14. “We realize that it is essential to continue working together to increase women's political participation and share of power so that they are involved at every level, which is why increasing the electoral law's gender quota is crucial to achieving a minimum of 30 per cent seats for women in the 2020 elections. With regard to young people in Somalia, we note that 70 per cent of the population is under the age of 30 and that the youth unemployment rate is one of the highest in the world. The lack of job opportunities and social and recreational activities makes young people even more vulnerable, driving young people into conflicts and participation in radical groups or piracy as a way to survive.”

15. “We also express our deep concern about the fragility of security in Somalia and condemn the attacks perpetrated by the terrorist group Al-Shabaab. We welcome the progress made in the constitutional review process and urge actors to continue to make the necessary efforts to ensure that its review is inclusive and transparent and guarantees the participation of all sectors of society. In that regard, more progress must be made in approving the draft electoral law based on the principle of proportionality and inclusion, including adding provisions that provide more opportunities for women.”

We welcome the efforts of the Federal Government of Somalia to develop and approve the draft framework for national reconciliation, with the goal of ending the Violence and restoring trust among communities in order to overcome differences. Therefore, we ask the parties, in particular Somali leaders, to make every effort to find a peaceful and lasting solution to their political differences. We note the political stalemate between the Federal Government and the federal member states. We understand that breaking the impasse should be the priority objective to support the national reconciliation process taking place in Somali society.”

20. “The Dominican Republic understands that, despite all ofthe setbacks and continued violations ofthe Minsk agreements, those agreements nonetheless constitute the legal basis for achieving a political solution that will put an end to the conflict in eastern Ukraine and all its repercussions in the region. We express our strong support for the package of measures endorsed by the Council in 2015 in order to achieve the effective implementation of the agreements. In that regard, we encourage the resumption of the prisoner exchange as an expression of the goodwill of the parties to move the peace process forward.”

21. “With regard to the implementation of the Minsk agreements, four years after they were signed major challenges continue to be reported on the ground. We note with concern that the Organization for Security and Cooperation in Europe (OSCE) Special Monitoring Mission to Ukraine reported 9,500 ceasefire violations between 24 and 27 January this year. We are disturbed to learn that the conflict continues to wreak havoc on civilians; hunger and poverty have affected more than 3.5 million people, not to mention more than 1.5 million internally displaced persons.”
